Medical Surveillance

Page 5: WorkCare Services Overview 2013

5Medical Surveillence •

Employers often view compliance-driven programs required by OSHA, DOT or other federal agencies as resource drainers—offering minimal or no return on a company’s investments. However, as practitioners in preventive medicine, we believe that medical surveillance programs add value to an organization.

Our approach to medical surveillance transforms a compliance-driven program into a benefit-producing process. We accomplish this by aligning our program with a company’s goals, operations and culture. We offer a turnkey medical surveillance program that includes:

• Consolidated management of all participants in the medical surveillance program, including timely notification of employee health clearance status to appropriate staff as well as to the employee

• Streamlined administrative management of employee

health exams, including scheduling, participation tracking, consolidated pricing and record retention

• Clinic provider management to ensure clinical services are delivered in an efficient, quality-driven manner

• OSHA record keeping services

Exam Scheduling

When scheduling exams and testing for employees, an organization can lose valuable time, money and effort trying to find reliable clinics. This is why we have more than 2,500 credentialed clinics throughout the U.S. and several foreign countries. This means that WorkCare has the capacity to schedule an exam with a quality provider in nearly any city. We administer more than 30,000 exams annually.

Drug Testing

When it comes to a drug testing program, time plays an important role. Employers

need to have their employees cleared for work in an expedient manner. We offer complete drug and alcohol testing programs and compliance services for employers nationwide. These programs provide employers with the management expertise needed to design, manage and implement drug and alcohol testing programs and workplace substance abuse services that meet federal and state regulations.

Our drug testing program aims for efficiency and excellent customer service. The program is managed by a team that specializes solely in drug testing to ensure that test results are turned around quickly and accurately. These dedicated employees are committed to excellent customer service and manage the entire testing process so that employees can return to work faster.

WorkCare serves as a Third Party Administrator for programs mandated by DOT and provides MRO services, as well as consultation services, regarding the establishment and development of substance abuse policies and testing programs.

“It is WorkCare's commitment to excellence and devotion to their customers which have brought me

back with three companies spanning the course of 10 years.” — Jasen Y., Health & Safety Manager

Incident Intervention®

Page 7: WorkCare Services Overview 2013

7Incident Intervention •

When a health and safety injury occurs, most managers know the appropriate chain of command for reporting the injury, but who decides the appropriate level of care? If the medical treatment is too conservative, the injury could worsen; if treatment is excessive, it could result in an unnecessary OSHA recordable.

Incident Intervention® provides employers with 24/7 immediate telephonic access to a member of WorkCare’s clinical staff of nurses and physicians who intervene at the time of a workplace injury and illness. The goal of the program is to help drive safe and effective outcomes.

When a company utilizes this service within the first hour of the incident, known as the “golden hour,” our clinical team has a window of opportunity to guide the case so that medical evaluation and treatment are rendered appropriately. This early intervention service benefits both the employee and the company, as it provides the right care, at the right time, in the right setting.

Using Incident Intervention is easy. At the time of a workplace injury or illness, the supervisor on duty notifies WorkCare using our toll free number (in some cases, the employee may call WorkCare directly). The supervisor provides information on the type of incident, possible cause and the scope of the situation.

With the details of the incident recorded, an experienced clinician provides:

• Responsive evaluation of the incident• Access the employee and provide

education so they can make an informed decision

• In the case of a clinic visit our physician performs a peer-to-peer consult, explaining the employers return-to-work program and acts as an advocate for the employee

These services provide health and safety managers with an effective tool that:

• Helps reduce unnecessary lost time• Reduces the number of inappropriate

OSHA recordables • Lowers Workers’ Compensation costs• Transitions employee's safely back to work

“In the three years that my company has subscribed to this program [injury

management], our employees have made over 150 calls to WorkCare and in approximately 70% of these instances, WorkCare was able

to successfully resolve the employee’s medical issue without a visit to a clinic thereby

avoiding a Workers’ Compensation claim and an OSHA recordable.” — Edward L.,

Operations Manager

With the understanding that an employee’s health and presence at work is inextricably linked to a company’s productivity and its value chain, WorkCare believes that onsite medical clinics are a win-win option for medium to large sized organizations.

