SUMMARY:
Enclosed is the request of the Concerned Citizens Network to conduct the Dr. Martin
Luther King Day March and Program on Sunday, January 17, 2016, at 2:00p.m. The
parade route will begin at the Bethel AME Church on Main Street, proceed down Main
Street, turn right on Fourth Street and proceed to the Heritage Preservation Center.
Chief Arnold has reviewed the march route and the requested date and time. In addition
to the request to conduct the march, the organization is also requesting a waiver of fees
for use of the Heritage Preservation Center for a program that will be held following the
march. The Concerned Citizens Network meets the criteria for waiver of fees.

The Concerned Citizens Network would like to sponsor The Dr. Martin Luther King Day March and program on Sunday, January 17,2016. The March will start at 2:00pm and will begin at the Bethel AME Church, proceeding down Main Street, make a right at 4th Avenue and proceed to the Heritage Preservation Center for a short and meaningful program. The Concerned Citizens Network is requesting permission to march down Main Street on the day mentioned as well as having the fees waived for the rental of the Heritage Preservation Center. In addition to our request we would like to extend a personal invitation to each of the Wytheville Town Council members to join us, for this wonderful event. We appreciate all you have done in the past and hope you will grant our requests. We look forward to hearing from you in the very near future. Subject: Certificates of Public Convenience and Necessity
SUMMARY:
A public hearing has been scheduled to consider renewing the Certificates of Public
Convenience and Necessity for City Cabs of Wytheville, LLC, Guardian Emergency
Medical Services, Incorporated, Trinity Ambulance Service and Richardson Ambulance
Service, LLC for the operation of taxicabs during 2016. Section 7-113 of the Town Code
requires that the Council conduct an annual hearing for the purpose of determining the
number of vehicles for which certificates shall be issued during the calendar year. Two
matters to be reviewed by the Council in the course of issuing the certificates include an
evaluation of the vehicles and evidence of the appropriate liability insurance. Enclosed
are evaluations from the Police Department certifying that the vehicles to be used by all
of the companies are of acceptable standards. Also, enclosed are certificates of
insurance. Action on the issuance of these certificates will be taken during the regular
session.

BUDGET AND FINANCE COMMITTEE REPORT
DECEMBER 14, 2015
1. At the last meeting of Council, we discussed the need to improve the Town's
radio communication equipment. The Town's radio communication equipment,
currently, are analog systems which are outdated technology. At the last
meeting, we authorized the Town Manager to execute documents as may be
necessary for the purchase and the payment of these new digital platform radio
systems. The new radio systems will be purchased through a· loan agreement
with the Lease Corporation of America. As a part of the closing documents, the
Lease Corporation of America requires the adoption of a resolution by the
governing body authorizing the five year loan. Later in the meeting, the Council
will consider such a resolution, and it would be the recommendation of the
Budget and Finance Committee that the resolution be adopted.
2. The Crossroads Regional Industrial Facilities Authority (CRIFA) met this past
Monday and took several actions. First, the Authority authorized a management
agreement with the Joint Industrial Development Authority (JIDA) of Wythe
County to perform managerial tasks for CRIFA. The fee to be paid to the JIDA is
$1,000.00 per year. Secondly, the Authority extended its search for a Small
Business Development Coordinator. Last year, the Southwest Regional
Enterprise Center (SREC) in Galax, Virginia, ceased its operations in Wythe and
Bland Counties, therefore, the Small Business Development person that had
been assigned here, is no longer available. CRIFA received approximately
$75,000.00 in the separation from the SREC and is seeking to have a Small 1
Business Development person in Wythe and Bland Counties. This will be a part
time position with the successful candidate working in both Wythe and Bland
Counties. Currently, there are no candidates, but the Authority continues to seek
them. Finally, the Authority declared its annual dividend for the three participating
jurisdictions. There have been four industrial development projects that were
initially funded by Bland County, Wythe County and the Town of Wytheville, and
the host jurisdiction shares the Machinery and Tools Taxes collected at that
facility. This year, the dividend, or the shared amount among the participating
jurisdictions, is $140,000.00. This cooperative effort between the Town of
Wytheville, Bland County and Wythe County has had a positive revenue stream
for the past number of years after paying off some initial debt. There is no action
required by the Council, but we did want everyone to be aware of the activities
that are ongoing with the Crossroads Regional Industrial Facilities Authority.

