Yarnin’MoneyEvaluationProgressReport2017ThisreportdiscussestheevaluationprogresstodateontheYarnin’Moneytrainingprogram,deliveredtotwelveremoteAboriginalandTorresStraitIslandercommunitiesoverathree-yearperiod(2015-2017).Thereportfocusesonthedevelopment,deliveryandevaluationactivitiesoftheYarnin’MoneyprogramfromJanuarytoDecember2016.Thereportwilldiscussthekeyfindings,andopportunitiesandchallengesmetoverthereportingperiod.

1. Thetrainingdeliveryandactivitiespromoteculturalsafety,whichhasbeenthenecessaryfoundationforopeningparticipantsuptobeabletodiscussmoneywithinasafeenvironment;

1. Identifyandunderstandtheirfinancialsituationfrom(&within)historical,cultural,andpersonalandcommunitycontexts;

2. ProvideasafeenvironmentthroughtheYarnin’Moneytrainingstyle(deliverymethods)toopenlydiscussfinancialandconsumerissues;

3. CreatechoiceswithutilisingtheirmoneythroughtheYarnin’MoneyWheel(Budgetingtools/techniques);

4. GeneratethoughtsandyarnssurroundingIndigenouspeopleandmoneyintoday’ssociety-(“IfwestartYarnin’aboutthisthingBudget/Moneyandweunderstandthiscomponentinourlives,wecantryandbebossofitasbestwecan.Yarnin’aboutMoneyisthestartofwherewearetoday,towhereouryoungpeopleandgenerationstocome,goingtobeinrelationtohowweperceiveMoney”-EddieBuli,Yarnin’Moneydeveloperandtrainer).

ResearchQuestionsTheevaluationisguidedbytworesearchquestions,underpinnedbyitsmethodology(overviewdiscussedinEvaluationInterimReportJuly-December2015):

1. InwhatcontextdoesfinancialliteracylearningoccurforIndigenouspeoplesforthetargetedcommunitiesandhowdoescontextaffectthislearning?

2. TowhatextentdoesincorporatingIndigenousworldviewsandculturalcomponentsinto

financialliteracyeducationpromote:

a) Anincreaseinknowledge1,confidenceandskillstowardsfinancialcapability;b) Financialconversationstooccur;c) Self-efficacyandbehaviouralchangeinfinancialcapability.

/capabilityworkersandcommunityservicesprovidersnationally.OnlinefinancialliteracytrainingtobeofferedtothosewhohavecompletedtheYarnin’moneyTraintheTrainersessionwhichincludesserviceproviderswhoareAboriginaland/orTorresStraitIslander,financialcounsellorsandfinancialcapabilityworkersnationally.TheonlineapproachwillincludewebinarandliveonlinedeliveryofaspectsoftheYarnin’MoneyProgramtoensurethatthedeliverymodeisconsistent;toprovidesupporttotransfernarrativeapproachskillstofinancialcounsellorsandfinancialcapabilityworkers.

5) Provideevidenceofbestpracticemethodsfordevelopingappropriatefinancialliteracy

where: “improvingfinancialcapabilitythereforemeansimprovingtheresultsofsucha

decision-makingprocess.Thiswillentailincreasingconsumers’know-howandexpertiseandshouldbedonethroughprogrammesdesignedtoimproveknow-ledge,skillsandconfidence.”

Understandingthe“institutionalcontextinwhichpeopleliveandwork”iskeytounderstandinghow“people'sfinancialliteracyneedsvaryacrosssocioeconomicgroup3.”Inexaminingsituatedlearningtheory,Bucklandhighlightshowcontext;referringtothe“learner'sparticipationinculture,relationships,community,availabletools,andlocalactivities”4,willdirectlyaffecthowpeoplewillapproachfinancialliteracylearningandaddressfinancialchallenges.Thislinkingof