Onsite clinics ensure that employees receive the care that they need, while helping employers save on healthcare costs. Studies have shown that onsite clinics allow workers to take less time off, and get more of the health screenings and coaching they need to avoid costly illnesses.

We have provided onsite clinical services to leading national firms in the biotech, petroleum, technology, energy and consumer products industries for more than 20 years. Our technical qualifications in the area of onsite clinic administration are based on our understanding and knowledge of preventive health principles in the workplace that support corporate health and safety goals.

Onsite Clinic Services

“WorkCare has assisted us in avoiding 8–10 lost-time accidents a year. In most cases, employees are back to work on restricted or

full duty. This is a service that our Workers’ Compensation carrier

cannot perform.” — Mike L., Health and Safety Manager

Page 9: WorkCare Services Overview 2013

9Onsite Clinic Services •

What makes our onsite clinic services both special and successful is our clinical staff. Our experienced and well-trained team of physicians and nurses go the extra mile to understand the culture of a company and its workforce. This is an important factor because a mutual understanding between the clinician and the employee helps build trust which often leads to improved program participation among workers. We offer a variety of traditional and alternative onsite clinic models:

Traditional Model

Full-service Clinic (Industrial Model)Full-time or part-time staff, physician onsite, 24/7 telephonic coverage, occupational and non-occupational health services.

Alternative Models

Occupational Medicine ClinicFull-time or part-time staff, physician visits periodically, 24/7 telephonic coverage, and occupational health services only.

Onsite Lite® (One model, flexible staffing options)This program model employs non-traditional staff such as nurses, paramedics and EMTs who are supported by board-certified physicians.

Telehealth Occupational MedicineWe use the latest technology to provide clients with video access to a member of our clinical team 24/7.

We are experienced with building onsite clinics from the ground up and with the process of taking over the management and administrative components of existing clinics. Our facilities are staffed with clinicians

who treat minor injuries and illnesses, such as the flu, earaches, minor cuts, sprains and strains. Onsite clinic services may also include health fair coordination, annual screenings, employee education and wellness program management. Aside from cost savings and improved employee health, the benefits of onsite clinics include:

• Reducing employee productivity associated with travel to personal care providers

• Minimizing employee time away from work• Assuring the early detection and treatment of

employee illness and injury by using consistent protocols for first-aid treatment, emergency room visits or periodic health exams

• Ensuring compliance with OSHA’s record keeping standard and appropriate utilization of standardized forms

• Identifying high-risk jobs where workers may benefit from post-offer or fit-for-duty exams

>> A recent year-long study conducted by Kaiser Permanente included a project in which WorkCare implemented onsite services for a large county in California. The following are study highlights.

• Cases Kaiser Permanente handles in Southern California: 12 million/year

• Cases used for this study: 600,000• Number of County cases in the study: 2,806• Number of work days saved by the County

compared to the regional average: 1,698• Percent of reduction of lost days by County

compared to regional average: 10%

TravelCare® Program

Page 11: WorkCare Services Overview 2013

11TravelCare Program •

Whether it’s setting sail for a job on a Caribbean cruise ship, planning for a business trip to Southeast Asia or preparing for the sandy landscapes of Iraq, WorkCare’s TravelCare® program helps employees prepare for their adventure—destination anywhere!

Our travel medicine program is designed to assist health and safety managers by extending the reach of their corporate health programs to the remote corners of the world with the goal of maintaining a viable and healthy global workforce.

On the surface, travel medicine may seem like a straight forward process with a simple formula: travel destination = vaccination. But it actually requires a bit more finesse. We offer a first class travel medicine program that takes a holistic approach to employee health and provides the traveler with personalized care, up-to-date educational materials, cautionary advice and offers emergency assistance during the trip and upon return.

