    Regulations2010(As per UGC Minimum standards and procedures for the award of M.Phil/Ph.D.

    degree- Regulations 2009)

    1.0 Introduction

    The Academy of Maritime of Education and Training (AMET), established in 1993, is one

    of the leading Maritime Institutes in India which has been approved by the Directorate General of

    Shipping, Ministry of Shipping and Surface Transport, Government of India. In recognition of its

    achievements, AMET was conferred a Deemedto-be University status (under De Novo Category -Emerging areas with a promise of excellence) under section 3 of University Grants Commission

    Act 1956, by the Ministry of Human Resource Development, Government of India in August,

    2007. AMET has since been renamed as AMET University.

    The AMET University, under the erstwhile banner of AMET, has been conducting marine

    industry driven courses and programmes leading to various mandatory certification of the

    Directorate General of Shipping as well as diplomas and degrees of collaborating Universities.

    With a paradigm shift in its status as Deemed-to- be University, it envisages a larger role for itself,

    namely that of Centre of Excellence for Higher Education and Research in the Maritime, marine

    and allied fields. It will be the endeavour of the AMET University to emphasize on practical

    application of knowledge.

    The Degree of Doctor of Phi losophy (Ph.D .) shal l be awarded to a candidate who, as per

    the regulations of the AMET University set out here under, has submitted a thesis of or iginal

    and independent research in any particular discipline or more than one discipline (inter-

    discipl inary), that makes a contr ibution to the advancement of knowledge, which is approved by

    a board of examiners

    2.0 Fields of Research

    Consistent with the availability of the required infrastructure and the need of the Maritime

    Industry, AMET University shall provide facilities for research in the following areas:

    discuss about their field of interest to pursue the research program for which he is an

    applicant.State/Central Governments Reservation policy shall be adopted to select candidates for

    Ph.D., program.

    The Department will decide the allotment of research supervisor to the successful candidate

    depending on the research interest of both the applicant and supervisor and number of registered

    candidates under a supervisor. Supervisor allocation shall not be left to the individual applicant or

    the supervisor.

    3.2 Eligibility

    Minimum eligibility criteria:

    1. An application for admission to the Ph. D programme of this University shall possess,

    normally (a) an M.Phil/ masters degree in Technology/ Engineering/ Management/

    Architecture or equivalent, with a minimum of 60% marks at Masters level for General

    candidates (55% in case of Full time Sponsored candidates with a minimum of three

    years professional experience, and (ii) SC/ST candidates) or (b) an M.Phil./ Masters

    Degree in Science / Humanities with a minimum of 55% marks at Masters level for

    General Candidate (50% in case of Full Time Sponsered candidates with a minimum of

    three years professional, and SC/ST candidates)

    2. Appllicants with B.Tech/ B.E/ B.Sc. Engg. / B.Arch. having a minimum of 60% marks

    at Graduation level for General Candidates (65% in case of Full-Time Sponsered

    candidates with a minimum of two years professional experience such as industrial and

    /or acadamic experience, and 55% for SC/ST candidates) may also apply.

    3. In order to accommodate general category candidates holding Post-graduate degrees and

    Mariners possessing UG Marine / Marine-related degrees with senior mariners without UG

    degrees, a broad eligibility criteria, falling under the following six categories, have been

    evolved:

    A) Holding minimum Certificate of Competency as Chief Officer/ MOT class 2 Engineer

    or equivalent,

    B) Holding Certificate of Competency as Extra-Master (FG) / Extra Class I Engineer

    C) Holding Master (FG) or First Class Motor or Steam

    D) Holding Certificate of Competency at appropriate level

    E) Holding Certificate of Competency as Master (FG), MOT Class I Engineer

    F) Holding Certificate of Competency as Master (FG) / MOT Class I Engineer from

    Approved Maritime Administration Internationally

    G) Holding Certificate of Competency as Master (FG)/ MOT Class I Engineer and with two

    years Full-Time teaching experience in a degree level Nautical Science or Marine Engineering

    College/Institute with proven academic record in terms of research publications in national/

    international journals/ participation in national/ international Seminar/ Conferences/ Symposia with

    submission of standard papers in the relevant field

    4) Persons with exceptional abilities passed, graduate degree examination with 50% of

    marks and, with five years experience after graduation in related fields. In such case, exceptional

    abilities will be decided by the Research and Recognition committee.

