Plan did not work as a donor or contractor, but strengthened the government capacities – especially around project management, monitoring and evaluation, and advocacy at the Provincial levels – Plan’s support focused on system strengthening rather than creating parallel structures through NGOs. This is the key reason that PATS [Pakistan Approach to Total Sanitation] is being scaled up in the Province.

Key lessons learnt• Working with government at all levels to support

the implementation of national sanitation policies improved the enabling environment for larger scale and more sustainable sanitation outcomes.

• Important to understand the broader government planning and decision making cycles

• Clear roles and responsibilities and understanding of motivations and barriers for Government, private sector, CSOs allows targeted support

• An integrated approach to programming to generate and respond to demand is necessary.
