Subject: Class 1 Permit Modification to the Los Alamos National Laboratory (LANL) Hazardous Waste Facility Permit for Change to Facility Boundary
Dear Mr. Kieling:
This letter transmits to the New Mexico Environment Department (NMED), the Department of Energy (DOE), and Los Alamos National Security, LLC (LANS) Class 1 permit modification to the LANL Hazardous Waste Facility Permit for the transfer ofland tracts A-5-1 and A-15-1. As a result of the transfer of land to Los Alamos County, the boundary of LANL has changed. Figures 1, 2 and D-3 have been revised to show the new LANL boundary.
The permit modification has been prepared in accordance with the New Mexico Administrative Code (NMAC), Title 20, Chapter 4, Part 1, Subpart IX (20.4.1.900 NMAC) (incorporating Code of Federal Regulations [CFR], Title 40 § 270.42(a)(l)), revised October 1, 2003. The attached permit modification package includes revised LANL boundary figures for insertion into the LANL Hazardous Waste Facility Permit. The LANL boundary is included as part of Figures 1 and D-3 and is the focus of Figure 2. This modification is an administrative and informational change and the update of the figures does not have any impact on the individual boundaries or capacity of the LANL permitted container storage units. Revision of the figures that include the LANL boundary is necessary because the land associated with the tracts A-5-1 and A-15-1 was transferred to Los Alamos County on December 14,2005.
Parcel A-5-1, Airport South Mesatop Parcel, contained Solid Waste Management Unit (SWMU) 73-005, which was removed from Table A of the LANL Hazardous Waste Facility Permit on September 5, 2003. Parcel A-15-1, the TA-21 West Tract, contained two SWMUs that were requested to be removed from Table A of the LANL Hazardous Waste Facility Permit on August 5, 2005. These were consolidated unit 21-0B(d)-99 and SWMU 21-024(f).
