The KwaDukuza Municipality (KDM) Mayor, Councillor Ricardo Mthembu and Executive Director of Group Five, Mr Willie Zeelie, jointly announced the official r e m o b i l i s a t i o n a n d recommencement of construction activities at the Avon Peaking Power plant. Oudhram (right) with councillors and officials
“This deal was concluded under a great deal of level headedness and a great level of composure. We have about 500 jobs as a result of this establishment and this resolve is an important milestone for us.
“ W e h a v e s u c c e s s f u l l y championed the interests of workers as well as of Group 5 by engaging in a friendly discussion towards a win-win resolve. We appreciate the work of different
stakeholders in the resolution of this stand-off,” he said.
Group 5 Executive Director, Willie Zeelie, said the support from local government has been important in dealing with the problems facing this institution.
“I am very pleased to announce the re-mobilisation of the site and to confirm that with the assistance of the ward councillors, the re-employment process is running
very smoothly and that our people on site are working and very happy to be back.
“Our discussions were focused on finding solutions. We had constructive round-table debates with the leadership of KDM and were able to find an amicable s o l u t i o n . W e t h a n k t h eKwaDukuza Councillors and the Mayor for his leadership,” said Zeelie.

Two of the SAPS finest officers were gunned down near Shoprite in Gingindlovu on Monday, 16 November 2015 in the morning.
It is alleged that the police were patrolling the area near a shopping complex and after responding to information of a suspicious vehicle parked along the R102, the officers approached the vehicle. It is alleged the suspects started to shoot at the officers as they approached the vehicle.
According to sources, Warrant Officer Jeriko Mdletshe (51) was shot in the neck on the R102 n e a r S h o p r i t e a n d tragically died.
His partner, Constable Senzo Ndwandwe (37) was shot five times and rushed to hospital in Ballito. He is in a critical condition. Both officers were stationed at the Gingindlovu Police Station.
K w a Z u l u - N a t a l (SAPS) spokesperson Thulani Zwane said: “The suspects fled the scene in a white Toyota Auris. There are no arrests made at this stage, the police are still i n v e s t i g a t i n g t h e matter.”

He said that no society will ever progress unless it creates

It brings to life the vision that is expressed in the Constitution which calls upon all of us to create a democratic, non-rac ia l , non-sex i s t and prosperous South Africa.
“None among us can enjoy the fruits of democracy when our children languish in jails because of crimes committed under the influence of drugs. None among us can say we are indeed a non-sexist society when our women and girl children are raped and abused on a daily basis by those they love, respect and trust. We can never claim to

Ilembe Mayor leads delegation on inspection
By Xpress Reporter
The Mayor of the Ilembe District Municipality (IDM), Councillor Welcome Mdabe together with officials from the technical department, a Durban contractor and community members conducted an inspection of the Mvoti River on Saturday.
Th i s was due to p re l iminary investigations that numerous sand miners caused the Mvoti River to be dry.
The Xpress Times accompanied the above delegation and was horrified to find sand mining had caused dams to develop at more than seven points along the Glendale to Mvoti River where water is extracted, purified and pumped to KwaDukuza residents.
T h e s a n d b e i n g excava ted c r ea t ed t r e n c h e s w h i c h developed into dams a n d r i v u l e t s t h a t resulted in the flow of water being impeded to the Umvoti Water W o r k s l e a v i n g beleaguered residents with little to no water.
T h e C o n t r a c t o r , sourced through a local attorney and who is known to the Xpress Times, will be breaking up the dam to enable the river to flow more freely.
I l e m b e w i l l b e l a u n c h i n g c o u r t procedures to interdict illegal sand mining until the drought is over.
BELIEVE IT: The body of water in the foreground was estimated to be approximately “40 million litres or two days of supply” and seen impeded
A source said that the Department of Mineral Affairs issues sand mining permits and then does not monitor whether the conditions of the permit are adhered to. Until such time as the Department gets back on track, sand mining certificates should not be issued as KwaDukuza residents are literally and psychologically suffering due to sand mining's direct correlation to water shortage.
A case of illegal sand mining against a local business has been opened at the KwaDukuza SAPS.
SAND MINING: Assessed by an independent contractor at Glendale was this Dam created as a result of sand mining that is contributing to the drought crisis