    5) Other professional degree holders like Doctors (Medical) and Charted Accountants(ICWA, ACS), and lawyers also eligible for registering for Ph.D programme.

    3.3. Number of seats for Ph.D

    The number of seats available for Ph.D., programs shall be notified in the University

    website on annual basis. In this regard, the available number of seats shall be in compliance with

    the availability of eligible research supervisors in the concerned Department of AMET University

    4.0 Registration and Duration of Research

    Each Department at AMET University shall notify about the number of eligible supervisors

    for M.Phil and Ph.D., guidance at the University website on annual basis. Candidates can register

    for a Ph.D. programme either as Full-time or Part-time candidates.

    4.1 Ful l-T ime (FT) Category:

    The minimum duration for Full-time Ph.D. Research is two years.

    Candidates registered as FT candidates shall submit the thesis after the completion of two years

    from the date of Registration. A further duration of three years (six months at a time) may be given

    to the FT candidates (i.e., a total of six extensions only). However, such candidates are required to

    pay full year Research Fees for every year of extension irrespective of number of remaining months

    in the year.

    The Registration of FT candidates, who are unable to submit even after the completion of

    five years, shall be cancelled. However, such candidates may be permitted to re-register.

    Candidates with M.Phil/ M.Tech/M.E/M.S qualification are exempted from appearing the

    course work.

    4.2 Part-T ime (PT) Category

    The minimum duration for Part-time Research is three years

    Candidates registered as PT candidates shall submit the thesis after the completion of three years

    from the date of Registration. A further duration of three years (six months at a time) may be given

    to the PT candidates ` (i.e., a total of six extensions only). However, such candidates are required to

    pay full year Research Fees for every year of extension irrespective of the number of remaining

    months in the year.

    The registration of PT candidates, who are unable to submit the thesis even after the

    completion of six years, shall be cancelled. However, such candidates may be permitted to re-

    register.

    Candidates with M.Phil/M.Tech/M.E/M.S qualification are exempted from appearing the

    course work.

    Candidates can apply for Registration for Ph. D. at any time during the Academicyear of the University.

    4.3 Application for Provisional Registration

    Candidates who wish to register for a Ph.D. Programme should apply in the prescribed

    application form obtainable from the Registrar of the University on payment of the prescribed fee

    for the application form. The application form, duly filled in, may be submitted to the Registrar

    with the prescribed Registration fee. (As prescribed in Appendix - I)

    Every applicant who satisfies all the conditions prescribed in the Regulations, shall, after

    approval by the Board of Research on behalf of the University, be provisionally registered for thePh.D. degree programme.

    5.0 Supervisor for Research

    Every candidate for the Ph.D. degree shall work under the continuous supervision of arecognized supervisor. In case of inter-disciplinary research, a candidate may have a co-guide if the

    supervisor so desires. No immediate or close relative of the candidate shall act as a supervisor.

    5.1 Quali fi cation and Recognition

    (i) Any Ph.Ds with any area with one year experience with one publication is qualified

    to act as a Guide/ Supervisor.

    (ii) A candidate may also register under any faculty member of the AMET University,

    who holds a Ph.D. degree not in the relevant area but in an area which is closely

    related to the chosen area of research under the same faculty / department. In such a

    case there shall be a co-guide from outside the University, but with a Ph.D. degree in

    the relevant area. In case the co-guide is from the marine industry, the

    requirement of Ph.D. shall be waived in lieu of the vast industrial experience of the

    co-guide.

    (iii) A candidate may choose his / her supervisor from the list of Board of Research

    Members, who holds a Ph.D. degree in the relevant area, with the consent of the

    chosen member. If the chosen Supervisors Ph.D. degree is not in the relevant area,

    the candidate shall have a co-guide with a Ph. D, degree in the relevant area.

    (iv) If the candidates chosen area of research is such that he / she cannot choose a

    supervisor from the above three options, he / she can seek the help of the Board of

    Research. The Board of Research shall have the power and discretion to nominate a

    suitable supervisor (with his consent) from inside / outside the University with or

    without a co-guide.

    (v) Ph.D holders after one year of getting Ph.D degree and a minimum of one research

    publication are eligible to act as supervisor in the relevant field

    5.2 Number of candi dates under a supervisor

    The maximum number of candidates for a Supervisor/ Guide is Eight (excluding external

    registration).

