WELCOME TO ABU DHABIAbu Dhabi Systems and Information Centre (ADSIC) is proud to host the World Summit Award Mobile Global Congress for the third consecutive time and to welcome all those who actively contribute to the United Nations Agen-da for the Information Society (WSIS). As the main strategic partner for the World Summit Award (WSA), ADSIC is ready to pro-vide all the support needed to develop and in-crease global participation of Millennium De-velopment Goals (MDGs).Locally, ADSIC is responsible for the Abu Dhabi IT agenda and plays a very important role in su-pervising the e-Government program imple-mentation, sponsoring initiatives and compe-tencies that are of critical importance to the project and to the overall Abu Dhabi e-Govern-ment strategy, which, in accordance with the Abu Dhabi 2030 Vision, supports initiatives for sustainable innovation of technology, national-ly and internationally, and the use of innovative applications for developing and improving con-tent production locally. Thanks to great volunteer work of a unique global network of national experts, WSA shows that innovation and excellence come from all regions and cultures and provide truly new forms of knowledge and informa-tion exchange. The activities of the World Summit Award are conducted within the framework of the United Nations’ World Summit on the Infor-mation Society (WSIS), mandated by the WSIS Plan of Action and executed in col-laboration with UNESCO, UNIDO and ITU. I wish to congratulate every participant in the World Summit Award this year. I am deeply grateful for your commitment to making the most of new technologies for the benefit of all societies. In the past 25 years, new technologies have transformed the way we communicate, create, collabo-rate, and grow together. Promoting inclu-sive and accessible global broadband connectivity for sustainable development is the goal guiding the Broadband Commis-sion for Digital Development that UNESCO co-chairs. Much of the information revolution is happening through mobile phone devices, with active mobile subscrip-tions soon to exceed 2.3 billion -- and most progress is taking place in the developing world. In this year when States will define a new global sustainable development agenda, we must do everything to nurture and harness the power of new technologies for positive and inclusive change, to bridge digital divides, especially for women, to support local content, to advance mobile learning, and to bolster the active engage-ment of young women and men. These objectives guide all of UNESCO’s work – for instance, through the YouthMobile Initiative – and they are the inspiration for the World Summit Awards. ICANN today, is actively working on bringing the next 4 billion users online. Today we stand at just over 3 billion connected users, and the Internet is an integral part of our lives; accessible through many devices. A couple of years ago, we set on a journey to expand the Internet through our New Generic Top-Level Domain Programme, and specifically the Interna-tionalised Domain Names. Local content is an important part of this expansion. To have script other than Latin allows for millions of users to be part of content creation on the Internet and to provide access to content in their very own language. The challenge now, is to populate the internet with local content, to comple-ment the expansion of the domain names. We support the objectives of WSA and view it as an important platform for cultivating creativity and innovation in developing local content to ensure the inclusivity of today’s information society.

Under the auspices of the United Nations in September 2000, the largest ever gathering to that date of heads of state and government signed up to the Millennium Declaration – a detailed statement about the world’s development aspirations. Contained within that Declaration, the Millennium De-velopment Goals (MDGs) were designed to be achieved over a 25-year period, begin-ning retroactively with the metrics of 1990. The quarter-century was considered long enough for every developing country to meet the first seven goals covering educa-tion, health, environment and gender equal-ity. An eighth goal described some of the obligations of the developed countries that included providing aid, freeing up interna-tional trade, and transferring essential tech-nologies. In one year, the agreed threshold will have been reached. Compared with the generally slow progress in the 1990s, the record since 2000 has improved. According to the De-cember Millennium Development Goals Re-port 2014, the proportion of people in dire poverty worldwide will have been more than halved by January 2015, the beginning of the fateful year; all developing regions will have achieved virtual gender parity in primary education; the clean water access