year-old Charlottdale woman who was out drinking with friends at 1am became yet another statistic of
rape. She alleges that she left after 1am and left the door open as her nephew had not yet returned home. At about 3:30am she was awoken by someone on her. Due to her state of mind she thought that it may be her boyfriend until she realized that he was in Gauteng. At this stage, she put up a fight and her assailant fell off the bed. As he tried to flee,
she managed to grab him and realized it was her neighbour. He too was highly intoxicated. She took him to his home and explained to his family what transpired and opted to open a case. The 27-year-old was arrested and will seek bail this week.
No nonsenseThe Lindelani community is
fed up with crime. Last week, Thulani Nkwanyane also of Lindelani alleges he was held up by two youths who robbed him of his cellphone. His appeal for help was heard by community members who apprehended both culprits. However, one managed to escape but the determined community re-arrested him later that afternoon. Ntokozo Mbambo (19) and Ayanda Nala (18), both of Lindelani, will seek bail this week on a charge of robbery.
Age old advice ignoredA 12-year-old schoolgirl and her
15-year-old cousin broke the cardinal rule: Never accept a lift from a stranger.” She alleges they attended a party at Shakaskraal from 12pm to 6pm. They both drank and began to ask around for a lift. Her aunt arranged a lift for her back to Glendale with a friend. The man allegedly stopped at a shebeen and purchased two beers which he forced them to consume. The 12-year-old needed to relieve herself and they stopped. She alleges this is when he raped her. Her brother heard about the incident as the culprit was bragging about his achievements. She confessed to being the victim but stayed quiet about it out of fear for him. A 43-year-old driver employed at a local spares store in KwaDukuza is due back at court on 12 January 2016.
A sheltered lifeA drinking session which
continued to the wee hours of the morning has left one fellow quest ioning his behaviour . Khayelihle Mbambo alleges that at 4am he left the tavern with his friend. Along the way he met his ex who offered them a place to rest until daybreak. At her premises, someone threw stones on her roof. The culprit then called Mbambo's ex and identified himself. He
approached the house and was fuming when he spotted Mbambo there. He attacked Mbambo, strangled him and threatened him with a firearm. As reality dawned, Mbambo ran leaving behind his sandals and cellphone. He was joined by his friend a while later who informed him that his attacker took his sandals and phone. Senzo Mtshali (20) is due back at court this week to seek bail.
Early festive woesThe decorations for the festive
season have barely gone up and some motorists are displaying road rage and being irresponsible. Clinton Mereon alleges that his vehicle was struck by a blue Jetta. The driver alighted, placed his passenger in the driver's seat and a p p r o a c h e d h i m . H eacknowledged that it was his fault and that he was prepared to pay for damages. Police arrived and took parties to the station. On analyzing the situation, they decided to charge Bongathini Gumede (37) for drunken driving as he was under the influence of alcohol. At the hospital he refused to provide a blood sample and put up a show. He was however charged for reckless driving and was granted bail at court the following day. He is due back at court on 20 January 2016.

Francis Zananwe (27) of Lindelani was allegedly killed by a vendor over three bars of soap. It is alleged that Zananwe's girlfriend had purchased soap for R100 from a vendor and asked the vendor to collect the cash the following day. When the vendor arrived, she asked Zananwe for money to pay for the soap, but he refused, claiming that they were being ripped-off.
The vendor was allegedly joined by three others who assaulted and fatally stabbed Zananwe and fled. Police received a tip-off about the v e n d o r a n d h e w a s apprehended and taken to the s t a t i o n w h e r e h e w a s identified by Zananwe's girlfriend. Enock Mubaiwa ( 3 0 ) , a s e l f - e m p l o y e d Zimbabwean, has been remanded in custody. His three accomplices remain at large.

It is unlikely the situation will improve. Continue buying JOJO tanks, smaller containers and if you can afford, install boreholes. I am glad many have heeded my call one house one tank campaign. Let's work together instead of working against one another.

International Fraud
Awareness Week
By Xpress Reporter
No one wants to be a victim of fraud. International Fraud Awareness Week takes place yearly during the third week of November and brings much-needed attention to this crime.
With some KwaDukuza residents falling victim to “ponzi schemes”, it is i m p e r a t i v e t o r a i s e awareness on the issue of fraud.
Fraud Awareness Week encourages business leaders and employees to proactively take steps to minimise the impact of fraud by promoting anti-fraud awareness a n d e d u c a t i o n . Fraud awareness is critical at a time when organizations around the world lose an estimated 5
percent of their annual revenues to fraud.
Fraud Week was firstorganized 12 years ago by the Association of Certified Fraud Examiners (ACFE), the world's largest anti-fraud organization and premier provider of anti-fraud training and education, in an effort to proactively fight fraud and help safeguard businesses and the economy from this growing problem.
Businesses, agencies and individuals across the globe will be engaging in various activities during the week, including: hosting fraud awareness training for employees and/or the community, assessing fraud knowledge and risk factors within their organization, posting articles on company websites and in newsletters, and teaming with media to highlight the problem of fraud.