contextandsituatedlearningisausefulapproachforinterpretingthesocial,andinstitutionalsettingsinwhichtheYarnin’Moneytrainingisdelivered.ContextmatterswhendeliveringtheYarnin’MoneytrainingtoremoteAboriginalandTorresStraitIslandercommunities,wheretherearevaryingpresentingbarriers,duetogeographical,structuralandculturalfactorswhichwhencombined,presenta“uniquesetofcircumstances”5forthecontextinwhichIndigenouspeoplesunderstandfinancialliteracyandfinancialcapability.Thesefactorsenforcetheimportanceofrecognisingthat“communitieswithhighlevelsoffinancialexclusiondifferintheextentandnature”ofhowfinancialservicesmaybeaccessed6,whichinturnwillimpactuponhowfinancialcapabilityprogramssuchasYarnin’Moneyaredelivered.Inthismanner,contextaffectswhatthefinancialliteracyneedsofYarnin’Moneyparticipantswillbe,andhowindividualswillapproachthistypeoflearning7.Further,financialliteracytrainingandtoolsdevelopedforIndigenouspeopleneedtoberelevanttotheirpersonalandcommunitycontextsandcircumstances–which,whenincorporatedwithaccesspointsexperientiallearningcanlaythefoundationforaddressingpersonalattitudestowardsmoneyandthe‘causalrelationshipbetweenfinancialeducationandachangeinfinancialbehaviour’8.TheYarnin’MoneyprogramdeliveredseventrainingsessionsacrosssixAboriginalandTorresStraitIslandercommunitieslocatedintheWesternCapeYorkarea.Tounderstandthecontextinwhichtrainingsessionisdelivered,communityperspectivedataiscollectedtoprovideinsightintolocalknowledgeofaccessandbarrierstoservicesinthelocalarea.WeipaWeipaistheregionalcentreoftheWesternCapeYorkarea,withapopulationofapproximately3,500people.Weipaislocatedapproximately850roadkilometresand580airkilometresfromCairnsandabout200kilometresfromthetipofAustralia9.Weipahasamixedeconomy,servicingarangeofpopulationsincluding:thesiteofRioTintoAlcan,theworld'slargestbauxitemine,andouterAboriginalcommunities:Napranum,MapoonandAurukun.Local,insiderknowledgeprovidesinsightofservicesandaccessibilityofthoseservices:

PormpuraawThePormpuraawAboriginalShirecommunity,hometoapproximately750people,islocatedontheWestCoastofCapeYork,500kilometresfromthetipofAustralia,andsouthoftheEdwardRiver.It'sthehomeoftheThaayorre,Wik,BakanhandYirYorontpeople12.Pormpuraaw(formerlyEdwardRiver)wasestablishedasanAnglicanMissionin1938.Themedianageofresidentsis34years.MajoroccupationsinPormpuraawrangefromcommunityservicesfieldsandlabourers13.Localknowledgeprovidesthefollowinginsightsonservicesandissuesinthecommunity:

