INTRODUCTION
ARE THERE TOOLS TO PREVENT DEATHS AT WORK OR ENVIRONMENTAL
IMPACTS DUE TO MALFUNCTIONS OR ERRORS COMMITTED IN INDUSTRIAL
PROCESSES?
Over the past few years, enormous strides
have been made in safety.
Standards and good safety engineering
help reduce risks ...
IF THESE ARE APPLIED CORRECTLY!
7
All companies are required, in accordance with the relevant
legislative provisions, to comply with general principles of
prevention in matters of safety and health.
One of the fundamental aspects in this field is the Functional Safety
of safety systems, used to reduce the risks deriving from plants,
processes, machinery.
FUNCTIONAL SAFETY
8
Functional Safety is the part of overall safety that depends on the
automatic protection that operates correctly in response to a fault.
The objective of functional safety is freedom from any risk
unacceptable from damage to human health either directly or
indirectly (through damage to property or the environment) through
the correct implementation of one or more
instrumented safety functions.
FUNCTIONAL SAFETY DEFINITION
9
Functional Safety includes
• Risk identification;
• Risk assessment;
• Risk reduction methodology ;
• Reliability verification with the equipment installed
This means carrying out an evaluation of the process risks and
where these are not tolerable, trying to reduce them with the safety
systems designed ad-hocthe correct implementation of one or more
instrumented safety functions.

“Functional Safety: Safety Instrumented Systems for
the Process Industry Sector”
IEC61511 applies to (SIS) Safety Instrumented
Systems to be installed in the process industry
SIS are the systems composed of:
• Instruments (initiators)
• Logic solver
• Actuators (final elements)the correct implementation of one or
IEC 61511
11
The SIS consists of any combination of sensors / transmitters, logic solvers
and final elements
The SIS corresponds to the set of all the instrumented safety loops of the
system

Functional Safety is the reduction of risks provided by instrumented
functions implemented in such a way as to ensure safe operation of
the process and to avoid:
• Injury or death of humans
• Spills to the environment
• Loss of equipment or production
100% functional safety will never exist as we are dealing with
components that can failthe correct implementation of one or more
instrumented safety functions.

WHAT COULD GO WRONG?

The standard introduces a measure
of reliability and therefore of risk
reduction, that must be achieved by
our Safety Instrumented System
In simple terms, SIL is a
measurement of performance
required for a safety instrumented
function (SIF)

Here the first fundamental steps for risk reduction
IEC 61511 FUNDAMENTALS STEPS
Define the risk, consequences and causes and
any possible new
recommendation
HAZOP
Assign a SIL level to every instrumented
safety function necessary to
reduce the risk to a tolerable
value
SIL allocation
Verify that the safety
instrumented system
designed respects the required SIL
value
SIL verification
Check that the safety
instrumented system installed
respects the required SIL
value
SIL validation
