Toward aSustainable Future

Inthepagesofthisannualreportyouwillfindbeautifulmonumentsintheheartofhistoriccities,suchasthechurchofSt.TrophimeinArles,France,whereWMFisstrugglingtoreducetheimpactofenvironmentalpollutionandexcessivetourism.Youwillalsofindsmall

villagessuchasBafut,Cameroon,wherevernaculararchitecturedefinestheplaceandunitesthecommunityaroundacommontraditionthatisatriskofbeinglost.Thereareinnovativeworkswhosefutureconservationdependsonthesolutionstocomplextechnicalproblems,suchasbuildingsbyFrankLloydWright.AndtherearelegendaryplacessuchasBabylonandAngkorwheretherecentimpactofconflicthasdecimatedtheplaceandthepeoplewhooncecaredforit.

Allthesediverseplacesandmomentsinourhumanhistoryhaveacommonthread:theneedtoapplytheprinciplesofsustainabilitytoimprovecurrentconditionsandensurethefuture.Likethenaturalenvironment,ourbuiltheritageisfacingchallengesthatcallforsolutionsthatrevolvearoundachievingsustainability.WMF’ssustainabilityprogramseekstopreservetraditionalarchitecturalpractices,developsolutionsthatcounteractthenegativeimpactsofdevelopment,andencouragesustainabletourism.Ourworkintheseareasallowsustodevelopstrategiesthatwillshapeourfuturepracticeinthefieldofpreservation.

Thethemeofsustainabilityunderliesthesitesselectedforthe2010WorldMonumentsWatchlist.Thewidepublicinterestinthisyear’sannouncement—withhundredsofmediaoutletsaroundtheworldcarryingnewsofthenewWatchsites—willgivecommunitieseverywhereanopportunitytoconsiderwhatwillberequiredtoachievesustainabilityfortheseextraordinaryplaces.Welookforwardtoseeingwhatthisexposurewill

achieveintangibletermsastheWatchmovesthroughitstwo-yearcycle.

WMFhasfivecoreprograms:culturallegacy,devotedtoconservingplacesofgreatarchitecturalsignificance;capacitybuilding,tohelplocalcommunitiesdeveloptheresourcestoachievetheirgoals;advocacyforpreservationandthedefenseofheritageatrisk;educationandtraining,whichhelpcreatefuturestewards;anddisasterrecovery,whencircumstancesaredireasaresultofaman-madeornaturalcatastrophe.Sustainabilityisagoalofourworkineachoftheseareas,andaswepursueourconservationwork,weseektointegrateitwiththatofotherswhoareworkingtowardsimilargoalsinthesocial,economic,orenvironmentalspheres.AtWMFwebelievethatourworkliesattheveryheartofeveryactivityofdailylifeandattheheartoftheconcernsthatweallshareforthefutureofourworld.Themoreweareabletoconvinceotherstoseetheworldthroughthefilterofitsarchitecturalheritage,themorewewillbesuccessfulinsustainingit.

AnexhibitionattheUniversityArtMuseumoftheTokyoUniversityoftheArtsinspring2009,whichhadmorethan100,000

visitors,wastheculminationofWMF’sworktoconserveanumberofImperialBuddhistconvents,whicharelocatedinKyotoandNara,Japan.Alongwithhundredsofpreciousobjectsfromthecollectionsoftheseextraordinaryinstitutions,theexhibitionfeaturedafull-sizereplicaoftheImperialreceptionroominReikanjiconventinKyoto,aconventatwhichWMFconservedahistoricsuitewithpaintedscreens.FortheJapanesepublic,theexhibitionwasafirstopportunitytolearnabouttheImperialconvents,whichhavehadalowprofileinrecentyears.TheywereonceatthecenterofJapanesecourtlife,andhadattimesmaintainedvigorousprogramsofreligiousandeducationalserviceforthewidercommunity.

TherearethirteenImperialBuddhistconventssurvivingtodayinKyotoandNara,preservingmorethanathousandyearsoftraditionaswellasthousandsofpreciousobjects.Overthecourseofthelastsevenyears,WMFhasconservedanumberofhistoricallysignificantbuildingsthatwereindisrepairatfouroftheseconvents,helpingtheBuddhistnunswhostilloccupythesebuildingsconserveaspiritualandculturallegacythatencompassesmajorworksofarchitecture,art,calligraphy,anddecorativearts.