Fit for post-2015 purpose?
Clearly, the UN system cannot be expected to provide institutional solutions to all these challenges. For example, the World Trade Organization will have a major role for com-merce. In infrastructure and finance, the World Bank Group and regional develop-ment banks will be involved. In health, a major role can be anticipated for the Global Fund for AIDS, Tuberculosis and Malaria, and the GAVI Alliance for Vaccines.
Such non-UN bodies are not merely part-ners because they are encroaching on the UN’s traditional territory. And the land-scape is changing for the UN in other ways. Such new intergovernmental configurations as the G20 offer alternative forums to the universal United Nations. Emerging powers like Brazil and India are vying for influence and providing alternative means of assis-tance to developing countries. Technical as-sistance of the kind which has been provid-ed by the UN is increasingly being eclipsed by more appropriate and specialized sourc-es. Aid itself is being supplanted as an input to development by foreign direct invest-ment, private capital, worker remittances, export receipts, taxes, and mining royalties.
At a time when its core resources are declin-ing, a diminished UN system confronts a growing number of powerful development organizations and must decide how both to render itself more effective and rededicate itself to the domains for which its global reach and universality give it a comparative advantage. To enhance effectiveness, the system must cohere more, and its compo-nent organizations must cooperate not com-pete. A strong centre of strategic direction is needed. Business processes must be stream-lined.Setting global norms and standards – the bread-and-butter of the UN’s comparative advantage – should be supplemented by more concerted efforts to ensure compli-ance. The SDGs will be toothless without adequate follow up. While the UN’s country operations can be scaled back, there will be specific situations in which its role will re-main indispensable, particularly in conflict-prone countries, in recovery and reconstruc-tion, and in the aftermath of natural and human-made disasters.
goal will have been reached; and there have been impressive results in fighting malaria and tuberculosis. In other areas, global measurements indicate shortfalls, some sub-stantial. Primary school enrolment is still not universal; chronic child malnutrition is still too high; child and maternal mortality rates have not declined adequately; and san-itation standards have not been met. And while a few countries will have been able to achieve all the goals, the majority will have fallen short on several. Conflict-prone stateswill have made limited if any pro-gress.
Why new post-2015 UN development goals?
The MDGs became the core of the UN devel-opment agenda, even though several of the system’s organizations were slow to sign up. Starting in 2012, the UN has been trying to forge a new agenda, based on a new set of “sustainable development goals” (SDGs, in-spired by the Rio summit on the environ-ment in that year), again intended to focus its operations. The following year, a high-level panel chaired by three serving heads of government established some important parameters, two in particular. First, any new set of goals should build on the MDGs but have more breadth. Apart from sustainable development (including climate change), they should include concerns about eco-nomic growth and jobs, promotion of peace and security, and inclusive governance. Sec-ond, they should be based on a global part-nership, meaning that all should be univer-sal—that is, not distinguishing developing and developed countries.Until this past summer, extensive and ex-haustive consultations centred on an “open working group” of UN member states. The tortuous process resembled that of most in-tergovernmental committees, and the “wis-dom” consisted of a long and not entirely coherent listing of the hobby-horses and in-terests tabled by at least one of the 193 member states. The resulting 17 goals and their 169 explanatory paragraphs have largely ignored the pleas of the high-level panel for succinctness and priorities. How-ever, they will continue to be debated by governments until the SDGs are formerly approved in late 2015.
From January 2016 until 2030, therefore, the UN will have a new and greatly expanded development agenda. Addressing these global challenges will not mean business as usual for the UN, and because the new agen-da is so much more comprehensive, its im-plementation will raise several challenges.
Country and global goals
The SDGs face challenges of both form and of substance. If, as expected, the list of goals and targets remains long and complex—it would be harder to be longer and more com-plex—choices will need to be made among them. Will there be a minimum number of goals and targets to be measured for every country? A different set of goals for each country? Or a mixture? And as soon as the goals are approved, their detailed application will have to be deter-mined. How will each be measured? The MDGs were chosen in part because readily-available metrics existed for virtually every country. But how will new SDG concepts such as security or governance be deter-mined? Subjective and contested measure-ments along with better capacities for statis-tical compilation are required.Who will do the monitoring? To be objec-tive, the SDGs should be tracked by parties other than governments. Should the moni-tors be local civil society organizations, in-ternational nongovernmental organizations, or the UN itself? Should the UN emulate its own practice in the human rights domain and institute “universal periodic reviews” of each country’s development perfor-mance? At the global level, an enormous effort will be required to address problems that tran-scend political borders. Climate change is just one of the main environmental chal-lenges, accompanied by maintaining biodi-versity, reclaiming forests, managing water resources, and ensuring accessible energy. Reducing global inequality includes regulat-ing global financial markets, reforming fi-nancial institutions, promoting orderly mi-gration, and extending “special and differential treatment” for poorer develop-ing countries in trade. Other goals refer to infrastructure, economic growth and pro-ductivity. The UN also is supposed to help reduce violence everywhere along with cor-ruption and bribery in all its forms.