    6.0 Doctoral Committee

    For every candidate, whether Full-time or Part-time, registered for a Ph.D. degree, a

    Doctoral Committee of not less than three members shall be constituted with the approval of the

    University through the Board of Research.

    The Doctoral Committee shall consist of:

    (i) Supervisor : Convener(ii) Head of the Department concerned provided he/she is a recognized

    supervisor or his/ her nominee with a Ph.D. degree.

    (iii) One member from outside Institution, appointed by the Vice Chancellor who

    is an expert in the subject In respect of inter-disciplinary research, the co-

    guide shall also be included as a member in addition to those mentioned

    above.

    FORMAT FOR INTERDISCIPLINARY RESEARCH PROPOSAL is prescribed in

    AppendixII

    (iv) The Doctoral committee shall meet in every six months.

    The Doctoral Committee shall have the functions as prescribed in Appendix - III. The

    supervisor shall maintain a record of progress of the candidate in the form of half-yearly

    progress report as prescribed in the Appendix - IV.

    7.0 Examination, Evaluation and Viva-Voce Examination

    7.1.1 Part - I Course work

    Every candidate provisionally registered for Ph.D., program shall take two written tests and

    one closed technical oral examination before the completion of the first year in the chosen field.

    One common research methodology paper which may include basic research aptitude, quantitative

    methods, collection of literature, statistics and computer applications may be conducted at

    University level on semester basis. Another written examination to test the technical and theoretical

    Knowledge of the candidate can be conducted at Departmental Level. The date and syllabus

    for the technical research methodology shall be decided by the Supervisor (and co-guide if any).

    The evaluation of two written and one oral examination shall be done by the Doctoral Committee.

    The Ph.D. scholars who are having a M.Phil/ ME/ M. Tech/ MS ( By Research) degree shall be

    exempted from appearing and qualifying in these examinations. Exemption of course work shall be

    restricted only for candidates with M.Phil degree and not exempted for candidates with CSIR/

    UGC/ JRF.

    A candidate who is approved by the Doctoral Committee, on the basis of these

    examinations shall be registered as a candidate for the Ph.D. degree, thus confirming his

    provisional registration status. He/She shall then be permitted to proceed with his/her research work

    and submit the thesis, on completion of the minimum prescribed duration for his / her research.In case a candidate is not approved by the Doctoral Committee, as per the above provision,

    the Doctoral Committee shall then give the candidate a second chance to appear for a re-

    examination within six months. If the candidate is successful at the said re-examination, his / her

    provisional registration shall be confirmed.

    The provisional registration of a candidate, who is unsuccessful at the re-examination, shall

    be cancelled.

    7.1.2. Evaluation

    Prior to submission of the thesis, the Research scholar shall make a pre Ph.D., presentation

    in the Department in front of the Doctoral Committee that may be open to all faculty members and

    students of the Department for getting feedbacks and comments which may be suitably

    incorporated in to the draft thesis under the advice of the Supervisor.

    Ph.D., candidates shall publish one research paper in a standard journal before submission

    of the thesis for adjudication. He shall present the evidence for the same in the form of either as a

    reprint or acceptance letter to the Doctoral Committee.

    Following the successful completion of the evaluation process and announcements of the

    award of Ph.D., the University shall submit a soft copy of Ph.D., thesis to the UGC within a period

    of thirty days, for hosting the same in the INFLIBNET, accessible to all Institutions/Universities.

    7.2 Part-I I Synopsis and Thesis Submission

    7.2.1 Submission of Synopsis

    Not less than three months before the submission of the thesis, every candidate shall submit

    to the University, through the Supervisor or the Convener of the Doctoral Committee, a Synopsis (6

    copies) of the proposed thesis together with a certificate from the Doctoral Committee (Appendix -

    V).The candidate must state the title of the thesis to be presented, in the prescribed application

    form. The candidate shall inform the probable date of submission of his/her thesis in the

    application. The synopsis shall not exceed 20 typewritten or printed pages (one side only of A4

    size).

    Not later than six months after the submission of the Synopsis and after the expiry of the

    minimum period prescribed for the research work, every candidate shall submit five copies of the

    thesis embodying the results of the research carried out by him / her, along with the prescribed

    application and fee.

