Dear Young Friends,

This is a period of fast moving global change. At sucha time the importance of youth population becomesmore important than ever. If we want our world to bemore peaceful, more just, with opportunities for all, itwill only be possible as a result of the young people oftoday.

There are many innovations and developments both inTürkiye and across the world in the area of youth. 12August 2010 – 12 August 2011 has been announced asthe Year of Youth by the UN. We hope that, throughoutthis designated year of youth, we will witness an increasein the importance and investment awarded to youthissues throughout the world.

In such a period, on the eve of the World Youth Year, weare happy to host the 5th World Youth Congress and allof you world youth in the city that is the heiress ofthousands of years of history and civilization. Istanbul,the city that represents tolerance and peace with avariety of cultures in its midst is the 2010 city of EuropeanCapital of Culture.

Türkiye has a huge youth population and we regardthem as our most important asset. It is very importantthat they should come together with other youth fromaround the world and interact within mutualunderstanding, tolerance and solidarity.

Having “‹mece” as the main theme of the congress hasa specific importance. “‹mece”, has existed in the Turkishculture for many centuries and its key qualities such assolidarity, togetherness, and volunteerism are just asrelevant in today's world.

I would like to welcome you all to the 5th World YouthCongress in Türkiye and I hope you will experience thebeauty of both ‹stanbul and Türkiye.

The sun that rose in Hawaii is enlightening 1400 peoplein Istanbul, where East and West meets. Today, 11 yearsafter we attended the first congress in Hawaii, we ase-gençlik family are very happy to have you in Istanbulas the delegates of the 5th World Youth Congress.

It has been a dream for us to have the World YouthCongress in Istanbul ever since the first day we arrivedin Hawaii in 1999, where we were inspired andempowered to take action. We wanted to give thischance to other young people from all around the worldand now we have fulfilled our dream by hosting 1400brilliant young people here. We have been working hardfor the past three years to prepare a great event foryou. To be honest, preparing such a huge event hasbeen quite a challenge but we have tried  our best andnow it is your challenge to take advantage of all theopportunities at this congress. 

At our first Congress in Hawaii, we learned the meaningof   'Aloha'.  Here in Türkiye, we will learn and experience“‹mece” - the ancient Turkish tradition of workingtogether for the common good in a spirit of joy andsolidarity.

This congress series aims to encourage young peoplearound the world to work in the spirit of “‹mece” foryouth-led development - to make poverty history intheir lifetimes and create a prosperous green economythat will bring sustainable happiness to every memberof the human family.

Dear Delegates:

Welcome to the 5th World Youth Congress! - in one ofmy favourite cities in the world – Istanbul which thisyear, proudly celebrates its moment as Europe’s Capitalof Culture.

I want to thank all the Turks who have supported thisCongress at many different levels - starting with theMinister of State for Youth, Mr. Faruk Nafiz Ozak, theGovernment, our partners – e-genclik Association andIstanbul Metropolitan Municipality Youth Assembly,other sponsors and all the institutions and NGOs whohave come forward to offer us their support.

Over the years we have heard numerous stories ofpast delegates who have gone on to do inspirationalthings in their community after attending one of ourWYC congresses. I hope that you, too, will benefit justas they have done and take advantage of all thisCongress has to offer.

But remember: a congress is just the beginning. Thereal work starts when you get home. This 5th WYClaunches several important initiatives that will carryon long after this Congress is over:

•The Istanbul Action Plan establishing youth prioritiesfor global Action - to be presented at the Mexican WorldYouth Conference and, we hope, at the UN – and to bemade operational by you with your Government andNGO partners;

• PCI’s Monitoring and Evaluation project which aimsto further professionalise youth-led developmentprojects by getting young people to collect and analysedata about their projects that will convince seniordevelopment economists of their value;

• The Road to Rio+20 project – PCI seeks to mobilizeall young people to lobby for sustainable prosperityahead of the UN’s Rio+20 Summit and our 6th WorldYouth congress, both in Brazil in 2012.

Again, our goal is to move youthcloser to the heart of everygovernment’s sustainabledevelopment agenda:

• Our Earth Navigator ComputerGame – a fun way to learn howto pilot our planet on a flight pathto sustainable humandevelopment.

I hope you get involved in one ofthese projects to ensure that thenext two years before the RioCongress are as rich andproductive for you as the nexttwo weeks will be.

Our future leaders of the world welcome to the 5thWorld Youth Congress.

In our world where the population is growing so fast,the problems encountered have gone from being localto universal. This situation has removed the bordersbetween continents and countries, thus creating thenecessity for us to think and act under the same roof.As future leaders, our meeting here having travelledthousands of kilometers (of distance) shows that weshare this responsibility, so I hereby thank you andthose who support you coming here, in advance. Beinga young person myself, I sincerely share our youth’sexcitement about your coming here, which constitutes65 % of our population.