WMF’sworkhasbeencarriedoutinconjunctionwiththeInstituteforMedievalJapaneseStudiesatColumbiaUniversityand,inKyoto,withsupportfromtheFreemanFoundation,theRobertW.WilsonChallengetoConserveourHeritage,andtheTiffany&Co.Foundation.

TheexhibitionwasorganizedbytheTokyoUniversityoftheArts,theInstituteforMedievalJapaneseStudies,andTheSankeiShimbun,withadditionalsupportfromtheFoundationforCulturalHeritageandArtResearchandtheWorldMonumentsFund.ThereplicaofReikanjiconventwasmadepossiblebysupportfromtheTiffany&Co.Foundation.Thecatalogueoftheexhibition, Amamonzeki: A Hidden Heritage: Treasures of the Japanese Imperial Convents,wascitedintheNew York Timesasoneoftheirartandarchitecturecritics’mostnotablebooksof2009.AsecondpublicationfeaturestherestorationofChugu-jiconvent,whichwascompletedin2008withsupportfromWMFandadditionalfundsraisedbythelocalNaracommunity.

Cultural LegacyConservation of the world ’s key buildings and sites has been at the heart of WMF’s activities since our founding 1965. WMF works with local partners to assure the highest quality and most sustainable solutions are found to conserve and protect places that are treasured and historically significant. Sites that represent cultural legacy run the gamut from antiquity to the recent past and are temples, ancient pavilions, extraordinary feats of engineering that harness natural resources, or the contributions of modernist architects and designers from our own time.

evenbeenincirculationforseveralcenturies.Inthe20thcentury,airplanetravelrevolutionizedtourism,allowingunprecedentednumbersofpeopletovacationindistantlands.Culturaltourism,adventuretourism,andecotourismhavebecomephenomenawithever-increasingnumbersofgroupsleadingtripstoallowtheinterestedpublictounderstandmoredeeplythespecialanduniquequalitiesofadramaticarrayofhistoricplaces.

WMFrecognizesthevasteconomicresourcesleveragedthroughtourism.WMF’sSustainableTourismprogramhelpssitestewardsmanagetourismeffectivelyandworkstoadaptsiteaccesstoaccommodatetheneedsofvisitorswithoutplacingunduestressuponfragileresources.WMFalsohelpstravelersunderstandhowtovisitplacesresponsibly,howtofindlesser-knownsitesthatareasinterestingasfamouslocations,andhowtotimevisitstohaveasatisfyingexperience.WMFhasbeenfortunatetoreceivesupportfromAmericanExpresstoadvanceadvocacyforsustainabletourismandprovidefundingfordemonstrationprojects.

AcurrentWMFSustainableTourismprojectprovidessupporttowardthecreationofaDelhiHeritageRouteinIndia.TheHeritageRoute,whichwillbeinauguratedinfall2010,intimefortheCommonwealthGames,connectstenkeymonumentsthroughoutthecity,withkiosksandliteraturetodescribethemonuments,andenhancedlighting,landscaping,andstreetfurnitureateachsite.

OneofthenovelcreationsofthisprogramisaHop-on,Hop-offDelhiHeritageBusRoute,whichnowhasseveralnewcurbsidebusstops,constructedofstainlesssteelbytheDelhiMunicipality.Compressednaturalgasbusesarenowoperatingthroughoutthecity,includingalongtheHeritageRoute.Furtherdesignsforthebusrouteandstopsarecurrentlyunderreviewbycityagencies.Otherfeaturesofthisprojectincludeprintedmaterialsdescribingthesitesalongtheroute.

Asacomplementaryinvestment,WMFcommittedtosupporttheconser-vationofIsaKhan’sTomb,partoftheprecinctofHumayun’sTomb,aprojectthatwillbecarriedoutincooperationwiththeAgaKhanTrustforCulture.

Capacity BuildingMany of our programs focus on building the capacity of our local partners to manage heritage sites, increase visitation without causing harm or decreasing the quality of the visitor experience, and capture public interest. These expanded activities will result in better management, wider accessibility, and greater long-term sustainability.

Everytwoyearssince1996,WMFhasissuedtheWorldMonumentsWatch,acalltoactiontorecognizethetreasuredplacesthatrequirespecialattentionto

assuretheircontinuedappreciationandsurvival.TheWatchalsobecomesaforumfordiscussionaboutissuesfacingthepreservationcommunityatlarge.

The2010WMFWatchcyclebeganinfall2009withtheselectionandreleaseoftheWatchlist.Thesuccessofthe2010WatchlaunchisevidencedbythehundredsofarticlesandblogpostsontheWatchandthesiteslistedthatappearedaroundtheworld.Newsofthe2010Watchreachedmorethan250millionpeople.