My mobile journey.
The future of mobile technology is an interesting one. I look forward to a world where there is no line between human and machine, where we become one with tech-nology. Technology doesn’t just come with us, in our pockets, on our wrists, or in our bags, but it becomes a part of us. It’s in our mind, it’s in our eyes, it’s in our dreams. Mobile technology will become ingestible inside our bodies, or embeddable, deep be-neath the surface of our skin. In the future we may buy our technology from a doctor, rather than a phone shop.

IoT: Putting the human back in the center.
What was called machine to ma-chine (M2M) in 2010 has now become the Internet of Things in 2015. The profound difference is that the human has been placed in the center of this M2M interac-tion. However, we are far from a full-fledged physical web. All the IoT wearables that we found stuffed into our Christmas gift sock has been quietly slipped into bottom of our draw (never to exit).To drive adoption, we need to develop mesh value networks for our bodies, cars, homes and cities. One smart object alone is a nov-elty. The interaction and interdependence of all the various ambient nodes will pro-vide the networked effect to drive data in-sights that will begin changing our world in 2015 in a profound manner.

John Gage, chief scientist at Sun Microsystems, coined the phrase, “The net-work is the computer” which became the company’s tagline for many years. Today this still holds true but I would like to add “Mobile is the network”. The increasing dominance of mobile devices connected to the internet over traditional desktops is ir-reversible. With wearable devices and IoT becoming more and more popular, we live in a world where mobile connectivity is not only critical but human rights. And mobile application is no longer just business tools but become personal essentials.

While it is always risky to look into a crystal ball with anything other than a wink and a nod, it’s fun to speculate about the future of mobile. Mobile entertainment in particular already seems futuristic to me, serving up everything instantly – from TV, film, music, games, sports to the social net-works that unite them – all through a device that’s on us at all times, even as we eat, pray, love. What I think we’ll see more of in the year ahead are “media throughlines”, threads that help us binge on our favorite entertainment, and that draw together more about what we already adore across all for-mats. #Hashtags are a very simple form of
what I see coming down the road. They al-low people to tag and participate in global conversations. Next, imagine if enhanced hashtags did more work for us, crawling through everything audio, video, text and delivering multimedia content bundles to our mobiles, essentially sensory magazines for our unique enjoyment. Content discov-ery and packaging will converge. I also see the relationship between entertainment characters and entertainment fans growing closer and becoming simultaneously more intimate and more automated. Right now, if you Tweet or post as a fan, you are part of an audience conversation. In the future, your comments will be harvested and incorpo-rated into dialogue that your favorite char-acters send back out into the world.

As the world has passed the 100% mobile subscription penetration rate per capita, increasingly major global giant cor-porations talk about their ‘mobile first’ strat-egies. We hear how Apple is a mobile com-pany, Lenovo increases its mobile involvement and Sony sold its laptop busi-ness as it sees mobile center to its future. Similarly banks, hotels, car manufacturers, retailers and restaurants are embracing mo-bile worldwide. For those industries the digital revolution coming through mobile is an evolution of what they were already do-ing. What many don’t notice is how very ba-sic mobile services are truly changing life for people who never used a computer be-fore, who often live beyond common con-veniences such as TV reception, reliable electrical grid and even running water. Mo-bile is changing those lives and there it is a revolution. I saw for example visiting Kenya last year how Wikipedia is now available
via USSD - the simple keypad controls like *34# and the wikipedia pages have been broken down to SMS text messaging sized bits. Best of all, the service is free. Can you imagine what a change it does to a local farmer or small shop owner to suddenly have access to the content of Wikipedia, via simple ‘dumbphones’. No smartphone re-quired. This is the kind of change for the Emerging World which is a revolution. Mo-bile is helping shrink the digital divide. We see it in services such as the Kan Khajura ‘radio station’ via Unilever in India, which delivers free radio content on the voice channel of mobile phones in parts of India where FM radio does not have coverage (over 100 million people in India live in such remote areas that still do have cellular coverage). 24 million in India have signed up to these services. I see wonderful innova-tion all over the world not just in deploying smartphone apps but on very simple servic-
es that run on SMS, USSD and voice. The beauty of voice is that it crosses over even the literacy gulf. And as a last item I want to mention a wonderful idea I saw just launched in Nepal called Ritiriwaj. It is de-signed to help preserve cultural rituals and customs, such as how a given tribe or cul-ture celebrates its birthdays or weddings and various holidays etc. It offers guides on how to make the foods required for a given fest, the right colours and fabrics for the clothing required etc. If you live with your family in the village, your elders will know this. But if you’ve moved to the city or work in another country etc, then these rituals can easily be forgotten. But with our mobile, now we can even safeguard the cultural her-itage of our customs and ways. I was truly inspired to see that use of mobile on my re-cent visit to Kathmandu. It makes me so proud to work in this industry that we can be of so much use worldwide.