I believe Istanbul, the most inspiring city in the world,will be a source of inspiration for your future lives, asit has been to us until today. I hope you will enjoy yourstay here. We present our gratitude to our collaborators,supporters and sponsors with whom we workedtogether in the preparation process of this congress,and to Istanbul Metropolitan Municipality Mayor KadirTopbafl, for he has never left us alone and alwaysappreciated the value of the youth.

What is e-gençlik Association?

e-gençlik Association is a story that began with onlytwenty volunteers in 2003. The number of thesestorytellers increased as we were determined not onlyto tell the story but to live it at the same time. Sincethat time, we have kept going whit working, headedwith more than a hundred volunteers in a more powerfulway.

In addition, we still keep the excitement and the energythat we had on the first day.

The wish to hold the land that is commended to usabove the level of the modern civilizations in the wayAtatürk wants it and in a suitable form for the youthmade us come together in a cultural synthesis despitethe fact that we grew up in different cultures, fields,and different conceptions.

While we were pursuing this aim, the projects that wehandled were not only for social improvement but ourbeing a millstone in functioning as a bridge betweenthe cultures made us feel proud and turned into asource of power for our future plans. But how did weachieve this? By trusting ourselves…

We were sure about what we had done; we knew thatwe could increase our capacity with the help of ourexcitement and the fire of youth.

The fire in us has become more powerful now. Whenwe turn back to past and see what did up to date andrecall them, we burst with joy. We believe that we willbe the source of light for the next generations. And thisenlightened and led and generation, with the light intheir hearts, will make this road brighter for the nextgenerations. Consequently, there will be wishes full ofhopes and all will come true. Because e-gençlikAssociation is the only address where success neverends.

What is Peace Child ‹nternational?

What is PCI? Peace Child International is a UK-registered educational charity with a network of morethan 1,500 affiliate groups in over 180 countries. PeaceChild's mission is to ‘empower young people - first toinform themselves about global challenges theirgeneration faces, and then take action to be the changethey want to see in the world. This mission is reflectedin all our projects and publications.

PCI supports young people around the world to producebooks, musicals, educational materials – lesson plans,workshops and training courses on the majorgenerational challenges they will face in their lifetimes:climate change, peace, human rights, povertyelimination through sustainable development etc. PCIhosts the bi-annual World and European YouthCongress series to promote these goals.

Founded in 1981, PCI began its journey in the Cold Warera, working with young people to create a musical onhow to end the nuclear stand-off between the USA andthe former USSR. The performances resulted in thefirst ever US-Soviet youth exchange in 1986 and manysubsequent exchanges between the two countries.Peace Child still uses theatre as a vehicle for change.

The international headquarters, near Cambridge inthe UK, is run by young international volunteers,supported by a small permanent – older - staff. Internsgenerally stay for a year and take leadership roles onthe various PCI programmes. There is a similar officein Bangalore, India which also welcomes young,committed volunteers.

What is the Istanbul Youth Assembly?

What is Istanbul Metropolitan Municipality YouthAssembly?

Since the city in which we live has a younger and moredynamic population as compared to other metropolitancities and to benefit from this potential young populationmore efficiently, The Youth Assembly was establishedon May 19, 2005 by the youngsters of Istanbul, supportedby the Metropolitan Municipality. The demographicsuperiority of young people is one of the most importantissues for the area to plan in advance utilizing theirtalents. In this context the Youth Assembly founded byIstanbul Metropolitan Municipality is a platform inwhich the young can make the most effective andfruitful use of their energies.

IMM Youth Assembly operates in 2 years terms and itcompleted its first term in the years 2005-2007, secondterm in 2007-2009; and started its third term officiallyNovember 1st, 2009 with the attendance from all overIstanbul and universities in Istanbul. Our Assemblycontinues its projects with a President, 2 Agents of thePresident, 7 Lounge Members and 16 Commissions.The works of the Youth Assembly are proceeding withconfident steps having a staff of 300 full members and5000 voluntary members.

What is the World Youth Congress?

THE WYC Journey!

Hawaii, 1999The 1st World Youth Congress brought young peoplefrom all over the world together to discuss and agreethe “Ten priorities for the 21st Century.” The idea ofYouth led Development became a major theme.A year later the UN created the Millenium DevelopmentGoals, which reflected the priorities presented by thedelegates at the congress. The Be the Change!publication produced at the Congress looked at youthinitiatives around the world.