TheWatchservesmanyfunctions,andoneimportantelementoftheprogramisitsabilitytoillustrateconcernsthataremountinginthefield.Increasingly,Watchsitesarefacingchallengesthatarenotsolelyphysical;nominatorsareconcernedwithhowhistoricplacesinteractwiththeirimmediatesurroundings,growingenvironmentalissues,andthepressuresofmoderndevelopment.

Duringpaneldeliberationsforthe2010Watch,bothnominatorsandpanelmembersreferredtopastadvocacysuccessesasarationaleforlistingsimilarsites.TheNationalInstituteforRadioBroadcastinginBrussels,Belgium,wasplacedonthe1998Watchandsubsequentlypurchasedbyabuyerwhoofferedaplantomakethestructureintoaculturalcenter;itssuccesspromptedthe2010nominationoftheSanatoriumJosephLemaireinBelgium.

Likewise,theHistoricPortTownofTomo-no-UrainJapanwasonboththe2002and2004Watchlists,bringinginternationalattentiontothedesireofthelocalcommunitytoprotectthepicturesquequalitiesofthisrareEdo-period(1603–1868)fishingvillageontheJapaneseinlandsea.Thenominatorshopedtodeterconstructionofahighwayfromtheevocativeport,whichstillservedmanylocaleconomicandsocialneeds.Alandmarkcourtdecisioninfall2009ruledinfavorofthelocalcommunity.JapanesepreservationistsareenthusiasticandhopefulthatthedecisiontoprotectthehistoriccharacterofTomowillgivemomentumtothecampaigntosaveKyoto’smachiya,traditionurbandwellingsandshops,listedonthe2010Watch.

AdvocacyFor WMF, advocacy involves supporting local preservation groups around the world that need wider recognition of their efforts to promote the preservation of cultural monuments and sites. The World Monuments Watch, WMF’s primary advocacy tool, produces a biennial list of sites that are confronting significant challenges and will benefit from wider public concern for their survival. WMF has also advocated widely for the conservation of modern buildings at risk and for Jewish heritage.

AtWMF’sheadquartersinNewYorkin2009,studentswereengagedinresearchingandwritingprojectprofilesforthearchivesandforthenewWMFwebsite;organizingslides,photographs,anddigital

materialsforimprovedstorageandretrieval;andassistingwithpreparationformeetingswithforeignexpertsvisitingNewYork,includingthe2010Watchmeetings.

In2009internshelpedWMFbuildacorpusofprojectdescriptionsintheAbstracts of International Conservation Literature,whichwillenablestudents,scholars,andpreservationprofessionalstoaccessWMF’spublicationsandfieldreportswithgreaterease.Inthefield,threeUniversityofPennsylvaniagraduatestudentsinhistoricpreservationworkedwithWMF’sprojectpartnersinPeru’sColcaValleytodocumentbuildingsthatarethefocusofWMF’sworkintheregion.InNewYorkState,WMFwasabletoprovidetrainingopportunitiesattheNewYorkStudioSchool,theDutchReformedChurch,andMt.LebanonShakerVillage.WMFalsofundedapostgraduateresearchinternshiponmortaranalysisthatwillbenefitseveralWMFprojects,includingitscontinuingworkatAngkor.

ApioneeringpartnershipbetweenWMF,theCityofNewburgh,HabitatforHumanity,theNewburghPreservationAssociation,andtheNationalParkServiceenabledhighschoolstudentstoworkwithpreservationprofessionalsontherestorationoftheDutchReformedChurch,animportantGothicRevivalbuildingdesignedbyA.J.Davisintheearly19thcentury.

InNewOrleans,WMFprovidedsupporttoPreservationTradesNetworktoenablesixstudentstocontinueworkontheTaylorTombinLafayetteCemetery,oneoftheoldestcemeteriesintheregion.Thisprogramallowedmuch-neededconservationworktobecompletedinpartnershipwithSaveOurCemeteries,whichreceivedfundsfromSaveAmerica’sTreasureslastyeartoconcentrateonthecompleteconservationoftheTaylorTomb.LafayetteCemeterywasplacedonthe1996WatchandhasbeenthefocusofpreviousWMFactivity.

