Concussion Law
Signed by the Governor – April 2013 – Effective January 2014
Applies to ALL Under 18 year old Youth Level Activities/Sports
Uniform Policy – Applies to all Activities/Sports Play in Tennessee
Supersedes Organization Concussion Policies if less Stringent
Concussion Law
Know the Signs of a Concussion Headache Fogginess Difficulty concentrating Easily confused Slowed thought processes Difficulty with memory Nausea Lack of energy, tiredness Dizziness, poor balance Blurred vision Sensitive to light and sounds Mood changes – irritable, anxious, or tearful
Concussion Law PROTOCOL FOR WHEN PLAYERS EXHIBIT SIGNS,
SYMPTOMS, OR BEHAVIORS CONSISTENT WITH A CONCUSSION DURING PRACTICE OR COMPETITION
Continue to monitor players for possible signs of injury as usual.
Remove any player that shows signs, symptoms, or behaviors consistent with a concussion from the activity or competition.
Have the player examined by a designated health care provider. If the designated health care provider determines that the student has not sustained a concussion, the player may return to the activity or competition.
Concussion Law The head coach shall be responsible for obtaining
clearance from a designated health care provider.
If the team does not have access to a designated health care provider, or if the team’s designated health care provider suspects that the athlete may have sustained a concussion, the only means for an athlete to return to practice or play is for the student to be evaluated and cleared by a licensed medical doctor (M.D.), Osteopathic Physician (D.O.) or a Clinical Neuropsychologist with Concussion Training. The person clearing the student must complete and sign the Concussion Return to Play” form.

Always “Ceremonial Restart” – Quick Restart Not Allowed
Give the “Restart on Whistle” Command & Signal Proper Position Around the Ball Isolate the Offending Player from Others
DO NOT Point to a Player
You Should Already Be at the Spot Demand a Player Move to your Position
Meet Half Way Pull a Player from a Crowd – Touch a Player

“You are being cautioned for unsporting behavior, reckless tackle. You played the man and not the ball. Play the ball.”
“You are being cautioned for discent. Your words and actions will not be tolerated by this officiating crew. Stop talking to the A/R.”
