There was unanimous support to host a heavy construction industry focused WORKFORCE/WORKSAFELY Education & Training Conference to be held annually in March with the following initial objectives:

Provide an education and training forum for industry that »strengthens the level, skills and knowledge of its workforce through a graduated and structured approach

Consider ‘heavy equipment operator’ as a designated »voluntary non-compulsory trade in partnership with the Manitoba Apprenticeship Branch

Consider the following ‘trades’ areas for the heavy »construction industry education and training initiative:

The above approach to education and training reflects many of the views expressed by the MHCA’s WORKFORCE Education Training & Gold Seal Committee chaired by Gord Lee.

This matter will be considered by the MHCA Board of Directors and the WORKFORCE Committee.

MHCA EXECUTIVE COMMITTEE MEETING HIGHLIGHTSWinnipeg - The MHCA Executive Committee met on April 18, 2011. The following highlights topic areas considered.

DeDiCAtioN oF 1% oF eXiStiNG PSt to MUNiCiPAl iNFrAStrUCtUreThe provincial budget announced that legislation would be presented to dedicate a minimum 1% of the existing PST revenues towards municipal infrastructure in Manitoba. This is a step forward in that it provides assured allocation of a growth tax for a specific purpose.

The amounts projected for 2011 is $240 million. This amounts to $5 million more in 2011 than what the province already allocated to municipal infrastructure. It is effectively a bundling from multiple into one revenue stream source of municipal infrastructure funding.

WorKSAFely The WORKSAFELY Program training and education course activity was extremely busy in March and April 2011. COR training courses were offered thorough the Province with Safety Conferences delivered in Brandon and in Winnipeg for two large COR Certified companies. In total 580 training certificates will be issued as a result of 70 courses delivered by Safety Advisors.

The first WORKSAFELY quarterly COR meeting, chaired by Nicole Chabot was attended by 50 industry personnel representing new and existing COR certified companies, safety representatives, instructors and auditors and guest speakers from the WCB and the Workplace Safety and Health Division.

WORKSAFELY new safety talks, brochures, banners and construction signs have been developed and are ready for distribution to industry.

WORKSAFELY is proceeding with an e-learning training service to compliment our traditional class room training services.

WorKForCe The MHCA ‘WORKFORCE’ continues to receive multitude requests from private individuals requesting information about the Heavy Equipment Operator Training Program, as well as requests from Aboriginal Communities, private firms, RM’s, Towns and Cities.

We have provided information and quotes to all those who request information and or quotes. Our Winter Roads Program was a success, and we will be working with Norwin Construction over the summer to enable the East side bands to become COR Certified. WORKPLACE and WORKSAFELY have been working with MCSC in regards to the actuation of simulators.

Mit MUlti-yeAr ProGrAMPremier Selinger is scheduled to announce a multi-year MIT Highway Program.

MeMberSHiP & eveNtSThe MHCA continues to attract new members. A draft attraction and retention strategy has been prepared for consideration by the MHCA Membership Committee. An invitation for members to participate on this committee will be published in the Heavy News Weekly. Promotion and ticket sales for the Spring Mixer for June 8, 2011 are off to a good start.

CoMMUNiCAtioNSThe 2011 MHCA Directory is in process of distribution; new building signage is being worked on, and a new Membership brochure and WORKFORCE brochure are both nearing completion. There will also be a new Board Member binder to be distributed to members of the Board in May. The MHCA website continues to grow and contain lots of great content.

ASSoCiAtioN oF MANitobA CHieFS (AMC)Partnering discussions with the AMC have begun. Follow up meetings are anticipated for May 2011.

ACCoMMoDAtioNSThe fixed price contract is expected the week of April 25, 2011 for signature. A projected budget for the total exercise is in process of being completed for presentation.

MANitobA GooD roADS ASSoCiAtioNThe president spoke on April 12, 2011 at the annual Manitoba Good Roads Association Dinner. The topic: ‘Infrastructure Investment IS Canada’s economic Healthcare Program.

GroWiNG oUr ASSoCiAtioNSThe initiative as proposed by the MHCA was approved at the March 2011 CCA Conference and will take place in Québec City September 26 & 27, 2011.

NAtioNAl GolD SeAl CoMMittee (NGSC)The national Gold Seal Committee is chaired by Past MHCA Chair Barry Brown. The MHCA President is also a member of the committee. Both will be attending the National Gold Seal meetings in Ottawa April 27-29, 2011 inclusive.

MCSC HeAvy eQUiPMeNt oPerAtor SiMUlAtorSThe funding application continues to be the subject of further adjustment in response to information gaps as perceived by Western Diversifications. Myers Norris Penny is the consultant engaged by the MCSC to craft the submission.

iNvitAtioN to PArtiCiPAte on MHCA Membership CommitteeConsistent with priorities adopted a the MHCA AGM, further reviewed by the MHCA Board at its January 19, 2011 meeting, and circulated to all members on January 20, 2011, we are pleased to extend an invitation to MHCA members to participate on various MHCA Committees.

Brent Pooles, Chair of the MHCA Membership Committee, invites MHCA members to ‘get involved’ and participate on the MHCA Membership Committee.

