Background
The Department of Land Resources in the Ministry of Rural Development (DoLR, MoRD) and The Deutsche Gesellschaft fur Internationale Zussameinarbeit are jointly implementing the “Land Use Planning and Management” project in the framework of the Indo-German Technical Cooperation with an objective to apply instruments of integrated spatial and land use planning in Indian states. ‘Land’ is a “State subject”, as stated in The Constitution of India. Thus the project mainly focuses on outputs that caters to state, and envisions to provide platform for facilitation of the state works at national level for matters that are important to link to national level. GIZ jointly with national partner DoLR, MoRD have selected two pilot states Odisha and Tamil Nadu through a selection procedure. For planning of project in each pilot state GIZ had organised a kick off project planning workshop with the State of Tamil Nadu and national partner DoLR, MoRD in Auroville, Pondicherry during 25th October to 28th October, 2016.

The objective of this workshop was to assess the existing Land Use Planning and Management System in the State of Tamil Nadu and also understand the national interventions in the current land use planning practices and evolve and finalize project plan, processes, expected results and the Human Capacity
Development (HCD) requirements for applying instruments of integrated spatial and land use planning.
Programme of the Workshop
Day 1: Setting the Context; land use planning practices at state, national and international level. Day 2: Identification of tentative demonstration areas, key processes and results of project Day 3: Identification of key work packages and broad Plan of Operations/Work Plan Day 4: Presentation of Workshop outcomes before Secretary, Housing and Urban Development, Tamil Nadu The Detail Agenda is given at Annexure I.
Participation in the Workshop The workshop was participated by officials from national Partner institution DoLR, MoRD, GoI; and from Chennai Metropolitan Development Authority, State Planning Commission within State Planning Department, and Department of Town and Country Planning in Tamil Nadu, national spatial planning expert, GIZ experts. Participants list is given at Annexure II
Day - 1: Setting the Context The participants were welcome by Mr. Georg Jahnsen, Director, Land Use Planning and Management Project, Sustainable Urban and Industrial Development, GIZ. He briefed the agenda for the 4 day workshop. This was followed by a round of self-introduction by the participants. The moderator, Mr. Shailendra Dwivedi, Sr. Advisor, Quality Assurance Cell, GIZ, further set the context for sharing of current practices in land use planning which was covered in the following technical presentations. Mr. Sugato Dutt from State Planning Commission, presented broadly the geo-physical and human landscape of Tamil Nadu and the State Development Vision. He highlighted issues of drastic change in land use from agriculture to non-agricultural use, reducing water resource in the state. He also demonstrated the spatial planning challenges vis-s-vis the accelerated, innovative and inclusive growth targeted in the Development vision of the State. His presentation aptly captured the essence of current trends in planning, development targets, baseline statistics and realities and shifts in land use. He also presented the 2 diverse cases of Kanchipuram and Tirunelveli, where the former has a market driven rapid transition of land use from agriculture to non-agriculture and the latter has stagnated land markets with large land owners. Mr. M. Sekaran from the Directorate of Town and Country Planning presented the process involved in plan preparation. He demonstrated the Plan hierarchy and defined the various types of Plans in the hierarchy. He also elaborated the process of Master Plan preparation including matters of constitution of Authority for Master Plan, the contents of a Master Plan, the process of consent on Master Plan, process after consent, and approval process. He also touched upon the currently used modern techniques of preparation of Master Plan and Regional Plan. Dr. S.K. Kulshreshtha, presented the intervention of national government in land use planning process. He highlighted the provisions in the Constitution of India stating the powers of State and Union in the 7th schedule
and the provisions of the 74th Constitutional Amendment validating the role of central government in making policies, programmes, guidelines and model acts. He also featured the current programmes, laws, policies, notifications and guidelines of different Union Ministries that impact the land use planning. Ms Elke Matthaei, Advisor, Rural Development and Infrastructure, GIZ, Germany, presented international cases on land conflicts as a result of incompatible uses, current trend in the land sector, environmental impacts due to improper land use planning and requirement of good land governance. She emphasised the need for new understanding of the complexity of land matters. She focussed on the underlying urban prosperity brought about in different continents in the world by efficient urban planning and management. She also referred to The New Urban Agenda and Land Use Planning of Habitat III and highlighted that readdressing the way cities and human settlements are planned can make a contribution to sustainable development, improve human health and well-being, as well as foster resilience and protect the environment. The principles of spatial planning involving various institutional coordination and stakeholders was explained and examples from Germany was cited where several land use planning conflicts in various processes were solved by the land use planning instruments and tools. The session closed with group discussion on specific issues in the state that should be focussed in the project. The day concluded with Auroville site excursion.

