At the beginning of the exam you don’t know what the questions will be.

On each hexagon write down a main point that will answer the question, i.e. write down a reason why people should vote.

Create each paragraph one at a time.

Each hexagon with a reason why we should vote will be your paragraph topic. Create three hexagons which give more detail about it and one with a supporting example.