As we head into 2015, here are a few tips to help you make your apps (and mobile web-sites) more successful in an increasingly crowded mobile landscape.
Make Information Bite SizedMobile users have limited time, limited screen space, and a high chance of getting interrupted. Short, quickly consumed con-tent is not only faster to digest; it’s easier to come back to again later – and easier to share.Bite-sized content also works well in re-sponsive designs where small, versatile page elements are more easily rearranged to fit on small and large screens. Measure Success by Interaction Not ClicksThe advertising industry is moving away from “cost per click” to “cost per interac-tion.”
Advertisers want evidence of real engage-ment with real humans and they are grow-ing leery of click fraud. Look for ways to create – and measure – interaction with your audience, not just clicks or page views. That means studying what users actually do in your app, not just how many screens they view.
Add Contextual RelevanceGeotargeting makes it possible to deliver content when and where it’s needed. Apps like Geo-Reminder and Checkmark can send you an alert to pick up your suits be-fore you drive past your dry cleaner or make sure you have your passport before you leave the house on the day of your next in-ternational flight. The next generation makes it possible to track location so closely you can follow cus-tomers around a store or guide visitors through a museum. Using Bluetooth wire-less location beacons, such as the ones made for developers by Estimote, location apps are getting even more personal.Figure 2^

Keep Your Audience SafeResearch analysts at Gartner estimate that about 75% of mobile apps on the market are not secure enough to withstand the hackers that are headed their way. Invest more in keeping your users safe and you’ll keep them longer, especially after everyone else gets hacked.
Push But Don’t Be PushyGetting a text with a discount on the weekly special is a welcome reminder, but daily deals are generally too much and tend to wind up in spam filters. Most of us don’t want to eat lunch at the same restaurant all week, even if it is our favorite. Make sure you only push messages to those who opt in, test new messages with a small sample of your list before sending them out to the full list, and keep a close eye on early responses to make sure your missives are not viewed as intrusions. Better yet, let us-ers choose how often they get messages, and make it easy to find and adjust frequency settings.
Don’t Make Me ClickDesigners used to work hard to get all of the most important information “above the fold” (a term that comes from the practice of cramming the most important news above the fold in a print newspaper). The latest trend is to fill the first screen with one big image, or a single message, and in-vite users to scroll down the page to find more. Infinitely scrollable pages, made pop-ular by sites like Facebook and Twitter, are catching on among bloggers and other con-tent creators.
Design for Women FirstWearables are the hot new mobile category, but as with most new tech toys, the first crop of devices was focused on boy geeks, not girl geeks. I’m hardly the first to suggest it’s a mistake to only design for men, but it’s hard to over-estimate how important women are when it comes to wearables. Women are responsible for 80% of the purchasing decisions in the U.S. Designing products that appeal to women will impact more than 50% of your sales. Figure 3^

MobilePay is completely free. Registra-tion takes less than 5 minutes. More than one third of all people with a smart phone in Denmark have used the app. It has become an industry standard used so frequently, that the name is proverbial: “You can just MobilePay me later.” If money is sent to a person with-out the app, a text appears, informing the recipient that money is waiting, if they download the app. The amount sent is reserved for 30 days unless the sender cancels the transfer. Football (Futbols) is a mobile application launched as part of the campaign “Pass to get a better result!” in response to an initiative of the State Chancellery to improve public administration in Latvia. Users can use this “pass” to evaluate government services and pro-vide immediate feedback on the quality of their experience with public offices. The Football app aims to make the “football game” among civil servants more professional, client oriented and precise. With a database of more than 500 public institutions including ad-dress and location from the user’s stand point, contact information, as well as working hours, users can easily find any institution and evaluate the quality of service by filling out a simple form. Friendli-ness and responsiveness of government employees, rendering of im-mediate understandable help, and a thorough handling of substan-tial questions are among the issues relevant to the survey. A feature for providing suggestions for improvement completes the Football package. Feedback is collected in the Chancellery which regularly reports to the Prime Minister, to ministers and to state secretaries regarding progress in the development of a professional public ad-ministration. Counterfeit and expired goods have been seized by PACP field inspectors due to public complaints using the PACP app and corruption in the retail industry has been reduced. By offering a real-time comparison of PACP-approved prices at different retail locations before purchasing, the app enables improved consumer satisfaction. Through the Electronic Consumer Guide, the PACP has reduced operational costs and streamlined service delivery including the consumer hotline, while also reducing queues at service points.

