History:

The National Housing Authority (NHA) is the sole national agency mandated to engage in housing production for low income families. It traces its roots to the People's Homesite Corporation (PHC), the first government housing agency established on 14 October 1938 and to the National Housing Commission (NHC) which was created seven years later, on 17 September 1945. These two agencies, the PHC and the NHC, were eventually merged on 4 October 1947 into the People's Homesite and Housing Corporation (PHHC).

In the years that followed, six (6) more housing agencies were created to respond to separate and distinct shelter requirements, namely: the Presidential Assistant on Housing and Resettlement Agency (PAHRA); the Tondo Foreshore Development Authority (TFDA); the Central Institute for the Training and Relocation of Urban Squatters (CITRUS); the Presidential Committee for Housing and Urban Resettlement (PRECHUR); the Sapang Palay Development Committee (SPDC); the Inter-Agency Task Force to Undertake the Relocation of Families in Barrio Nabacaan, Villanueva, Misamis Oriental.

Eventually, on 15 October 1975, the National Housing Authority was organized as a government-owned and -controlled corporation, by virtue of Presidential Decree No. 757 dated 31 July 1975. All other housing agencies were abolished by the said Decree. The NHA took over and integrated the functions of the abolished agencies - the PHHC and the six (6) other housing agencies. The creation of the NHA is the second attempt of the government to integrate all housing efforts under a single agency, twenty-eight years after the first merger under the PHHC. Three years later, the Ministry of Human Settlements (MHS) was created in 1978. The Ministry adopted the wholistic approach to housing. The NHA was placed as an attached agency to the MHS.

On 26 March 1986, Executive Order No. 10 was issued placing the NHA as well as the other agencies attached to the abolished MHS, under the administrative supervision of the Office of the President. Subsequently, Executive Order No. 90 was issued on 17 December 1986, rationalizing the housing structure in the government along lines of specialization and concentration. EO 90 identified the key housing agencies to implement the National Shelter Program and defined their respective mandates. The NHA was mandated to be the sole government agency to engage in housing production. Under the said Executive Order, NHA was placed under the policy and program supervision of the Housing and Urban Development Coordinating Council (HUDCC), the umbrella agency for shelter charged with the main function of coordinating the activities of various government housing agencies engaged in production, finance and regulation.

Executive Order No. 20 issued on 28 May 2001 reaffirmed mass housing as a centerpiece program in the poverty alleviation efforts of government. Said EO likewise reaffirmed HUDCCs administrative supervision over the housing agencies including the NHA.

Delivery Schemes and Approaches: JOINT VENTURE WITH THE PRIVATE SECTOR. A strategy based on a resource/expertise-sharing scheme with private landowners and private developers with equity contribution taking the form of land or funds for development. The Sites and Services Development, Core Housing, and Medium Rise Private Housing Programs could be carried out under this approach.

JOINT VENTURE WITH LOCAL GOVERNMENT UNITS. Pursuant to the provisions of RA 7279 and in support of the Local Government Units' housing initiatives, NHA has institutionalized the Resettlement Assistance Program to LGUs, the Local Housing Program and the Joint Venture Program whereby the NHA and the LGU jointly implement socialized housing projects. The NHA contributes funds for development and provides technical assistance to LGUs in project planning and supervision. The LGU, on the other hand, provides the site and funds for development. JOINT VENTURE WITH NGOs AND POs. Through a joint venture scheme, the NHA draws the participation and resources of non-government organizations (NGOs) as well as people's organizations (POs) in housing provision. Community-based approaches, such as the Land Tenure Assistance Program, the Community Mortgage Program, the Community Land Acquisition Support Program and the Cooperative Housing Program were adopted to mobilize NGO and community resources and initiatives. The NHA extends technical support in terms of identifying land suitable for development, preparing site development plans, accessing possible fund sources, and providing works engineering services. NGOs' and POs' contribution may be in the form of funds for development (from savings, proceeds from loans or grants) and the provision of labor for construction.

ORIGINATION. The NHA acts as originator of housing loans availed by organized community associations from the National Home Mortgage Finance Corporation under the Community Mortgage Program. As originator, NHA extends technical assistance to community associations in terms of organization and registration, negotiation with landowner, preparation of required plans and maps, formulation of disposition and collection scheme and coordination with national government agencies.

DIRECT DELIVERY. NHA undertakes housing development on its own through the award of civil works contracts. Project planning, financing, implementation/contract supervision, and disposition of housing units are undertaken directly by NHA. This approach is pursued in areas where there are no potential partners, either government or private, or where the magnitude of the project is beyond local capabilities and for major projects of national concern.

