Pat Quinn’s budget planners are counting on Illinois’ economy to grow by about 3 percent next year, generating roughly $1 billion in new tax revenue. The state’s operating budget, which was $33.2 billion this year, is expected to be just slightly more than $34 billion next year. But the state’s pension costs alone are expected to grow by $1 billion. A report released last week from the state’s retire- ment systems said Illinois’ pension pay- ment will jump from $4.9 billion in the current budg- et to $5.9 billion for fiscal 2013. Illinois’ Medicaid costs also are expected to grow next year. Lawmakers earmarked nearly $7 bil- lion in the 2012 state budget. Legislators will be asking for $490 million more in fiscal 2013. Quinn’s budget direc- tor, David Vaught, said in May that $1 billion in overall growth is “not out- landish.” Vaught said that $1 billion could come from growing the state’s economy or just growing the tax base. Vaught added in May that as long as Illinois’ unemployment rate continued to decline, the state could grow the economy and pay its bills. “This is why jobs are so important,” Vaught said at the time. But unemployment skyrocketed after May. The most recent unem- ployment report, for October, shows the jobless rate at 10 percent in Illinois. The national rate is 9 per- cent. SPORTSBoyce lookingforward to firstseason in ‘dreamjob’By MIKE SANDROLINI

PROVISO | Donnie Boyce was abig part of an era—the early1990s—when Proviso East dominat-ed Illinois high school basketball.

Boyce teamed up with SherrellFord and Michael Finley, andbecame known as the “ThreeAmigos.” Together, these futureNBA players led the Pirates to the1991 Class AA state championshipwith a 32-1 record. (The 1992Pirates also captured a state title,going undefeated in the process.)

This summer, Boyce was namedthe Pirates’ new head coach—a posi-tion he describes as his “dream job.”Prior to coaching the Pirates, Boyceserved as an assistant at TritonCollege last year, and was an assis-tant coach with the Reno (Nev.)Bighorns of the NBA DevelopmentLeague.

With a star-studded team that fea-tures recent St. Louis Universitysignee Keith Carter, Sterling Brown(Lakers standout Shannon Brown’s

younger brother), Trashaun Carroll,Paris Lee, Mike Nicholas and ParisBurns, a transfer from Curie,Proviso East is considered to be oneof the state’s top teams this season.

Boyce discussed his new role, andthis year’s team, in a recent inter-view with the West SuburbanJournal. The following are excerptsfrom that interview.

West Suburban Journal: What ledyou to apply for the Proviso Eastcoaching position?

Boyce: I have been coaching the lastthree or four years. I had beencoaching last season with TritonCollege, and before that I wascoaching in the (NBA)Development League with the RenoBighorns. I learned a lot from JayHumphries (a former NBA playerand then Reno’s head coach) when Iwas in the “D” League. He reallyopened up my eyes on how to handlethe guys, how to get along and howto interact with the guys. He reallysaw me as having a passion for thegame. Whatever in life you’re tryingto be successful in, that’s probablythe key. If you have that passion,then most likely nine times out of 10you’re going to be successful. Whenthis job opened up, it was a perfectopportunity for me to not only give

back to the community, but to theschool.

WSJ: What’s your coaching phi-losophy? What can the players

and the fans expect from you?

Boyce: One thing I do like about thisgroup is I think we’ve got a greatamount of experience, a veteran

But the benefit of thosenew jobs is not beingseen. The October reportfrom the IllinoisDepartment of Revenueshows tax growth for thestate is still tied toJanuary’s income taxincrease. In other words,the state is collectingmore taxes, but onlybecause the tax rate wentup with the personalincome tax jumping by 67percent and corporateincome tax by 47 percent.

The October report alsoshows that state revenueis slightly behind expecta-tions at this point. KellyKraft, Quinn’s budgetspokeswoman, said the

administration will con-duct a status check nextmonth. “The governor’sCouncil of EconomicAdvisers will be meetingin December to assesswhether (fiscal 2012) rev-enue projections continueto stay on target,” Kraftsaid. “We will also assessthe economic outlook for”fiscal 2013.

Kraft is quick to saythat the fiscal 2013 rev-enue will pay for the $1billion in increased pen-sion contributions. ButCollin Hitt, a senior poli-

cy adviser with theIllinois Policy Institute, anonprofit free marketthink tank, said Kraft andthe Quinn budget teamneed to find a lot morethan $1 billion beforeJune. “Lawmakers aregoing to have to add $4billion to the 2013 budgetthat was not included inthe current spendingplan,” Hitt said.

Hitt is quick to point tothe $1 billion in addedpensions costs and the$490 million for Medicaidprograms, further punctu-

ated by the backlog ofunpaid Medicaid bills.“Illinois is going to need$3 billion next year tokeep the backlog ofunpaid bills from grow-ing,” said Hitt.

Comptroller Judy BaarTopinka’s office reports acurrent backlog of $3.5billion. The CivicFoundation, a Chicago-based nonpartisan policywatchdog organization,said that backlog willgrow to $8 billion by theend of the current budgetin June 2012.

was paid: $147,000 in2006; $154,000 in 2007;$171,000 in 2008;$169,000 in 2009; and$131,000 in 2010.

In total, Green hasraked in $775,000 in fiveyears, yet nobody seemsto be able to give me adirect answer to what hedoes. “As I said, Floyd’sthe director of a program,where he works with theseniors, mainly seniors,

household stuff,”Pasquale said. “Minorstuff.” Three quarters ofa million bucks over fiveyears for “minor stuff.”

