Workshop Meeting Minutes– Media Center 6:00 p.m.
Tuesday, June 14, 2016
Mr. Kramer called the meeting to order at 6:00pm.
The Pledge of Allegiance was led by Mr. Kramer.
"In accordance with the provisions of the Open Public Meetings Act, the West Long Branch Board
of Education has issued notice of this meeting to be publicized by having the date, time and location
of the meeting posted at Betty McElmon Elementary, Frank Antonides School and the West Long
Branch Public Library and mailed to the Asbury Park Press and The Link, which have been
designated as the Board's official newspapers. Notice was also filed with the Borough Clerk and
sent to those persons requesting that such notice be mailed to them."

STATEMENT TO THE PUBLIC
Often times it may appear to members of our audience that the Board of Education takes action
with very little comment and in many cases a unanimous vote. Before a matter is placed on the
agenda at a public meeting, the administration has thoroughly reviewed the matter with the
Superintendent of Schools. If the Superintendent of Schools is satisfied that the matter is ready to
be presented to the Board of Education, only then, is it placed on the agenda for action at a public
meeting. In rare instances, matters are presented to the Board of Education for discussion at the
same meeting that final action may be taken.

4338146477 to attend ESY Social Skills program as per IEP at Speech Start, Hazlet
effective July 5, 2016 thru August 25, 2016 (2.5 hours per day, 4 days per week) not to
exceed $3700. Transportation will be provided by _______________ at a TBD rate.
12. Recommend to approve, upon the recommendation of the Superintendent, Home Instruction
for Student ID #1198478837 as per physician, for a maximum of ten (10) hours per week,
by Mrs. Megan Heslin effective June 6, 2016 until June 23, 2016 at the approved rate of
$46.00 per hour.
Discussion: Mrs. Cistaro inquired about the possibility of a program that would enable out of
district placements to be kept in district. Mr. Farrell said it is something we look at every
year and will continue to do so.

The West Long Branch Board of Education by means of a Consent Resolution accept
various resolutions of a routine and non-controversial nature at one time; and
Whereas, the below listed resolutions are hereby accepted by the said Board of Education in
whole as if the same were individually acted upon.
1. BE IT RESOLVED, that the financial reports of the Secretary to the Board of Education
and the Report of the Treasurer of School Monies dated June 2, 2016 which are in
agreement, be accepted and submitted and attached to and made part of the minutes of this
meeting, and
BE IT FURTHER RESOLVED, that the bills list for the month of June in the amount of
$__________ be approved, and
BE IT FURTHER RESOLVED, that pursuant to NJAC 6A:23A-16.10(c)4 that after a
review of the secretary’s monthly financial report and upon consultation with the
appropriate district officials, to the best of our knowledge, no major account or fund has
been over expended and that sufficient funds are available to meet the District’s financial
obligations for the remainder of the fiscal year.

3. Recommend to accept, upon the recommendation of the Superintendent, a monetary
contribution from the WLB Foundation in the amount of $10,904.54 for Teacher Grants.
4. Recommend to approve, upon the recommendation of the Superintendent, the fees for
school neurological evaluations during the 2016-2017 school year by Neurology Specialists
of Monmouth County of $390.00.
5. Recommend to approve, upon the recommendation of the Superintendent, the agreement
between the West Long Branch Board of Education and Realtime Information Technology
for the 2016-2017 school year at a cost of $12,030.30.
6. WHEREAS, on July 1, 2016, the West Long Branch Board of Education will enter into a

Management Contract with Sodexo Management, Inc., whereby Sodexo manages and
operates the District’s Food Service Operation;
WHEREAS, the parties now desire to execute the aforesaid Contract for one year as
follows:
General Support Services Allowance - District shall pay Sodexo a General Support
Services Allowance equal to $6,565.00 for the 2016-2017 contract year.
Management Fee - District shall pay Sodexo a Management Fee in an amount equal to
$8,585.00 for the 2016-2017 contract year.
Profit - Sodexo guarantees the District will breakeven during for the 2016-2017 contract
year.
7. Recommend to accept, upon the recommendation of the Superintendent, a monetary
contribution from Mr. Fred C. Weinmann in the amount of $500.00 for the Peter G.
Weinmann Scholarship Fund.

The West Long Branch Board of Education by means of a Consent Resolution accept various

contract.
3. Recommend to approve, upon the recommendation of the Superintendent, the employment

year at the rate of $5,000.00.
4. Recommend to approve, upon the recommendation of the Superintendent, the employment

8. Recommend to approve, upon the recommendation of the Superintendent, the employment
of Colleen Wallace, as 8th Grade Science Teacher, from September 1, 2016 through June 30,
2017 at the salary of $52,500.00 – MA Step A. Ms. Wallace possesses a Standard Certificate
of Elementary School with Subject Matter Specialization: Science in Grades 5-8 & a
Standard Certificate of Elementary School Teacher in Grades K-5.
9. Recommend to approve, upon the recommendation the Superintendent, the tuition
reimbursement of $1,914.00 for Courtney Hubert for the completion of a college course, per
contract.

as a volunteer coach for the 2016 Boys’ school soccer team.

2016 through September 6, 2016 in accordance with Article XVIII, Paragraphs A and C, of
the collective negotiations agreement between the Board and the West Long Branch
Education Association.
Discussion:
Mrs. Cavanaugh and Mrs. Arvanitis inquired about having more sports oriented
clubs/intramurals for 5th grade students. Mr. Farrell directed Dr. Fiorillo to survey the 5th
graders in the beginning of the school year to find out what the interest would be.
Mr. Kramer mentioned that a volunteer assistant baseball coach may be necessary for next
year.
Mr. Farrell discussed the process in which hiring recommendations are made. Mr. Kramer
recommended continuing the discussion in executive session. Mr. Farrell stepped out of the
meeting at 6:37pm.

EXECUTIVE SESSION In compliance with the “Sunshine Law” N.J.S.A. 10:4-6, et seq., the Board of Education must go
into closed session in order to discuss subjects exempted from the public portion of our meeting.

DISCUSSION ITEMS:

-Field Trips
8th grade trip to Washington, DC is being considered for next year
3rd grade did not have a trip due to information not being submitted in a timely
manner
All grades in FAS had 1 trip with the 6th grade having 2 -FAS End of Year Awards Ceremony
Members of the Board were concerned with the elimination of the yearly awards
ceremony. Mr. Farrell and Dr. Fiorillo will work on adjusting the ceremony and
reinstating it for next school year. -Summer Board Meetings

summer
Shore Regional will house the Business Office employees, Dr. Fiorillo and Mrs.
DiStefano, Child Study team staff and Mrs. Ferraro.

EXECUTIVE SESSION In compliance with the “Sunshine Law” N.J.S.A. 10:4-6, et seq., the Board of Education must go
into closed session in order to discuss subjects exempted from the public portion of our meeting.
The discussion to be held in closed session will be about: Chief School Administrator Evaluation

call vote of 8/0 at 7:28
