Your dedication to our breed is greatly appreciated. I think we all will agree the Kentuckiana Cluster works well for our second yearly specialty as each year the entry is increasing. There has been some indication that you would like a host hotel and I will begin working on that shortly. The dinner this year, which was organized by the Airedale Terrier Club at Churchill Downs, the home of the Kentucky Derby, was well attended and I will look for another event for next year. Please let me know your preference for an informal "BBQ" event or a more typical banquet. We just found out that our reservation for the Montgomery County Banquet was lost by the Spring Hill Manor, where it has been held for several years. We plan on being back there in 2020, but for 2019 our event will be held at the Talamore Country Club in Ambler, PA. The Fox Terrier Club will also be holding their dinner at the Talamore and we again plan to have a shared cocktail hour. We are just finalizing the menu which is similar to the Spring Hill Manor. The details will be posted shortly. Our annual meeting will be held at Hatboro on Friday. Our Montgomery County judges are Gwen Metzler for Sweepstakes and Clay Coady for the regular classes. I am always proud to tell people how healthy my breed is. And I believe it is. However, I recently received a call telling me that my dog sired a dog who has been diagnosed with Hip Dysplasia. I was truly shocked, as I didn't know it has been a problem. From my conversations with some long time friends and breeders, I guess it is rare but not unheard of. From this point on, I wouldn't breed a litter without having x-rays to determine the quality of the hips. I hope to see some of you in Grayslake at the Welsh Terrier Club of Northern Illinois Specialty weekend (June 15 - Rau is the superintendent for the weekend of shows). A month has already passed since our Louisville Specialty - and I want to thank all those members who committed to bringing dogs to the judges' seminar and actually participated. Your dedication to our breed is greatly appreciated. I think we all will agree the Kentuckiana Cluster works well for our second yearly specialty as each year the entry is increasing. There has been some indication that you would like a host hotel and I will begin working on that shortly. The dinner this year, which was organized by the Airedale Terrier Club at Churchill Downs, the home of the Kentucky Derby, was well attended and I will look for another event for next year. MCKC 2021 WTCA Specialty JudgesPlease submit up to three names for a MCKC 2021 Specialty Regular Classes Judge and up to three names for a MCKC WTCA Sweepstakes Classes Judge to the Recording Secretary to be received not later than July 15, 2019.

Before making your suggestions, please study carefully the following list of judges who are ineligible because of specialty assignments currently scheduled or completed.

IMPORTANT: Changes have been made to the WTCA Standing Rules that allow for the nomination of foreign judges and individuals not included in the AKC Judges Directory as being approved to judge Welsh Terriers. If you wish to nominate such an individual, please familiarize yourself with the requirements set out in the Standing Rules and in the Procedures section at the back of the Standing Rules (available on the website, www.welshterrier.org).

The Standing Rules also state that submissions for Sweepstakes assignments require the nominating person to verify with the nominee their willingness to be a Sweeps Judge prior to their nomination.

Please indicate to the Recording Secretary that these conditions have been complied with when submitting your suggestions.

Anyone receiving only one nomination is eliminated from the ballot in accordance with the Standing Rules.

AKC Delegate report for December 2018 and March 2019 Complete transcripts of the Delegate meetings can be found on line on the AKC website for those who are interested.

I attend the Parent Club committee meeting and find that to be the most pertinent to the WTCA. There are just a couple things that, in my opinion, are of potential interest to our members.

One was the 1 + 1 = 1 that was passed in December and went into effect immediately. That means that if there are only 2 class entries at a show, one of each sex, the one that goes best of winners will earn 1 point. Previously no points were available for single entries in the classes unless there were specials that they defeated. This is particularly helpful in a low entry breed such as ours where it is very difficult to find competition. It also encourages people to attend shows so that the breed is represented.

In March new Board members were elected. Dr. Charles Garvin, Steven Hamblin and Daniel Smythe were elected for 3 year terms. William Feeney was elected as the new Chairman of the board and Patricia Cruz Vice Chairman.

