1 Introduction 1.1.1 Horizon Nuclear Power Wylfa Limited (Horizon) is proposing to construct and

operate a new nuclear power station on Anglesey (the Wylfa Newydd Power Station). Natural Resources Wales (NRW) and other stakeholders are concerned that the construction of the proposed new nuclear power station could disturb terns nesting on the islands within the lagoon at Cemlyn Bay.

1.1.2 This report documents baseline noise levels measured within Cemlyn Bay during one-week long periods in May 2018 and June 2018. The two measurement periods were separated so as to measure noise levels under a range of weather conditions that might be expected whilst terns are nesting at the islands within Cemlyn Bay Lagoon.

1.1.3 The noise measurements were conducted at the east end of Cemlyn Bay. This location was selected so that typical baseline noise levels affecting Cemlyn Bay could be measured without a strong noise contribution from any nesting terns.

2 Nesting Islands 2.1.1 The terns are known to nest on two islands within the sluiced percolation

saline lagoon at Cemlyn Bay, which is located within the ‘Anglesey Terns’ Special Protection Area. The six figure British National Grid reference for the approximate centre of the larger island is 233059,393303.

2.1.2 The terns may nest within Cemlyn Bay from approximately April to September; as this is an exposed coastal location a wide range of weather conditions can be expected over this period.

3 Survey 3.1 Equipment 3.1.1 The sound level meter and associated calibrator are regularly calibrated to

traceable standards under laboratory conditions, and meet the requirements of:

• Class 1 of British Standard EN 61672-1:2003: “Electroacoustics - Sound level meters - Part 1: Specifications” [RD1].

• ISO 1996-1:2016: “Acoustics -- Description, measurement and assessment of environmental noise -- Part 1: Basic quantities and assessment procedures” [RD2]

• ISO 1996-2:2007: “Acoustics -- Description, measurement and assessment of environmental noise -- Part 2: Determination of environmental noise levels” [RD3].

3.1.2 Table 3-1 below provides details of the equipment used for the noise survey.

3.1.3 The equipment was set to log the following A-weighted broadband statistical

noise descriptors at intervals not exceeding 1 minute during the measurement:

• LAeq (Ambient Noise Level) • LA90 (Background Noise Level) • LAF,max (Maximum noise levels, fast time response)

3.1.4 The sound level meters were calibrated regularly during the monitoring period and exhibited no significant drift between calibrations. A record of the laboratory calibration certificates is included in Appendix B.

3.2 Weather 3.2.1 A reasonable spread of weather conditions were encountered during the

noise survey, which are described on the measurement sheet for each measurement in Appendix C. Measurements were taken in strong winds using a high-performance wind shield, as such conditions and the associated wind induced noise are common in this location, but were not undertaken in heavy rain so as to avoid potential damage to the monitoring equipment.

3.2.2 The May 2018 measurements were relatively early in the nesting season and therefore temperatures were typically cooler and wind speeds higher than for the June 2018 measurements, which are towards the middle of the nesting season.

3.3 Measurement location 3.3.1 Noise measurements were undertaken at land adjacent to the public car park

at the east side of Cemlyn Bay (CB-01) which is north of the National Trust property ‘Tyddyn Sydney’. This car park is located at the top of the shingle beach, and the land around is rural in nature. The measurement location CB-01 is shown on the measurement location sheet in Appendix C.

3.3.2 The exact location of measurements depended on the occupancy of the car park; the sound level meter was positioned as far from noise sources within the car park as possible. The surface of the car park is gravel, and the microphone was mounted on a tripod at a height of approximately 1.5 m above ground level.

3.3.3 This location is sufficiently far from the tern nesting islands that the terns were only faintly audible during the first survey period. During the second survey period there were a greater number of terns nesting and therefore the sound of their calls was more prominent, although this was generally only intrusive around dawn.

4 Results 4.1.1 The summary results of the noise survey are presented in table 4-1 below,

and the noise measurement record sheets for each measurement are presented in Appendix C.

4.1.2 For readability, the statistical noise levels in the sections below have been rounded to the nearest integer values.

4.1.3 The daytime noise levels ranged from 41-57 dB LAeq (16 dB range) with an average value of 49 dB LAeq. The night-time measurements ranged from 32-56 dB LAeq (24 dB range) with an average of 42 dB LAeq although this was skewed by measurement number two which is higher than the others; if this is excluded, the range is 32-44 dB LAeq (12 dB range) with an average of 39 dB LAeq.

4.1.4 The daytime variation in LA90 noise metrics is smaller, being in the range 37-45 dB LA90 (8 dB range). Measurement 2 also skews the night-time range of LA90 levels, being considerably higher than the other measurements. If the results of measurement 2 are excluded, then the LA90 levels range from 25-37 dB LA90 (12 dB range) with an average of 32 dB LA90.

4.1.5 As is normally the case, the maximum sound levels show the greatest variation during the daytime, ranging between 66-90 dB LAF,max in the daytime (a range of 24 dB), and 62-72 dB LAF,max at night (a range of 10 dB). The average maximum sound level during the day is 78 dB LAF,max while the average at night is 67 dB LAF,max. The lowest maximum sound level measured was 62 dB LAF,max which occurred at night, whilst the highest was 90 dB LAF,max.

Appendix 5-1 Glossary

Term Description

A-Weighting The unit of sound level, weighted according to the A-scale, which takes into account the increased sensitivity of the human ear at some frequencies.

Broadband Sound energy distributed over the audible frequency range.

dB A scale for comparing the ratios of two quantities, including sound pressure and sound power. The difference in level between two sounds S1 and S2 is given by 20•log10(S1/S2). The decibel can also be used to measure absolute quantities by specifying a reference value that fixes one point on the scale. For sound pressure, the reference value is 20 µPa.

dB(A) A-weighted decibel. See: A-weighting and dB.

Free-field A noise level measured or predicted far from the presence of sound reflecting objects (except the ground); this is usually taken to imply a separation distance of at least 3.5m.

LAeq A-weighted Equivalent Continuous Sound Level

Octave Bands An octave band is a frequency band where the highest frequency is twice the lowest frequency. The band is identified by the centre frequency in the range that it encompasses (e.g. the 1000 Hz band contains the sound energy of all frequencies between 707 to 1414 Hz). The ISO standard centre frequencies of the octave bands spanning the typical human hearing range are: 31.5 Hz, 63 Hz, 125 Hz, 250 Hz, 500 Hz, 1000 Hz, 2000 Hz, 4000 Hz, 8000 Hz and 16000 Hz. These values are not exact but are rounded to the nearest Preferred Number.

Sound Power Sound Power is the total sound energy radiated in all directions by an object, expressed in Watts. This quantity is rarely used directly as the very large range of human hearing (from 0.000000000001 watts to 100 watts or more) means that Sound Power values are not practical for everyday use. Instead, the related Sound Power Level is used, as this provides a more manageable range of values.

Sound Pressure Level

Sound pressure level uses a logarithmic scale to represent the sound pressure of a sound relative to a reference pressure, and is expressed in decibels (dB). The use of a logarithmic scale is intended to make the wide range of sound pressures encountered in environmental acoustics into a more manageable range of values (typically in the range 0 to 140 dB). The sound pressure level at the threshold of human hearing is taken to be 0 dB, which corresponds to the SI reference pressure (p0) of 2x10-5 Pa (20 µPa). The sound pressure level (Lp) is calculated according to the following formula: Lp = 20 • log10 (p/p0) dB