1. The Town has had a number of ongoing efforts to create a Farmers' Market in the
downtown area. Initially, funding to purchase the building, previously the Hobert N.
Grubb warehouse building located at the corner of Second and Spring Streets, was
provided by the Wythe-Bland Foundation. The ultimate goal will be for the interior of
the building to be refinished, as well as to provide sheds on either side of the
building for conducting sales by the agricultural community. Currently, the interior of
the building has been cleaned up and painted, along with the addition of new light
fixtures in the ceiling. The cost of painting and other improvements, which was
$15,500.00, was from funds provided by a grant from the Department of
Environmental Quality. Additionally, the Town has made application for an additional
$75,000.00 to Rural Development to provide funds that would allow for other interior
renovations including restrooms, new electrical service and, hopefully, funds to
purchase new roll up doors and new windows. This past week, the Town was
advised that the Agribusiness Committee of the Tobacco Commission
recommended to the Commission that the Town be awarded $85,000.00 in grant
funding that could be used for providing the shed on the Second Street side of the
building. As we move forward with these various improvements, it will provide a very
good functional location for the Farmers' Market. Fortunately, practically all of the
expenses that have been incurred, to date, have been with the use of grantfunding.

2. As we reported at a previous meeting, the Town has made application to the
Virginia Department of Transportation for Map-21 funding to construct a sidewalk
from the Northwinds apartment complex along Fourth Street to Commonwealth
Drive. Understandably, with the number of pedestrians that are on this portion of
North Fourth Street, a sidewalk would be beneficial. This project preliminarily is
estimated to cost about $1 million, and 80 percent, or approximately $800,000.00,
will be in the form of grant funds from the Virginia Department of Transportation.
Another requirement of the program requires the Town to hold an administrative
public hearing to receive comments on the grant application process. This hearing
was held on December 10, 2015, in the Council Chambers. There were no
comments received about the proposed improvements. Since there were no
comments requiring a response, we will now proceed forward with the grant
application.

RE: CALL TO ORDER, QUORUM, PLEDGE Mayor Crewe called the meeting to order and established that a quorum of Council members was present. The Pledge of Allegiance was led by Vice-Mayor King. RE: CONSENT AGENDA Mayor Crewe presented the consent agenda consisting of the minutes of the regular meeting of November 9, 2015, and the request of the Wythe County Public Schools Foundation for Excellence to conduct a Sandman Extreme Half Marathon on Saturday, January 16, 2016, at 9:00 a.m. He inquired of the Council if there is a motion to approve the consent agenda as presented or somehow be amended. A motion was made by Councilman Hundley and seconded by Councilman Lambert to approve the consent agenda consisting of the minutes of the regular meeting of November 9, 2015, and the request of the Wythe County Public Schools Foundation for Excellence to conduct a Sandman Extreme Half Marathon on Saturday, January 16, 2016, at 9:00 a.m., as presented. Mayor Crewe inquired if there is any discussion on the motion to approve the minutes and the Sandman Extreme Half Marathon. Mayor Crewe expressed that if either of them change their mind and wished to address the Council later during the meeting, they certainly would be allowed to do so. He commented that unless they have changed their minds and wished to address the Council at this time, he would proceed with the agenda. RE: OLD BUSINESS Under Old Business, Town Manager Sutherland reported the following: 1. The Council Work Session will be held on Tuesday, November 24, 2015, at 7:00 a.m. 2. The Town of Wytheville offices will be closed on Thursday, November 26, 2015, and
Friday, November 27, 2015, due to the Thanksgiving holiday, and all services will be curtailed.
3. Due to the Thanksgiving Day holiday on Thursday, November 26 and Friday, November
27, the refuse collection will be made on Monday, November 30, 2015. The normal refuse collection scheduled for Monday, November 30, 2015, will be made on that day.
