Challenges Faced by Women in Agriculture, Puerto Rico, 2006

Marketing farm products, not enough time to conduct the activities due to household responsibilities.

• Physical effort is a limiting factor.

• Limited incentives and high costs of production.

Feeling of discrimination

• Availability of farm labor is limited, not enough.

Availability of agricultural information, data and training, since it is a male dominated field.

RESUMEN: La participación de las mujeres en actividades agrícolas no se ha estimado con precisión debido a que no se identifican a sí mismas como las agricultoras, agroempresarias o dueñas del negocio, sino que indican que el dueño es alguna figura masculina como el marido, padre, hermano u otro. Por tanto las mujeres han sido ignoradas al formularse política pública y programas agrícolas. Los datos oficiales sobre la participación de las mujeres en la agricultura de Puerto Rico como agricultora/agroempresaria, trabajadora de la agricultura y profesional de las ciencias agrícolas, demuestran la subestimación de su partición y la ausencia de información por género. Esta realidad deja a la mujer sin voz y sin rostro en este importante sector económico. En el verano de 2006 se condujo un estudio de necesidades entre mujeres que participan del quehacer agrícola. Entre los retos que enfrenta como mujer en el desempeño agrícola mencionaron que se sienten discriminadas y que la información agrícola no se le hace disponible, ya que éste es un campo dominado por los hombres. La información permitió que se diseñara un proyecto dirigido a capacitar agricultoras o mujeres relacionadas con actividades agrícolas y profesionales del Servicio de Extensión Agrícola, agentes agrícolas y economistas del hogar, mediante actividades educativas que han consistido de conferencias y talleres sobre temas de administración de negocios agrícolas. El proyecto consistió de un curso básico que cubrió la agricultura como negocio, la gestación de un negocio, financiamiento, mercadeo, administración de riesgo financiero y de producción y aspectos legales del negocio, temas de balance entre la vida personal, familiar y el trabajo y un curso avanzado que cubrió temas mas especializados como preparación del plan del negocio, el plan de mercadeo, comunicación efectiva en los negocios, uso de la hoja electrónica en la administración, entre otros. La cubierta mediática, los reconocimientos a las participantes y el apoyo recibido de entidades colaboradoras son muestra de la necesidad de que este sector que desempeña múltiples roles en la sociedad fuera reconocido mediante un proyecto educativo por la Universidad. El avalúo del proyecto documenta los cambios positivos en el conocimiento y la implantación de las destrezas adquiridas en el negocio y en la vida familiar de las participantes.

La participación de las mujeres en actividades agrícolas no se ha estimado con precisión. Estas han descrito su ocupación principal como trabajo doméstico o ama de casa. [1] Ya en el año 2004 dimos pasos iniciales para documentar la situación en nuestro país y dirigimos un trabajo de investigación para comenzar a explorar. [2] Se buscaron datos sobre la participación de las mujeres en la agricultura de Puerto Rico (Tabla 1). La Agencia Nacional de Estadísticas Agropecuarias del Departamento de Agricultura de los Estados Unidos (NASS-USDA, por sus siglas en inglés incluyó por primera vez en el censo de 2002 la pregunta del género del operador de la finca. Es por tanto que con la publicación del Censo de Agricultura 2002[3], en febrero de 2004 obtuvimos el dato de que en ese año 1,554, o el 8.8 % del total de 17,659 agricultores en la Isla eran del género femenino. La verdadera participación de las mujeres en nuestra agricultura está subestimada. Un estudio de necesidades de 2006 arrojó que 87% gustaría recibir educación del SEA. Los retos que enfrenta como mujer tales como discriminación y falta de información por ser un campo dominado por hombres fueron reforzados por datos obtenidos de la Oficina de Planificación y Avalúo del SEA que muestran cómo las capacitaciones de agricultura de producción, mercadeo y recursos naturales atienden una clientela mayoritariamente masculina (70 %) . Este se debe a factores tales como: género de los instructores; horario al cual se ofrecen los cursos; lugar en el cual se ofrecen los cursos; forma de anunciar o convocar al curso. Esta información sirvió para diseñar el proyecto educativo.

MISIÓN: Apoderar a las mujeres puertorriqueñas en la agricultura mediante la educación para convertirlas en agroempresarias exitosas que aporten al desarrollo económico de su comunidad y de Puerto Rico

Las actividades educativas consistieron mayormente de conferencias y talleres Estas se condujeron durante dos semestres, impartiéndose los cursos en las mañanas de los miércoles. Los resultados han sido evaluados y documentados mediante actividades formales de avalúo: pre-y post-prueba, testimonios y grupos nominales. Deseamos conocer si se adquirió conocimiento nuevo y si hubo adopción de destrezas adquiridas en la administración del negocio. Falta una prueba después de seis meses para saber si se han mantenido o incorporado mas cambios en el negocio. El Centro Empresarial ha sido dado a conocer de diversas formas: programas de radio y TV, exhibiciones en ferias, presentaciones orales y afiche. Este se ha convertido en un proyecto novedoso que vino a llenar un espacio y ha despertado interés en diferentes sectores: el gobierno, la banca, la propia universidad. Rcibimos peticiones para que se atiendan las necesidades de las mujeres en otras localidades.