Our TravelCare team is staffed by a team of clinicians composed of registered nurses and travel health specialists, whose sole purpose is to:

• Conduct pre-travel health screenings

• Provide health and safety travel guidance

• Schedule employee health exams

Through this model, we are able to meet rapid turn-around requirements, and issue thorough and accurate medical clearance opinions from a WorkCare physician—whether travel deployment consists of 1 or 1,000 employees.

While the TravelCare program is customized to meet the needs of our individual clients and are determined by the travel destination and length of stay, our services include:

• Consultation with a trained travel medical professional

• International Certificate of Vaccinations (as provided by clinic)

• Complete immunization services for diseases such as Hepatitis A and B, typhoid, meningitis, rabies, yellow fever, etc.

• Prescriptions for the prevention of malaria and treatment of traveler’s diarrhea from an appropriate physician

• Physical examination (if needed)

• Notification of epidemics and environmental risks

• AIDS information alerting travelers to test requirements and blood-screening measures

• Maps illustrating risk areas for yellow fever, malaria and other diseases

• Suggested medical preparation checklist and first-aid kit

• A report that addresses the treatment and prevention of illness while abroad, as well as contact information for U.S. and British embassies and other consulates abroad

“Our travel team has the capacity to expedite as many as 40 exams within a seven day period.”

M.D.With a focus on prevention, our team of consulting medical directors custom design occupational health programs that meet the needs of our diverse clientele. We tailor our programs to the specific requirements of each employer and use state-of-the-art technology to provide customized reporting.

WorkCare’s consulting medical directors are vigilant about looking for signs of worksite prevention failures. By closely communicating with frontline EHS managers, they are in a unique position to “red flag” potential lapses in engineering, work practice and personal protective equipment controls—helping employers maintain employee health and safety while ensuring compliance with regulations.

Our á-la-carte contracting approach allows clients to select the services that best fit their corporate culture and operations. Program models and consultation services are designed to identify and control work-related disease and injury by providing organizations with proven tactics to help eliminate and reduce workplace hazards. Our services are carried out with a focus on enhancing employee productivity.

Consulting medical director services provide most of the benefits of an on-staff physician, without the overhead costs. This is an ideal option for mid-sized companies, or larger firms that do not need an on-site doctor. Services may include the following:

• 24/7 access to a member of our medical director team (telephonic and electronic)

• Design of consulting health strategies (including medical protocols for compliance issues)

• Occupational health program development and management

• Occupational health audits • Analysis of workplace health

data • Medical evaluation and

Workers’ Compensation case management

• Travel medicine support (national and international)

• Policy development and medical support related to reproductive health

• EHS training • Americans with Disabilities

Act (ADA) and Family Medical Leave Act (FMLA) compliance

• Preventive programs including ergonomics and wellness

WorkCare’s Case Management program is designed to facilitate a successful return to work road map for injured or ill employees who are off work for non-occupational or occupational related reasons.

Did you know that uninspired corporate safety cultures, out of date company procedures, medical provider bias and the “medicalization” of employee work failures are among the top 10 factors that deter injured employees from quickly returning to work? Our case managers are experienced with navigating these factors and operate with the belief that setting early return to work expectations with a graduated increase in activity can positively affect physical and psychological healing for employees.

Our program provides employees with a robust support system that addresses both psychological and social concerns, and empowers individuals to take advantage of available resources (EAP services, financial counseling, mental health assistance, etc.) in an effort to return them to work under optimal

levels of health and productivity. What makes our service unique is our holistic 3-step approach to managing cases:

1st Step: Assessment

During this phase, a member of our clinical team conducts a thorough and objective assessment of the employee’s current medical need(s). Assessment includes evaluating and documenting the employee’s physical and psychosocial requirements.

2nd Step: Treatment Plan Development

Using pre-established treatment protocols, the second step in our process is to develop a holistic treatment plan that considers the employee’s cultural background, economic situation, and social concerns that may impact health status and participation in the program. The treatment plan also includes employee education about self care and tips for a successful recovery plan.