RE: BUDGET AND FINANCE COMMITTEE REPORT Councilman Weisiger, reporting for the Budget and Finance Committee, stated that Wythe County and the Town of Wytheville are working cooperatively to expand the Enterprise Zone areas within the town limits, particularly in the Fairview Industrial Park area. He explained that the Virginia Enterprise Zone program is a partnership between the State and local governments that encourages job creation and private investment. Councilman Weisiger commented that the Enterprise Zone program provides two grant based incentives, one for job creation and one for real property investment. He stated, in addition to the State incentives, local incentives are, also, provided. Councilman Weisiger noted that the Enterprise Zone program is an important tool in economic development. He explained that one such project that is nearing completion is the expansion of the Coperion Corporation in Fairview Industrial Park. Councilman Weisiger advised that Coperion is investing slightly more than $3 million in expanding their manufacturing facilities and creating 22 new jobs. He remarked that one of the key decision making factors
was their ability to harness the Enterprise Zone incentives. Councilman Weisiger commented that the building that has been constructed is slightly outside of the existing Enterprise Zone, and this amendment will place them in the zone and will make them eligible for the incentives provided by the State. He stated the Town staff has attached a map which depicts the areas in the Fairview Industrial Park area that will be requested to be included in the Enterprise Zone. Councilman Weisiger explained that the administration of the Enterprise Zone program is vested with Wythe County, and they will be conducting a public hearing at their December meeting to receive comments on this proposal. He advised that the Council appreciates Wythe County taking the lead in this zone expansion that will assist in the Town’s efforts for economic development. Councilman Weisiger, also, reported that in the Council Work Session this week, the Budget and Finance Committee heard a presentation from Director of Public Safety Albert Newberry and Computer Operations Manager Steve Henley about the need to improve the Town’s radio communication equipment. He explained that, currently, the Town has three radio systems, one for the Police and Fire Departments, one for the Public Works Department and one for the Information Technology Department. Councilman Weisiger noted that all of these current systems are analog systems, which are outdated technology. He stated the most significant problem associated with an analog radio system is the noise associated with communications as well as the lack of coverage in all areas of town. Councilman Weisiger advised that to accomplish improved communications, it will be necessary for the Town to move into the new digital platforms, which are compliant with Federal regulations. He remarked that the Budget and Finance Committee reviewed a proposal submitted by the Motorola Corporation that will provide all new radio equipment to all three areas of the Town’s operations. Councilman Weisiger commented that after discounts and trade-ins, the total cost of the radio improvement program is $393,000. He explained that an initial $39,000 down payment will be required, which will be followed by five annual payments of $82,000. Councilman Weisiger stated that the Budget and Finance Committee believes that this is a worthwhile project and think that it is advisable to proceed. He advised that as such, it would be the recommendation of the Budget and Finance Committee that the Council authorize the appropriation of $39,000 toward this radio improvement project and authorize the Town Manager to execute other documents as may be necessary for the purchase and payment of these systems. A motion was made by Councilman Weisiger and seconded by Vice-Mayor King to authorize the appropriation of $39,000 toward the purchase of new radio equipment and authorize the Town Manager to execute the documents necessary for the purchase and payment of this equipment. Mayor Crewe inquired if there is any discussion on the motion. Vice-Mayor King inquired of Mayor Crewe if there were any grants available to fund the purchase of the equipment. Mayor Crewe advised that there were not any grants that Town staff could find, however, they are still exploring that. Town Manager Sutherland stated that is correct. Mayor Crewe advised that the offer for the equipment is available, therefore, the Council would need to act quickly in order to get the deal before the offer expires. Mayor Crewe inquired of Vice-Mayor King if that answered her question. Vice-Mayor King advised that Mayor Crewe did answer her question. Mayor Crewe inquired if there is any further discussion on the motion. There being none, the motion was approved with the following voting in favor and there being no opposition: For: Trenton G. RE: PUBLIC WORKS COMMITTEE REPORT Councilman Hundley, reporting for the Public Works Committee, stated the Town has received a communication from the Virginia Department of Transportation concerning an inquiry they had received from a citizen. He explained that the inquiry was a request to remove the “No Right Turn on Red” sign on Commonwealth Drive at its intersection with North Fourth Street. Councilman Hundley explained that this sign is for traffic that is exiting the shopping center and approaching Fourth Street. He stated the signage was installed by the Town of Wytheville to help traffic flow south of this intersection. Councilman Hundley noted that the “No Right Turn on Red” sign gives traffic flowing in and out of Virginia Avenue the opportunity to make their turning movements. He explained that without this delay provided by the “No Right Turn on Red” sign, it would practically make it impossible for traffic to negotiate the intersection of North Fourth Street and Virginia Avenue. Councilman Hundley commented that the Public Works Committee reviewed this matter again, and believes that the sign is appropriate. He advised that it would be the recommendation of the Public Works Committee that no changes be implemented. Mayor Crewe stated that his interpretation of the recommendation from the Public Works Committee is to not change anything, therefore, since there is not a recommendation to change anything, the Council takes no action. He remarked that unless he hears a motion to the contrary, he will take the Public Works Committee’s recommendation and no action is required of the Council.