The Museum of the Dog is now open on 101 Park Ave. in NYC. The delegates were treated to an excursion into the City to visit the collection and I can tell you that if you have an opportunity to go is it well worth it!!!

AKC PAC is always soliciting donations to support the rights of responsible dog owners. You can donate on line at www.akc.org/pac.

WTCA Versatility AwardsThe Versatility Awards are to celebrate the versatility of the Welsh Terrier and to reward the efforts of the

owner who competes in the different disciplines in which our beloved breed is allowed to excel. There are two divisions; the WTCA Conformation Versatility Awards, Level 1 & 2 for dogs who have earned an AKC Championship title, and the WTCA Performance Awards, Level 1 & 2, for dogs who have not earned an AKC Championship title. In order to qualify for an award, dogs must have earned titles in three separate disciplines for Level One, and four separate disciplines for Level Two. There are two paths to earn a Versatility Award from the Welsh Terrier Club of America, either "Conformation"

Versatility OR " Performance" Versatility. Please note, for the purpose of the Versatility Awards, "Performance" encompasses all titles recognized by

AKC, other than those earned in Conformation.A dog who has achieved an AKC Championship is expected to use the Conformation pathway. A dog who is

not an AKC Champion is expected to use the Performance pathway.Any title earned can only be used to satisfy the requirements of a single award…not used again for a different

For The Good Of The BreedResponsible dog breeders, no matter what breed they

have, should always have the good of the breed as their top priority. Yes, those of us who own and breed Welsh Terriers should have as our goal breeding dogs that can win in the breed ring and are correct according to the Welsh Terrier standard.

However, concerns about temperament, overall health, intelligence, and trainability should never take a back corner to dogs who can win in the breed ring, or we will be in danger of losing not only the true reason for breeding purebred dog but also the qualities that make the Welsh Terrier special, and the reasons that people choose the Welsh as their family companion and friend.

Selecting for show-ring temperament can often encourage a tougher attitude toward other dogs than is proper for a pack terrier.

The overly aggressive dog may show well in the ring but may be impossible to live with, and useless as a working terrier. Of course any dog who is aggressive toward people should never make it into the breed ring, let alone into the breeding program. The Welsh was bred to be able to hunt in packs, yet the sane, steady temperaments needed to hunt, not fight with other pack members may not look as impressive in the ring as the dog up on his toes, ready to take on any other dog or anything that moves. There must be a balanced temperament, and breeders should always select for that trait, breeding the tougher ones only to those dogs who are quite tractable, unless we want to lose the good, trainable, and manageable dogs that also make good pets and obedience dogs.

The Welsh Terrier has always had a reputation for being an easy keeper, and not a dog who requires frequent trips to the veterinarian for one ailment after another. What is the advantage of keeping a dog as breeding material if he is sickly, routinely has to be hand fed, or has chronic ear infections no matter how much good care he receives? Breeding stock should be strong, thriving, and rugged, requiring only normal good care to remain full of energy, adaptable, and always ready to go—in other words, be a typical terrier, bred to thrive and not require pampering.

Breeding stock should also be able to breed, whelp, and care for puppies without the breeder having to do all the work. Yes, complications do occur that require your assistance, but if you find that generation after generation you are doing artificial breedings because the dogs cannot do it naturally, or having C-sections as the norm, not the exception, or having to take over the cleaning and feeding that the dam should be doing, then it is time to reevaluate

your breeding program and selection of breeding stock.

Recently I have noticed a trend toward always using artificial insemination, rather than encouraging the animal to breed naturally.

While this may be more convenient for the breeder, and often necessary when the animals are on opposite sides of the country and chilled or frozen semen is the only choice, under other circumstances, it should not be always the first choice. Encouraging animals to breed only that way does not permit selection of dogs capable of doing as they were designed to do. Sooner or later you may find that your line has few natural breeding stock left. Always choosing AI may produce dogs with no sex drive and instinct. That is something to think about when planning your breeding program.

