  • Questions and Answers

Q: What is the current fiscal situation in Concord?A: Sacramento has taken more than $78 million from the City of Concord over the past 20 years. The Great Recession has forced the City to cut its workforce by 25%, defer road maintenance, reduce programs and outsource services. As the economy struggles to improve, the City is exploring several ways to continue to provide the vital services we all rely on. Q: What are the

priorities Measure Q funding maintains?A: Funding from Measure Q has helped the city stay solvent and maintain services during one of the worst economic times of our day. Measure Q, which is scheduled to expire soon, funds essential city services, including:

    ■ 9-1-1 emergency response services■ Neighborhood police patrols■ Gang prevention programs■ Crime investigation services■ Road maintenance and pothole repair efforts■ City parks and playgrounds■ Youth sports and recreation programs■ Senior services and the Senior Center

Q: How does the budget crisis affect our public safety needs?A: Our community has continued to be concerned about maintaining public safety services, including 9-1-1 emergency response, neighborhood police patrols at night, crime investigation services, and gang prevention programs.

    UPDATE:Concord’s Fiscal and ServiceDelivery Challenges

    Message from the City Manager

    Dear Resident:

In 2010, Concord voters enacted Measure Q, a local funding me

asure to give our community a guaranteed local

funding source that could not be taken by Sacramento.

Measure Q has been essential in maintaining key city services su

ch as 911 emergency response, police patrols, and

gang and youth violence prevention programs, along with many

other services of high priority to our community.

Without Measure Q funding, the City’s current financial forecast a

nticipates at least $4 million worth of budget cuts.

Like all cities, the Great Recession and the slow economic recover

y have put considerable strain on Concord’s ability

to maintain and protect vital city services. This challenge has bee

n made greater because the State of California has

taken more than $78 million from the City over the past 20 years.

Later this month, the Concord City Council is considering placin

g a measure before voters to extend Measure Q’s

funding with no increase in the taxes you currently pay in Conc

    ord.

  • ONE ON ONE

Journalism, in its simplest form, is telling stories

about our world. Journalists convey information and

images that help us shape our lives.

Whether it's a breaking story on the capture of a

fugitive or an image of a starving child in a war-torn

nation thousands of miles away, these reports have an

impact on readers and viewers. As watchdog of our

society, journalism has played a crucial role in sustaining

our freedom. It is the media's role to provide information

that we can use to begin dialogues that result in an open

    "marketplace of ideas."

Journalism is a career that is ever changing. There are

opportunities for radio, television, Web, newspaper and

magazine journalists. You can work as a reporter, editor,

    photojournalist, producer, graphic designer, proofreader,

news researcher or editorial assistant. As traditional and

digital forms of media merge, employers are looking for

people with new ideas on how to reach a greater audience.

But they will always need people who have a passion for

    story-telling.

Journalism is a career for those who are courageous,

adventurous and possess an unflinching devotion to honesty

and integrity. There are infinite stories yet to be told.

You can be the one to tell them.

    The Center for Integration and

    Improvement of Journalism

    (CIIJ) is a nonprofit organization

    based at San Francisco State

    University. Founded in 1990 by

former SF State Department Chair Betty Medsger, the

Center's mandate was to develop a series of model

programs designed to bring ethnic diversity to the

country's newsrooms and to promote improved and

balanced coverage of our multicultural society.

The coaching program has been a cornerstone of the

Center from the beginning. Alarmed at the rate of

students of color dropping out from basic skills courses,

Medsger conceived an idea to offer them additional

support from working journalists. The central mission

of the program was to provide coaching and mentoring

to students, particularly those of color, in order to

increase the retention and graduation of students.

However, the program is open to all students, regardless

    of ethnicity.

For more information, call the Center for Integration and Improvement of Journalism at (415) 338-2083.

SFSU Journalism Department The SF State

journalism department prepares students for careers in journalism. This is accomplished by

providing instruction that requires students to develop a working knowledge of the skills, laws, ethics, power, and responsibilities of the news media. A strong liberal arts education also is required. The main goals of the department's courses are to help students become accurate and thorough researchers, precise and graceful writers, technically and aesthetically fine photojournalists. Students choose the major because these skills provide excellent preparation for numerous occupations, not only for journalism. The department is accredited by the Accrediting Council on Education in Journalism and Mass Communication (ACEJMC).