    Before the submission of the synopsis the candidate shall present a seminar on his / her

    findings / data / design-development for the Ph.D. thesis and the Doctoral Committee shall send areport of the same while forwarding the synopsis.

    The title page of thesis, cover, format, etc., shall strictly conform in presentation as

    prescribed (Appendix - VI) and the thesis (all copies) shall carry a declaration by the candidate

    (Appendix - VII) and a certificate (Appendix - VIII) duly signed and issued by the Supervisor.

    Ordinarily, the duration between the submission of the synopsis and submission of the

    thesis shall not exceed six months. However, on the recommendation of the Doctoral Committee a

    six month extension period may be granted for the submission of the thesis.

    7.2.2 Re-registration

    A candidate, who has not submitted the thesis at the end of five years as in the case of full

    time or six years as in the case of part time candidates respectively, may choose to re-register with

    the payment of prescribed fees. In such instances, the re-registered candidate shall be permitted to

    submit his/her thesis after a period of one year but not later than two years, only if the

    supervisor and the topic of the thesis work remain unchanged.

    For re-registered candidates with change of supervisor and/or topic, the required period

    shall be similar to that prescribed for the freshly registered candidates. After the expiry of the one

    year period the Ph.D. registration shall stand cancelled.

    7.2.3 Submission of thesis before the minimum prescribed period

    Notwithstanding anything contained in these regulations regarding the minimum period of

    research to be completed by candidates before becoming eligible to submit their theses for the

    degree, it shall be within the competence of the Board of Management, to permit candidates to

    submit their theses ahead of the schedule by a period not exceeding six months provided suchrequests for early submission from candidates are accompanied by

    [i] the recommendation of the supervisor for relaxation based on the satisfactory

    completion of research work for the thesis topic with evidence that the candidate has

    been working consistently even prior to his/her provisional registration for the Ph.D

    degree, on the topic of his/her research.

    [ii] Evidence of having completed the required work for the thesis by way of at least one

    publications on the topic of Ph.D. research in recognized journals and/or evidence of

    having presented three papers from out of the Ph.D. thesis work at

    national/international conferences.

    7.3 Adjudication of Ph.D. thesis

    7.3.1 Examiners

    The Vice Chancellor shall appoint a Board of Examines for evaluation of the thesis from the

    panel of examiners suggested by the Supervisor. The Board shall consist of the Supervisor as

    Convener and two other examiners from India, one essentially from outside the state of Tamil

    Nadu. In case if a one or both the examiners are unavailable or unwilling to evaluate the thesis,

    Vice Chancellor may formulate the Board of Examiners from the available other examiners

    mentioned in the panel of examiners by the supervisor. The Vice Chancellor shall obtain

    ratification for such an appointment from the Board of Management

    No close or immediate relative of the candidate shall be appointed as examiner

    The Board of Examiners so appointed shall evaluate the thesis and report on the merit of the

    candidate for the award of the Ph.D. degree. Each examiner shall give a detailed report on the

    thesis along with a Proforma for adjudication in the format prescribed (Appendix - IX).

    The two external examiners shall send the individual reports together with the Proforma to

    the convener who shall forward the same to the University together with his individual report and

    the Proforma. The convener shall also send a consolidated report bringing out the salient points

    made in the individual reports.

    If only one of the two external examiners recommends the thesis for the award of the Ph.D.degree, the Vice-Chancellor shall then refer the thesis to a third external examiner for evaluation.

    The third external examiner shall not be provided with the reports of the other examiners. If

    the third external examiner recommends the thesis for the award of the degree, the candidate shall

    be asked to appear for a viva-voce examination prescribed earlier.

    The remarks made by the external examiner who has not recommended the award, shall be

    provided to the supervisor so as to enable him to advise the candidate to carry out the corrections /

    additions / alternations / modifications suggested by the examiner, subject to the needs as judged by

    the supervisor before the viva-voce examination.

    If the third external examiner also does not recommend the award, the degree shall not be

    awarded to the candidate.

    A candidate whose thesis has not been recommended for the award of the degree may be

    permitted to re-submit it on a second occasion within a period of one year from the date of

    declaration of the results.