Something else to think about is the bitch’s ability to whelp and care for a litter. My favorite bitches have always been those who whelp, clean up the puppies, and get the puppies nursing without much assistance from the breeder. It is nice to just be there watching, ready to assist if necessary, but not to do the whole job for her. In some breeds, C-sections are the norm due to the head structure of the puppies or some other abnormality that has been selectively bred for, but Welsh are not one of those breeds, nor should they ever be.

Selecting mentally or physically unfit animals for your breeding program is seriously detrimental to the breed.

Always ask yourself if what you are doing is really for the good of the breed. You owe the breed that much. Enjoy your dogs, and always do right by them.

My Piper, AM/CAN CH MACH6 PACH2 Snowtaires Enchanted Lady RN MXG2 MJB3 MXP8 MXPG MJP8 MJPG PAX2 XF T2B2 T2BP2 RATM, was the pick puppy of my first litter. Shortly after her litter-mates were placed at 12 weeks, Piper broke her right hind leg just below the ball of the femur. She spent the next month confined to a crate to avoid surgery involving plates and pins. The leg healed well but both she and I were wrecks for some time. She never gained weight during that period. She did recover rapidly enough to get two majors before she was a week older than six months old.

Piper was known as the Enforcer at home. She was quick to correct the other animals in the house and, if they persisted in their improper behavior, came to tell me about it. She slept with me and every morning I’d awake to find her standing over me watching my face. As soon as she realized I was awake, but not before, she was bounding all over me telling me what a great day it was going to be. The squirrels in my wood pile and trees had to be very fast to avoid her. She was clearly my dog from the day she was born.

After Piper finished her conformation championships, I began training her in agility. That was a test for both of us. Fortunately, I had a great first teacher that understood terriers. The first time I entered an agility

trial with her, the ring was defined by stakes with a single strand of string with triangular flags attached. There was no fencing in the rural area. The side where dogs entered were just large gaps. Lots of dogs milling around. If they were so inclined, dogs could take off for the great beyond. I was petrified to remove the lead and walk away for a lead-out. Thankfully, Piper never did break rules. She abided by boundaries. Still, I’m very glad such ring conditions are no longer acceptable in the sport.

Over the years, we have trialed in many parts of the country including the Nationals, Invitationals, and Montgomerys. Piper could be distracted especially if a bird, or mole, appeared it the ring (I’ll be right back as soon as I’ve gotten rid of them, mom). Sammy fur dropped in the ring was always a lure, could be a rat.

Late in her career, Piper entered Barn Hunt and her great love of hunting vermin flourished. She loved it so. She was known then and still is today as kamikaze Piper. If she smelled a rat, regardless of her position, she went straight for it. This resulted in some spectacular leaps from the tops of as many as four bales. Sometimes very close to disastrous. She never took the longer, easy way around. Nor was there any doubt she found a rat as she tried with all her might to get that rat out of its protective tube.

I count Piper’s main achievements as:

• Conformation Champion age 10 months in two weekends all majors, 19 points, finishing over specials under Richard Powell.

• Multiple Specialty Best of Breeds

• Canadian Conformation Champion

• Mother of Conformation Champions

• Eight Agility Championships

• Seven time qualifier for both the AKC Agility Invitational and National Agility Championship.

• Master Barn Hunt title and only three scores shy of her barn hunt championship when her health necessitated her retirement.

Biggest handicap during her career - her breeder, owner, handler. I had both my knees totally replaced one at a time during her career.

There have been many conformation champions and many performance champions, but Piper did both at the highest level. I am equally proud of her conformation and performance achievements.

And she was my most loyal companion.

