WSWHe BoCeSBoard of Cooperative Educational Services (BOCES) is a public organization that was created by the New York State Legislature in 1948 to provide shared educational programs and services to school districts. Today, BOCES continues to partner with school districts to provide a broad range of services to help meet the evolving needs of learners of all ages.

The BOCES Board of Education, a governing board made up from representatives from component school districts, is responsible for oversight of curricular, financial and other policy decisions. The chief executive officer of the BOCES is the District Superintendent who works closely with local school districts as a liaison/agent of the New York State Commissioner of Education.

The Washington-Saratoga-Warren-Hamilton-Essex (WSWHE) BOCES serves 31 school districts in a five-county region. WSWHE BOCES is comprised of four major divisions; three educational divisions and one service division. The Career and Technical Education (CTE) division offers 17 different trades programs to high-school aged students, as well as two New Visions programs. Adult students also enroll in the CTE trades programs. Additionally, WSWHE BOCES, in partnership with SUNY Adirondack, offers an early college high school program and a PTECH program. The Exceptional Learners Division (ELD) serves special education students and students with disabilities whose instructional needs cannot be met appropriately in their local districts. A holistic, flexible approach is taken in the five unique, needs driven programs offered by this division. Additionally, nearly a dozen different specialized services are available to the component districts. The WSWHE BOCES Employment Training for Adults (ETA) division is focused on providing educational opportunities to adults in our service region that will allow them to successfully change career paths or advance in a current career path. Current areas of training include health-related careers, commercial driving, security guard, computing, and the electrical, welding, and HVAC trades. Through our School Support Services (SSS) division, districts are provided with opportunities for staff professional development, curriculum development, technology support, library resources, and student enrichment programs, all of which place a heavy emphasis on program quality and responsiveness to district needs.

The Chief Financial Officer coordinates, supervises and provides leadership for financial planning and budgeting, as well as manages the WSWHE BOCES Administrative Services, which includes the business office, operations and maintenance, and transportation services. Administrative Services supports a number of shared services for component school districts to increase their effectiveness and operational cost-efficiency.

aBout tHe poSition Under the direction of the Deputy District Superintendent, the Chief Financial Officer is responsible for the operation, supervision and evaluation of the WSWHE BOCES Administrative Services, which includes fiscal services, budgeting, operations and maintenance, regional and BOCES transportation, facilities and construction, property and risk management, purchasing, and business office.

The Chief Financial Officer is charged with providing oversight, direction, and support of sound business practices in the BOCES and its 31 component school districts that serve over 38,000 students. The successful candidate will have the requisite skills to provide leadership and analysis in the development and implementation of a $78.7 million budget for the benefit of the supervisory district, a successful track record in developing long-term strategies for fiscal stability, and a demonstrated ability to effectively plan and communicate with multiple stakeholders. It is expected that the candidate will have the skills necessary to assist area school districts with all aspects of fiscal and business management to effectively reduce costs, while increasing efficiencies.

The Chief Financial Officer must have the skills and experience to develop creative and fiscally responsible proposals to accomplish district goals, which are also acceptable to the community and provide leadership and counsel to regional health insurance and workers’ compensation consortiums.

Lastly, the Chief Financial Officer will serve on the senior leadership team for the BOCES, and will complete other duties as assigned by the Deputy District Superintendent or District Superintendent.