Day - 2: Project Management The participants were welcome by Mr. Shailendra Dwivedi and he summarised points from presentations and discussions in Day 1. The session further moved to explanation of the project offer on “Land Use Planning and Management” by Mr. Georg Jahnsen.
The four project outputs discussed are as stated below:
Output A: Land use policies (guidelines and principles). The states developed guidelines and principles of integrated spatial and land use planning that include aspects of sustainable development, the protection of ecosystem services and resource-efficient land use.
Output B: Planning Instruments: Technical and methodological as well as administrative and procedural planning instruments that are in line with the implementation of the guidelines and principles of integrated spatial and land use planning, are tested.
Output C: Human Capacity Development (HCD) Education and training programmes (different forms of learnings) for integrated spatial and land use planning that focus on sustainability management, regional planning, environmental planning, resource management and procedures for participation are acknowledged. Output D: Organisational and institutional development Concepts of integrated spatial planning and land use planning institutes pertaining to strengthening professionalism, enhancing advisory and enforcement capacities as well as to political/social awareness generation are discussed in the public (expert meets). The project planning measures were further discussed with the participants from the State. This was followed by a group work (2 groups) on the following topics: Feasible and non-feasible reasons affecting the success of the projects. The list of reasons for which Integrated Land Use Planning and Management will be successful are as mentioned below:
Political will exist for replicating unified agencies
State Vision document 2023 summarises overall state development vision
Willingness to avoid conflict among users
Willingness to protect environment and eco sensitive zones
Inevitable allocation of resources
Importance given to issues of water scarcity
Chief Minister’s dream about improvement of villages. It is reflected integration of cities with rural areas in master plans

The Presentation focussed on the deliberation of the Project outputs and indicators/ success factors to measure the achievement of each output. The core, steering and support processes to arrive at four outputs of the project were also discussed, followed by discussion on expected Results/ Results model.

The next group exercise was conducted to work on “Criteria for Pilot Area Selection” and “Potential Demonstration Areas for Integrated Spatial and Land Use Planning”. The participants from the different state departments of Tamil Nadu was divided into two different groups for working on the above mentioned topics. The outcomes of the two group works are as shown below:

The criteria for selection of the pilot areas has been listed as mentioned below:
1. Area of national strategic importance 2. Political acceptance/ less sensitive areas 3. Priority of State to promote certain local potential 4. Demographic trends, urbanisation levels, literacy levels

Areas selected for tentative demonstration of integrated spatial and land use planning is
1. Madurai-Thoothukudi Industrial Corridor (MTIC) 2. Erode-Salem-Namakkal region 3. Chennai Metropolitan region 4. Coimbatore Thirupur Nilgiris region
Reasons for tentative selection of the above mentioned demonstration areas are as mentioned below: MTIC/ MTIC Region: MTIC is a priority with respect to the Tamil Nadu State vision 2023 as well as for the Central Government. It is an upcoming industrial corridor proposal which will have spill over effects and will have lot of potential to integrate ecological, and economic activities, ancillary activities and land uses and support infrastructure. It has the potential of planning a region with integrative spatial planning approach Chennai Metropolitan region: The urban development of Chennai Metropolitan area has a spill over effect on the surrounding districts and hence this region with a cluster of districts was also suggested as one of the demonstration areas. Statutory plan viz., Master plan (Land use plan) is available for the Chennai metropolitan area (CMA) comprising of entire Chennai district, part of Kanchipuram and part of Tiruvallur. No statutory plan available for the remaining part of Kanchipuram and Tiruvallur. There was a preference to develop a Regional plan for the entire area of 3 districts like NCR of Delhi in the first priority, since rapid development witnessed in the peri-urban area just outside CMA boundary is not regulated properly and even within the CMA boundary, inadequacy of provisions in the present Master Plan of CMA is also felt need to be addressed in the proposed Regional Plan. If this regional area is chosen, then Master Plan (Statutory Plan) may also be prepared for the local planning area inset of the Regional area which may be either the entire taluk of Chengalpattu or entire taluk of Tiruvallur. Coimbatore-Tirupur-Nilgiris region: A lot if industries in Tirupur, Coimbatore has growing urbanisation, and Nilgiris includes the Ghat regions. However, it was pointed out that the Ghat section also included the Eco sensitive zone. Erode-Salem-Namakkal region: This is a region which has future growth potential and this is a region for which Master Plan proposal is sanctioned. Since, this corridor development is the prime focus of the State involving plans prepared by other related departments as well.

The next session focussed on presenting the Results model (network of results leading to project objective) prepared by the GIZ project team and discussing it further with the participants followed by group discussion on creating stakeholders map for preparation of 2 pilot studies, one on regional plan and the other on master plan. Mr. Shailendra explained to the participants, the GIZ tool of stakeholders map and stakeholder relationship, and instructed to list all the possible stakeholders in 3 categories namely; government/ public, private, civil society. He also mentioned, the stakeholders which are most important should be placed closest to the bottom corner of the segment drawn on board. The outcome of the two group works have been captured in the photographs presented below. The stakeholder map has been documented in the figure in Annexure III. The group work on mapping the stakeholders was followed by presentation from German expert on Human Capacity Development principles.

Day - 4: Briefing Session On the 4th day, the tentative selection of pilot areas in Tamil Nadu along with its selection criteria, the Human Capacity development requirements and the work packages was summarised and presented before Secretary, Housing and Urban Development, Tamil Nadu. Discussion on selection of demonstration area was put up before Secretary, Housing and Urban Development to select 2 areas for demonstration of integrated spatial and land use planning examples at 2 scales regional/ district plans and master plans following group works conducted in the prior days of the workshop. He added his preference for Chennai Metropolitan region as the first order followed by Madurai Thoothukudi Corridor region as the second. He expressed that the selection of region may be guided by factor of medium complicacy keeping in mind the timeline of the project and at the same time should address certain level of complicated issues to demonstrate a good practice and replicable example.
