Scholarship applications due Oct. 11

CHIPLEY — Take Stock In Children, a college tu-ition scholarship program, is seeking applicants in grades 8 through 10 to apply through school counselors.

Applications are due on Friday, Oct. 11, by the close of school. The annual scholarship award dinner will be held Tuesday, No-vember 12th in Chipley in the evening to present the new scholarship contracts, and also recognize others in the TSIC program for accomplishments.

Since inception in Wash-ington County (2005), the local TSIC program has eight college graduates, 54 students in college and four in technical school programs. There are cur-rently 29 students in grades 8-12 working towards high school graduation and re-ceipt of their college tuition scholarship.

What sets the TSIC program apart from other scholarship programs is the age range for qualifi -cation, the appointment of an adult mentor to coordi-nate with the student on a frequent basis throughout the school year, the written contract with the student to maintain average or above grades, stay away from drugs and alcohol, and gen-erally be a good citizen and active in school and com-munity events outside the classroom.

To obtain the TSIC scholarship, a student signs a contract to meet certain standards during the remaining school years until high school gradua-tion; the parents/guardians also sign a contract to sup-port their student. Family incomes must be below a certain level based upon the number of children in the family at the time the qualifi cation for TSIC is established.

TSIC allocates more scholarships to grades 8 – 9 so the students will have more years in the program prior to high school gradu-ation. When accepted by TSIC, the student and fam-ily receive a contract for a Florida Pre-paid scholar-ship account that pays for 60 credit hours (two years) at Chipola College upon high school graduation.

The number of scholar-ship contracts to be award-ed varies from year-to-year based upon the donations from Washington County businesses and individu-als, as well as money in the state matching account.

Since starting in 2005, the local TSIC has raised about $400,000 which ex-

CHIPLEY — Washington County Board of County Commissioners held their fi rst public hearing, ap-proved of the tentative millage rate at 8.9195 and approved of budget Projection 20, which eliminated the Human Resource Department, the IT Department and the Adminis-trative Secretary positions, during their budget meeting on Sept. 5.

Commissioner Todd Abbott fi rst spoke to the Board before the pub-lic hearing.

“The sheriff has submitted a budget to this board for a wage increase to give to his staff,” said Abbott. “He told me personally, to my face that he has a wage in-crease for all of his employees and what disheartens me is that we’re discussing letting three employees go.”

He suggested there was no need to have cash carry-over funds and that they use the unal-located funds, which he stated was over $1 million, to save the three positions being terminated by the new budget.

“There are available funds in the bank and not allocated to any expense and not earmarked for any expense,” said Abbott. “What I’m asking the Board to reconsider the budget we have approved at the previous board meeting, which is Projection 20 and excludes Hu-man Resource Department, the IT Department and the Administra-tive Secretary. I’m asking that you reconsider please because this is the last night we can do this.”

Chair Alan Bush agreed that there are funds but he explained they are designated to go towards debt.

“I don’t even think I can say what we have would be considered a decent contingency fund,” said Bush. “There’s funds out there

and one of them is in the amount of $250,000 but we owe that money and through negotiations, those es-pecially through our attorney and our planner, we have reduced that amount owed down to $205,000 but still that’s not money just sitting out there as a slush fund, that’s money that we owe and we’ve got to pay that.”

After the public hearing for the tentative millage rate the Board approved to keep it at 8.9195.

“The majority of taxes, the amount people pay, will actually go down and I’m just basing that on what I’ve seen,” said Bush. “It has stayed at 8.9195 but at the same time the property values have de-creased since the boom and that’s one reason why it has caused even greater shortfall this year than previous years. That millage rate isn’t generating the same amount of taxes and there’s a signifi cant amount of expenses that we have this year that we didn’t have in pre-

vious years.”During the public hearing for

the tentative budget resident Sal Zuricka was one of the many who stood up to request that the Board reconsider terminating the three positions.

