26.07.2014: Workshop on Business Excellence for Manufacturing Industries in association with AKWL

A workshop was held jointly with Indian Industries Association and AKWL at IIA Bhawan, Gomtinagar Lucknow. The main focus of this workshop was improvement of Operational/Manufacturing process of the SME Industries. IIA Lucknow Chapter Chairman Mr. Manmohan Agarwal along with Mr M.C. Pandey, Mr. Rajiv Goyal, Mr. T.N. Chaturvedi, Mr. Puspendra Singh Gaur and other members of AKWL attended this workshop.

01.08.2014: Meeting with Minister of State (Independent Charge), Ministry of Commerce, Govt. of India Smt. Nirmala Sitaraman

IIA Delegation comprised of Mr. Anil Gupta Chairman Working Group & Mr. Ajay Singh Deputy Director IIA met Minister of State (Independent Charge), Ministry of Commerce, Govt. of India Honourable Smt. Nirmala Sitaraman in BJP Central Office to apprise her about the issues and problems of Micro and Small Entrepreneurs in supplying goods to MEGA infrastructure projects funded by international agencies which come under the category of Deemed Export as per FTP (Foreign Trade Policy). Minister assured to take care of the issues and problems of MSME .

02.08.2014: 214 Central Executive Committee and Annual General Meeting-2014 held at Mussorie, Uttrakhand

More than 180 members attended meeting. In the CEC meeting discussion held on:-

Proposals to be submitted to the New Government for Promotion and development of MSMEs.

Information on Important changes contained in “Companies Act 2013” and Rules formulated therein.

03.08.2014:Meeting with Shri Pravir Kumar I.A.S DGFT, Govt. of India

IIA Delegation comprising Mr. Anil Gupta Chairman Working Group on Networking

MSME, Mr. Ramji Suneja Former President IIA & Mr. Ajay Singh Deputy Director IIA met with Sh. Pravir Kumar (I.A.S), DGFT regarding matters related to MSMEs Trade Promotion and Facilitation for IIA Members. DGFT assured his full co-operation.

20.08.2014: Networking Conference on Skill Development in Bhopal.

IIA Delegation comprising Mr. Anil Gupta Chairman Working Group on Networking MSME attended the Networking Conference on “Roles of BMOs in effective Skill Development” organized under Partnership Programme of ZDH/SEQUA at Marriott Hotel Bhopal. Discussion held regarding the current scenario of Skill Development in the country which helps to create Roadmap for strengthening BMOs role in making a strong skill movement in the country.

25.08.2014: Meeting with Shri Mahesh Gupta I.A.S Principal Secretary MSME and EPB govt. of UP

IIA Delegation comprised of President Mr Pramod Miglani, General Secretary Mr Neeraj Singhal Sr. Vice President Mr. Manish Goel, Former President Mr Sanjay Kaul, Former President Mr G.C. Chaturvedi met Mr. Mahesh Kumar Gupta, Principal Secretary, MSME and EPB and discussed issues related to Commercial Tax, Infrastructure and Purchase Policy where different related departments were called upon to look into the issues related to MSMEs.

th ndFrom 17 August 2014 to 22 Aug 2014, 17 members delegation of IIA led by the President IIA Mr. Pramod Miglani visited Myanmar and Bangkok with the Objective to:‐

1. Explore the possibilities of Exports of their items to Myanmar and Thailand.

2. To explore the possibilities of Investment in Myanmar

3. To interact with the Industry Assoc iat ion as wel l as Govt . Functionaries in both the countries to understand the Industr ia l Environment and support systems.

The delegation arrived in Mandalay (North part of Myanmar) in the evening

th thof 17 Aug 2014. On 18 Aug 2014 the delegation had a detailed B2B Meeting with Mandalay Chamber of Commerce & Industries at MRCCI. Ball Room, Mandalay. Consulate General of India in Mandalay helped to organize this

meeting and Dr. N.Nandakumar Consul General of India himself was present in th is meet ing who in i t iated the discussions. Mr. Mya Win, Vice president of MRCCI welcomed IIA delegation followed by introduction of IIA delegates with their business interests. Speaking

on the occasion President IIA said that we are here to explore the possibilities of bilateral business exchange, investment opportunities in Myanmar and to visit the industries in Mandalay. After the Introduction session one to one and B2B meeting were organized at the Venue of the meeting itself. During this interaction IIA delegates generated fruitful; queries for future business exchange with their counterparts in Mandalay.