TECHNICAL ASSISTANCE. The NHA provides to its joint venture partners the technical support and services required to ensure proper planning as well as efficient implementation, operation, and management of the housing projects. The technical assistance provided by the NHA covers any of the various aspects of project development: project planning and packaging, project implementation, works engineering, project supervision, beneficiary selection, and estate management. The NHA may likewise extend technical services to Local Government Units in the formulation of Local Housing Plans that would define the programs, strategies, and approaches that the LGUs could adopt and the targets and resources needed to effectively address the housing problem within their localities. Formulate and enforce general and specific policies for housing development and resettlement Prescribe guidelines and standards for the reservation, conservation and utilization of public lands identified for housing and resettlement

Exercise the right of eminent domain or acquire by purchase privately-owned lands for purposes of housing development, resettlement and related services and facilities

Develop and undertake housing development and/or settlement projects through joint ventures or other arrangements with public and private entities

Promote housing development by providing technical assistance

Executive Order 90 (17 December 1986) - Creating the HUDCC Sole government agency engaged in direct shelter production. It shall focus its efforts in providing housing assistance to the lowest 30% of urban income-earners through slum upgrading, squatter relocation, development of sites and services and construction of core housing units

Undertake programs for the improvement of blighted urban areas and provide technical assistance to private developers undertaking low-cost housing projects

May continue development of housing projects for income-earners above the lowest 30% provided that funds generated thereon are utilized for the attainment of its primary mandate

Republic Act No. 7279 (24 March 1992) . The Urban Development and Housing Act (UDHA) of 1992 otherwise known as as the "Socialized Housing Act".Identification, Acquisition and Disposition of Lands for Socialized Housing - Identify lands for socialized housing and resettlement areas for immediate and future needs of the underprivileged and the homeless in the urban areas, in coordination with the Local Government Units (LGUs), Housing and Land Use Regulatory Board (HLURB), National Mapping Resource Information Authority (NAMRIA), and Land Management Bureau (LMB) Programs:

I. Housing Programs

Production NHA-Administered Resettlement Program involves the acquisition and development of large tracks of raw land into serviced homelots or core housing units for families displaced from sites earmarked for government infrastructure projects and those occupying danger areas.

Resettlement Assistance Program for LGUs. NHA assists LGUs in the development of their resettlement sites. LGUs' primary contribution is land while NHA provides funds to cover the cost of land development.

Slum Upgrading entails the acquisition and/or on-site improvement of occupied lands through the introduction of roads or alleys and basic services such as water and power.

Sites and Services Development entails the acquisition and development of rawland into affordable serviced homelots which shall serve as an alternative to informal settlements and as catchment areas for in-migration and population growth.

Core Housing entails the acquisition and development of raw land as well as the construction of housing units. The Program provides serviced lots with core housing designed to match the affordability of the target market consisting mostly of low-salaried government and private sector employees. Projects under this Program are implemented under a joint venture arrangement with the private sector or LGUs. The partners invest or contribute equity in the project in terms of land or funds for land development and house construction.

Medium Rise Housing is an in-city housing alternative which entails the construction of three-to five-storey buildings. The Medium Rise Public Housing Program is implemented directly by NHA, utilizing the allocation for the Program under RA 7835 and units are made available under lease arrangement. The Medium Rise Private Housing Program, on the other hand, is implemented directly by NHA or in joint venture with other government agencies and/or the Private Sector. Tenure is on ownership basis.

Community-Based Housing Programs

Tenurial Assistance. Community resources are mobilized for the resolution of land tenure issues and/or site development through the Land Tenure Assistance Program (LTAP), the Community Mortgage Program (CMP), and the Community Land Acquisition Support Program (CLASP). Under the LTAP, the NHA extends credit assistance to Community Associations for the acquistion of land they occupy or intend to be resettled. Under the other Community-based approaches, the NHA acts as conduit between community associations/cooperatives and financing institutions such as the National Home Mortgage Finance Corporation (NHMFC), the Home Development Mutual Fund (HDMF or Pag-ibig Fund) and other government and non-government institutions offering liberalized financing for land acquisition and other forms of grants/inputs to people's organizations. Technical Assistance. The NHA likewise extends technical assistance to the community association/cooperative or Local Government Units (LGUs) in terms of community organization, negotiation with the land owner, preparation of required development plans, formulation of disposition and collection schemes, and coordination with other national government agencies for the processing of required documents.

Program for Families Affected by Calamities Emergency Housing Assistance Program

Emergency Housing Assistance Program addresses the need of families rendered homeless due to natural calamities or man-made disasters. This entails the provision of temporary shelter for immediate relief of the affected families, the provision of home materials assistance for housing reconstruction, and the development of new settlements.

Temporary Shelter and Evacuation Centers entails the construction of temporary housing facilities intended as evacuation centers for affected families.

Housing Materials Assistance Program (HOMA) involves the provision of housing materials for house repair and construction.?

Resettlement addresses the need to provide new settlements for permanently displaced families.
