NAPERVILLE – A Naperville wom-an was found dead July 13 in a Tex-as jail cell after she was arrested for allegedly assaulting a police officer during a routine traffic stop July 10, according to news releases from the Waller County Sheriff’s Office and Tex-as Department of Public Safety.

About 9 a.m. July 13, Sandra Bland, 28, was found in her cell not breath-ing from what appeared to be self-in-flicted asphyxiation, according to the Sheriff’s Office news release. CPR was immediately started and Waller Coun-ty EMS was notified, but she was pro-nounced dead a short time later, the release stated.

The Texas Rangers, Texas Commis-sion of Jail Standards, Texas Attorney General and Waller County District At-

torney’s Office were notified, accord-ing to the release.

About 4:30 p.m. July 10 in Prairie View, Texas, a Department of Public Safety trooper pulled Bland over for failure to signal a lane change, accord-ing to the Department of Public Safety news release.

It is alleged Bland became argumen-tative and uncooperative, and she was charged with assault on a public ser-vant, the release stated. Waller County EMS was called to the scene, but Bland reportedly refused medical review, ac-

cording to the release. She was booked into the Waller County Jail.

A video posted to YouTube pur-portedly of Bland’s arrest (warning: this video contains explicit language) shows two troopers holding a woman on the ground next to a road before one trooper asks the person recording to stop. As the video continues, the wom-an says her head was slammed into the ground and thanks the bystander for recording.

A joint investigation by the Texas Rangers and FBI is ongoing. The De-partment of Public Safety will conduct an internal review of the traffic stop, the department’s release stated.

Bland family attorney Cannon Lam-bert, the Waller County District Attor-ney’s Office and Harris County Institute of Forensic Sciences did not immediate-ly respond to a request for comment.

BOLINGBROOK – As a new mom, Bolingbrook resident Fransheska Nazario was scared to go out in public with her newborn daughter, Penelo-pe. Nazario was concerned about the negative comments people might make because Penelope was born with a cleft lip and palate.

“I was afraid of being confront-ed and worried about what people might say about her, so I didn’t go out much,” said Nazario, 21. “But luckily I received a lot of acceptance and only two children asked me questions about her. I know a lot of moms whose babies have a cleft lip or palate who are much more stigmatized than I was.”

July is National Cleft and Craniofa-cial Awareness and Prevention Month, and Nazario hopes to raise awareness for the birth defect that affects about one in 800 newborns in the U.S.

Nazario has set up a fundraising page through the nonprofit organiza-tion Smile Train, which provides cleft lip and cleft palate correction surgery to children outside of the U.S. who can’t afford it. She hopes to raise $250, which she said is the cost of a correc-tion surgery.

A cleft palate is a partition in the roof of the mouth, so the nose, ears and mouth aren’t separated. When babies are born with a cleft lip, part of their upper lip is missing.

Nazario said the majority of cases, like her daughter’s, are random, but genetics and environmental factors also could cause the defect. She said despite it being the most common birth defect in the U.S., not many people know about cleft lip and cleft palate.

“This is an awareness month that’s not even talked about. It doesn’t re-ceive a lot of support and isn’t in the media very often,” she said. “So I want

to get the information out there so peo-ple can learn more.”

Fransheska’s mother, Vanessa Nazario, thinks the appearance of chil-dren with a cleft lip is surprising to a lot of people. She said it’s often stigma-tized and people mistakenly believe the mother is responsible for the defect.

“I didn’t know much about it prior to Penelope,” Vanessa said. “But moms have to be so strong to answer all the questions about their babies. They have to have a lot of courage. This has made our whole family stronger.”

Fransheska said she learned of Pe-nelope’s condition when she had her 20-week ultrasound. Fransheska, who said she knew little about cleft lip or cleft pal-ate, did a lot of research before Penelo-pe’s 2014 birth. She said one of the hard-est things about caring for Penelope as a newborn was feeding her. The baby couldn’t drink from a regular bottle and had to use one that was specially made.

Vanessa said she is proud of the way her daughter handled the challenges of having a special-needs baby.

“She talked to a lot of parents who’ve dealt with this condition and became a part of many support groups,” she said. “She went through a lot but took every-thing head-on. I just commend her and praise her.”

Penelope, who is now 15 months old, had one surgery at 6 months and anoth-er at 10 months to correct her lip and palate. She faces more surgeries, but her next one isn’t for about five or six years.