There are two strong forces that will change the
game both in marketing and politics: context
and community. While we have been talking
about content in the past years and about the
right methodologies of content delivery (story-
telling), context has become the more relevant
argument for the community: “in which con-
text is happening what?” – is the springboard
question to the community’s attention. The
old and current model of democracy allows
citizens to vote for their representatives (par-
ties) to follow a common ideology of running a
country. The future will bring aggregated pub-
lic tasks that derive from the citizens digital
footprint(s) - and a solid and reliable adminis-
tration to deliver to these tasks will replace the
current model of parties. Implementing social
media into political discussions is the first step
in this direction. I see a few of these ideas pop-
ping up and can only recommend to pay atten-
tion on what is happening here: projects like

Colab.re has been identified by leading urban innovators, entrepre-neurs and thinkers as the world’s best urban app. Beautifully de-signed, the civic app is used by more than ten city administrations all over Brazil as the official communication channel with and for citizens. The platform enables public managers to be in touch with social networks and allows citizens to communicate with govern-ment. Citizens use ReportIn to reflect neighbourhood issues like cars parked in forbidden spots, broken sidewalks or urban sanitation. Photographs and posts bring problems to the attention of local gov-ernment, with follow-up tracking and solutions. SuggestThink is a vehicle for citizen generation of ideas for projects or services that can change the community. RateHelp helps local government to im-prove public programs and spaces by asking citizens to rate the overall quality, cleanliness and accessibility of equipment and ser-vices. Colab.re analyses responses and provides this data to guide public policy-making processes. The app is free for local govern-ments, offering a management tool to engage with citizens efficient-ly through access to posts and feedback, as well as to interact di-rectly with the public through notifications. In a country like Brazil, where 80% of the population lives in urban areas, Colab.re creates better cities through citizen and government collaboration, strength-ening the power of citizens to engage in and improve urban life.

U-REPORT |Uganda
U-report is a free SMS-based system that allows Ugandans to speak out and to work together for positive change. Similar in functionali-ty to WhatsApp, the text message programme is designed to give young Ugandans a chance to voice their opinions on issues they care about. Users opt in at no cost by texting the word “JOIN” to a short-code. The registration process entails answering questions on age, gender, district, village and how one heard about U-report. This data allows subsequent polls to target particular districts or gender. Over 262,000 U-reporters in Uganda with an average age of 24 years currently take part. Roughly two-thirds of users are male. Each week an SMS poll soliciting opinions on a given issue/topic or an alert is sent to all U-reporters. Responses are analysed by district in real time by the U-report data platform and aggregated to the national level. Results are shared and issues arising are explored further with additional questions. U-report benefits government and society by raising awareness of pertinent issues and by issue advocacy at the national level, while promoting community-led development and information sharing. U–report aims to build partnerships with NGOs, youth organisations, faith-based organizations, and private compa-nies to further community development goals at the grassroots level and strengthen the local involvement of young people.

Civic engagement is the encouragement of the
general public to become involved in the po-
litical process and the issues that affect them.
However, it can be witnessed that these apps
are built for smartphone users only, hence
excluding the most marginalized from civic
participation, i.e. the people living in areas
that need attention. UNICEF Uganda´s U-re-
port has solved this in a beautiful way by the
means of a free SMS service. Among its popu-
lation of nearly 40 million, almost 1% of the
citizens are already participating solving com-
munity development issues via SMS – truly
impressive!!!

CURE Runners is a financial literacy game that does not once mention the words money, finance or budget. Co-designed with an interna-tionally recognized Austrian game developer, CURE Runners helps youth to deal responsibly with money, a key to a self-determined life free of poverty. CURE Runners achieves the intended learning effects playfully, via popular digital media, eye-to-eye and in the user’s lan-guage, without an ominous educational approach. Enriched by edu-cators and debt counselling practitioners, the game’s story unfolds on an island destroyed by a virus. Survival is possible only with the CURE - a powerful, green liquid which is also the island’s currency and a scarce resource. Players need the CURE to live, pay for food and survival gear, or for housing. With free-running elements and a gripping gameplay, the game trains responsible money-management as the adventure unfolds. Money is a highly emotional issue that connects to self-worth, inner fears, hope and inclusion in society or among friends. CURE Runners is aimed at young people aged 14-19, before spending patterns leading to debt traps are internalized. Throughout the game, the player practices making smart choices, so as to balance status elements, detect debt traps, and reach survival goals. True to the principle of fun, CURE Runners was released as a casual game in Austrian app stores without emphasizing the educa-tional aspect. The game will be later integrated into educational contexts, where key learnings can be deepened.