DiscussionThediscussioncentresupontheprogram’sthreefocusareas:development,deliveryandevaluation.KeyfindingsfromtheYarnin’Moneyfinancialcapabilitytrainingprogram,deliveredtosevensitesacrosssixcommunitiesarediscussed,withrecommendationsforYear3.DevelopmentInthereportingperiod,anewstaffmemberwithsignificantexperienceinwritinganddeliveringaccreditedtrainingpackagesjoinedtheteamtocoordinatethedevelopmentanddeliveryoftheYarnin’Moneyprogram.Twotrainingresources‘Yarnin’withthemob’and‘FinancialFirstAidforServiceProviders’weredevelopedinYear1andweretestedinYears1and2.Theapproachandcontentappearedtobewellreceivedbyparticipants,buttrainersnotedaneedtorefinesomeareasoftheresources.Itwasfoundthatthe‘ServiceProvider’materialsneededanapproachthatguidedthetraineraroundalloftheactivities,methodologiesandpotentialreadingandresearchtoensurethatnewtrainerscouldbeappropriatelyresourcedandsupported,withaparticularfocusonensuringthattrainingoutcomesweresafe,culturallyappropriateandabletomeetacertainstandardforremoteIndigenousparticipants.Theresourceswererefinedtopresentthematerialsandactivitiesinalogicalsequence.Theintegrityofthecontenthasbeenmaintained.TrainingmanualintroductionTheinitialintroductioninthetrainingmanualslinkedYMstronglytotheaccreditedFLE301,302and303units,aswellassomecounsellingunits;however,thecontentonlypartiallyaddressedsomeofthekeyelementsandisnotaccreditedtraining.ThiswasreviewedtoremoveperceptionthattheYMmaterialswereanaccreditedtrainingpackage.Whilethereisabilitytolinktheresourcestoaccreditedunits,thesewereonlyusedasaguideforensuringYMmaterialsprovidedstructuredlearningoutcomes.Whilemoreworkcouldbecarriedoutinordertobuildtheassessmentstothestandardsofaccreditedunits,doingsomayimpacttheimpetusofbuildingarelationshipoftrustaimedatfacilitatingbehaviourchange,howeversubtle.Thecurrent,reviewedmanualsstipulatethattheYarnin’Moneyeducationisnotaccreditedtraining.Yarnin’WiththeMobDevelopmentofthetrain-the-traineraspectoftheprogramcommencedinthereportingperiod.Uponreviewofthe‘Yarnin’withthemob’trainingbooklet,itwasfoundthatthematerialsdidnotmatchthesectionnumberoftheServiceProvidermaterials.Theteamalignedthesectionnumbersandcontentacrossthetwomaterials,inorderfortrainerstobeabletoutilisetheYarnin’WiththeMobmanualindelivery.Generallanguage,orderandflowofactivitieswerealsostreamlinedtoprovideamorerobuststructuretothemanuals.Anoutlineofevaluationactivitiesandresourceswillbeaddedtothemanuals.Yarnin’Money–ServiceProviderUponreviewofthe‘Yarnin’Money–ServiceProvider’manual,itwasfoundthatthecontentandstructurehaslargelyalignedwiththe‘Yarnin’WiththeMob’trainingbooklet.Changesweremadetoenhancethespecificinstructionsfortrainers(serviceproviders).Aninstructionalstep-

5. Remindersfortrainersaboutculturallyspecificmatters;respect,protocol;6. AconcentratedfocusontheYarnin’MoneyWheel–howtosharetheconceptswith

participants;7. Approachestoclientengagementandicebreakeractivitieshavebeenadded.8. Additionoftheevaluationactivity(circles)inthetrainingmanual(describedin

‘evaluation’section)MarketingMarketingmessagesthatrelatetothetitlesofthetwosessionswerereviewed:

• Thenotionof‘Financialfirstaid’wasremovedtobetteralignthelanguageacrossthetwomanuals‘Yarnin’Moneywiththemob’andYarnin’moneywithserviceproviders’–providescontinuityofthenarrativeapproachutilisedacrossbothtrainingdeliveries.TheYarnin’Moneywithserviceprovidersisthetrainthetrainerresource;wearereferringtrainthetrainerasT2Tinourdaytodaylanguageandsomeofourcourseadvertisingetc.

• BrochuresfortheYMcoursesreflectthesechanges.Languagehasbeensimplifiedwithoutalteringthemessaging.

UseofmaterialsOutsidethemarketingbrochures(createdinthereportingperiod),thereviewedmaterialshavenotyetbeentested.Testingwilloccurinoverthe2017programdelivery.The‘train-the-trainer’sessionsaretobetestedanddeliveredoverthe2017programdelivery.DeliveryKeyFindings[1&2]:Thetrainingdeliveryandactivitiespromoteculturalsafety,whichhasbeenthenecessaryfoundationforopeningparticipantsuptobeabletodiscussmoneywithinasafeenvironment.EnsuringculturalsafetyindeliveringtheYarnin’Moneytraininghasbeenatargeted,intendedoutcomeoftheprogram,whereactivitiesincorporatingIndigenousknowledgesandworldviewswerepurpose-builtinthedevelopmentstagesoftheprogram.Itwasfeltbythetrainersthatthekeymessagingoftheprogramwouldbetocreatea‘yarn’aboutmoney,whichwouldpromoteastrengths-basedapproachtotalkingaboutmoney.Utilisinganarrativeapproach,the