“She’s doing great now. She’s

healthy, and except for a small scar, most people wouldn’t know she had a cleft lip,” Fransheska said.

She hopes her fundraising efforts can make a difference in someone else’s life, too.

“I want all children to have this be-cause it can make such a difference in their lives. It breaks my heart that they can’t afford the surgery that will help them gain acceptance,” she said.

Fransheska is even hoping to make a career of helping children with cleft lips and palates. She plans to get a de-gree in speech pathology so she can work with children who have speech delays, which could be the result of the birth defect.

“This has changed my life, so I’ll al-ways help raise awareness and raise money,” she said. “It’s always going to affect me and my family, so this will always be close to my heart.”

MAPLE AVENUE RAILROADCROSSING CLOSURE

The BNSF will be working on switches at the MapleAvenue crossing in the next two weeks. These switcheswill improve service reliability and ride quality as wellas reduce the noise from trains on the crossover. Tosafely complete this work the Maple Avenue crossingwill be closed on Saturday, July 25, and Sunday, July 26, from6:00 a.m. to 6:00 p.m. Parking will be limited in Lot I West toallow for equipment staging.

MOSQUITO CONTROLThe Village administers a mosquito control program. One of the most importantsteps we take is to apply environmentally friendly larvicides to catch basins andstorm sewers to inhibit mosquito larvae from developing into adults. There are twotypes of mosquitoes found in the Downers Grove area: flood water mosquitoes andhouse mosquitoes. While larvicides are used to control both types of mosquitoes,spraying is used primarily to control the house mosquito.

Recent rainy weather has contributed to increased breeding of the flood watermosquito which can fly long distances (5 to 10 miles) from where they hatch.Although the flood water mosquito can be as equally aggressive as they areannoying, they do not carry West Nile Virus (WNV).

Approximately once each year, the Village sprays for mosquitoes. Spraying is usedto reduce the number of the Culex or house mosquito which flies short distancesand is known to carry West Nile Virus (WNV) and other diseases. At this point,WNV has not been detected in the house mosquito and the Village has no plans forspraying in the near future. Mosquito season can last well into September and theVillage will spray if high house mosquito counts and WNV are detected betweennow and then. It's important to note that the effectiveness of spraying is limited as itonly kills mosquitoes that come into direct contact with the spray.

The State of Illinois and DuPage County Department of Public Health monitormosquitoes for WNV. If found in the area, sprays will be coordinated betweensurrounding communities. In prior years, coordinated spraying occurred betweenthe end of July and the first week of September.

Here are few helpful precautions you can take:• Minimize time spent outdoors between dusk and dawn when mosquitoes are themost active.

• When outside between dusk and dawn, wear loose-fitting, light-coloredclothing that includes long pants, long-sleeved shirts, socks and shoes.

• Apply insect repellents containing DEET, Picaridin or oil of lemon eucalyptusto exposed skin and clothing.

• Make sure that doors and windows have tight fitting screens.• Remove containers that may hold water to eliminate standing water whichserves as a breeding ground for mosquitoes, i.e., discarded tires, cans, ceramicpots.

• Change water in bird baths at least once per week, and drain and replace waterin children's backyard wading pools every four to five days.

• Make sure that rain gutters, downspouts, swimming pools and pool covers arefree of standing water.

• Keep grass and weeds cut short to eliminate hiding places for adult mosquitoes.

Bolingbrook man gets three years for fatal Wheaton DUI crashSUBURBAN LIFE MEDIA

A Bolingbrook man charged in a 2014 fatal crash that killed a passen-ger in his car has been sentenced to three years in prison, according to a DuPage County State’s Attorney news release.

Luis Jimenez, 23, 508 Racine Lane, Bolingbrook, appeared in court July 20 after pleading guilty to two counts of aggravated driving under the influ-ence June 1. The crash killed one of the passengers in Jimenez’s vehicle and

severely injured anoth-er, according to the news release.

Judge Robert Klee-man handed down the July 20 sentence.

About 2 a.m. May 17, 2014, Jimenez and two people left a friend’s house in Wheaton to go for a ride. Jimenez was driving eastbound at the northbound curve on Sheffield Street in Wheaton at a high rate of speed when he lost control of the vehicle

and crashed into a tree, the release stated.

The front passenger died on the scene as a result of the impact and the rear seat passenger was severely in-jured, according to the release.