In the afternoon IIA delegation met H.E U Aung Zan, Minister of Planning and Economy and H.E U Kyaw Myint, Minister of Electric and Industry Mandalay Region Govt. to discuss the

Govt. of Myanmar's P o l i c i e s f o r i n v e s t m e n t s i n Mandalay region. In this meeting Consul General of India Dr. N . N a n d a k u m a r f a c i l i t a t e t h e d i s c u s s i o n s a n d a s s u r e d I I A d e l e g a t i o n t o support future bi‐

l a t e r a l B u s i n e s s E x c h a n g e s . M i n i s t e r o f Planning and c o m m e r c e s a i d t h a t i nve st m e nt a n d t e c h n o l o g y s h a r i n g b y I n d i a n Companies will be welcomes. H.E. U Kyaw Myint, Minister of Electric and Industry said that he visited India last year to Mumbai and was highly impressed by the development and the

hospitality extended to him. Mandalay Government is looking for investment from India as it is near to India. He however advised that Indian investors

are required to act fast as other c o u n t r i e s a re a l s o l o o k i n g fo r investment in Myanmar. There are investment opportunities for electrical and Electronic items including Digital Meters, Electricity Poles and Cable Manufacturing since copper is available in abundance in Myanmar.

Solar Energy is another potential area. Herbal Plantation can be done as we have plenty of vacant land. Since the wood export is banned but products manufactured using wood can be exported, hence wood‐based industries can also be set up in Myanmar. For the protection of Indian Businessmen there is a bi‐lateral investment and Promotion Protection Agreement between India and Myanmar.

IIA delegation then moved out for industrial visit to Factories at Mandalay Industrial Zone & visited the office of Myotha Industrial Park (MIP) and Semeikhon Port (SMP) where the Chief Project Officer, Mr. Bruce Reynolds gave an impressive presentation on t he most

Modern Industrial Park which is very near to Indian Border in the North‐East.

th19 August 2014 IIA delegation left for NAY PYI TAW the new capital of Myanmar early in the morning for series of meetings with various Central Ministers and Senior Officials

of the Govt. In these series of Meetings first meeting was held with H.E. U MAUNG MYINT, Union Minister Ministry of Industry, Republic of the Union of Myanmar in his Office. In this meeting Hon'ble Minister said that “India &Myanmar has very long traditional and cultural ties. India is a strong business partner of Myanmar. Hon'ble Minister informs the delegates that under his ministry there are separate

departments for Heavy Industries, Textile and Paper. We are opening up our economy and are looking forward for investment by Indian Industralists in Myanmar. President IIA informed Hon'ble Minister and SENIOR Officers of the Ministry that the new Govt in India is keen to d e v e l o p b u s i n e s s relations with Myanmar. Our delegates are here to explore the business exchange and hence have many questions too. Thereafter a long questions and answers session held and General Secretary IIA extended the vote of thanks.

At 3:00 pm IIA delegation had a meeting with U.KYAW WIN, Director General Ministry of Agriculture & Irrigation along with other senior officers of the ministry. In this meeting IIA delegation enquired about the availability of land for Farming/Agro‐Forestry/Herbal Plantation. The officials informed that it

i s p o s s i b l e h o w e v e r I n d i a n Businessmen will have to join local companies as a Joint‐Venture for doing business in Myanmar. The officers also shared that most of the herbs can be grown in Myanmar but the quality of the herb is not good. I f Indian Companies are ready to provide the technology, it will be a welcomed step. On this Mr. K.L.Arora Chapter Chairman IIA Saharanpur informed them that he has the technology & good R&D facility

back in India and is ready to transfer the technology. Mr. Ankur Budhwar enquired about the Policy for Solar Irrigation. In response the officers replied positively.

In the evening IIA delegation had a very useful meeting with H.E. U WIN MYINT, Union Minister Ministry of Commerce, the Republic of the Union of Myanmar

at his office. Hon'ble Minister informed

that “India Myanmar trade is 1.46 Billion dollars as on date and we intend to double it by 2015 and reach the level of 3 Billion Dollars. The major imports from India could be Construction M AT E R I A L S , Pharmaceuticals & Electric goods. I have the opportunity to interact with number of Indian delegates in the past as a Minister as well as the President of UMFCCI. I am eager to improve the India‐Myanmar trade. Last week Ambassador of India

visited me and has discussed the number of proposals for increasing the business ties. President I IA in his address said that our delegation is here not only to look for import and Exports but also for investment opportunities

and technology transfer in Myanmar. Therefore we would like to know more about FDI Laws, Profit Transfer, Tax Holidays and special benefit for Indian investors. Responding to the queries of Pres ident I I A Hon'b le Min ister informed that FDI laws are in place and Department of Investment in Yangon will provide you the details. However the Indian investors will be required to identify and contact the Potential Partners in Myanmar for investments. General Secretary IIA enquired about time taken for clearances & laws for import from India. General Secretary also suggested that � Ministry of Commerce, Republic of the Union of Myanmar may designate a contact

person for future interaction with IIA. Responding to the quer ies and suggestion of the General Secretary IIA Hon'ble Minister informed that Myanmar Investment Commission (MIC) is the one stop service for all the queries related to investment and clearance etc.