KeyFinding[4]:Conditionsandenvironmentontrainingdayimpactupontrainingoutcomes.Theconditionsandnatureofthetrainingandparticipantgroupsmeantrainersneedtheflexibilitytotailortrainingandevaluationneedstosuitthetrainingenvironment.Theflowofatrainingsessionisimpactedbyanumberofconditions,whichwhenmet,allowsforthe‘yarn’todevelopbetweentrainersandparticipants.Theseconditionsprovideforasafe,uninterruptedtrainingenvironment.Thelogisticsofthetrainingrequires:communitybuy-inatastakeholderlevel(forparticipantnumbersandanappropriatetrainingspace),aquietroom,accesstoresources(computer,Internet),andparticipantswhoareabletostayforthedurationofthetraining.ThetrainersmetanumberoflogisticaldifficultiesindeliveringtrainingviaajobservicesorganisationinWeipa,whendeliveringtotwo,separategroups(ServiceProviderandWiththeMob)thatinvolvedstaffoftheorganisation.Wheretherewasstaffinteresttojointhetrainingontheday,thetrainersadaptedtofitmoreparticipants.Logistically,thismeantmovingtrainingroomstosuittheparticipantrequests.Thetrainersfelttheactivitiesweredisturbedbytheenvironmentinwhichthetrainingwasdelivered.Whilethetrainingwellreceivedoverall,distractionssuchasphonesringing,peoplewalkinginandoutofthereceptionarea,disturbedthe‘flow’oftheactivities,wheretrainersfeltthephysicalspaceimpacteduponthelearningoutcomes.Trainersmayalsohavelittletonocontrolovertheenvironmentinwhichtheydelivertrainingto.TheWiththeMobtrainingdeliveredtojobseekersfromtheNapranumAboriginalcommunitywasconductedinthejobnetworkshed.Therewereanumberofrestrictionsplacedonthetrainersonthisoccasionwheretherewasnoelectricity,tablesorInternetinthetrainingroom,andtimewaslimitedduetoanumberofparticipantsneedingtoleaveearlyontheday.Thetrainersadaptedtothechangeofconditions,andplacedtheparticipantsinsmallerworkinggroups.Thiswasaidedbythejobservicesorganisationbeingabletoprovidelaptopstoeachgroup,sotheMoneySmartbudgetactivitywasabletobedeliveredandworkedoninsmallgroups,insteadofalarge,singlegroupactivity.Duetotimeconstraints,thetrainerschosenottodeliverthephotonarrativeactivity.Itwasfeltbythetrainersthatthisimpactedupontheoverallflowofhowtheactivitiesbuildupononeanother,tocreateboththe‘yarn’andlearningoutcomes.TrainersnotedthatwithouttheopportunityforparticipantstosharetheirpersonalstoriesinthePhotoNarrative,thatthesubsequenttimelineactivitydidnotflowinthesameway.Thesmallgroupdynamicallowedfornewobservationsbythetrainers.Thetrainersfeltliteracyissuesmayhavearoseforsomeparticipants.However,theyalsoobservedthesmallgroupdynamicallowedforpeer-to-peerlearningtodevelopduringtheYarnin’MoneyWheelandMoneySmartbudgetactivity.Thetrainersobservedparticipantinteractionandhelpingeachotherthroughtheactivities,wherethetrainersactedinamuchmorehands-oncapacity,movingbetweenthegroupstoworkwiththemineachactivity.ThetrainersfeltthatmorepeoplehadtheopportunitytointeractwiththeMoneySmartbudget,wheregroupconversationscentredaroundindividualstories.OneparticipantmentionedhehadusedtheMoneySmartbudgetpreviously,andwasabletoassistotherparticipantsthroughtheactivity.TheparticipantmentionedhewasnotabletogainaccesstotheresourceonhisownduetonoInternetaccess,andwaspleasedtohavebeenprovidedthisresourcethroughthetraining.