Concerns were raised during the 2018 Annual Meeting about the impact of the AKC Market Place Bred With H.E.A.R.T. program. This raised the question of whether or not joining CHIC would impact the requirements of those who participate in the Bred With H.E.A.R.T program. Bred with H.E.A.R.T. should not to be confused with the Breeder of Merit Program.

‘The first step to finding your perfect puppy is to find a breeder you trust, and we make that easy: Just look for breeders who are members of our AKC Bred with H.E.A.R.T. program.

The above statement, which appears on the AKC Website, implies that members of the Bred With H.E.A.R.T program operate on the same level of care, experience, and expertise as WTCA member breeders. You and I know that the statement is misleading but the general public doesn't understand the difference.In order to advertise on the AKC Market Place as

a Bred With H.E.A.R.T. breeder, the individuals are required to comply with the Parent Club's Health Statement. The AKC requirements for the Bred with H.E.A.R.T. program are driven by the Parent Club's Health Statement. Beyond that, the WTCA has no control of how those breeders operate. According to information provided by the AKC, individuals wanting to be listed as breeders of H.E.A.R.T. should be able to provide proof of test results, if asked. AKC does not routinely "police" the compliance aspect of this mandate.

The WTCA Parent Club Health Statement currently recommends testing for Primary Lens Luxation. Because a few cases of DM were reported in Welsh Terriers last year it makes sense to also recommend that dogs be tested for DM prior to breeding which is a change the Health Committee will soon present to the WTCA Board. DNA tests for both Primary Lens Luxation and Degenerative Myelopathy are available.

Changing the wording from ‘recommends’ to

‘requires’ would mandate that the tests be carried out by all WTCA members as well as anyone wishing to be included in the Bred With H.E.A.R.T. Program .

The club would be obligated to take responsibility for ensuring compliance of WTCA members and determining the consequences for a WTCA member who does not fulfill the requirements. This could be a bit complex as many Welsh Terriers can be considered "Cleared by Parentage." A system to monitor this would need to be implemented and a decision of who is responsible to enforce it would need to be decided by the club. At this time, WTCA breeders seem to be making good use of the tests that are currently available and appropriate for their dogs.

Our members continue to educate individuals who inquire about puppies as to why it is best to purchase a puppy from a WTCA breeder. The wait to purchase a puppy from a WTCA member can be long and for many the Bred With H.E.A.R.T advertized puppies seem like a good option. It is hard for the general public to realize the difference between a bred with H.E.A.R.T breeder and a WTCA breeder. Both are equally promoted on the AKC's Market Place. The fact that our own club members don't breed enough puppies to meet the interest in our breed complicates the situation. It's not a new situation and it's not likely to change. People are going to purchase puppies from non-WTCA members. Raising the requirements for Bred With H.E.A.R.T breeders would be a good thing. Realistically though, those breeders can still be listed on the AKC Market Place, just not as a Bred With H.E.A.R.T designation.

Putting more restrictions on WTCA members, who are not the problem, in an attempt to affect non-member breeders isn't likely to ultimately change the outcome of people we have no control over.

CHIC

If the WTCA does want to join CHIC we would not need a current Health Survey. We would need to change our Parent Club Health Statement and require some sort of testing prior to breeding.

CHIC recommendations vary for different breeds. For our breed, it was recommended that we select two items. We have two DNA tests available and the logical choice would be to require the PLL and DM tests. If the club wants to recommend additional tests that is also an option.

CHIC does require that each dog must have a permanent ID, either a tattoo or a Microchip. While considered safe by some, and recommended by many, microchips have been linked to some health problems. Tattoos are another option, but many veterinarians don't have the equipment to do tattoos.

If this is something the club wants to pursue then the current Health Statement can be revised and submitted to CHIC.

To summarize, The WTCA does not have to join CHIC to impact the requirements for the Bred With H.E.A.R.T program. We would have to change the club's Health Statement's current wording from recommend testing to require testing.

To join CHIC, the Club would need to determine which two tests they would want to be required on all breeding stock.
