    • Regulation 168/2013, recital 12– environmental (Euro 5) effect

    study:

    • This Regulation sets environmental requirements for two stages with the

    second stage (Euro 5) being mandatory for new types of vehicles as of 1.1.2020,

    thereby creating long-term planning security for the vehicle manufacturers and

    the supplier industry. Based on future available data an environmental effect

    study stipulated in Article 23 will provide additional underpinning through

    modelling, technical feasibility and cost-effectiveness analysis based on the then

    latest available data.

    • In addition, the study will i.e. asses the feasibility and cost-effectiveness of in-

    service conformity testing requirements, off-cycle emission requirements and a

    particulate number emission limit for certain (sub-) categories. On the basis of

    the study results, the Commission should consider presenting a proposal

    introducing these new elements into future type-approval legislation applicable

    after the stages foreseen in this Regulation.

    • Regulation 168/2013, Article 23, paragraph 5 - environmental (Euro 5) effect study

    • The Commission shall by 31 December 2016 present to the European Parliament

    and the Council a report on the following:

    (a) the enforcement dates of the Euro 5 level referred to in Annex IV;

    (b) the Euro 5 emission limits referred to in part A3 of Annex VI(A3) and the OBD thresholds in part B2 of Annex VI(B2);

    (c) that all new types of vehicles in (sub-)categories L3e, L5e, L6e-Ae and L7e-Ae, in addition to OBD stage I, shall also be equipped with OBD stage II at the Euro 5 level;

    the durability mileages for the Euro 5 level referred to in part A of Annex VII(A) and the deterioration factors for the Euro 5 level referred to in part B of Annex VII(B)

    The Commission shall make any appropriate legislative proposals in the light of that report

    • Study ACEM / Emisia will be carefully analysed, but estimated budget presented in MCWG meeting on 04 Feb 13 is by far not available

    • Prevent "full factory" testing by theoretical analysis prior to starting experimental program. Similar approach as used in EC powertrain tampering prevention and durability studies

    • Update and more details on EC's view regarding this study will be provided in the MCWG meeting on 19 Dec 13

    • Article 74 of Regulation (EU) 168/2013 prescribes that additional functional

    safety and vehicle construction requirements for subcategory L7e-A heavy

    on-road quads will be investigated

    • Literature study and stakeholder consultation (based on notion that

    L7e-A vehicles may be viewed by the public as 'normal passenger

    cars' with normal safety levels)

    • Comparison current M1 L7e-A safety legislation

    • Prioritisation of future actions (with cost/benefit analysis for a second

    stage study)

    • Brief presentation with current status in this session

    • Presentation of draft final report to be provided by TRL at next MCWG

    • Comments from stakeholders on final report by 16 May 14.

    UN L-EPPR informal working group

    International environmental and propulsion performance requirements

  • • Mandate UN L-EPPR informal working group approved in WP29, deliver UN GTRs and UN Regulations by 2016 for WP29 adoption

    • Activities started in Jan 13, 4 meetings held

    • EC submitted 3 draft GTRs for discussion and decision in L-EPPR, 4th

    draft GTR in the pipeline as well as 4 draft UN Regulations

    • EC plans to regularly update the MCWG on progress

    • MCWG and adhoc EU steering group only if deemed necessary used to coordinate, steer and agree on common EU position in Geneva negotiations

    • Principle EC for which continued support is requested from MS and the EU industry: negotiate with UN contracting parties to accept transposition of the EU REPPR to the maximum extent possible