3rd Step: Employee Monitoring and Follow-Up

The third step in our process involves close monitoring of the employee’s health status. By maintaining contact with the employee, the case manager helps to

ensure compliance with the treatment plan; prevents the employee from becoming estranged from the workplace and assists with identifying early indicators for a delayed employee recovery. Early indicators may include an expressed anger toward their supervisor, a history of poor work performance, evidence of undue sympathy from friends and family or a history of substance abuse.

As part of this process, case managers also serve to identify risk factors that may inhibit a successful return to work including the employee’s last work performance appraisal score, recent disciplinary action in last six months, date of hire and prior disabilities or injuries.

Case Management & Return to Work

“By intervening at the onset of an injury, our clients experience less

than 1% lost time.”

Absence & Disability Management

Page 15: WorkCare Services Overview 2013

15Absence & Disability Management •

Does your company have a formal return to work program in place that encourages employees to get back to work while they are recovering from illnesses or disabilities? If not, we can help.

WorkCare’s absence and disability management services are advocacy-based programs that combine the power of nurse care coordination with the technological resources of WorkLink®, a proprietary, web-based software system. WorkLink provides an employee centric, real time communication tool between all players supporting the employees’ return to work goal.

What sets our services apart from other companies is our:

• Physician oversight• Medical objectivity • Peer-to-peer clarification• “Healthy employees = happy

employees” philosophy • Customized reporting and

data capabilities

Services are typically delivered by an onsite clinical team that includes nurses, health advocates, consulting medical physicians, health & fitness coaches, and support from qualified occupational health providers.

Our clinical team works in a cross functional approach to ensure that employees receive the entire

continuum of care—from onset of initial injury/illness to full recovery.

We understand that few laws cause more frustration for employers than FMLA (Family and Medical Leave Act) and ADA (Americans with Disabilities Act). As part of our absence management and disability services, we offer FMLA and ADA support.

Our absence management team is composed of physicians, nurses and certified FMLA leave specialists who serve as a back office medical resource and can help employers:

• Authenticate employees’ medical certification using the FMLA process for medical clarification

• Develop policies and procedures that will ensure appropriate employee FMLA use and curb abuse

• Provide red flag alerts for fraud (patterns of absence, evidence of moonlighting, etc.)

• Review employee medical documentation to verify ADA accommodation needs

• Manage leave challenges that result from complex chronic conditions

• Provide medical guidance on fitness-for-duty issues

Services are carried out in a manner consistent with the client’s health and safety goals, and in alignment with best practice, disability duration and treatment guidelines established by the American College of Occupational and Environmental Medicine and other industry standards.

“Our team works in a cross functional

approach to ensure that employees

receive the entire continuum of care.”

The 21st century workplace requires a modern-day approach to managing workplace absences and leave. With this in mind, WorkCare offers a best in class communication solution called WorkLink®. This innovative software program provides employers and third party administrators with an easy-to-use tool for tracking and managing employees with chronic absenteeism.

Supported by our multidisciplinary information technology staff, WorkLink provides clients with the ability to fully leverage technology to improve processing times, reduce duplicative tasks, receive real time case information, maintain accurate records of a claim and collect and analyze relevant data. The software was developed in-house and is

currently used by our clinical team to manage all the information related to occupational and non-occupational claims, as well as provide case records.

WorkLink supports communication and employee return to work metrics for both centralized and decentralized employers. Its real time system starts with the automated referral

process and provides easy to access, real-time employee absence status information. The system is HIPAA compliant with a self-contained email and fax capability to protect employee data.

Employers can measure their employees return to work progress based on WorkLink’s calculation of the employee’s expected versus actual return to work date and can track an employee’s return to work plan. WorkLink is easily integrated within a company’s reporting process and operates on existing computer systems using current staff.

“WorkLink is a real time saver! We like it more each time we have the opportunity to use it.” — Cindy S., Leave Administrator.

WorkLink®

“WorkLink enables companies to

substantially reduce costs by exchanging vital information, obtaining work status reports and facilitating employees early return to work.”