The committee’s mandate is to develop strategies to retain existing and attract new members to our association. As a member of this committee, mix and mingle with existing and new members and broaden your business networks and base. Committee meetings last roughly one hour over a provided lunch; they meet at most four times each year.

The MHCA Membership Committee meets at 12:00 noon on Tuesday, May 17, 2011 at the MHCA offices.

WCB’s 2010 Annual Report Focuses on Decrease in Injuries, Lower Rates

(WINNIPEG) – The Workers Compensation Board of Manitoba (WCB) released its 2010 Annual Report today. It was highlighted by a decrease in the time loss injury rate as the result of successful prevention efforts by the WCB, its partners, and the workers and employers of Manitoba. The WCB also released its 2011–2015 Five Year Plan.

“Ongoing injury prevention initiatives helped to decrease the time loss injury rate by 41 per cent over the past decade," says WCB President and CEO Doug Sexsmith. "The time loss injury rate decreased to an estimated 3.3 per 100 full time workers in 2010, the lowest on record for Manitoba. This means year after year, thousands more workers are coming home safely."

Injured workers also spent less time off the job in 2010 as a result of employers' and workers' focused efforts to help ensure workers return to health and meaningful work as soon as they can safely do so. Return to work programs minimize the impact of an injury, promote recovery and manage associated costs while benefiting both workers and employers.

The success of prevention and return to health and work efforts along with continued positive investment returns in 2010 contributed to excellent financial results, which enabled the WCB to decrease the 2011 assessment rate. The WCB's reserves increased $90 million - an outcome that exceeded financial plans. The WCB will make progress towards its reserve target throughout the course of the 2011-2015 Five Year Plan.

In 2010, the WCB continued to modernize by introducing additional technology to improve its processes and ultimately, its service. A new, electronic-based system in the assessment services area will increase efficiency, enhance the level of customer service provided and create a foundation for future online services. The WCB also continued to support Manitoba employers and workers by announcing the opening of a new WCB location in Brandon, Manitoba, in 2012.

Along with its partners at the Workplace Safety and Health Division and in the community, the WCB continued to promote injury prevention and return to health and work initiatives in 2010.

Worker OrientationSpring is here and that means many companies are in hiring mode for the upcoming construction season.

Orientation (sometimes called an induction) is the process of introducing new, inexperienced, and transferred workers to the organization, their supervisors, co-workers, work areas, and jobs, and sometimes to health and safety in general. Providing training and extra assistance during the initial period of employment is critical, regardless of the age of the employee, as they are not familiar with the job or the workplace.

During this phase, each worker develops the knowledge, skills, and abilities that are necessary to work in a safe and healthy manner. While training (or refresher

training) is always important, training should always be provided when employees are:

transferred to jobs or work areas they are unfamiliar with;

returning from an extended period away from work; and

those who are new to the work force

Some important things to remember about orientation are:

The orientation should •be conducted in a timely fashion and in a location where there will be no interruptions. The person conducting the •orientation should work from a plan or checklist. A copy of this checklist should be completed by each worker and the trainer, and retained in the worker’s file.Training aids such as videos •may be used to supplement the presentation.Not all training can or •should be done on the first day. Time the orientation sessions to best match the needs of the workplace and the work done, but be sure all areas are covered.

Every year, approximately 1,000 Canadian workers and more than 5,000 American workers die in work-related incidents. On April 28, the International Day of Mourning, we pay our respects to our fellow workers who were injured or killed on the job.

tragedy in NumbersIn Canada, approximately three workers die on the job every day and more than 900,000 workplace injuries are reported every year. In the US, an average of 16 workers die each day from injuries received at work, and 134 are estimated to die from work-related diseases. And approximately 9,000 American workers are treated in emergency wards each day because of occupational injuries.

raising Awareness WorldwideThe International Day of Mourning is set aside not only to commemorate the dead, ill and injured, but also to raise awareness of the importance of occupational health and safety and its role in preventing these needless tragedies.

The day of remembrance was initially launched by the Canadian Labour Congress in 1984 and officially established as the National Day of Mourning in 1990 after the Canadian government passed the Workers’ Mourning Day Act.

In the US, the AFL-CIO, America’s union movement, adopted April 28 as Workers’ Memorial Day. And in 1996, the International Confederation of Free Trade organized the first International Day of Mourning, which prompted candle lighting ceremonies to protest unsafe work practices.

On April 28, more than 85 countries worldwide will recognize this important day.

Steps for Life Event in WinnipegSteps for Life - Walking for Victims of Workplace Tragedy is a 5 km fundraising walk to help support families who have suffered from a workplace fatality, life-altering injury, or occupational disease. It's the primary fundraising event for The Association for Workplace Tragedy Family Support (known as Threads of Life), a national registered charity dedicated to supporting families of workplace tragedy. It provides Canadian families with a community of support and healing.

The walk also raises awareness about the importance of health and safety within workplaces and to the public. It's a unique way to educate your community about the debilitating ripple effects of a workplace ragedy and how we can work together to prevent others from being injured or killed on the job.

Families, friends, and neighbours are welcome to walk alongside teams from companies, governments, and organizations in a community of support.