Hon'ble Minister was kind enough to appoint a Nodal Officer of his ministry on the spot for future interaction with IIA. The Nodal Officer is Ms. Naw Mutakapaw, Director Ministry of

Myanmar i.e UMFCCI (The Union of Myanmar Federation of Chamber of Commerce & Industry) at their office where Dr. MYO THET, Vice president U M FC C I and Mr. Aye Lwin Joint

Secretary General of the Republic of the UMFCCI welcomed IIA delegates and made a presentation on the Industrial

Development/Industrial scenario in Myanmar.

I n t h i s p r e s e n t a t i o n U M F C C I representatives informed that the most promising investment area in Myanmar is Hotel & Tourism followed by Food Processing/Agriculture/Infrastructure development, Power Generation and Power Transmission etc. The country is rich in Natural Resources and trainable Humar Resources. The federation already have signed MoUs with 8 Indian Federation of Chamber of Commerce

and Industry for promoting bi‐lateral business relationship. President IIA in his address said that IIA is an apex body of MSMEs in India having more that 7,000 direct members apart from having networking with no. of MSME Associations in the country. IIA and its associates MSME Associations would

l ike to have bi latera l business relations with their counterparts in Myanmar not n ly for export and imports but also for joint Ventures. P r e s i d e n t I I A a l s o expressed his willingness to s ign an MoU with

UMFCCI for this purpose. The proposal of the president IIA was accepted by UMFCCI. UMFCCI have appointed a

Nodal Officer for this purpose Ms. Phyu Phyu Khine (E.O.) international R e l a t i o n D e p t . o f UMFCCI.

20th Aug. 2014: Early in the morning IIA delegates left for Yangon for another series of meetings in the old Capital of the country. At Yangon Dr. S. Jankiraman First Secretary Embassy of India was kind enough to arrange all the meetings for the day. Mr. Kantiraman Attaché

Embassy of India, Myanmar was also helpful in making these meetings comfortable for IIA delegates. The first meeting was a B2B meeting with Myanmar Business men and Industrialist at Summit‐Park View, Hotel Yangon where in IIA delegates had an opportunity to interact with large number of businessmen and industrialists for more than 3 hours.

The first meeting was held with Thai Chamber of Commerce and Board of Trade of Thailand at the meeting room of Thai Chamber of Commerce, 150 Rajhopit Road, Pranakorn, Bangkok at 10:a.m. Mr. MINGPANT CHAYA, Joint President Thai Chamber of Commerce & Board of Trade of Thailand welcomed IIA delegation and made a presentation

on the activities of his Chamber. He also introduced the industrialist of his Chamber to IIA delegates. In turn IIA d e l e g a t e s g a v e t h e i r d e t a i l e d

introduction to the Thai Delegation. Mr. Chaya shared that there is a demand for leather goods from India in Thailand. President IIA gave introduction of the indian MSMEs and their capabilities to Thai delegation and said that IIA will be displaying innovative products of its members in India International Trade Fair to be held in November ‐2014 at New Delhi. President IIA invited the President & Joint President of Thai Chamber of Commerce along with the members of their Chamber to visit India International Trade Fair. Through the discussion it was also observed that there is an opportunity for Indian Companies to invest in Thailand as it is a Marketing Hub for many countries around. Tourism is one of the Bright opportunities for Indian Companies to invest in Thailand.

The last meeting of the six day tour of IIA delegation was held with Office of Smal l and Medium Enterpr i ses Promotion (OSMEP). Mrs Luckana Tangchitnob, Director International Affairs Bureau of OSMEP led the OSMEP team of Senior Officers for this meeting with IIA delegation. A detailed presentation on the activities of OSMEP was made followed by the discussion on Mutual Cooperation between IIA and OSMEP. It was decided that the website link Exchange will be done with OSMEP and Thai Associations, database of Thai SMEs will be shared through Indian Embassy for the benefit of Indian SMEs and joint activities will be worked out for the benefit of SMEs in Thailand and in India.

It is evident from above brief report that IIA delegation had highly successful visit

Trade Credit

n economy is as strong and

Aefficient as its financial

system. Unprecedented

stagnation in industrial output

and acceleration in NPAs are the

outcome of the systemic weaknesses in

the financial system. The trust-gap

induced disorderly developments in

Trade Credit [TC] or B2B credit sales

have resulted in credit deleveraging,

liquidity holdback, imbalanced credit

flows, weary market liquidity conditions

and higher credit risk perceptions. With

the decline in reliability, the underlying

quality of TC is on a decline in terms of

amount, tenure and general availability.

When credit cannot circulate freely, it

inhibits business activities in general.