Lifesaver is a crisis simulating app created for the UK Resuscitation Council with the goal of teaching basic cardiopulmonary resuscita-tion or CPR to users through interactivity, gamification, and live-ac-tion film. CPR is one of those things that we know we should all learn, and pray that someone else knows how to perform it when we ourselves require assistance. But most of us never quite get round to it. This engaging mobile/web interactive training video/game is both accessible, compelling and makes an impact. The teaching aspect of Lifesaver is most impressive and will save lives. In this clever and practical application of m-learning, users are presented with high-stress scenarios to test their speed and efficiency in administering CPR. The option to share these results on social platforms was added to the app to promote engagement among a younger audience.

De-signed by a high school student, the application addresses the need to do practical work without costly chemicals and a laboratory. iChemist empowers students to learn in a safe space and to practice anytime, anywhere on their i-device. Learners can carry out titra-tions, add titration indicators, and mix chemicals in a stimulated laboratory. The practical work fast tracks learning and also allows students to draw pH variations into curves and compare experimen-tal data with previously carried out tests. Users can record varia-tions of other properties like pOH, concentration or volume, as iChemist automatically logs all practical chemical reactions in the ‘Experiment log’ feature. Developed by Mexico’s National Council for Culture and the Arts, Nezahualcoyotl is the first app of its kind, with a collection of multi-media resources about a famous Mexican poet king, bringing to life a new concept of what an e-biography can be. Though the poems of Nezahualcoyotl have endured since 1418, and his image and name are omnipresent, many people are unaware of his life as warrior, prince and politician. In addition to Nezahualcoyotl’s poems in the Náhuatl and Spanish languages in audial and textual format, the app includes interviews with experts, a comic book for youngsters and an innovative time line, in fact, a time-cycle based on the Aztec concept of the calendar. Náhuatl, the language used by the dominant culture when the Spaniards arrived in Mexico in 1521, is today the Mexican indigenous language with the largest number of speakers. The research for Nezahualcoyotl is by Patrick Johansson, the fore-most expert on the subject in Mexico, who translated poems attrib-uted to the ruler of Texcoco exclusively for this app. Rich in content and well structured, the interface uses antique Aztec ornaments as design elements, transporting users to an ancient era. Most impres-sive is the presentation of a digital facsimile of the codex that included the poems, a first in Mexico. The Nezahualcoyotl app testi-fies to the fact that technology and creative contents offer the best approach to reach new generations.

Ancient Aquileia 3D puts archaeologically interesting cultural content on a mobile platform with detailed augmented reality (AR+) recon-structions of main locations from the ancient Roman city of Aquileia, one of the most important in its time. An interactive map of the city makes it possible to dynamically overlay the plan of the modern city with that of the ancient Roman one. Recognized as a World Heritage Site by UNESCO in 1998 and visited by over 500,000 people annually, Aquileia is a small centre today where the ancient Roman buildings, with the exception of the majestic Basilica, are only partially excavated, with ruins of mosaic floors and traces of walled perimeters visible. Computer generated images and video se-quences combine to make an impressively broad multimedia gallery of the city’s archaeological remains, allowing visitors to use their devices as peepholes in time and as interactive video guides. Bring-ing together GPS and accelerometer data, the AR+ mode allows for interactive exploration of by-gone city streets and virtually recon-structed buildings. Owing to its great immediacy and ease of use, the application is ideal for a younger public, yet thanks to the accu-racy of the 3D reconstructions, it is also much appreciated among the scientific community. A quite different one in m-Tourism & Culture category was the appli-
cation that revealed the artistic path behind some of the most famous
works of Vincent Van Gogh. Based on x-ray studies that have been
made on his paintings this application shows how Van Gogh used his
canvases many times and some of the different techniques he used to
create his paintings in a very sophisticated way. The app also offers lots
of extra-information. For example: How he used the paint to create the
unique surface of his paintings. It even shows that one of his paintings
contains sand, most likely from the windy shore he was painting it at.
This application gives an overview about the tools he used, a glimpse
of the world he lived in and the way he saw his surroundings. You can
see where he was working, what the cottages and gardens did look like
in real life and how his paintings were part of the scenery he must have
loved. It is an amazing app that combines years of scientific work into
a formula that is easy to understand. The way this application works
gives me chills like travelling through time, seeing the world and almost
feel like how he must have felt when painting these sceneries, trying to
get his feelingings on canvas. “Touch Van Gogh” is a superb and useful
app for anyone who is interested in arts, culture or history.

