About the DepartmentThe Department of Communities’ mandate is fundamentally about providing pathways to individual, family and community wellbeing. The Department’s direction centres on building safe, strong, secure and inclusive communities that empower individuals and families across Western Australia to lead fulfilling lives.

The Department’s functions and services include disability services; child protection and family support; social and affordable housing; youth justice; community initiatives and remote regional services reform.

The Department provides the opportunity to implement client centred services within a single outcome based framework across community services in Western Australia. This framework also provides for a specific focus on delivering integrated, place based services, recognising that community and individual needs vary significantly between metropolitan and regional communities.

Role StatementThis position supports the delivery of strategic workforce planning solutions across the Department. These solutions vary in complexity and extend to a variety of projects, all of which are directly linked to strategic outcomes (including equity and diversity) and workforce strategy.

From a project management perspective, the Principal Workforce Planning Consultant will:

- make recommendations to management following research, comparative analysis and stakeholder engagement; and

- drive the consultation and implementation of initiatives to support the Department’s overall workforce planning priorities.

As a senior practitioner, the Principal Workforce Planning Consultant will contribute to the Department’s wider development, implementation and evaluation of human resource strategy, whilst partnering with stakeholders to incorporate Divisional needs and shared outcomes.

Duties and Responsibilities

1. Workforce planning

1.1 Assists in the formulation of strategic and divisional workforce plans and the identification of solution driven outcomes to meet current and future business needs.

1.2 Works with stakeholders to ensure targets for the Department are planned, implemented, evaluated and reported on.

1.3 Evaluates the effectiveness and efficiency of workforce planning initiatives and identify areas for improvement.

1.4 Undertakes evidence-based research and analysis (both quantitative and qualitative) to inform workforce planning strategies.

1.5 Provides a comprehensive advisory and consultancy service, on a broad range of strategic workforce planning matters.

1.6 Implements a range of workforce planning strategies to achieved identified workforce outcomes.

1.7 Understands whole of sector outcomes and exercises an ability to link initiatives to workforce related outcomes.

1.8 Contributes to identifying strategic workforce directions to ensure the development of workforce skills and capabilities to achieve Departmental strategic outcomes.

1.9 Maintains knowledge and awareness of workforce planning trends, benchmarks and issues relevant to the Department.

2. Workforce strategy

2.1 Ensures the planning and provision of services delivered by Strategic Human Resources, are such that they are consistent with the Department’s overall strategic direction.

2.2 Reviews workforce data and trends, to extract supporting information which will validate and guide project direction.

2.3 Works collaboratively within other human resource teams to gather information, deliver on legislative requirements and seek clarity around strategic issues.

2.4 Reviews and analyses various reports, policies, legislation, strategies and data, to identify opportunities for improvement within the Department via pragmatic recommendations.

2.5 Exercises attention to detail in the preparation of high level written materials, including briefing notes, reports, policies, implementation plans and human resource related strategy.

3. Project management

3.1 Develops and implements project management plans for a variety of human resource outcomes.

3.2 Partners with stakeholders to identify organisational issues, project priorities, deliverables and outcomes.

3.3 Utilises a variety of mechanisms to engage and consult with stakeholders on deliverables.

3.4 Influences stakeholders to gain support/understanding around a project or strategic initiative.

3.5 Monitors project milestones against agreed timelines, collaborates with Business Areas and other human resource teams to ensure deliverables are achieved.

3.6 Undertakes special projects under guidance and direction of the Manager.

4. Other

4.1 Positively contributes to the Strategic Human Resouce team, responding to the changing needs and expectations of the business and championing future strategic outcomes.

4.2 Maintains a solution focussed, innovative and energetic approach in the delivery of the position.

4.3 Maintains an expert awareness of contemporary and relevant human resource trends and issues.

4.4 Through internal/external representation, participates in working groups, committees and other forums as required.

4.5 Initiates, builds and manages productive relationships.

4.6 Other duties as required.

Essential work-related requirements (selection criteria)

1. Highly developed written communication skills, including the ability to prepare high level correspondence and articulate complex matters.

2. Well-developed experience consulting with stakeholders (internal/external), including the ability to influence others in the delivery of outcomes.

3. Highly developed research, conceptual and analytical skills, with the ability to develop solutions within a human resource context.

4. Demonstrated project management skills, including the ability to manage multiple and conflicting priorities and deliver on desired outcomes.

5. Demonstrated experience in the application of workforce planning principles, including the interpretation of quantitative and qualitative data to support human resource related initiatives.
