Main barriers in this step that can hinder effective implementation of improvement measures identified in the certificate:

•Improvement measures quality•Different owners in cases of transaction•Rehabilitation: Certification is analyzed only in building units and not for the all the building, which can limit the intervention•Small interest from real estate•Budgeting measures by experts, particularly in the case of measures which require to reflect the level of all the building•Difference between actual consumption and nominal needs (especially in systems), which is difficult to explain to consumers•Information in the EC is "intangible"•EC is perceived as "another tax", something that may be inconsistent•Value of EC is focused on building value rather than in savings identified•Monitoring the performance of unlicensed rehabs•High VAT for services and materials in the rehabilitation•Portuguese Law for rent does not foster the rehabilitation

Key opportunities in this step that can enhance the effective implementation of improvement measures identified in the certificate:

•Pooling of companies hiring (buying) of certificates•Incentives for broader intervention (eg insulation, solar systems)•Awareness of real estate sector, which show the added value to their business. Give them useful information to customers•Awareness of who will sell (which the added value of having proper certification)•Fixing values for the cost of improvement measures, to facilitate the work of the experts•Provide information on the EC to become more "tangible" the rating achieved and make the improvement measures possible•Involve the Banks in the implementation of measures•Funding for the replacement of equipment, communication partnership with EDP (Portuguese electricity company)•Communication of function and utility of EC, including tax benefits for higher rates A / A + and the level of municipality taxes•Training of Experts for a greater connection with the market•Promoting certification in interior renovations (not subject to council license)•Draft contract for execution of certifications

•Rehabilitation: Difficulty to approach the companies without the help of a "consultant"

•Rehabilitation: lack of an overview of the all the building in opposition to the building unit

•Identification of companies that can provide the solutions and services

•How to deal with situations in which companies and suppliers do not offer solutions

•Difficulty on evaluation

•Rehabilitation: Valorize the figure of the consultant (should also be intervenor) that filters the

information and support

•Communicate to owners that must contact with licensed companies

•Business listing (integration with InCI – National Institute of Construction and Real Estate) per

county (with access criteria?)

•Code of practice / Minimal contents of information for companies to give on their budgets

•Give to qualified companies the information of the improvement measures in EC (with permission

from the owner), so that these may have the initiative to contact the owner

•Lack of awareness of values and reference information for the guidance

•Communicate to the owners, reference values and potential savings

•Specifications by type of industry associations

•Rehabilitation: Involvement of the architect / engineer to ensure the overall vision and coordination

of intervention

•Accreditation / qualification of companies

•Absence of project in some larger interventions

•Limitations in monitoring / verifying the quality of implementation

•Absence of history, report to the situations of abuse to INCI

•Limitations of a regulatory framework for some of the areas

•Absence of agreement to formalize the relationship and the obligations and rights of the parties

•Creating a mechanism / instrument for feedback from consumers

•Evidence of successful completion of the work by companies (upload photographic reporting, etc).

•Simplified contracts