Authorities from the Wheaton Po-lice Department arrived at the scene shortly after the crash. Jimenez and the surviving passenger were trans-ported to a local hospital and treated for their injuries. An investigation into the crash revealed that Jimenez had a blood alcohol content of 0.09,

according to the state’s attorney’s of-fice.

“It is important to remember that if you have been drinking do not get behind the wheel of a car,” DuP-age County State’s Attorney Robert Berlin said in the release. “Alcohol consumption impairs your ability to drive and can potentially lead to fa-tal consequences, as we saw in this case.”

Jimenez will be required to serve 85 percent of his sentence before being eligible for parole.

Cutting services can carry a terrible cost

When people trapped by domestic violence come to Family Shelter Service, they find a lot more than they expect. That’s because we are not an isolated human service organization, but part of a broader network of nonprofits that work together to get people the help they need.

The Illinois state bud-get impasse in Springfield, however, threatens the health of this entire network of orga-nizations in DuPage. Delayed funding – and the potential for deep cuts for social services – can lay the groundwork for a loss of human services locally.

At Family Shelter Service, people affected by domestic abuse usually come to us for shelter, counseling or assistance at court if they need an order of protection. But we know their well-being also depends on their ability to be financially self-sufficient. Many of the people we see, however, have been cut off from finances by their abuser. In some instances, they must start with nothing.

As our clients continue their journey to independence, we of-ten partner with Bridge Communities, Glen Ellyn, to help them find transitional housing in a safe community. Transportation also is key and many of the people we assist have found vehi-cles through Naperville Cares, a nonprofit that offers financial support and resources to those in need in DuPage. And begin-ning this fall, Community Career Center of Naperville will be helping our clients pursue careers that offer a living wage.

We are fortunate to live in a community that has built up a safety net of this magnitude. Tragedy can affect anyone and people from all walks of life come through our doors. But they all have one thing in common: Their needs are typically short-term; a chance to get back on their feet and plan for a safer future. But with nowhere to go, a short-term problem becomes a chronic one.

We all can agree that as a community one of our basic respon-sibilities is to help people living in tragic circumstances. For in-dividuals affected by the violence in their homes, safety is their basic need, something most of us can’t imagine living without.

No money for bike pathsTo the person who put in

Rauner aids wealthyIt certainly is disturbingly easy for

The working poor and elderly in the rest of the state are being denied subsidies to help them heat their homes, along with the loss of other social supports, while corporations that are recording record profits get increased economic tax incentives.

Let animals stay in wildI was saddened by the recent news of

the loss of the 54 stringrays at Brookfield Zoo. I wonder, when are the people going to demand that the zoo discontinue keeping animals such as dolphins and stingrays held captive solely for the extra money that they bring into the zoo? To use the excuse that these animals pro-vide educational benefits to children and adults that are allowed to pet and feed them is ludicrous, just like SeaWorld and other such attractions. College of DuPage Board mulls spending policy changes

The College of DuPage Board of Trustees may take steps to change cer-tain spending policies.

All three proposals are related to major controversies in the past year.

During the board’s July 16 meeting, Chairwoman Kathy Hamilton present-ed a series of revisions and additions to board policies addressing vendor billing, the creation of a college audit committee and money transfers.

Currently, policy does not require the board to review individual ven-dor bills less than $15,000, which are known as imprest payments.

The school faced scrutiny in 2014 when watchdog group For The Good of Illinois released documents that stated the college spent $95 million since Jan-uary 2009 on imprest payments without board approval or public knowledge.

Under the proposed policy, the board would be provided a list of all payments made by the school, regard-less of amount. The list also would be available in a searchable, public for-mat on the college website.

“It is time to end the secrecy about COD spending,” Hamilton said. “We are committed to opening the college to all. It is your money that gets spent here, not ours.”

The board also considered the cre-ation of a new audit committee, tasked with assessing risk and addressing fi-nancial statement reporting; internal controls; and compliance with applica-ble laws, rules and policies, according to board documents.

Committee members would be ap-pointed by the board chair for two-year terms and consist of at least three trust-ees and a “financial expert,” who would be either a trustee or outside hire.

The committee would have the “un-restricted access” and authority to con-duct or allow districtwide investiga-tions through an as-yet-unestablished internal audit department.

“Without an audit committee, there is no independent, internal function evaluating performance,” she said.