AttheShakerVillageinMountLebanon,NewYork,WMForganizedpartnershipswiththeNationalParkService’sHistoricAmericanLandscapeSurveyprogramthatallowedateamofstudentstodocumenttheextensiveundergroundwaterworks,anessentialpartofthehistoryofthesiteandthedevelopmentoftheShakersettlement.Alongsidethedocumentationprogram,WMForganizedapartnershipbetweenMountLebanonandBoston’scraftsmanshipeducationinstitute,theNorthBennetStreetSchool,toallowhands-ontrainingtocontinueatthesite.TheDarrowSchool,aboardingschoolthatoccupiesaportionofthehistoricMountLebanonShakersettlement,graciouslyprovidedhousingforthestudentsandfacultyparticipatingintheseprograms.

Education and TrainingTraining is an essential element of many of WMF’s activities in the field, and 2009 saw many examples of the ways in which WMF’s field projects provide avenues for collaboration and training, ranging from hands-on experience for high school students to postgraduate participation in archival research and documentation.

SeismiceventsarecommoninItaly,buttheearthquakethatstruckl’Aquila,intheAbruzzoregionsouthwestofRome,inApril2009wasespeciallyviolentand

destructive.Authoritiesreactedquicklytoprotectthecitizensandcommunitiesendangeredbythequakeanditsaftershocks,whichlastedforweeksandcontinuedtodestabilizebuildingsandimpedereconstructionefforts.WMFwasinregularcontactwiththeItalianauthoritiesregardingsafeguardingtheregion’sculturalheritageandofferedassistanceforthetimewhenattentioncouldturntosuchmatters.WMFEuropetookaleadershiproleinworkingwiththeItalianauthoritiestoidentifyaprojectthatwouldassistItalianculturalheritageeffortsinameaningfulway.TheresultwasthejointannouncementbetweenWMF,theFondazionePedscarabruzzo,andtheItaliangovernmentofapartnershiptorestoretheAbbeyofSanClementeaCasauriainPescara,animportantmedievalbuildingwithastonishinglybeautifulsculptureandarchitecturaldetails.Initialassessmentshavebeencompleted,andworkbeganinJanuary2010.

Disaster RecoveryAlthough unable to plan in advance for the damage wrought by natural or man-made disasters, WMF remains at the ready, nimbly able to provide rapid-response missions of experts, damage assessment, and assistance in conservation planning and implementation. The tools developed in crises can have broad applications in the field that go far beyond their use in a particular situation.

Africa and the middle East

The cultural legacy of Africa and the Middle East spans a range from early settlements little known beyond the scholarly world to legendary sites such

as Babylon that achieved fame in antiquity and continue to fascinate people throughout the world. Long-standing use of local materials and traditional

building techniques has sustained communities through the generations and the resulting architecture represents the continuity of cultural and

artistic practice. WMF’s work in Africa and the Middle East often focuses on significant training programs, so that local communities can continue to care for their heritage sites, develop site management capabilities, and

work effectively to protect the core values of their traditions as well as improve the physical condition of key monuments.

Bafut Palace Complex Cameroon

WMF’sprojectatBafutPalace,carriedoutincollaborationwithCRATerre,theFrenchearthen-architectureconservationgroup,wassuccessfullycompletedinJanuary2009.TheroofsofsevenofthePalace’sbuildings,locatedintheyounger

women’sresidencequarters,havebeencompletelyrestored.Localworkersproducedmorethan50,000rooftilesforuseintheproject.CraftsmenfromthecommunityweretrainedtorestoreandmaintainthePalace’straditionalroofs,walls,anddrainagesystems.Thistrainingeffortwillenablethecommunitytomaintainthenewlyrestoredbuildingsandrestoreadditionalstructuresasfundingallows.Promotionalmaterials,includingpostcardsandentrytickets,weredesignedandproducedforthesitewiththegoalofdevelopingasustainablesourceofincomefromtouristsvisitingthearea.Thisprojecthasgalvanizedthecommunity,andlocalresidentsareeagertoextendtheirworktootherareasofthePalacecomplex.Thepalacecomplexretainsitsoriginalfunctiontodayandcontinuestoplayaveryimportantreligiousandpoliticalroleforthecommunity.

