In order to reach the maturity levels, piloting must relate to both structural and usage targets
Page 23
Get the PEPPOL solutions integrated in as many public sector eTendering or eSourcing solutions as possible to create a uniform way of validating signed documents, qualifying suppliers and describing needs for goods and services
Infrastructural targets
Target CAs willing to use the PEPPOL VCD and eCatalogue approach in their tender and CAs willing to receive electronically signed tender documents where the signatures could be validated through PEPPOL, measure proportion of eSignatures, VCD and eCatalogues crossing Member state borders
Usage targets
Connect “e-procurement communities” to the PEPPOL infrastructure and enable business transactions according to PEPPOL specifications
Buyer-supplier pairs doing business through PEPPOL-connected e-procurement communities, measure proportion of transactions crossing Member State borders

...where some Key Success Indicators (KSI) could be defined
Measuring business and market maturity levels
… x number of e-procurement communities have been connected to the PEPPOL infrastructure, enabling y contracting authorities and z economic operators to exchange business documents according to PEPPOL specifications
… x number of transactions have been carried out through the PEPPOL infrastructure, out of which y % are cross border
… x number of tenders have been launched with use of PEPPOL VCD and/or eCatalogue solutions, receiving y number of bids, out of which z % are cross border
... Where the x, y and z’s need to be “high enough” to demonstrate that maturity milestones have been reached /are reachable
Leaving us with the question: What is ”high enough”?