TheMapoonWiththeMobtrainingdeliveryalsoexperienceddisruptionswhichrequiredthetrainerstoadapttocircumstance,whentraininginalargeworkshed,whereadogfightbrokeoutintheshedduringtraining.Distractionswerefurtherexacerbatedbypeoplecominginandoutoftheshedtomakecoffeeandphonesringing.Thetrainersfeltthatthedistractionsimpacteduponthetrainingflow,butdidnotimpactonbeingabletocreatethe‘yarn’.Thetrainersfeltthatliteracyissuesmayhavearisenduringthewrittenevaluationactivitiesandaskedforalternativeevaluativemethodswhichdoesnotrequirewritingforparticipants.Trainersnoted:“Youcanseethedifferencewhenthewholepresentationisnotdone.Theactualconceptcanbemissedasitisastep-by-stepprocessandifwegoaheadwithoutthewholeprogram,thenthewowfactor[‘a-ha’or‘teachablemoments’]andwhatitmeansmaybejeopardisedintheend.”However,whereconditionsandtrainingenvironmentaremet,thetrainersfeltthesequenceofactivitiesflowedbetter,leadingto‘a-ha’momentsandlearningoutcomes.TheRioTintoWiththeMob,NapranumServiceProviderandPormpuraawtrainingsessionswereorganisedwithparticipationbylocalstakeholdersandparticipantswereengagedinthetraining.Whiletrainingvenueswithgoodconditionsareideal,itisimportanttonotetheflexibilityandadaptabilityofthetrainerstodelivertheYarnin’Moneytraininginallenvironmentsandtoadiversesetofparticipants.KeyFindings[5&6]:Thetrainingdeliveryandactivitiescreateopportunitiesfor‘teachablemoments’;Thetrainingdeliveryandactivitiescreateopportunitiesfor‘teachablemoments’andtransformativelearningwithalinktoparticipantsexpressingself-efficacy.Thetrainingdeliveryandactivitiescreateopportunitiesfor‘teachablemoments’andtransformativelearning.Thereisanidentifiedlinkbetweenwhere‘teachablemoments’areidentifiedinatrainingsessionandparticipantsexpressingpre-contemplativeandcontemplativeself-efficacyforfinancialcapability.Thereisanidentifiedprogressionofhowteachablemomentsareidentifiedandoccur:• Themannerinwhichpersonal,familyandcommunityfinancialandconsumerissuesare

Teachablemomentshavebeenidentifiedbythetrainersasamomentoccurringinthetraining,whenparticipantshavean‘a-ha’moment,amomentofunderstandingorclarity.Thetrainersnotethattheycansee,feelorlocatewhenan‘a-ha’momentoccursforaparticipantorgroupofparticipants.TheyhavebeenidentifiedwithintheYarnin’MoneyWheelandMoneySmartbudgetgroupactivities,specificallyinhowparticipantsnotedthattheseactivitiesprovidetoolsforthemtouse,bothforthemselvesandwithfamilymembers.Akeythemearoseintheareaofhow,throughtheMoneySmartbudgetactivity,participantscametohavealargerunderstandingofhowmuchtheyspend,whentheywereabletoviewcostsandexpenditureoverlongerperiodsoftime.Trainerscommentedthatparticipantswere‘shocked’toseehowmuchtheyspentonitemswhencapturedasannualfigures.Thetrainersnotedthiscatalysedfurtherdiscussionbytheparticipantsofhowtheycouldmanageormitigatethosehighcostsbymakingsmall,personalchangesinspending.ArecurringthemearoseamongparticipantsspecificallyintheServiceProviderandRioTintotrainingsession,wheretheMoneySmartbudgetactivitycatalyseddiscussiononhomeownership.Thetrainersidentifiedtwoparticipantswhoexperienced‘a-ha’momentswhencompletingtheMoneySmartbudgetactivity.Intheseinstances,theparticipants(1-NapranumServiceProvider&2-RioTintoWiththeMob)identifiedadesireandmotivationtowantingtoenactapathwaytohomeownership.Thetrainersnotedadirectcorrelationbetweentheparticipants’involvementindoingtheirpersonalbudgetsMoneySmartbudgetactivityandtheparticipantcomments,wherediscussioncentredaroundacomparativeanalysisofthecostofrentingversusthecostofmakingmortgagerepayments.KeyFinding[7]:Participantsfeltthetrainingprovidesthemwiththetoolstohaveconversationswithfamilyandfriendsaboutmoney(positiveandmoredifficultconversationswereidentified).AkeythemearosearoundparticipantsexpressingthattheYarnin’Moneytrainingprovidedthemwiththetoolstobeabletohaveconversationswithfamilyandfriendsaboutmoney,inbothpositivewaysandinmoredifficultconversations.ParticipantsacrossboththeServiceProviderandtheWiththeMobtrainingsnotedthatthereareoftenculturalobligationsassociatedwithhowtheyhandletheirmoney,wherethereisoftenpressuretoshareorgivemoneytofamilymembers.DuringtheNapranumServiceProvidertraining(June20,2016),participantsnotedthey

