as A basic guideline of Chile’s Highway Department is “Priority for Maintenance of existing highways before building new roads.”

3. Maintenance Policies

Maintenance of the highway network must consider the following priority order:

1º Paved Highway Network 2º Unpaved Basic Network 3º Primary Local Network 4º Secondary Local Network

Generate the best possible capacity for management and control of the highway network in the regional and provincial spheres.

Use the Technical Specifications in the Highway Manual,

Volume 7, “Highway Maintenance” in all bidding for maintenance

works.

3. Maintenance Policies

as In all maintenance activities, consider aspects of highway safety, informative signage, the environment, and citizen participation as appropriate.

Planning for maintenance of the highway network should utililze:

The SAM methodology for routine maintenance.

Models of the HDM type for periodic maintenance.

Models of prioritization of works. Inventory of Highway Maintenance.

Basic roads: for the gravel and dirt network, solutions of “Basic Roads” should be attempted where possible.

Maintenance is done with machinery, equipment, and personnel ofthe Regional Directorates and their Provincial Offices.

Routine maintenance:

• Grading.

• Asphalt patches.

• Cleaning of shoulders, culverts, andsignage.

• Pavement marking.

Periodic maintenance:

• Regraveling.

• Basic Roads.

asWe should note the activities for service in emergencies and borderpasses (winter), where there is specialized equipment such assnowplows, blowers, salt trucks, salt spreaders, etc.

asThe Regional Highway Directorates use contracts with a company forcarrying out specific maintenance operations on a road or sections ofroads.

Characteristics:

•Specify operations to be done and amountsassociated with each one.

•Duration of six to nine months.

•Governed administratively by the R.C.O.P.

•Principally periodic maintenance, sealingand coating.

•Reconstruction of small bridges.

Cover maintenance of part of the highway infrastructure under theheading of global maintenance at unit prices and the rest underservice levels with lump sum.