Motivated to present the place said to be the foundation of the Danish nation and identity, the Danish Agency for Culture aimed the app especially at tweens visiting the sites with their families. The look and feel designwise is much like modern fantasy movies such as Lord of the Rings, to stimulate historical imagination and appeal to youngsters. Through location-based augmented reality, the user experiences the sites through the eyes of central historical figues. The app can be used both onsite and offsite. Users explore the sites through interactive maps, video, panoramas or text and im-ages with easily decoded iconography. Exploring off-site, users can experience high quality 360-degree augmented panorama views of the three locations, giving the viewer an amazing impression of the very different sites. As the historical sites are remote and have thick stone walls and metal covered roofs, the app works without access to GPS and wifi, utilizing iBeacon technology instead, in order to help the user find the points of interest with this lively interactive digital guide.

this app. I find it fascinating that we have got
s many new ways of exploring the history with
the new mobile technology, what used to be
boring and dusty, is now fresh, easy to absorb
and understand through the great application

Available in Portuguese and in English, ColorADD is a mobile tool for the full integration of colorblind people, also helping children to learn colours. The application supports the dissemination of the ColorADD code and guides the user in the identification of color in everyday life. The user just points the camera at an object, and ColorADD provides the name and color symbol on the screen. The ColorADD Color Identification System is based upon three monochro-matic symbols representing the primary colors. The universal code enables colorblind people to understand colors, ensuring equal ac-cessibility for all when color is a factor of identification, orientation or choice, thus minimizing the feeling of “loss” resulting from incor-rect interpretation of colours and increasing well-being and self-es-teem. It is estimated that 350 million people are colorblind, about 10% of the worldwide male population. With a double touch on the screen, you can freeze any image or slide a chromatic ring to a spe-cific area, allowing a more precise view if needed. Results can be shared on social networks, while images saved on the mobile device can be analyzed later. Purchasers of the app contribute to the ColorADD Social Responsibility Program to enable early diagnosis of color blindness in schools. More than just an application, ColorADD is a new concept and tool to promote equality, by addressing a real, but often neglected, social and public health need.

Furthermore, I was also impressed with the
Developer’s considered approach to Corporate
Social Responsibility, with a percentage of
all sales being used for early diagnosis of the
problem in schools.

of millions every year. Arko is a product that
can help people in need when these kind of
calamities occur, and can save lives of people
who need information at risky situations and
don’t have any other means of information
to decide about where to go or what to do in
these cases. I think this kind of service will
be very useful now in different countries, not
only in Philippines, and that joint efforts must
be done to grow into a worldwide information
center for different disasters and prevention,
to save many more lives, so Arko is one good
step towards that direction.

The Arko app was developed to make people in the Philippines aware of flood hazards in their community. An average of twenty typhoons hit the Philippines every year, causing major flooding dan-gerous to life, when people do not know where to go for safety. The Arko app provides a flood scenario in any location within a 250 me-ter radius. By knowing the possible hazards, users of the Arko app can plan ahead before floods begin. Flood maps generated from computer simulations over high-resolution topography, indicating three categories of flood heights marked red, orange and yellow, en-able safe evacuation plans, identification of blocked roads, plotting of emergency access routes and positioning of search and rescue facilities. The Arko app also has an hourly rain forecast based on the analysis of doppler data from the Philippine weather bureau. Other features of the Arko app include typhoon track markers, monitoring of distant locations, and marking of safe places. The developers of Arko believe that everyone – individuals, ngos, academe, religious organizations and the private sector, should participate in disaster mitigation efforts. The disaster problem is so immense that no group of government agencies can handle it alone and harnessing volun-teers in the community is essential. The twin app of Arko, the DOST-NOAH app, was produced by Rolly Rulete, the son of a fisher-man in Mindanao. One of the best applications available, it pro-motes a culture of safety and preparedness, encouraging everyone to participate.

Braille Board is the first application developed for Arabic speaking visually impaired people using smart phones, and supports writing on touch screens using the Arabic Braille language instead of the QWERTY keyboard. Braille Board translates the typed Braille code into Arabic letters and numbers. Blind people do not have to learn any new typing technique; they can type in the same manner as in the “Perkins Brailler.” Although Braille Board is mainly oriented to non-commercial use, commercial adaptations are feasible. The main advantages of Braille Board: no extra equipment is required to be con-nected to the smart phone, making Braille Board less expensive than any other solution; Braille Board is dynamic; the user can enter the six standard inputs (initial points), but is not limited to these points in later entries. Braille Board is also simple to use, with one entry for each character, supported by voice prompts responding to the input. The technique of translating the point touched by the user to a specific letter can also be used to support other languages and alphabets.