“Commissioner Charles Brock, I’ve known you for quite a few years and I’ve been to many meetings where you’ve talked about the em-ployees and the kind of work they do and that they deserve a raise and every year you come up with money to give them a bonus,” said Zuricka. “I think it’s time for you to save these three jobs. $30,000 for a computer person, that ain’t going to work cause it cost me $150 just for some guy to fi x my computer and that was over the phone.”

Bush explained that the three positions to be cut were chosen based on category and not due to the individuals.

The program has av-eraged about 8 to 10 high school graduates between Vernon and Chipley high schools each year that re-ceive the credit hour tuition scholarship.

There is always a need for additional student adult mentors who work directly with the students.

Other volunteer oppor-tunities are available to serve on the Leadership Council that guides the total program, on commit-tees, or in fund raising.

The Washington County

Take Stock In Children pro-gram is locally run and lo-cally funded and there is al-ways work for willing hands, and all funds donated go di-rectly to scholarships.

The TSIC program is operated by the Washing-ton County Scholarship Foundation, Inc., which holds federal and state in-

come tax exemption with charitable organization registration.

“We made the cuts from the most budget-neutral way possible,” said Bush. “A couple years ago there were fi ve people let go and those people were picked but these were based on category. We never had a HR Department before and there are those who have the budget for one and the IT is an expensive position. In fact it is the second most expensive position in the county and as for the Administrative Assistant, that was someone who served the County Manager.”

He added that there were four positions in road and bridge that were done away with because they were funded for the previous year but never fi lled.

Abbott suggested using budget Projection 40, which included the Human Recourse Department and in-clude the positions for the IT Department and Admin-istrative Assistant and designated it Projection 50.

Abbott made the motion to adopt Projection 50, which failed with a vote of 3 to 2, with Commissioners Lynn Gothard, Bush and Brock voting “no.”

“I want people to know that not only do we have less money coming in this year, the amount that we have coming in and the amount that we have going out is a difference of about $800,000,” said Bush. “So we have worked to try to balance that $800,000. It’s just not a perfect world.”

The fi nal budget hearing is set for 5 p.m. on Sept. 16 at the Washington County Annex.

The Chipley Kiwanis Club met for its weekly luncheon on Sept. 3, at Pat-tillo’s Restaurant at the Washington – Holmes Technical Center. Lunch was provided by the students of the Culinary Program at the Technical Center.

Paul Goulding, Program Chair, introduced the program: Guy Lane with the City of Chipley Parks De-partment. Mr. Lane discussed two state grants that have been applied for. The grants are each for $200,000.

Pals Park is supported fi nancially solely by the City of Chipley. About twelve percent of the youth who use the park live in Chipley, while 88 per-cent live in Washington County. The city also has about twelve per cent of the total population of Washington County. The annual budget for Pals Park is approximately $170,000.

Pals Park has previously received fi ve grants which have been used to upgrade the park facilities. The Grant for Phase 6 which has been

applied for will be used for the follow-ing projects: Renovate Concession Stand, Replace Bleachers at Base-ball Field, Replace Bleachers at Soft-ball Field, Replace Backstops at two Baseball Fields, Replace Backstops at two Softball Fields and Renovate playground landing areas. In addi-tion, the Grand will be used to light the Baseball Field, to add new secu-rity lighting in all parking lots and to add picnic tables.

The Grant for Phase 7 which has been applied for will provide funds to build an exercise trail, to renovate the playground, renovate the restrooms in the main park area and renovate existing picnic facilities.

It will also fund placing shade covers over eight (8) bleachers, con-struct a road to connect the upper and lower parks, construct more pic-nic facilities and provide playground equipment.

Pals Park has been successful in competing for fi ve previous grants. The approval process is lengthy, with approval coming in August/Septem-

ber 2014. It was noted that there is a competing grand application from Roulhac for summer basketball.

Mr. Lane then answered ques-tions from the audience. It was noted that soccer has 170 enrollees. Base-ball/softball is just behind soccer in enrollees. The Park is also used by the annual Watermelon Festival and the Relay For Life.