    7.3.2 Viva-Voce examination

    The candidate, whose thesis has been recommended for the award of the degree by the

    Board of Examiners, shall present himself for a viva-voce examination to be conducted by the

    supervisor and one external examiner appointed by the Vice-Chancellor. The Indian examiner,

    who has evaluated the thesis, shall be appointed as external examiner to conduct the viva-voce

    examination. The supervisor shall convey to the University, the result of the viva-voce

    examination duly endorsed by the external examiner. A candidate who is successful at

    the viva-voce examination shall be declared to have qualified for the Ph.D. Degree by the Vice-

    Chancellor, who shall also obtain the ratification of the Board of Management for the same in due

    course.

    If for any reason, the supervisor is unable to conduct the viva-voce examination, or where

    the candidate has been permitted to conduct research on an independent basis, the Vice-Chancellor

    shall appoint a suitable examiner in his/her place.

    If for any reason, the supervisor is unable to conduct the viva-voce examination even two

    months after the approval of the consolidated report on the Ph.D. thesis by the University and after

    appointment of the examiner for the viva-voce examination, the Vice-Chancellor shall then make

    alternate arrangements for the conduct of the viva-voce examination in time.A candidate, who is not successful at the viva-voce examination, may be permitted to take

    the same on a second occasion, after the expiry of three months. If he/she is not successful even at

    the second viva-voce examination, the degree shall not be awarded to him/her. No candidate shall

    be permitted to submit a thesis or to appear for the viva-voce examination on more than two

    occasions.

    Viva- voce must be open and shall be a Public Viva- Voce examination.

    7.4 Format of Ph.D Degree Certi fi cate

    The Ph.D. degree certificate shall incorporate the title of the thesis along with the name(s)

    of the faculty / faculties and discipline(s) as in Appendix - X

    8.1 PUBLICATION OF THE THESIS

    A thesis, whether approved or not, shall not be published without the permission of the

    Board of Management. The Board of Management may grant permission for the publication ot the

    thesis under such conditions as it may deem fit.

    However, a candidate may, during the course of his/her research, publish papers in standard

    research journals, as advised by his/her supervisor, but the thesis as a whole shall not be published

    without obtaining permission of the Board of Management as mentioned above. Permission for

    publication of the thesis shall be given within five years of the award of the degree.

    8.2. DEPOSITORY WITH UGC

    Following the successful completion of the PhD viva voce and and announcements of the

    award of Ph.D., a soft copy of the Ph.D., thesis should be submitted to the UGC within the period

    of THIRTY days for hosting the same in INFLIBNET, accessible to all institution/university.

    Along with the degree, a provisional certificate should be issued in accordance with provisions of

    these regulations.

    9.0. THE ACT OF PLAGIARISM

    (1) In the case of research scholars who have copied a research work / dissertation/ thesis

    for Ph.D. Degree his /her thesis shall be cancelled and his/ her research registration shall be

    terminated and also he/ she shall be debarred from registering for any other programme in this

    University.

    (2) For the abetment of above such action the recognition of his/ her supervisor shall be

    withdrawn for a period of 5 years and his/her supervisor shall be debarred from guiding the

    research scholars for any other research programme in this University in that period.

    APPENDIXIIIFunctions of the Doctoral Committee

    1. To discuss, advise and recommend on all matters connected with the candidates research

    from provisional registration till the submission of the thesis;

    2. To suggest courses to be undertaken by the candidate during the first year of his provisional

    registration, in the light of his attainment and with a view to fulfilling the requirements of

    the research;

    Such courses of instruction may be given as short term courses lasting from three to fourmonths in such subjects as may be chosen by the Doctoral Committee and through

    seminars, discussions, occasional lectures, laboratory techniques, field work, etc;

    3. To examine the candidate by written and oral examinations, on the completion of suchcourses, at the end of the first year of provisional registration and to report to the University

    on the fitness or otherwise of the candidate to proceed with his research work for the Ph.D.

    Degree and recommending the confirmation of the provisional registration;

    In case where a candidate is not approved at the end of the first year by the DoctoralCommittee, it may recommend that the candidate should undergo additional course for a

    further period of not exceeding 6 months, at the end of which he/she shall be examinedagain; and if found fit, his/her provisional registration will be confirmed and he/she will be

    permitted to proceed with his/her research work.

    A candidate who is not found fit even after the additional course and

    re-examination, shall not be permitted to continue research and his/her

    provisional registration shall be cancelled.