SnooCode is a free award winning mobile application that solves the problem of missing addresses in developing countries like Ghana. Apart from the extremely well-to-do, most people in Ghana live in houses without numbers on streets without recognizable names. As a consequence, they cannot access services such as emergency and postal services or register their addresses with a service provider. Once downloaded, SnooCode generates a unique, robust and easy to memorize geolocation-based six-digit code used to provide direc-tions. Because SnooCode is over 230 times more precise than the UK postal code system, a street name or house number is not required. Once a person has their code, no smart phone is needed to use it. Just mention the code: “I live at COF K8D.” The code can be entered into forms when opening bank accounts, used to claim a piece of land, or to pinpoint problems in the local community. With a self-checking system, SnooCode can detect errors in the code before the user sets off, and in some implementations can function accurately without either a mobile network or Internet connection. By aggregat-ing these codes, logistics can be greatly improved in everything from e-commerce to public heath and sanitation. SnooCode is a major demonstration of inclusion and empowerment through a service which is taken for granted in so many countries – that of having an address and being able to use it for the solution of practical prob-lems.

LIVOX is an alternative, augmentative communication software for people with motoric, cognitive and visual limitations, aiming to ensure that people with deficiencies do not encounter the same obstacles in the digital world as in the real world. The first ap-plication of its kind in Portuguese, LIVOX stands out in the alterna-tive learning market due to its Intellitouch algorithms that under-stand where people with motoric limitations are trying to touch the tablet screen, based on how many fingers they use. Created by Carlos Pereira, a dad trying to communicate with his daughter born with cerebral palsy, LIVOX enables people with disabilities to speak. Due to its design simplicity combined with powerful algorithms, LIVOX also helps people to learn to read, write and to understand complex concepts like math. Through LIVOX, parents and teachers can create sets with similar meaning, breaking the complexity of language into smaller units which can be used by people with disabilities to play a video, to play music on a ‘digital’ instrument, to take school tests and much more. Disability profiles can be created by teachers, ad-justing LIVOX parameters to meet the visual, motor and cognitive possibilities and needs of the person with a specific disability. ISESCO CHARTER: A SIGNPOST OF STEADY PROGRESS
The Charter of the Islamic Educational, Scientific and Cultural Organization has been keeping up with the Organization’s progress over the various stages of its development and growth, from its initial ratification as the Statutes of ISESCO to the Eleventh General Conference held in Riyadh in December 2012. Amendments to the Charter were made in order to meet the requirements of the qualitative progress achieved in the Organization’s scope of ac-tion as well as to adjust to its rapidly changing environment and fulfill development needs in its areas of competence. The Objectives of ISESCO as defined by its new Charter, following its amendment by the General Conference at its 10th session, are as follows:
MEMBERSHIP OF ISESCOUp to February 2014, ISESCO numbers fifty-two (52) Member States, along with three (3) Observer States, out of the fifty-seven (57) Member States of the Organization of Islamic Cooperation (OIC).
a) To strengthen, promote and consolidate cooperation among Member States in the fields of education, science, culture and communication, as well as develop and upgrade these fields, within the framework of the civilizational reference of the Islamic world and in the light of human Islamic values and ideals. b) To consolidate understanding among peoples inside and out-side Member States and contribute to the achievement of world peace and security through various means, particularly through education, science, culture and communication. c) To publicize the correct image of Islam and Islamic culture, promote dialogue among civilizations, cultures and religions, and work towards spreading the values of justice and peace along with the principles of freedom and human rights, in accordance with the Islamic civilization perspective. d) To encourage cultural interaction and support the aspects of cultural diversity in the Member States, while preserving the cultural identity and protecting the independence of thought.
e) To consolidate complementarily and coordination among the specialized institutions of the Organization of Islamic Coopera-tion (OIC), in education, science, culture and communication, and among the Member States of ISESCO, and promote cooperation and partnership with similar governmental and non-governmen-tal institutions sharing the same interest, inside and outside the Member States. f) To increase interest in Islamic culture, highlight its specifici-ties and publicize its landmarks in intellectual studies, scientific researches and educational curricula. g) To work for establishing complementarily and correlation among the educational systems of the Member States. h) To support the efforts of educational, scientific and cultural institutions for Muslims in non-Member States of ISESCO.