Morocco, 2003Taken one step further with practical outcomes – theCasablanca Declaration, presented a program of actionwith what young people wanted to achieve withgovernments. The message couldn’t have been moreclear; we wanted to work together in a trueintergenerational partnership!

The WYC is not about only talking about issues, inMorocco, we added a new element to our program,the Action Projects, this gave delegates the opportunityto turn their words into action, taking part in projectsaround the country, getting hands on experience withcommunity initiatives in the host country.

Scotland, 2005In Scotland we started to see the incredible impactthat the WYC series has had the young people whohave attended previous editions. The 3rd World YouthCongress was an incredible opportunity for participantsto share and learn from each other’s experiencesleading community development projects.

One of the major outcomes of the congress, was thetoolkit “Nothing for Us without Us”, a step-by-stepguide on how to manage youth-led developmentprojects from beginning to the end. It is completelymade up of personal stories and experiences from ourparticipants.

What is World Youth Congress?

Quebec City, 2008On the occasion of the 400th anniversary of the city wegot together to celebrate youth achievements, andshare best practices. Throughout the Congress, youngactivists from all corners of the world told their stories,and shared their best-practices.

As a result, we created the book “A Celebration ofYouth-led Development” – a series of case studiestelling the stories of projects led by young people fromall around the world.

In Quebec, we also had for the first time, a specialcategory of participation dedicated for Young Educators.During the Congress they created the “World ClassLesson Plans”, with ideas and experiences on raisingthe profile of global education in both formal and non-formal education.

Expectations for TurkiyeOne of the major outcomes of the Regional Meetingsin the 5th World Youth Congress is the creation of theIstanbul Action Plan, which will be presented to allYouth Ministers gathering in Mexico for the World YouthConference.

We also want to take our work a step further, and getbetter in what we do! So we decided to focus this 5thWYC into discussing Monitoring and Evaluation ofYouth-led Development Projects. As a result of thisprocess we will be putting together a M&E toolkit whichaims to further professionalise youth-led developmentprojects.

We also want to build “The Road to Rio+20” – whichseeks to mobilize all young people to lobby forsustainable prosperity ahead of the Government Rio+20Summit in Brazil in 2012 and our 6th World Youthcongress.

Participants

Over 1000 of the most active young people from 147 countries are gathering herein Istanbul for the 5th World Youth Congress and to ensure we have people fromdifferent backgrounds with different experiences, we have 5 different categoriesof participation. They include:

Youth-Led Development Activists:These are the young people who are actively creating positive change within theircommunities around the world through their projects, trainings, peer-to-peerteaching initiatives and social enterprises.

Young Educators:Young people who are passionate about raising awareness and empowering theirpeers and their communities through both formal and non-formal education.They are coming to share experiences, learn new methods and ideas and see howto be more effective and relevant.

Young Journalists:Young media-makers - professional or not – that are coming to be the eyes, earsand the voices of the Congress inside the Campus, and around the world.

Young Artists for Development:Young artists are those who seek to communicate powerful messages aboutglobal issues through their art. They are painters, dancers, sculptures, actors,musicians, etc and are all coming to share their experiences and learn from bestpractices.

Young Entrepreneurs:Young people leading their own social enteprises non and for-profit businesses.They come to share their expeirence and discuss how we can make businesswork for people and the planet.

Throughout the program, you can find sessions and workshops recommendedfor each of those categories. But please, note that these are only recommendations,and in most cases (unless otherwise specified) they are open and suitable for ALLdelegates.

The 5th World Youth Congress, will be held at Y›ld›z Teknik Ünv. (Yildiz Technical University)on the Davutpafla Kampüsü (Davutpafla Campus) in the European side of Istanbul.

The address of the campus is: Çifte Havuzlar Mh., 34220 ‹stanbul, Turkey The campusis exactly in front of the Davutpafla Metro stop (Blue Line) which makes it easy to reachby public transport. It is also an important reference point if you need to give directionsto Taxi drivers.

Aile MeetingsDuring the World Youth Congress, participants are divided into small groups called “Aile”which means “Family” in Turkish. Each has its own Turkish host known as the “AileLeader”. These groups meet daily to touch base and learn the instructions for the day. Itis at the Aile morning meeting where participants will be informed of any changes in theprogram, and receive news and messages from the organizers. It’s very important thatyou don’t miss the morning meetings, to ensure you are not lost in the program duringthe day.

Regional MeetingsDuring the WYC, you will meet young people coming from all corners of the world, withvery different experiences and backgrounds. In previous congresses, participants raisedthe need to reserve a space for regional discussions, and that’s why we created theRegional Meetings. These meetings are an opportunity for you to meet and discuss withpeople from your region, who understand your situation and often face the same challenges.