Bulla Regia Tunisia

WhenWMFbeganitsworkatthisancientRomansiteinTunisiain2008,BullaRegianeededurgentinterventionstolimitdamagetoitsremains.Thesite’sconservationchal-lengesincludeseveredeteriorationoforiginalmaterialand

damagecausedbyrustandagingpreviousconservationtreatments.Theundergroundstructuresandmosaicfloorssufferfromwaterinfiltrationandpoordrainage,inadditiontostoneandmortardecay.Infiscalyear2009,theprojectteamdefinedprioritiesfortherestorationoftheHouseoftheHunt,oneoftheexcavatedfirst-centuryRomanhousesatthesite,notablefortheunusualconstructionwithonefloorcompletelyunderground.Workinthelastyearincludedsurveyinganddocumentingtheentiresite,includingtheHouseoftheHunt.TheteamreviewedexistingtechnicalstudiesonBullaRegiapublishedinthelast50to60years.TheInstitutNationalduPatri-

moinehasscannedallthesitedrawingsandplansfortheHouseoftheHuntintheirpos-sessionandgiventhemtotheconservationarchitect.Thesedocu-mentswillbeusefultoassessanysignificantchangestothecondi-tionsofthebuildinginrecentyears.

Babylon Iraq

Fiscalyear2009wasanextremelyactiveoneinIraqforWMF,withitscol-laborationwithIraq’sStateBoardofAntiquitiesandHeritage(SBAH)tocompleteasitemanagementplanfortheancientcityofBabylon.WMFhostedadelegationfromtheSBAHinNewYorkandconductedfouron-site

missions,fundedbytheU.S.DepartmentofState.Theseallowedextensivephoto-graphicdocumentationofthesite,assessmentsforpriorityconservationprojectstobeundertakeninthecomingyear,identificationofexpertswithintheSBAHtoworkonnecessarysurveyingatthesite,andthecommencementofresearchnecessaryforareastobeaddressedinthesitemanagementplan,suchastourism,interpretation,furtherarchaeologicalexploration,andsitepresentation.WMFandtheSBAHhavealsoidentifiedanumberofconservationanddocumentationareasinwhichtheIraqiswishtohaveadditionaltrainingfrominternationalexperts.WMFisworkingwiththeIraqiauthoritiestodeveloptrainingprogramsthatwillservetheneedsoftheBabylonprojectaswellasadvancethecapacityoftheIraqiprofessionalschargedwithcaringforthecountry’sculturalheritage.Theprojecthasalsoaddressedmorecommonplaceneeds,suchastheinstallationofmoreeffectivesecuritygatesinsomepartsofthesite.InpartnershipwiththeSBAH,WMFalsoworkswithothergovernmentalandnongovernmentalagenciesinIraqtofacilitateworkatthesite.

The AmericasSpanning a vast geographic region from the northern reaches of

Canada to the southernmost point in Chile, the artistic heritage of the Americas is as diverse as the terrain and climates. Prehistoric

rock art, the legacy of the colonization of the New World, industrialization, and the modern era join with the natural

wonders that delight visitors. All speak to the extraordinary cultural and natural riches throughout North and South America.

In 2009, WMF had a rich array of projects in the United States, which capitalized once again on the architectural

gems discovered through the Watch. WMF worked with a wide range of local partners who care passionately about the treasures for which they act as stewards or advocates. These

projects offered training opportunities and revealed new information regarding these sites.

Florida Southern CollegeLakeland, Florida

FloridaSouthernCollege,placedonthe2008Watch,possessesthelargestensembleofFrankLloydWrightbuildingsconstructed.Wright’sconceptfortheFloridaSouthernCollegecampusevolvedovertime;hesawthecollegeasauniquelyAmericancampusand

intendedtoupdatethecampusdesignimportedfromEnglandinthe18thand19thcenturies.Wrightmeantthiscomplexofbuildingstobereflectiveoftheirlocationandembracethenaturalbeautyandvegetationofthesite.Wright’sbuildingsarenotoriouslydifficulttomaintainandconserve,andafterthearchitect’sdeathin1959,buildingmaintenancewasnotaddressedasfullyasneeded.AfterWatchlistingin2009,WMFconvenedagroupofWrightexpertsonthesitetoassistinestablishingamethodologyforconservinganddevelopinglong-termmaintenanceplansforthemostsignificantbuildingsoncampus.AparticularfocuswasonnewtechniquestoconserveandextendthelifeofWright’sinnovativetextilebricks.ThediscussionwasmadeallthemoreinterestingbytheparticipationofEricLloydWright,FrankLloydWright’sgrandson,whohasbeenanactivecommenteronavarietyofconservationprojectsundertakenbythosetryingtounderstandhisgrandfather’sintentandworkpractices.

