destroyers v/ill take position in clear of disposition as appropriate forsafe firing. The bearing "willbe prescribed. The senior battleship flagor commanding officer willbe OCE."Offset" may be scheduled for cruisers and willbe conducted in the samemanner.When "Offset" is scheduled for destroyers, a destroyer target, assignedby the Commander Screen who is OCE, will take position on range and bearing prescribed by the OCE. Destroyers firing the exercise willnot leavetheir stations in the disposition screen. In order to expedite the practice, the screen willrotate slowly in the direction opposite to thedirection of motion of the target vessel.

The purpose of this exercise is to provide training against a rapidlydecending target from high position angle. As it is an experiment,

comments are desired at any time as .to its value and to means by whichitmisit be improved.

Particular care in regard to the clearance of the plane must be taken

before opening fire, Due regard must be given to the adjacent shipswhich may be in the line of falling shell splinters.Unless a 'firing ship has been specifically designated, any ship in thefiring unit may fire on any run if it is safe to do so.

D. Exercise "VISUAL FIGHIBR DIRECTION".

One division of Combat Air Patrol willbe stationed on the four cardinal points as Jacks patrol. One section of Combat -air Patrol willact as target. Target planes will open the task group beyond visibility range and then return, similating a suicide attack. Runs shall bemade at angels Ito angels 2. Target planes willmake destroyers theirpoint of attack. These runs willbe reported until termination of theexercise. Any destroyer or visual fighter director ship, sighting the

'approach of the target planes, will immediately commence interceptionwith the closest Jack patrol.

E. AIRCRAFT, TRACKINGEXERCISE P-4.

(1) Purpose, to train fire Control party, C.I*C, and 5" battery inrepelling attack by low-flying torpedo planes;

To determine the range at which elevation discrimination for fire

control radar ceases to be reliable, at various altitudes;

To determine the. apparent effectiveness of suggested anti-torpedoplane methods listed in BuOrd Conf. Cir. Ltr. J3-44 and PacFltConf * Notice HCN-44J

To afford concentrated training to director pointers, trainers,and range operators in full radar tracking;

To collect statistical data for the T.&.C. on the limitations of

the fire control radar.

(3) Description of Exercise,

Units engaged in exercise steam on base course, at a speed notless than 15 knots. Planes will rendezvous and make runs directly,at designated ship from beam, at altitudes requested by the controlling authority. Sight ports of director pointer and trainerto be closed \u2666

C.I.C. track plane and coach director on . No sleeve willbe stream*ed, and there willbe no firing. Planes call as assigned by TGC.

Runs should be made from bearings clear of ships and land masses,if possible.

(4) Procedure at Director.

Observing officer on ship controlling exercise relay instructionsto plane via C.I.C. Have plane start runs tioward ship from 20,000yards and repeat as necessary for satisfactory results. Record on

form, Enclosure (A), the position of crosswires relative to thetarget throughout run, until target is overhead if possible (vizilow, on, above); also, pertinent information regarding pips

Track plane is at constant altitudes, with the first run at 1,000feet, using full radar control with direct selector levers inautomatic. Decrease altitude on successive runs in 200 foot steps

to 4-00 feet; then in 100 foot steps down to 100 feet. Observing

officer takes station at control officer* s telescope which shallbe Open* Range radar operator call out ranges in 100 yard in -

crements. Pointer report continuously to observing officer the •quality and behavior of pips, keeping them matched as well aspossible.

(5) Procedure at Computer.

Track in semi-automatic. Record altitude, position angle, andpresent range at !Lfi second intervals. Zero time willbe the order,"commence tracking", at approximately 20,000 yards.

2. Crusing Disposition Instructions.

A. Cruising Disposition fi-R.

(a) Cruising disposition 5-R is a normal Task Group day or night highvisibility disposition.

(b) It is suitable for use of a carrier Task Group for defense against

both aircraft and submarines. It permits a rapid shift to cruisingdisposition 5-V, the air defense disposition.

(d) The guide, unless specifically designated otherY/ise by the TaskGroup Commander, will be in the Tr.sk Group Flag ship.

(c) Any rotation of the formation axis willbe performed about the centerunless otherwise directed by the Task Group Commander.

_I. ENEMY INFORMATION

A, Enemy air and naval strength.

With the exception of indications of recent large scale plane

movements, particularly medium bomber strength, to Kyushu, in

formation on enemy air and naval strength is as listed in therevised Annex F to CTF 5# Operation Order 1-45.

B. Enemy airfields.

Objective materials on enemy airfields are referenced fully

in Annex F and revised Annex F to CTF 5& Operation Order 1-45 •

Numbers are assigned to airfields in the latter reference.

With few exceptions, information is fragmentary and need elab

oration. In addition to their primary destructive mission,

the ships and air groups of TG 5&.4 willbe expected to collectinformation from photographs and pilot interrogation for theamplification of information on Empire airfields.

C. Enemy planes.

Listed in Appendix 1 to this 'Annex are enemy planes likely tobe encountered. Visual recognition of enemy planes is of para

mount importance. Particularly in the case of low-flying enemy

planes, recognition must be established at maximum range inorder that fire may be opened as soon as possible.

1, No special fueling dispositions willbe formed, fueling willbe conducted using any one of the Cruising Dispositions.

2, Fueling plans 3F, 4F> SF, and 6F are herein described for use when3,4js*and 6 tankers are present. The plan to be used willbe designated whenthe number of tankers, available is known.

3« When using fueling plans 3F and 4F a single fueling line willbe used.For plan 5F and 6F two fueling lines willbe used, with three (3) tankers inthe leading line and two (2) or three (3) in the second line. Distance between

tankers willbe 1500 yards, and interval between tanker lines willbe 2000yards. Tankers willform the fueling line(s) and assume the fueling courseand speed prior to being joined by the Task Group. Tanker Stations are numbered from rj^ht to left in the first line, then from right to left in the

second line.

4» During approach to the fueling group the fueling course and speed,and designation of the guide and guide's station, willnormally be transmittedto the Task Group by TBS, On execution of the signal "Commence ScheduledExercise, 11 each station unit willproceed to its1 new station without furtherinstructions, using care to avoid mutual interference, and giving way tovessels making approaches to fueling stations. However the destroyer screen shall not be reduced to less than eight (8)screening vessels without authority of the T.G.C. It is not necessary to relieveon station; relieving enroute to and from tanker station is

7* In order to facilitate clearing the oiler dispositions, when the op

eration is nearly completed,* the station of the guide may be shifted to therear of the disposition. Ships not fueling be alert to adjust positions to

comform to the new station of the guide.