In addition, the board considered changing a policy that allowed Pres-ident Robert Breuder, who is on ad-ministrative leave, to order a series of promotional postcards in the weeks surrounding the April 7 election and transfer funds to pay for them without board approval.

Currently, the board approves fund transfers on a quarterly basis, often af-ter the money has been spent, college Treasurer and Senior Vice President of Administration Thomas Glaser said at a May 14 meeting. Glaser also is on administrative leave.

The proposed change would reverse the process, requiring all transfers be first approved by the board.

Faculty Association President Glenn Hanson said he supports the changes.

“I think openness and communica-tion and having stuff online is great,” he said. “There is no benefit to hiding, or trying to hide, information. It is only costly in the long run.”

The board plans to host another public reading of the changes before voting on them at a future meeting.

When police arrived at the scene, Swedowski and Kolar had fled, but at 5 a.m., police were able to locate them at Swedowski’s apartment. The men, however, al-legedly refused to come out of the apartment, ac-cording to the release.

The Naperville Police Special Response Team and Police Department negotiators arrived at the scene, and at 8 a.m., after three hours of nego-tiations, Swedowski and Kolar turned themselves in to author-ities. After a thorough search of the apartment, police found a BB gun that was identified as the weapon used to threaten the woman, the release stated.

Swedowski was charged with aggra-vated assault, a Class A misdemeanor, and Kolar was charged with disorderly conduct, a Class C misdemeanor, ac-cording to the release.

LISLE – The United States returned to the pinnacle of women’s soccer by winning the 2015 Women’s World Cup in Vancouver earlier in July.

It was a record third world title for the U.S. and first since 1999, and the response from the general public is an indication of how much the sport has grown in popularity and talent over the past 16 years.

Four members of the Chicago Red Stars – forward Christen Press, mid-fielders Lori Chalupny and Shannon Boxx, and defender Julie Johnston – were on the U.S. team and all were amazed at the support.

“Being my first World Cup it was absolutely unbelievable, and to win it, definitely I don’t think you can top that,” Johnston said. “I didn’t know what to expect in the sense of the fans.

“In every single game it was abso-lutely remarkable to see how many U.S. fans were there, and when we came back to the States it was even greater.”

The team was feted with a tick-er-tape parade down the “Canyon of He-roes” in New York and won Team of the Year honors at ESPN’S ESPY awards.

The fanfare stunned even the veter-an Boxx, 38, who will retire at the end of the year.

“I think the ticker-tape parade was pretty amazing,” Boxx said. “Not ev-erybody is given the honor to do that. I’ve been around a long time and I think that’s one of the coolest events that I’ve ever been part of.”

Boxx was a member of four World Cup teams and has seen the popularity rise over the years.

“It has gotten so much better,” Boxx said. “You go back to 1991 [the first World Cup which the U.S. won in Chi-na]. Nobody was waiting for them at the airport. Then in 2011 we didn’t win but we got an amazing reception when we came back to the U.S. I think that’s when it started.”

But will it continue?Boxx, Chalupny, Johnston and

Press returned to Chicago on July 18 and a crowd of 3,560 – the first sellout in franchise history – saw the Red Stars tie Boston 1-1 at Benedictine Uni-versity to remain in sole possession of

first place in the NWSL.“I think the challenge is to keep it

going,” said Chalupny, 31, the captain who scored Chicago’s only goal against Boston. “World Cups only happen ev-ery four years and winning it definitely gave us a little bump in viewership and the amount of attention that has been given to the sport, but the great thing is we have this league and we play every year and it’s in people’s hometowns. People can watch us play and that will continue the momentum.”

Such bumps have happened before.

The U.S. victory in the 1999 World Cup led to the establishment of the first do-mestic professional league.

But three such leagues all folded af-ter three seasons and the NWSL is now in its third season. Will this time be different?

“We’ve got to keep winning,” Red Stars owner Arnim Whisler said. “In a town like this with nine or 10 other pro sports teams, if we don’t win, we’re off the radar.

“We’ve got the brand, we’ve got the talent and we’ve got people coming

in the stadium who have never seen us before. We just have to thrill them when they come and they’ll usually come back.

“That’s on us. That’s on ... market-ing through the people who have been in the stadium, better relations with the press in Chicago. We can convert that.”

The Red Stars have plenty of mar-ketable young stars in the 26-year-old Press and 2014 NWSL Rookie of the Year Johnston, 23, plus Under-23 Na-tional Team members Vanessa DiBer-nardo and Danielle Colaprico and 22-year-old leading scorer Sofia Huerta.