I'm Chantal from Stanger here in good faith to testify about a great
person who got me out of a messed life. My husband had left me for 4
years and gone with a younger woman. My kids got out of school
and I lost my business due to stress. I met Mama Amlah through
the news papers and I also gave her a call. We met the next day and
started her work. She gave me some oil to smear on my face and muti to burn for 3 days after 2 more days
my husband called me and said he wanted to meet me and talk. We met
and talked he knelt down and apologised. We are now back
together and the kids are back. I am financially stable all thanks to Mama Amlah. You to can be helped please

This week's quotes come from Margaret Thatcher who was the Prime Minister of the United Kingdom (Britain) from 1979 to 1990. She was the longest-serving British Prime Minister of the 20th century and is currently the only woman to have held the
office. A Soviet journalist called her the “Iron Lady,” a nickname that became associated with her uncompromising politics and leadership style. - Wikipedia

w a t e r . A f t e rwalking around for some time, she came to a spring. T o r e a c h t h espring, she had to climb up a blade of g r a s s . W h i l emaking her way up, she slipped and fell into the water.
She could have drowned if a dove up a nearby tree had not seen her. Seeing that the ant was in trouble, the d o v e q u i c k l y
plucked off a leaf and dropped it into the water near the struggling ant. The ant moved towards the leaf and climbed up there. Soon it carried her safely to dry ground. Just at that time, a hunter nearby was throwing out his net towards the dove, hoping to trap it.
Guessing what he was about to do, the ant quickly bit him on the heel. Feeling the pain, the hunter dropped his net. The dove was quick to fly away to safety.
Moral: Help those in need.

MUNICIPALITY
PUBLIC NOTICECLOSURE OF BUILDING PLAN AND
DEVELOPMENT APPLICATION SUBMISSIONS
Please note that KwaDukuza municipality will close for the submission of all building plan and development planning applications during the holiday season.
The purpose of this closure is mainly because some of the stakeholders who provide comments on the applications will be away on holiday and further to this and most importantly some of the applications submitted have to be advertised for public input and during holiday season period, some residents go away and do not see notices and or retrieve registered posts. This may compromise the application process as stakeholders may indicate that they were not properly consulted. Thus the closure is to minimize any issues relating to compromising the relevant application processes.
The closing dates for applications are as follows:• Building Plan Submission Closure: 11 December 2015 - 04 January 2016• Development Application Closure: 20 November 2015 11 January 2016

Child Welfare Festive Jumble Sale
The Child Welfare SA (CWSA): KwaDukuza will hold a jumble sale on Saturday, 5 December 2015 to raise funds to sustain the organisation. The jumble sale will be held at the Shoprite Car park (King Shaka Street) commencing at 5am. An appeal is made to the community to support this fundraising
“Humanity exists in our town”
KwaDukuza is experiencing the worst drought in thirty years for over a month now.
While some areas are fortunate to have continuous water supply, other areas have their taps running dry for more than 25 days. No tankers are sent to these areas by the Ilembe District Municipality.
I am a resident of Oceanview. No tankers were seen in the area since the water restrictions were enforced. How are we expected to survive?
My heart goes out to larger families, the elderly and sick people who are unable to carry water for survival. Children especially those that are attending school and are writing exams are going through a difficult time.
I want to thank the two good Samaritans living in Centenary Road, Ocean view for opening their taps and hearts to members of the community. They have borehole water and give the residents free water on a daily basis. Without their magnanimous generosity, the consequences would have been disastrous. Life as we know it would have stopped. We would cease to function.
These two good samaritans have proved that in times of crisis, humanity exists in our town. This is something that the residents of KwaDukuza should be proud of.

“Generosity and kindness to the residents of KwaDukuza”
I wish to place on record, to the following individuals in saying a big thank you to you and your family. You have shown your generosity and kindness to the residents of KwaDukuza. They are house no.18, Second Street, Newtown Mr Wilson of A section Glenhills. Also thank you to Sunny of Hillview, Glenhills as well as the Muslim community at large. In these trying times you have shown your love for the people of KwaDukuza, regardless of race, colour and creed. You have heard their plight and came to their rescue in making available this precious source we call water. You used your borehole and bottled water, without counting the cost. Thank you for keeping the community at heart. The blessing of the Almighty be with you and your family.
Sagie GovenderGlenhills
Disgusted and disappointed
With the general community being kept
afloat by the generosity of individuals with boreholes, it is amazing and disgusting that the powers that be have been so silent. Apart from the fact that both mayors have no words of comfort nor hope to give us, their respective communication offices have also been dumbstruck. Why?
It is not that the saviours of this town want any recognition nor acknowledgement for their kindness, but being recognized by either office is the right thing to do. Several questions spring to mind are these offices embarrassed that ordinary citizens have rescued our town? Is it because they are not recognized office bearers or card carrying members of the ruling party? Is it because of their incompetence in dealing with the problem and hoping they are not going to be held accountable? One wonders.
Rumour has it that Hullet Street is going to be renamed hence the sudden re-tarring of streets in the CBD. Is this a priority? There is so much of underground water. How many boreholes have either office erected?
Questions are being asked yet no address has been forthcoming from councillors nor the mayoral offices. Yet, talk of the upcoming elections is so intense with plans and strategies taking precedence over our water crisis it is a crying shame.
To all those angels who have so unselfishly come to the rescue of this town, God bless. I have one proposal seeing as that you guardian angels came to our rescue, the sewerage levy is not due to iLembe as they did not supply the water, hence, this month's levies should be distributed to all the suppliers who probably will not take it or donated to a cause or charity nominated by them. This is a fair and just recognition for your ill-
preparedness.#SewerageLevyMustFallKwaDukuza