In Turkiye, 3 Regional Meetings will take place, where participants will be divided into 17regions. Here they will have the opportunity to meet other participants learn more abouttheir projects and the work they are doing. They will be able to share best practices, aswell as discuss the challenges faced while trying to come up with common solutions. Oneof the major outcomes of the Regional Meetings in the 5th World Youth Congress is thecreation of the Istanbul Action Plan, which will be presented to all Youth Ministers gatheringin Mexico for the World Youth Conference.

We invite participants to engage in the discussions of the region they feel is closest to theirreality and therefore most relevant to them.

ExhibitionExhibition is the opportunity for delegates as well as UN Agencies and other internationalorganizations to share their best practices in Youth-led Development and their experienceon what young people are doing - and can do - to help support their governments andthe UN to achieve the Millennium Development Goals. The place for that is our Exhibitionhall which creates a great Market space – a unique communication environment toexchange ideas and information, to expend the existing networks and build new ones. Wehave reserved this special time for the delegates to take the opportunity to share and getin touch.

"Peace Child Alpha Omega"

Peace Child Alpha Omega is a program involving three partners, Peace Child International(UK), the Sillimae Society for Child Welfare (Estonia) and e-gençlik Association (Turkiye).It has been sponsored by the European Commission DG Education and Culture to exploreintercultural, inter-generational dialogue, as well as exploring how to build harmonybetween different religious groups. The vehicle for doing this was David Gordon's oratorio:

"Alpha Omega"This music has been central to each production, even though the issues vary accordingto country. In England we called it a "musical journey through faith" looking at how religionfar from dividing people could bring them closer together. In Estonia where religion isnot often discussed they focused on inter generational themes. Estonian/Russian inter-action was another underlying issue. Here in Turkiye, the director Deniz Tuner has createda musical set in a high school in Istanbul where students face prejudices over clashingcultures and ideas.

Action ProjectsDuring the Congress, participants willtake part in 4 days of Action Projects indifferent parts of Istanbul as well asneighbor cities. It’s time to leave thetalking aside and to take real action.Through the “Imece Game” participantsand communities will take on thechallenge of working together to delivera small-scale community improvementprojects with limited resources and time!Participants and members of thecommunity will have the opportunity toexchange knowledge and experiences,while building together the dream of thatcommunity in a true Imece spirit.

Be The Change! ProgramPeace Child's "Be The Change!" program gives smallgrants to young people starting up their owncommunity development projects around the world.If you are inspired to take action on what happens inyour community, you can submit your proposal toyour regional coordinator. There are two calls everyyear, and a special one during each World YouthCongress. The PCI team will work with you beforethe selection takes place and during the mentoringphase, to ensure your proposal covers all of therequirements. Once selected, we will help you monitorthe learning process during the project, and preparethe final evaluation to present once the project iscompleted. Brouhaha Celebrations!After 4 days of action projects, we will return for a celebration evening with Brouhaha!Brouhaha International is an arts and cultural development agency with a particularfocus on promoting cultural diverstity professional and participatory work. Based inLiverpool, England they stage huge festivals around the world. Their 60 internationalperformers come from Spain (Flamenco dance) Malta (Brass carnival band) UK (Braziliandrumming group) Holland (Hip Hop dance group) Italy (Mask clowning group) and Turkiye(Roma dance group). They will deliver workshops with young people in the time leadingup to the parade which will include dance, clowning/mask work percussion etc.

Concert – UN InternationalYouth Year LaunchThe Concert will feature Brouhaha,selected performers from the Congressand the Messengers of Truth. TheMessengers of Truth Program was set upto encourage artists’ communication ofpositive messages for urban youth self-empowerment. In addition it aims todemonstrate the effectiveness of artists inhelping to meet the challenges of urbanunemployment, safety, social cohesion,health, and inclusive and decent urbaninfrastructure.

Round tables:

Each day, in the first week of the Congress, there will be Round Tables to discuss the KeyQuestions addressed by the World Youth Congress series. The Round Tables are colouredin Light Green to distinguish them from Workshops. Each Round Table follows a similarformat: there are an equal number of elder and younger panellists who, in the first 30minutes, make presentations offering their own ideas about the key question beingaddressed. They then come down from the platform and, for the next 30 minutes, join theyoung delegates in small groups – to hear your ideas about the questions, and brainstormwith you the best and most strategic answers. The panellists then return to the platformand present the results of their small group discussions. The Round Table closes withpoints from the floor and closing remarks from the Round Table Host.

There are many Round Tables and Workshops runningsimultaneously so, it is up to you to decide which session you choose to attend. The lengthvaries from 90 min to 180 min so you are expected to make your choices in a way thatkeeps you occupied for the whole morning/afternoon.
