REPORT SUMMARY The purpose of this report is to highlight the projects completed for 2012/13 and with ongoing issues detailed by exception. This report covers capital and non-capital projects in the Operational Plan 2012/13 allocated and delivered by the Project Development Unit, Public Works. Progress of approved carry over projects from 2011/12 and new projects approved during 2012/13 are listed on the Gantt Chart (ATTACHED) for information. 3 PARRAMATTA RIVER ESTUARY COASTAL ZONE MANAGEMENT PLAN 2013

REPORT SUMMARY
The Parramatta River Estuary Coastal Zone Management Plan 2013 (PRCZMP 2013) is submitted for Council adoption. This Plan is circulated (UNDER SEPARATE COVER) and the executive summary together with Study Area Map and the action plan relating specifically to the Ryde LGA are (ATTACHED) to this report.
The Draft Plan was exhibited from 19 February 2013 to 29 March 2013 among a suite of other stakeholder and community consultation methods and a Consultation Summary is also (ATTACHED) to this report.
This Plan relates to the whole of the Parramatta River estuary and a series of management aims and objectives to address the top 10 management issues to improve the water quality and aquatic health of the entire river system have been developed together with an implementation strategy to address these aims and objectives. These consist of 67 prioritised actions and a further 16 management actions for the whole of the estuary to be completed over a 10 year horizon. The total estimated capital cost of implementing the Plan across the whole of the estuary across all stakeholders is $19.4 million, with annual recurrent costs (assuming a 10 year period of implementation) of $1.6 million. Five of the prioritised capital work actions identified in the Ryde LGA including installation of bio-retention systems, erosion control measures, stormwater quality improvement devices and the upgrade or repair of defective seawalls will have an estimated capital cost of $1.3 million with an annual recurrent cost of $15k. Councils across the estuary spend a significant amount of money each year on stormwater quality and catchment improvement works and this plan will help guide the priority of stormwater quality improvements measures and catchment works in a much more catchment based strategic manner. The Plan will also enable access to greater grant funding opportunities to help fund key strategic catchment works along the estuary. It is important to note that the actions in this Plan are not financially binding on Council and will always be subject to the priorities, funding and resources of Council under its normal 4 year service delivery planning and budgetary processes.

The staged implementation of actions identified within the Ryde LGA will be considered in future Delivery Pans of Council subject to the priorities, funding and resources of Council under its normal 4 year service delivery planning and budgetary processes.
RECOMMENDATION: (a) That Council adopts the Parramatta River Coastal Zone Management Plan
2013 as a guide to future prioritisation of capital works relating to catchment management for improving the water quality and aquatic health of the Parramatta River Estuary.
(b) That resourcing of those actions referred to in the Parramatta River Coastal
Zone Management Plan 2013 that relate to the Ryde LGA be considered through future Delivery Plans of Council.

Discussion The Draft Parramatta River Coastal Zone Management Plan 2013 was prepared by consultants Cardno (NSW/ACT) Pty Ltd for the Parramatta City Council and the Office of Environment and Heritage on behalf of the Parramatta River Estuary Management Committee and the Parramatta River Catchment Group, of which the City of Ryde is a member of both. This Plan relates to the whole of the Parramatta River estuary extending from the tidal limit at the Charles street weir at Parramatta, to Balmain in the east, to Clarkes Point, Woolwich, in the south and Yurulbin Point Birchgrove, in the north. The Study Map is attached to this report. The top 10 management issues that informed the development of this Plan were:
1. Increased pressure is being put on the estuary due to large foreshore developments and land use changes as industrial areas are re-developed;
2. Water and sediment quality within the estuary is generally poor; 3. Much higher sediment loads are entering the estuary than in pre-European
times; 4. There have been historic and ongoing declines in ecological values due to a
range of threatening processes; 5. Erosion is impacting on bank stability and estuarine and riparian vegetation in
a number of locations; 6. Seawalls line a substantial proportion of the Parramatta River estuary and
have led to a significant loss of foreshore habitat. Much of this infrastructure is dated and the need for maintenance and repair is likely to further increase with expected sea level rise;
7. Accessibility of the foreshore, as well as the availability and suitability of recreational facilities is not consistent across the estuary, particularly in the context of residential development of former industrial sites along the foreshore;
8. There is currently no baseline information on estuary health, or any coordinated monitoring programs within the Parramatta River estuary;
9. There is a need for improved education of the community and other stakeholders in relation to estuary processes and their linkages to catchment processes. There is also a need to improve communication and reporting on estuary management initiatives; and
10. The Parramatta River estuary foreshore is subject to coastal hazards such as storm surge that will increase with climate change and have the potential to negatively impact on public and private assets.

A series of management aims and objectives to improve the water quality and aquatic health of the river system have been developed together with an implementation strategy to address these issues. These consist of 67 prioritised actions across the whole of the estuary to be completed over a 10 year horizon. A further 16 management actions were identified as generic actions of significant benefit or high priority that may be implemented by any council or authority in the event the necessary resourcing becomes available. A comprehensive stakeholder and community consultation process was undertaken using a range of methods including establishing a project email and website address (23 Feb 2011), a media release announcing the commencement of the project (Feb 2011), 2 Community Information Sessions (21 July 2011 and 12 March 2013), a Community Survey made available on the internet and also handed to RiverCat passengers (29 June to 26 August 2011 and a formal public exhibition conducted from 19 February to 29 March 2013. See Consultation Summary attached. The total estimated capital cost of implementing the Plan across the whole of the estuary by all stakeholders is $19.4 million, with annual recurrent costs (assuming a 10 year period of implementation) of $1.6 million. Five of the prioritised actions have been identified for the Ryde LGA and these include installation of bio-retention systems, erosion control measures, stormwater quality improvement devices and the upgrade or repair of defective seawalls. These actions in the Ryde LGA will have an estimated capital cost of $1.3 million with an annual recurrent cost of $15k. See action plan relating to the Ryde LGA attached. It is important to note that the actions in this Plan are not financially binding on Council and will always be subject to the priorities, funding and resources of Council under its normal 4 year service delivery planning and budgetary processes. The Plan does, however, provide the opportunity to deliver more strategic cost effective catchment based outcomes and the ability to qualify for substantial grant funding to carry out catchment improvement works. Overall, the Plan represents a comprehensive document that provides for the coordination of management initiatives by the relevant catchment management groups and a flexible approach that each Council can adapt to. Successful implementation will, however, require the continued cooperation of the many stakeholders under the guidance of the Parramatta River Estuary Management Committee and the Parramatta River Catchment Group.

Financial Implications The development of this Plan was a shared cost across the 8 catchment Councils and was part funded by the Office of Environment and Heritage Office under an Estuary Management Grant. The City of Ryde contributed $10k to the development of the Plan and this was funded from the approved Operational Budget for 2012/13. Adoption of the recommendation will provide a roadmap for possible future projects to be prioritised and developed under the Councils Four Year Delivery Plan. Adoption of the Plan in itself will have no financial impact until works are funded in the Council’s normal budgeting processes. Consultation with relevant external bodies

That Council not adopt the Parramatta River Coastal Zone Management Plan 2013. There is a risk that if the Plan is not adopted, catchment stakeholders and members of the community will feel that the particular issues they have addressed have been ignored and that catchment management works may continue to take place out of strategic steps with other stakeholders who will be coordinating activities. In addition, there would be lost opportunity in being able to qualify for substantial local and regional catchment improvements grants to improve the river system and local waterways.
