Who is AAMVA?• American Association of Motor Vehicle

• All U.S. and Canadian jurisdictions
• U.S. and Mexico federal governments

– Provides forum for information exchange– Promotes uniform practices and reciprocity

Operating a Motor Vehicle
• It’s a privilege, not a right. You can lose that privilege if you:– prove that you are a hazard on the road– fail to pay court-ordered child support– fail to pay for the gas you just pumped– fail to pay library fines

The Driver’s License
• Created to indicate that you have passed the appropriate skills and knowledge tests.
• Primary customer - law enforcement• Primary user - private industry
– Airlines– Retail– Banking– Anyone that has a secure building

• Identification Needed to Get One
(aka Breeder Documents)– Birth Certificate (6,000+ valid forms)– Social Security Card– Passport– IRS Tax ID Number– INS Documentation– Driver License (this is changing!)

• Fraud & Abuse– Apply for a license in more than one state– Use false breeder documents to obtain real license
• Same identity• Different identity
– Modify a real document– Create counterfeits– Bribe a DMV employee

• Fraud & Abuse - What’s the harm?– Bad drivers are able to avoid control actions by
spreading convictions out over multiple licenses.
– Our youth can all too easily obtain access to alcohol & tobacco products.
– Identity theft is facilitated– Terrorist activity is facilitated

Activities Prior to September 11– 1996 issued best practices for initial issuance of
driver’s license or ID’s (Uniform ID Practices Model Program).
– 1996 petitioned Congress to pass legislation mandating minimum standards for driver’s licenses.
– 1999-2001 worked with Congress and NHTSA to study the feasibility of establishing the Driver Record Information Verification System (DRIVerS)
– 2001 established AAMVA best practices for the information contained on the driver’s license and ID card document and the technologies used.

Executive Committee Resolution
• October, 2001, Special Task Force Formed
– Develop strategies to enhance the security & integrity of driver licenses and non-driver ID’s issued by the DMV.
– Scope: U.S. & Canada

AAMVA’s Recommendations• Improve and standardize initial driver’s license and ID
card issuance process.
• Standardize definition of residency in all states and provinces.
• Establish uniform procedures for serving non-citizens.
• Establish minimum standards to produce a secure and interoperable driver’s license/ID card that will uniquely identify an individual.

AAMVA’s Recommendations• Establish methods for the prevention and detection
of fraud and for auditing of the driver’s license and ID issuance process.
• Ensure greater enforcement priority and enhanced penalties for fraud.
• Seek U.S. federal support and funding to assist nation-wide implementation by the states.
• Encourage public and stakeholder awareness and support.

Is AAMVA Creating the National ID Card?
– NO! There are several differences between these documents and the national ID.
– We have recognized that the driver’s license is used domestically as an identification document.
– The DMV has the responsibility and obligation to improve the credibility of the driver’s license & non-driver ID as secure documents.
– One driver / one license / one driver control record

Intended Outcomes
• Increased public and highway safety.
• Eliminate the use of the driver license & non-driver ID in the commission of fraud.
• Increased efficiency and effectiveness for law enforcement.
• Continued reciprocity in North America.

Policy Challenges
• Will the driver license continue to be used as an identification document?– If so, who will be allowed to verify the
authenticity of the card? How will that be done?
• Will the DMV allow undocumented immigrants to get a driver’s license?

Policy Challenges
• What is the best mechanism to get the improvements implemented?– Federal Legislation?– State Compacts?– Both?
• Privacy and security both need improvements

Privacy and DMV Records
• Governed by the Federal Driver Privacy Protection Act (DPPA) as well as state statute.– Need to strengthen with respect to any new
identifiers needed to secure the driver license.
• There is room to improve both privacy & security.