• “Theywereexcitedaboutusingthismethodwiththeirfamily”(Trainer1Observation)TheRioTintoWiththeMobtrainingyieldedsimilarresponses,wheretrainersdescribedtheparticipantsaspersonswithinacertainincomebracket.Discussionamongthegroupfocusedonhowtheparticipantscouldseekwaystobalanceculturalobligations(wheremoneyisconcerned)withhowtotakebettercontroloftheirownmoney.Herediscussionscentredupon“notdenyingculturalobligationsbuthowtousetheYarnin’Moneytoolstofindwaystohavetheconversationswithoutoffendingafamilymember”(Trainer2Observation).TrainersnotedparticipantresponsesthatthePhotoNarrative,Positive/NegativebehaviouractivityandTimelineactivitygavethemincreasedconfidenceto“havethatyarnwithfamily”whiletheMoneyWheelandMoneySmartbudgetgavethemphysicaltoolstocarryoutthoseconversations(Trainer2Observation).KeyFinding[8]:TherearechallengesmetbythecurrentevaluationstrategywhichrequiresremodelingtosuitbothtrainersandYarnin’Moneyparticipants.Theevaluationprocesshasbeenlimitedbyhowtheprogramisstructured,andhowoftenYarnin’Moneyteammembersareabletotraveltoremotecommunities(limitationsoffundingforongoingtravel).Theselimitationsimpactonhowevaluativedatamaybecollectedandbywhom.Thestructureoftheprogramoriginallyprovidedfor2xtripstoeachidentifiedcommunity,whereuponthefirsttrainingdeliverywastobedeliveredtoServiceProviders,withthesecond,subsequentvisittodeliverthe‘WiththeMob’training.TheoriginalevaluationstrategysoughttohavetheYMtrainerscarryouton-siteevaluationsatthetimeoftraining,withanopportunitytocarryoutfollowupevaluationsonmediumandlongertermimpactsoftheprogram,atthesecondvisittothesamecommunity.However,duetochallengesmetinparticipantnumbersearlyonintheprogram,changesweremadetohowthe2xcommunitytripswerecarriedout,whichhasimpactedontheoriginalevaluationstrategy.Inseekingtomeetthechallengesofraisingparticipantnumbersineachtraining,achangewasproposedtohowthe2xcommunitytripswouldbecarriedout.Apre-engagementtriptotheWesternCapeareawasconductedbythetrainertoengagestakeholdersandcommunitybuy-in.Thepre-engagementtripwasfoundtobesuccessful,raisingparticipantnumberssignificantly.Uponthesecondtriptotheregion,severaltrainingdeliverieswereconductedinpartnershipwithlocalstakeholderorganisations.Theevaluationstrategywasembeddedintothetrainingdeliverycomponentprogramattheonset:trainersweretocarryoutthebulkoftheevaluationon-site,withthehopeofbeingabletoconductfollowupinterviewswithpasttrainingparticipantsuponthesecondtrip.Incorporatingthenecessarypre-engagementtripintotheprogramhasimpacteduponhowtheoriginalevaluationstrategywastobeconducted,asfundingdoesnotpermitathirdtripbacktothecommunityforevaluationfollowup.Trainersnoteddifficultiesinbeingabletodelivertrainingandsimultaneouslyconductevaluations,withdifficultiesmetinbeingabletobalancetheirfocusonthetrainingcontentandbuildingtrustfromtheonsetofeachtrainingsession,withtheevaluativerequirements.Trainersnotedthatthenatureofsomeevaluativeactivitiesorthewaythetoolswereimplementedneededtochange,inordertosuitthetrainingenvironmentandparticipantneeds.Ongoingworkhasbeenconductedtoensurethereisanunderstandingoftheneedfor