“I think that it is an incredibly im-portant moment for women’s soccer,” Press said. “The important thing is for the fans who have been so great for us and for the national team to continue to support us and come out to the NWSL games and see that there’s hundreds of women in this country that play great soccer.

“It is something worth watching and I think if the fans continue to sup-port us in our leagues, that is going to push women’s soccer in America for-ward at every level.”

There is no doubt the Red Stars have high expectations. Chicago head coach Rory Dames called the atmosphere of the July 18 game “fantastic” but said the team didn’t play up to its caliber.

“Regardless of why people are here, I would like us to play the way we’re ca-pable of playing,” Dames said. “I think we have a lot of exciting players on the team outside of the national team play-ers. Hopefully we can get some more fans in because they want to see some players and buy into the team and real-ly start to enjoy what they see.”

LISLE – A whirlwind for four members of the U.S. Soccer Women’s National Team continued July 18.

The U.S. won the Wom-en’s World Cup on July 5 and the team was cele-brated as heroes upon its return to home soil. The quartet of Shannon Boxx, Lori Chalupny, Julie John-ston and Christen Press got a big welcome home on July 18 when they suit-ed up for the Chicago Red Stars for their first home match since winning the World Cup.

In front of a sellout crowd at Benedictine Uni-versity, Boxx, Chalupny, Johnston and Press re-ceived the royal treatment from the Red Stars and the fans who cheered on the World Cup players in a National Women’s Soccer League game against the Boston Breakers.

Boxx and Chalupny each played in one World Cup game, Press played in four games and tallied a goal against Australia, and Johnston started all seven games and notched an assist.

Niestrom welcomes new experience with Red Stars Reserves

OAK BROOK – After riding the bench for two years at Illinois State, Vanessa Niestrom was looking for some action this summer.

The former Hinsdale South goal-keeper found it with the Chicago Red Stars Reserves.

Niestrom started eight games be-tween the pipes and allowed just three goals as the team won its division with a 9-0-1 record.

The Red Stars Reserves, a develop-mental team of the parent Chicago Red Stars who play home games in Oak Brook, play in the Women’s Premier Soccer League, a nationwide circuit of 81 teams consisting of elite college and other amateur players.

“My [Illinois State] teammate, Brooke Ksiazek, got recruited and told me about it and I wanted to play,” Niestrom said. “We had finished our spring season and I really wanted to get experience going into the [college] season in the fall.”

Niestrom, 20, was a four-year start-er and three-time West Suburban Gold all-conference performer at Hinsdale South.

After redshirting her freshman year at ISU, Niestrom appeared in four games, all in relief, for the Redbirds last fall, allowing one goal in 54 min-utes.

Playing for the Red Stars Reserves not only gave Niestrom a chance to get on the field but to measure her skills against elite players. Most of her Red

Stars Reserves teammates play for high-level Division I schools such as Notre Dame, Marquette, Iowa, Duke, Kentucky and Virginia.

“That was a huge allure to play-ing with the Red Stars Reserves,” Ni-estrom said. “One of the great things about it was playing with all these girls from top-level college programs. It was definitely an amazing experience.”

Ironically, Niestrom wasn’t tested often behind a great defense led by Io-wa’s Corey Burns, Louisville’s Rachele Armand and Kentucky’s Kaitlin Miller and Olivia Jester. Nevertheless, she learned a lot.

“I didn’t face too many shots but I got to work on my distribution and communication, which were areas I needed to improve on,” Niestrom said. “The girls in front of me moved the ball around so fast and communicated well. Just having that experience in front of me really helped.”

Niestrom has three years of eligibil-ity remaining at ISU and feels she has the inside track on the starting job. She and Ksiazek already are back on cam-pus training for the 2015 season.

“I’m really pumped,” Niestrom said. “It [playing for the Reserves] has got me ready to play in the fall.

“You never really know [if you’ll win the starting job] and that’s what motivates me is working hard. You’re always looking to get better.”

The parent Red Stars, who play in the nine-team National Women’s Soc-cer League, set up the Reserves in 2014 to cultivate local talent, much like Ma-jor League Soccer and European men’s clubs do. Some players eventually may play at the pro level.

“I would love to play for the Re-serves again,” Niestrom said. “I hope women’s soccer keeps growing and getting more popular so there will be more opportunities.”