For more information, call (415) 338-1689 or visit the Web site at http://www.journalism.sfsu.edu

Why should you consider a career

    in journalism?

"I've stayed in journalism for nearly a decade because I love getting paid to write and because my job enables me to see the world through other people's eyes. Thousands of people per day read my stories and at some level I have an influence."

    — Chris Heredia, San Francisco Chronicle reporter.

    Chris Heredia

"I gained a better under-standing of what my stories should cover, how to be more

resourceful and about the profession in general. It definitely inspired me. It's wonderful to know professionals are willing to give back to the community and help aspiring journalists."

    — Melissa Navas, Contra Costa College journalism student on working with Carolyn McMillan, Contra Costa Times assistant city editor.

  • City College of San Francisco

The mission of the Journalism Department is to provide students with the opportunity to study the field and the skills that go into a journalism career. The department provides a pathway for transfer to four-year programs or the

opportunity to complete an Associate of Arts

degree and Award of Achievement. Students

receive lab experience in the writing, publishing,

and the distribution of a magazine, etc., and a

biweekly newspaper, The Guardsman. This is

done in an environment closely resembling a

    professional newsroom, using

    digital technology to paginate,

edit, and publish the paper. The

    department is committed to

    assisting students seeking careers

in related fields such as public

    relations and advertising.

    Contra Costa College

The Journalism Department at Contra Costa College offers an Associate of Arts degree in Journalism and a Certificate of

    Achievement in Journalism. The program

features courses such as newswriting and

    reporting, newspaper production, newspaper design

and layout, magazine writing and production and mass

communication. Students produce a weekly student-run

newspaper, The Advocate, which consistently wins top state

and regional awards. Students also produce a magazine,

Moment, which is published each semester. The program has a

dual purpose — to ready students for transfer to four-year

colleges, and to train students for the journalism profession

    and related jobs.

    Diablo Valley College

Diablo Valley College has an award-winning journalism program whose graduates transfer to UC-Berkeley, SF State, New York University, and other four-year

schools. Its student-run paper, The Inquirer,

consistently wins top honors at state and regional

    competitions, and former Inquirer reporters,

photographers and graphic artists now work at

news organizations such as the Associated Press,

the Dallas Morning News and the Contra Costa

    Times. Classes include beginning newswriting,

writing the feature story, mass media and

    newspaper production. Joining The

    Inquirer staff improves your research

and writing skills and provides an

    opportunity to learn QuarkXpress and

    Photoshop.

    Laney College

Laney College’s Journalism Program offers hands-on experience in newspaper production and courses such as mass media and society and news-writing.

The program focuses on practical journalism

skills but prepares students for transfer to four-

year schools. The campus newspaper, Laney

Tower, was established in 1952 and has won many

awards. Students join the Tower as reporters,

    editors, photographers, graphic artists and

computer production and online staff members.

Since the Laney Tower is the only campus

newspaper in the Peralta College District, it makes

an effort to cover all the campuses, including

Merritt, Vista and College of Alameda.

    Writing and Photo Coach Program

The Writing and Photo Coach Program was established in 1990 by the Center for Integration and Improvement of Journalism at SF State. Journalists are paired with students enrolled in certain

writing and photo courses. Because of their professional

experience, journalist-coaches can provide students with

a better understanding of the standards and demands of

the newsroom. The purpose is to help students improve

their writing and reporting or photography skills by

    establishing a one-on-one working relationship with a

journalist who acts as a coach and mentor. After more

than a decade, the program has proven to be very

successful in helping students deepen their understanding

of journalistic writing and photography and in improving

their grade. In 2000, the CIIJ received a three-year

grant from the John S. and James L. Knight Foundation

to export the coaching program to five colleges. The

result is a collaborative effort with the CIIJ and the

journalism departments at City College of San Francisco,

Contra Costa College, Diablo Valley College, Laney

College and California State University, Fresno.

To be eligible for the program, students must be

enrolled in specific journalism classes at SF State or one

of the five partner colleges. To apply, you will be asked

to complete an application and sign an agreement form.

    PARTICIPATING COMMUNITY COLLEGES

    "Talking about journalism

    with students helps me

clarify a lot of my own ideas

    about the profession and what

values I bring to it. And they've been

    very appreciative and open to

    suggestions and ideas."
