Introduction
Effective management of occupational health and safety requires the systematic identification,assessment and control of risks associated with workplace hazards. This report aims to provide anoverview of Victorias work-related fatalities, injury and disease.
The WorkCover (WorkCare) scheme was introduced in September 1985, and provides compensationto all employees of registered employers for injuries sustained in the course of their work.
When a claim is made, details are coded which specify the mechanism of injury, the nature ofaffliction, affected body location, agency of injury and age at time of injury.
Criteria
The Statistical Summary contains data about claims lodged between 1st September 1985 and 30 June2009. The data has been extracted on 31 August 2009 to allow for late reporting of claims.
To ensure consistency, the data is based on standardised claims reported to WorkCover. These
exclude:
Journey to and from work claims (now the responsibility of the TAC)
Non-fatal claims with up to 10 days compensation and payments below the medical and likethreshold ($564 in 2008/09).
The effect of the definition is to exclude claims that would not be compensable under the currentlegislation, permitting a rational comparison of historical years. All claims have been adjusted to thisbasis. Please note that reported claims may vary for retrospective financial years due to additionalinformation becoming available.
The majority of the tables in the Statistical Summary are based on report year, which refers to the yearthat the injury was reported to WorkCover. Care should be taken in the analysis of this data, as claimscontinue to be reported from injuries sustained in all years of WorkCover. A table by injury year andreport year is also provided.
Not all injuries relating to Victorian workers are included. In particular, injuries arising from self-employed workers, self-insurer employers (which comprise approx 10% of workforce) and employeesof the Australian Government (covered by ComCare) are not included. All registered self-insurers at30 June 2009 have had all prior claim details excluded from this report.
In July 1998 and July 2000 new classification codes were introduced to determine mechanism ofinjury and nature of affliction codes. In July 2002, a new classification system was introduced todetermine the nature of affliction codes. Since these changes, the trend in claim numbers for variousclassifications has changed. Care should be taken when making comparisons of earlier years, to whenthese changes have occurred.
Claim Payments Background
Claim Payment amounts provided in this report are based on payment year, or the date in which thepayment occurred, irrespective of when the claim was reported. Any registered self-insurers at 30 June2009 have not been included in any claim payment totals.

Nature of Affliction
The table below shows claims reported for report year by nature of affliction. The nature of afflictionis intended to identify the type of hurt or harm incurred by the worker. All claim numbers are based onstandardised claims (see criteria). Care should be taken when comparing claim numbers from year toyear, as prior year numbers will have more development than the latest year. In July 1998, April 2002and July 2002 new classification codes were introduced to determine nature of affliction. Since thesechanges, the trend in claim numbers has changed. Care should be taken when comparing claimnumbers with the most recent year, as they have not had the same development time as earlier years.

Occupation Groups
The table below shows claims reported for report year by occupation codes or groups. The occupationcode is intended to identify the workers employed role at time of injury.