These increase the risk of financial

distress/sickness in businesses. The

effects are of systemic proportion as in

terms of volume, activity, reach and

inclusiveness, TC network is far bigger

than bank credit. It forms the core of

working capital needs of firms of all

sizes, esp. of MSMEs. It plays a critical

role in management of production,

sales, liquidity and inventory in any

business.

At macro-level, market liquidity,

f u n d i n g o f l i q u i d i t y, c r e d i t

redistribution, reallocation of liquidity

and credit multiplier are significantly

determined by the TC eco-system. So,

bank-centric policies alone will be of

very limited use in tackling burgeoning

problem of NPAs as:

Liquidity crisis for MSMEs starts off when liquidity of TC network - a predominant alternative source of working capital - contracts as 95% of MSMEs is outside the bank credit. Further, circulatory and credit multiplier effects of bank credit and private savings depend on the length and breadth of sequential credit creation through TC chain. TC network provides last-mile links in credit redistribution across firms and spaces.

Liquidity crisis affects production, sales, earning, and capital of a firm and may cascade into solvency problem. Firms along the input-output supply chain are linked by TC relationships. Any decrease in credit quantity and its tenure by a unit may generate a liquidity cascade through the chain. If sufficient number of firms follows this, the network effect can impact financials of firms along the supply chain as they are linked by TC relations. This liquidity erosion is transmitted to other interconnected financial markets.

When creditors/investors experience uncertainty and slowdown they become more short-term/cash focused and safety/security-oriented. Result is higher liquidity-holdback, accelerated investment in Govt. securities, stock

market, mutual funds, retail chains, real estate, commodities, etc. Flow of funds into these activities result in lesser funds availability for business activities.

Further, businesses prefer to protect

their working capital/liquidity over credit sales. Liquidity-holdback preference and mutually reinforcing nature of greater caut ion by businesses in giving TC set-off a spiral of falling/delayed payment volumes. Interdependent network of TC transmit these shocks by disrupting credit-based payment and settlement system. In these circumstances, credit d e l e v e r a g i n g b e c o m e s s e l f -reinforcing.

Credit sources tend to dry up more

rapidly for MSMEs during economic downturn. Illiquidity saps the strength of firms to face the challenges of slowdown and temporary setbacks which may result in credit insolvency.

During slowdown and uncertainty businesses enter into play-safe-mode.

Tightening of TC also increases risk for bank credit as it affects liquidity and

efficiency of a firm's working capital management. Bank credit cannot work efficiently and optimally in isolation of TC.

Banks' greater inclination towards retail loans vs. Production loans, excess loans beyond production requirements to rated corporate vs reluctance to extend credit to vast majority of credit-anemic MSMEs lead to dysfunctional credit market.

NPA EnvironmentDespite CDR, spurt in NPA sales to asset reconstruction companies, write-off and

concerted efforts of recovery, NPAs are steadily increasing. Financial sickness as reflected in banks' NPA is only a small portion of total if bad loans/credit in the private sector are factored in. The situation is worse in private credit as banks at least have some security and strong legal back-up for recovery. The liquidity situation in TC is steadily deteriorating. Delays in TC payment are becoming a normal phenomenon. With the general increase in payment cycle,

tightening of TC and bank credit and liquidity holdback, market liquidity is drying up. It is so significant that some of the units are unable to honor their

regular payment. The situation is worsening as fresh flow of funds in TC is absent whereas drainage of funds is on. Result is an unprecedented decline in manufacturing. Illiquidity in TC is transmitted to bank credit channel. The problem of NPAs in banks cannot be solved without addressing the problems in private credit. However, the real concern is that this fact is little understood as all analytics confine to bank credit and bank NPAs.

Focus on a part of financial system can obscure vulnerabilities arising from TC that eventually may prove very critical. An integrated approach is required.

When market liquidity conditions are poor even lowering of interest rates will not help increase credit growth as banks/trade creditors tight lending standard esp. to uncollateralized borrowers. Attempt to increase supply of bank credit without addressing problem

of TC circulation/availability could easily proved to be short-lived and less effective. Liquidity hoarding by firms prevents its redistribution to liquidity-deficient firms. This warrants corrective measures.

Monetary policy transmission can be affected by aggregate decisions of businesses to increase or decrease reliance on TC. Top down use of monetary

transmission mechanism alone is insufficient to counter the problem of sickness/NPA. Need for bottom-up approach – micro-economic stimulation of lending transactions through TC is essential.

TC deleveraging and liquidity constraints remain a major headwind for NPAs and growth in the coming period. As such trade finance intervention is required as it can mitigate the problems of credit/liquidity constraints for vast majority of firms. A policy that strengthen TC's role as lender of last resort for unbanked uni ts and faci l i tates strengthening of existing trade credit relationship can counter negative market conditions. These also will facilitate credit growth, recovery and lower NPAs.