Dutch Reformed Church Newburgh, New York

Newburgh,NewYork,oftenmakesthenewsduetoahostofurbanwoesthathaveplaguedthecityfordecades.In2009,WorldMonumentsFundactedasacatalyst

tobringtheCityofNewburgh,HabitatforHuman-ity,theNewburghPreservationAssociation,andtheNationalParkServicetogethertocollaborateonafieldschoolthatbroughtverypositivemediacoveragetothecity.Thefieldschoolallowed12studentsfromtheNewburghFreeAcademytospendtheirsummerlearn-ingaboutthedistinguishedhistoryoftheircity,acquir-ingpreservationskills,andcompletingmuch-neededworkonanimportantA.J.Davisbuildingfromtheearly19thcenturythatsitsatopabluffoverlookingtheHudsonRiver.WorldMonumentsFundplacedNew-burgh’sDutchReformedChurchonits2006Watchtosignaltocommunityleadersthatthisbuildingwasofutmostarchitecturalandculturalsignificanceandshouldnotbelost.WMF,theStateofNewYork,andthefederalgovernmentprovidedsupporttothesiteinrecentyears,butthissummerwasaspecialopportunitytodemonstratethatconservationandeventualreuseofthisbuildingcouldbeconnectedtothecommunityinmeaningfulways.

theShakers,fewpeoplerealizehowimportanttheMountLebanonsiteis.ItwasthenervecenterofShakeractivitiesinthe19thcenturyanditscommunityleaderswerebothentrepreneurialinexpandingthereachoftheShakers’businessandenterprisinginworkingtheland-scapetomaximumeffect.WMF’spreviousworkatthesitefocusedonimprovingtheconservationstateofspecificbuildings.In2009,WMFfocusedmorebroadlyontheShakerlandscapeandinvitedtheHistoricAmericanLandscapeSurveyprogramoftheNationalParkServicetoinvestigatethelandscapeandtheundergroundwaterworks.Extensiveandtechnologicallyaccomplished,thewaterworkswerenecessaryfortheneedsofdailylifeattheShakerVillageandintegraltothe

Historic Towns of the Colca Valley Peru

IsolatedforcenturiesinaremotepartofPeru,theimpressivecolonialtownsoftheColcaValleyhavebeenredis-coveredwiththeopeningofroads

andincreasingtourismtothearea.WMFwaspleasedtoundertakeadocumentationprograminseveralofthecommunitiesthatenabledthreegraduatestudentsfromtheUniversityofPennsylvaniatoworkwiththeSpanishAgencyforInternationalDevel-opment(AECID)ontheWMF-fundedrestorationoftheCatholicchurchlocatedinthevillageofCanocota.Thestudentsaddressedissuesofconservation,mapping,architecture,andregionalplanning.BasedinthenearbytownofChivay,AECIDdirectsactivitiesthroughoutthe50-mile-longvalley,interactingwithvariousartisangroups,localandprovincialgovernments,andmembersoftheNationalInstituteofCulture,basedinLima.ThestudentsaccompaniedtheAECIDonsitevisitstoviewrestorationworkatSibayoandCanocota,learningaboutthechallengesofrehabilitatingthese16th-and17th-centurystructuressothattheymayonceagainbeeffectivelyusedbytheircongregationsandbecomepotentialvisitorattractionsintheregion.

Asia2009 marked the 20th anniversary of WMF’s engagement at Angkor.

Since launching that project in 1989, WMF has developed a wide array of activities in the region. As cultural tourism has expanded in recent

decades in Asia, our understanding of the fragility of its architecture has grown. WMF’s work in Asia acknowledges the need for advocacy efforts

such as those that successfully protected the historic port town of Tomo in Japan, the importance of finding good models that allow traditional

buildings to exist in harmony with new construction, and the complexity and urgency of documenting sites that will inevitably be lost to new

development. WMF’s field work ranges from exotically beautiful sites such as Angkor in Cambodia and the private retreat of the Emperor

Qianlong in Beijing’s Forbidden City to historic cities in India that are struggling to preserve their architectural integrity.

Angkor Archaeological ParkCambodia

In2009,WMFcelebratedseveralmilestonesatAngkor.WMF’searliestprojectinAsiawasthedocumentationandconservationofthePreahKhanTempleComplex.Duringthecourseofworkingatthesite,anequipmentshedbecameaninformalvisitorcenter,andeventuallyitbecamearegularfeatureofthesite.In2009,incollaborationwithAPSARA

Authority,WMFopenedarefreshedvisionofthevisitorshed.Thestructuresitsexactlyinthefootprintoftheoriginalbuildingandusestraditionalmaterialsandbuildingtechniques.TheimprovedvisitorcenterprovidestravelerswithusefulinformationtoorientthemselvestothesiteandtolearnaboutboththecompletedandongoingconservationeffortsatPreahKhan.