Councilman Hundley, also, reported that at the Council Work Session this past week, the Public Works Committee heard a presentation by Ms. Frances Emerson, the Director of the Town’s Museum system. He explained that Ms. Emerson presented her concepts of a master plan for the development of the Museum properties into the future. Councilman Hundley commented that, essentially, all of the improvements proposed are within the current footprint of the Museum properties between Monroe and Spiller Streets, which contains the Rock House Museum, Boyd Museum and Heritage Preservation Center. He stated Ms. Emerson’s concepts are to provide enhanced visiting opportunities that would coordinate with other downtown efforts. Councilman Hundley noted that in the long term development, Ms. Emerson is proposing that an outdoor kitchen, similar to the one that existed at the Rock House, be developed that would provide the opportunity for a number of cuisine related activities. He remarked that, also, it is proposed that some additional, smaller buildings be constructed to provide display space for many of the artifacts that are now in storage with no place for the public to view them, as well as space needed for another popular historic activity that includes the making of historical weapons such as long rifles. Councilman Hundley advised that Ms. Emerson requested permission to proceed forward with the study of this master plan. He explained that Ms. Emerson noted that she thought that there were a number of grant opportunities available to her, but they would probably require more definitive plans and evaluations than what she currently had. Councilman Hundley stated Ms. Emerson noted that it would be necessary to retain consultants who could assist with these efforts. He expressed that Ms. Emerson, also, noted that she thought she could get sufficient grant funding to perform these studies. Councilman Hundley advised that the Council applauds the efforts and vision of Ms. Emerson and would encourage her to proceed with getting these preliminary study documents formulated. He stated that the Council looks forward to having more detailed information on the master plan. A copy of the Public Works Committee report is attached and made part of these minutes. RE: APPOINTMENTS – WYTHEVILLE INDUSTRIAL DEVELOPMENT AUTHORITY Mayor Crewe advised that the next agenda item is the appointment to the Wytheville Industrial Development Authority to fill the expiring term of Mr. Joe Baker (terms expire December 12, 2015). He noted that Mr. Baker has indicated that he does not wish to be reappointed. Mayor Crewe inquired of the Council if there is a motion concerning the vacancy on the Wytheville Industrial Development Authority. A motion was made by Vice-Mayor King and seconded by Councilman Hundley to appoint Mr. Joseph H. Bean to the Wytheville Industrial Development Authority for a four year term, which expires December 12, 2019. Mayor Crewe inquired if there is any discussion on the motion to appoint Mr. Joseph H. Bean to the Wytheville Industrial Development Authority. There being none, the motion was approved with the following voting in favor and there being no opposition: For: Trenton G. He noted that this meeting has been dispensed with in the past due to the Christmas holidays. Mayor Crewe inquired if any of the Council had any objection to canceling the December 28, 2015, meeting. A motion was made by Vice-Mayor King and seconded by Councilman Weisiger to dispense with the December 28, 2015, Town Council meeting due to the Christmas holidays. Mayor Crewe inquired if there is any discussion on the motion to dispense with the December 28 meeting.
