    Simply put: The World Trade Organization (WTO)deals with the rules of trade between nations at aglobal or near-global level. But there is more to itthan that.

    +There are a number of ways of looking at the WTO.Its an organization for liberalizing trade. Its a

    forum for governments to negotiate tradeagreements. Its a place for them to settle tradedisputes. It operates a system of trade rules.

    Its main function is to ensure that trade flows assmoothly, predictably and freely as possible

    It is a forum for governments to negotiate trade

    agreements. The WTO was born out of negotiations, and

    everything the WTO does is the result of negotiations

    The bulk of the WTOs current work comes from the

    198694 negotiations called the Uruguay Round andearlier negotiations under the General Agreement onTariffs and Trade (GATT).

    WTO BACKGROUND

    The World Trade Organization came into being in

    1995. One of the youngest of the international

    organizations, the WTO is the successor to the

    General Agreement on Tariffs and Trade (GATT)established in the wake of the Second World War.

    The WTO began life on 1 January 1995, but its

    trading system is half a century older. Since 1948, theGeneral Agreement on Tariffs and Trade (GATT) had

    provided the rules for the system.

    WTO FORMATION

    WTO Replaces GATTURUGUAY ROUND (BEGAN IN 1986)

    US and EU disagreed on how to reform agricultural

    trade and decided to extend the talks In November 1992, the US and EU settled most of

    their differences in a deal and the deal was signed byministers from most of the 123 participating

    governments at a meeting in Morocco The agreement established the World Trade

    Organization

    DOHA DEVELOPMENT AGENDA

    Current trade-negotiation round of the WTO

    Objective is to lower trade barriers around the world,which will help facilitate the increase of global trade

    As of 2008, talks have stalled over a divide on majorissues, such as agriculture, industrial tariffs and non-tariff barriers, services, and trade remedies.

    ABOUT STRUCTUREThe WTOs top level decision-making body is the Ministerial

    Conference which meets at least once every two years.Below this is the General Council . The General Council also

    meets as the Trade Policy Review Body and the Dispute

    Settlement Body.

    At the next level, the Goods Council, Services Council andIntellectual Property (TRIPS) Council report to the General

    Council.

    Numerous specialized committees, working

    groups and working parties deal with the individualagreements and other areas such as the environment,

    development, membership applications and regional trade

    agreements.