Alsoin2009,theWMFteampassedthehalfwaymarkinitseffortstoconservetheroofofthegallerythathousesthefamousbas-reliefdepictingtheChurningoftheSeaofMilk,theHindumythofcreation,atAngkorWat.WMF’sworkhasprovidedextensivetrainingopportunitiesforKhmerworkersinstoneconservation,documentation,andengineering.WMFhasworkedcloselywiththeGermanAPSARAConservationProjectsothattheroofworkiswellcoordinatedwiththeotherconservationeffortsinthegallery.WMFhasalsoensuredthatthepublichasaccesstoAngkorWatbybuildingalternateaccesswalkwaysandprovidingfull-scaleimagesofthesectionsofthebas-reliefthataretemporarilyinaccessibleastheroofconservationworkisconducted.

AtPhnomBakheng,WMFhasbeguntheinvestigativeprocessandisworkingcloselywithAPSARAprofessionalswhoareundertakingarchaeologicalresearchatthesite.Muchwillbelearnedabouttheconstructionofthetempleandchangestothetopographyofthesiteovertime.Repairswillensurethatwaterdamageandotherproblemsatthesiteareminimizedoreliminatedinthefuture.WMFisalsoworkingwithAPSARAtodetermineresponsibletourismsolutionssothat,oncetheconservationworkiscompleted,allcanenjoythetempletodayandinthefuture.

EuropeEurope is at the heart of WMF’s program and continues to be the area of its widest

and largest activity. Long-term projects, such as those at Stowe House in the United Kingdom, St. Trophime in France, Diocletian’s Palace in Croatia, and the Summer

Palace in the Czech Republic, provide opportunities to conduct research and develop preservation methodologies that will set a standard for the entire field. WMF

Europe’s ongoing focus on fine interiors continues to reveal and bring into public use extraordinary spaces that have been neglected or inaccessible for many years. The Jewish

Heritage program enhances the ability of many Jewish communities, particularly in Eastern and Central Europe, to protect and sustain properties that have been returned

to communal ownership and need strategies for reuse. Europe presents a rich array of opportunities for WMF to deepen its partnerships with the local private sector, regional

and national cultural institutions, and government agencies.

TheChurchofSt.TrophimeinArlesisoneofthemoststudiedRomanesquestructures,yetmanymysteriesremainaboutthe12th-centurycomplexanditssculpturalcampaign.Inpreparationfora

majorconservationprogramtorestorethecloisterofthechurch,WMFhassupportedandparticipatedinanumberofon-sitemeetingstoanalyzethecolumnsandcapitalsthatformthecloisteranddeterminethebestmethodsforclean-ing,repairing,andmaintainingthestructure.Anextensivearchaeologicalresearchperiodwascarriedoutintheclois-terattheoutsetofWMF’sengagementintheconservationprogram.Testswereconductedtodetermineifthesculp-tureofthecolumncapitalscanbecleanedusingultravioletorinfraredlasersoracombinationofbothtechniques.Whilelasercleaningisusedwithincreasingfrequencyinthefield,thechallengesatSt.Trophimerequireextensiveanalysisasthestonesarenotuniformincomposition.Furthercomplicatingtheconditionsassessmentistheneedtostudytheeffectsofavarietyoftreatmentsappliedtothesculptureoverthelastcentury.WMFalsopartneredwithCyArktocreatelaserscansofthecloistertopresenttheconservationprogramthroughweb-based3-Dmodelsincombinationwithdrawings,high-resolutionphotography,andnarrativedescriptionsoftreatmentsemployed.

inthetownofMoulins,whereshecommissionedamagnificenttombinherhusband’smemory.AfterWMF’ssuccessfulrestorationoftheremarkableRémyVuibertceiling,whichwascompletedin2008,inJanuary2009,thewrought-irongrillethatonceclosedoffthenuns’choirfromthechurchwasreinstalled.InMarch2009,acolloquiumwasorganizedbyWMFinconjunctionwiththeSorbonneUniversityontherestorationofthenuns’choirandtheimportanceofthisremarkablesite.