And while Green usedto get paid to sit outsidethe Mayor’s home, theMayor insists he wasn’tbeing paid the night wesaw him. “It does seemstrange, doesn’t it?”Placko asked Pasquale.“No, not really,” Pasquale

replied. “Can’t you seefrom the outside how itlooks like he’s been com-pensated to do this? It’s afavor, a pay back forother work, maybe.”Placko asked. “No. Idon’t feel that at all,”Pasquale said.

This is the seasonwhen we areencouraged to be

thankful and reach outto those who are in needthrough volunteer serv-ice and monetary dona-tions.

Of course we should do this yearround because in the process of shar-ing, the result is something moremeaningful than the exchange ofmaterial goods. A connecting smilecan spark more warmth than themost inviting fireplace. It doesn’tmatter if it is shared between

strangers, a genuine smile is heart-warming. Recently I was on thereceiving end of a million dollarsmile, ironically from someone whoI assumed was homeless.

As I waited for the evening trainheaded to downtown Chicago, I spot-ted a male with dirty clothes carryinga bucket and a stick. I was mental-ly willing him not to walk up to me.He started a conversation with some-one else who was also waiting.

As we all boarded the train andentered the same car I prayed that hewouldn’t sit next to me on one of theflip up seats I had chosen to makeroom for my luggage. He didn’tand I relaxed and opened the latestgossip rag that I was anxious to read

for some long awaited down time.At about six pages in, he reappeared.He positioned his bucket near meand began commenting on the openfood page in my magazine. I couldfeel my entire body tensing fromhead to toe and I responded in short

answers, after all I was going to aplush holiday party and stayingovernight in a four-star hotel. In aninstant I remembered that I, too, hadbeen unemployed and had comethrough a rough season. Mostimportantly no one had judged mebecause of my circumstances.

I turned towards him to lookstraight into his eyes. He smiled. Irealized he wasn’t bitter because ofcurrent conditions. His smile repre-sented a fighter’s inner spirit and ahope for better days ahead. I knewhe was going to be all right. Despiteappearances a smile like his invitedthe world to smile with him insteadof judging with pity.

‘In an instant I remem-bered that I, too, had

been unemployedand had come through a rough

season. Most importantly noone had judged me because of

my circumstances.

group. I like the energy and thepatience they’ve shown with mebecause obviously there’s an adjust-ment period for both of us. I knowthese guys from afar. I’ve watchedthem from a distance. A lot of themknow me from the neighborhoodand from the (basketball) camps soit’s taken some time for them to getused to calling me Coach Donnie. Ireally feel this is perfect timing inmy life. At this particular time in mylife, I was looking for something likethis. I’ve been approached in previ-ous seasons about coaching at thehigh school level. This is the onlyhigh school job that I would evertake.

WSJ: You were famous for beingone of the “Three Amigos” atProviso East and won a statechampionship. Keith Carter hassaid the goal this year is to win astate championship. This is obvi-ously a talented group. What doyou think of their chances to win astate title?

Boyce: It comes with the territoryhere at Proviso East. I think my jun-ior year we went 28-3 and I ran intoa few of the old alumni, and theyasked me, “How was our season?” Ithought we did well, but then theybroke it down to me, and the lastthing I remember about that conver-sation was, “Did you bring homethat trophy?” Those are the expecta-tions here. I do believe that we havea special group here. It’s the smallthings that we have to come togetheron. Pay attention to detail. One thingthat I’d like every team that goes upagainst us to experience is that whenthey get done playing against aProviso East team, especially myprogram, we want to make them feellike they came through a tough dogfight. (If they beat us) they earned it.

WSJ: Proviso East was a youngteam last year that didn’t make itout of the regionals. You’ve gotKeith Carter, Sterling Brown,Paris Lee and Trashaun Carrollcoming back. What’s the biggestchallenge you face as a coach try-ing to mold all of this talenttogether?

Boyce: I try to take my coachingphilosophy a little from Phil Jackson. I think he had the perfectbalance of knowing when to get onthe players and when to allow themto play though some mistakes andtry to figure some things out. WithKeith, Trey and Sterling goingthough some of the ups and downsthey went through last year, I thinkthis is the perfect time for these guysto really come together. I like theway they attacked our preseasonconditioning. They’re alwaysencouraging and uplifting eachother. It’s those qualities that makegreat teams. This is a very unselfishgroup. In my case, all I really need todo is to try and make sure I put themin the best situations where they canbe the most successful.

WSJ: Would it be safe to assumethat Keith, Trashaun and Sterlingare going to be your “big three”this year?

Boyce: Those types of things arealways handled on the court and set-tled on the court. Obviously, with

Keith being a four-year varsity play-er, we’re definitely going to be look-ing towards him. But another thinkthat I love about the team is that it’snot a one-man or two-man show.We’ve got a lot of options. We’vegot Mike Nicholas, who’s a seniorthat can come in and have some bignights. We have a transfer fromCurie, Paris Burns, who has theopportunity to have some big nights.I always think that’s a plus when youhave more than one option. Moreimportantly, I like the way the guysare attacking the defensive end.That’s where we’ve always hung ourhat and kind of made our name atthis school is not allowing the otherteam to set the tempo. We control thetempo and we control the defensiveglass. Make it a transition game.With the athletes that we have on theteam this year, I think that’s the stylewe want to play. But the battle isalways on the court, and if the guyscan play unselfish, play together,play a disciplined style of basketball,then good things are going to happenfor us.