The biggest problem in operating Pals Park is getting qualifi ed soccer coaches and referees. The teams are responsible for getting their own sponsors.

Mr. Lane schedules all towns in the District for baseball and soft-ball. Baseball will begin earlier next year which will overlap with the high school program.

Since many umpires come from the ranks of the high school baseball team, this will have an impact on the program. It was noted that the base-ball fi elds will be used for warm-ups during the Dixie Youth World Series which will be held at the Chipley High School Baseball Fields next year.

Kiwanis Club hears about Pals Park

4-H Program through the Univer-sity of Florida/IFAS Extension will hold a Meet and Greet Night for youth and parents from 6 p.m. to 8 p.m. on Tuesday, Sept. 10 at the Holmes County Ag Center.

This event is free and open to all youth ages 5-18. Youth and par-ents will have the opportunity to explore the different clubs that are being offered through 4-H, meet and talk with current members and have their questions answered by Niki Crawson, 4-H Agent.

Enrollment forms will be avail-able for new members and those wanting to re-enroll in the 2013-2014 4-H year. Volunteer informa-tion will be available for those adults interested in getting in-volved in the 4-H community.

“Please join us for a night of learning, interacting, and fun,” said Crawson.

MARIANNA — The Artists Guild of Northwest Florida is joined by Chipola College and the Chipola Regional Arts Association in proudly announcing the Ninth Annual Sunday Afternoon with the Arts exhibit and reception at the Chipola College Cultural Center, to be held from 1 to 4 p.m. on Nov. 3.

The non-juried art exhibition is open to all exhibitors of both visual and literary art forms free of charge. Exhibitors will have the opportunity to share in cash awards of almost $1,000.00, the largest of which is the Kathy J. Wycoff Memorial Award of $500. The winner of this award is voted on by exhibiting artists. Other awards include a Peoples’ Choice Grand Prize award, and two Peoples’ Choice runners up

awards, a Peoples’ Choice Student Grand Prize, and two runners up in this category.

Exhibitors and visitors alike will have the opportunity to meet and chat with regional known professional artist, Keith Martin Johns and historian and writer, Dale Cox, who are this year’s special guest artist and writer.

It is a family friendly event, open to everyone free of charge. In addition to hundreds of pieces of beautiful art, visitors will be treated to great music and tasty food. And door prizes will be given away periodically throughout the afternoon.

Have you considered the connection between food, health and spirituality?

For many people, health isn’t merely about physical concerns. Some religious beliefs have teachings about health and diet. Muslims, Jews, Hindus and others often stress the importance of eating

(or avoiding) certain foods or substances. The selection of some menu items over others is directly tied to their religious beliefs.

When I was young, I worked for a fast food chain. Occasionally, neighborhood

Hindus would drop in and order a hamburger — minus the meat. They were vegetarians. They wanted the hamburger buns and the condiments that went on them, but not the meat. Given some people’s reactions, you’d think they had asked for something unbelievably strange. I came to enjoy the challenge of helping them put together vegetarian meals.

At a dinner buffet, I was once approached by a Muslim visiting the U.S. who knew almost no English. He needed to know which dishes were “haram” — forbidden by his faith. I took him around the buffet to point out which items contained pork so he could avoid them.

In my late teens, I held a job where everybody, except for me, was a member of the Church of Jesus Christ of Latter-day Saints. My Mormon co-workers helped provide my introduction to health food, which they ordered together in bulk. They also wisely spoke out against smoking. Later, I came into contact with the teachings of a group called the Rosicrucian Fellowship, which stresses the importance of a vegetarian diet. They’re not the only ones. Many of my Seventh-

day Adventist, Buddhist and other religious acquaintances are vegetarians, too.

Recently, due to health concerns, spiritual beliefs and moral convictions, I became a vegetarian myself. As someone undergoing this endeavor relatively late in life, I have much to learn. But I feel better in every way because of this change, and would heartily recommend it to anyone. I’m living proof that a low-carbohydrate vegetarian diet can improve one’s health. I’ve benefi ted both physically and spiritually from it.