In2009,WMFenteredintothelastphaseofworkplannedasapartnershipbetweentheCzechgovernmentandWMFattheSummerPalaceinPrague.LocatedintheRoyalGardenofPragueCastle,theSummerPalaceisoneoftheearliestexamplesof

ItalianRenaissancearchitecturenorthoftheAlps.TheSummerPalacewasdesignedbytheItalianarchitectandstonemasonPaolodellaStella,andconstructionbeganin1537.TheinterioroftheSummerPalaceil-lustratesthestronginfluenceofthefrescoesandornamentationofthePalazzoDucaleandPalazzodelTeinMantua,whichresultedfromtherichcollectionofdrawingsRenaissanceartistJacopoStradabroughttotheEmperor’sCourtinPrague.Between2004and2007,apilotprojectfundedbyWMFpartiallyrestoredthenorthfaçade.Researchunder-takeninthepilotwillguidethecompletionofaconservationplanfortheentirestructure.

In2009,activitiesatStowefocusedondevelopingcomprehensiveplansforinitiatingtheconservationprogramanddeterminingthearchivalresearchneededtobestunderstandthehistoryofthedecorativeplan.Attentionwasalsogiventotheuseofthebuildingforinterpretationandpresentationofthesitetovisitors.

StoweHousewasbuiltoveracentury,from1680to1780,andrepresentsthefinestcraftsmanshipofthatperiod—theheydayofneoclassicalstyleinBritain.Stowe’shistoryalsorevolvesaroundtheTemplefamily’srisetogreatwealthandprestigeandtheirsubsequentdemise.Stowetwiceevadeddemolition,in1848andin1922,whenitwasrescuedfromauctionthroughitsnewuseasStoweSchool,whichcontinuestoday.WMF’sengagementwithStowebeganin2002,whenthepropertywasplacedontheWorldMonumentsWatch.Sincethattime,WMFcompletedtheconservationoftheMarbleSaloon,theextraordinarycentralroomthatservesasanentrytothebuildingandinspiresaweinallvisitors.Furtherissueshavearisenregardingtheneedtoconserveandimprovethegeneralconditionsoftheexteriorofthebuilding.Moreimportantly,ithasalsobeenrecognizedthatacomprehensiveplanshouldbeundertakenfortheconservationandpublicinterpretationofthegrandroomsthatreflecttheevolutionofthebuilding.Theplan,whichwillbeorchestratedbyWMFBritaininpartnershipwiththeStoweHousePreservationTrustandtheBritishNationalTrust,willrespectthegreatarchitectsanddesignerscommissionedtoexecutethevisionforStowe,andwillbringtolifethedynamicenterpriseatStowethatwastrulyamarriageofinterior,exterior,andsurroundinglandscapeshowcasingthetalentsofbothpatronsandartists,whogreatlyshapedtasteforgenerationstocome.

Japanese Convents ExhibitionIn May 2009, an exhibition of objects from Japan’s Imperial Buddhist Convents in Nara and Kyoto opened at the University Art Museum of the Tokyo University of the Arts. Stowe House IC TripWMF’s International Council took a trip to Stowe House, the Palladian mansion where

WMF is spearheading a multimillion-dollar restoration campaign.

Florida Southern RoundtableIn April 2009, WMF convened a group of international experts at Florida Southern College to discuss the conservation of Frank Lloyd Wright’s ensemble of buildings on the campus. Preah Khan Visitor Center opens

Following an extensive renovation, WMF’s Preah Khan Visitor Center at Angkor, Cambodia, reopened in

Spendingonsupportservicesremainedlow:in2009,only8percentoftotalexpenditureswasspentonmanagementandgeneraladministration,andjust9.5percentonfundraisingnecessarytogeneratebothcurrentincomeandsupportforfutureyears.

Supportfromcontributionstotaled$16.2million,representing97percentoftotalsupportandrevenue.ThecontinuedgenerosityoftheRobertW.WilsonChallengetoConserveOurHeritageprovidesavehicletoattractnewgiftsandgrantsforinternationalconservationprojects.Overthelasttenyearsofsignificantgrowth,contributionshaveincreasedfrom$6.2millionin1999to$16.2millionin2009,anincreaseof161percent.

Infiscalyear2009,totalsupportforWMF’sfieldworkwas$33.9million,with$16.2millioncomingfromWMFdonors,$11.1millioninmatchingfundsbyoutsidecontractualpartners,andanadditional$6.6millionleveragedfromothersources.EachdollargiventoWMFwasmatchedaboutonetoone(each$1WMFgiftwasmatchedwith$1.09)infundingfromothersources.
