The Government

is urged to implement 5 agenda to:

1) Ensure adequate emergency preparedness to respond to incidents involving domestic ferries and include salient aspects throughout the general curriculum in the education system.

2) Identify job opportunities for Women within the domestic ferry industry, including participation as trainers and educators, and develop appropriate training and information programs.

3) Promote gender sensitivities in the local ferry industry, recognizing women as both employees in the industry and users of ferry services.

4) Incorporate gender sensitivity training within the maritime education curriculum, and also within the IMO Model Courses, (i.e. Personal survival and social responsibility).

5. Adopt passenger bill of rights, defining the duties and responsibilities of the Government, the ship owners, the ship operators, and the carriers vis a vis the passengers, including matters relating to compulsory insurance coverage.

The Shipowners

Are urged to do 3 action plans as follows:

6.(1) To provide clear safety and emergency response instructions to passengers of domestic ferries; demonstrate to the wider public their compliance with the safety regulations; and raising the safety consciousness awareness.

7.(2) Ensure that the carriers (including ship owners, operators and charterers) have adequate insurance cover for the compensation of passengers in case of loss of life, injury, or damage to personal property and in relation to any cargo carried.

The Shipowners

8.(3) Ensure a regulatory regime for the listing and counting of all passengers, including children onboard, in in place, and includes measures for verification of compliance and consequential penalties.

International Maritime Organisation

9) The IMO is called to:

Consider organising a conference for women seafarers to identify impediments and barriers which inhibit the wider employment of women on board.

The Government Progress so far?

1. DNTM competencies in the Organic Law is passed, including ship Registration Decree Law.

2. Passenger Safety manual is ready to be installed at every passenger ships.

3. Identification of APORTIL Management issues are being responded.

4. Discussion with MOPTC Gender Unit has been completed to promote more women joining the Maritime career as recommended by WIMA Asia initiatives.