What does your religion teach about food and health?

The Christian scriptures state that the body is the temple of the Holy Spirit (1 Corinthians 6:19.) Some people treat their temple like a garbage disposal. Would you walk into a house of worship and slaughter a pig on the altar, smoke a pack of cigarettes, and guzzle a six-pack of beer? Chance are, you wouldn’t dream of it. Yet that’s exactly what’s going on inside the sacred temple of some people’s bodies.

As I’ve noted before, our bodies

are sacred gifts. Don’t throw your gift in the garbage.

Your health and dietary choices are your own business, of course — but whatever those choices are, don’t approach them mindlessly. Also, consider that old saying, “You are what you eat.” If you have the fi gure of a jelly donut, maybe there’s a reason for it.

Try making one healthy addition (or subtraction) from your diet this week. Substitute a salad for a sugary snack, or have one less soda. Physical activity helps, too. Exercise during the commercials of your favorite TV program rather than sitting the entire time. Take a walk at a local park or trail. And if you’re trying to get healthy, you’re in luck. Whatever your personal beliefs are, they probably don’t involve abusing your body and ignoring your health. Let’s honor our bodies, and our Creator, by making a renewed effort to take care of ourselves.

CARYVILLE — The Caryville Evangelistic Center will hold a benefi t dinner and yard sale on Friday, Sept. 6 at the church.

The benefi t is for Nora Curry, a cancer patient, who is in need of transportation.

CHIPLEY — The Former Chipley High School Homecoming Queen Reunion is slated for Nov.

8 in Chipley, where all of our favorite Homecoming Queens from the past will congregate and be honored for the first time in history.

There have been 63 CHS Homecoming Queens in the history of Chipley High School, and to date nearly all of them have been contacted. I have talked to many, emailed many, and can’t wait to meet them face to face. Please make this happen for them.

Harvest Festival Pageant

GRACEVILLE — The 32nd Annual Harvest

Festival Pageant has been rescheduled to on Sept. 27 and 28, according to pageant director Teresa Bush.

The pageant will be held Friday, Sept. 27 and Saturday, Sept. 28 at the Graceville Civic Center in Graceville.

The entry fee is $60 with all proceeds going to the Graceville Harvest Day Celebration. Contestants may participate in photogenic for an additional $10. Photogenic entries will be limited to one photo per contestant. This is an open pageant. Checks should be made payable to the City of Graceville.

Winners will receive a large trophy, crown and banner. Alternates and participants will receive trophies. There will be a people’s choice winner in each category. This has no effect on the overall winners. The contestant from each category that collects the most money will with the people’s choice title for that age category and will receive a trophy at the pageant. All contestants in Tiny Baby Miss through Little Miss must wear short pageant wear. All contestants in the Petite Miss through Miss must wear long pageant ware.

HCHS Drama students to perform ‘The Sound of Music’

BONIFAY — Holmes County High School Drama Department will present “The Sound of Music” on Tuesday Dec. 3, Saturday Dec. 7, Sunday Dec. 8, and Monday Dec. 9 at the HCHS Auditorium. There will be a 2 p.m. and 7 p.m., show on Saturday and a 2:30 p.m., show on Sunday.

“The Sound of Music” is set in pre-WWII Austria, is based on the romantic true story of Maria von Trapp, an aspiring nun who leaves the abbey to become a governess for the seven children of a widowed naval Captain. Her growing rapport with the youngsters, coupled with her generosity of spirit, gradually captures the heart of the stern Captain, and they marry.

Upon returning from their honeymoon they

discover that Austria has been invaded by the Nazis, who demand the Captain’s immediate service in their navy. The family’s narrow escape over the mountains to Switzerland on the eve of World War II provides one of the most thrilling and inspirational finales ever presented in the theatre. The final collaboration between Rodgers & Hammerstein was destined to become the world’s most beloved musical.

The motion picture version remains the most popular movie musical of all time.
