City proposal to ban e·cigarettes is defeated · ROSWELL-· A majority of councilors voted last week not to add electronic cigarettes to the list of items prohibited in public places. ·

· The amendment to the Clean Air Ordinance failed after councilors voted 5M2 against it. .

Several members of the public spoke against adding electronic smok~ ing devices to the list of banned items in the smoking policy. . ·

Former Councilor Jimmy Craig said he was in opposition to the change. · ' ·

''I'm generally one that does not believe in over~intrusive government," Craig said. "You have to have a real reason to intrude in personal likes and dislikes." ·

Craig said. it appeared to him that there was no conclusive scientific evidence in regards to the electronic devices. E~cigarettes had helped him as a lawyer in court and it had been good to him, he said.

"It's actually been very beneficial to me. I was a smoker ahd quit," Craig said. "Just because it's offensive to someone, I don !t think we need to do something about it. I would. urge the counpil t9leave it alone." . ·

Vaughn leaders face challenges, O,Pportunities VAUGHN- It wasn't a crowd by big~city standards, just over a dozen peo~ ple, really .. But technically, it was a standing:-room~only gath~ring in.side Vaughn's httle Town Hall last week, as new Mayor Roman Gar01a explamed a daunting list of challenges and why. the community has had to ask Guadalupe County to step in as a fiscal agent.

Ever since last year~s weeklong wat.er service outage, Vaughn has been anxious to gather funding toward a monumental supply-line upgrade, one involving the replacement of up to 26 miles of pipeline with a tab estimated at as much as $6 million.

State and federal officials have said they're eager to help, at least with some initial funding phases. But much of that money is going to remain offlimits to Vaughn because the municipality is three years behind on completing the audits required by state law, and also unsure where·it will get the tens of thousands of dollars it will take to pay the independent auditor.

Therefore, late last month Garcia pleaded with County Commissiont:rs to have the county tak~ fiduciary r~sponsibility as the fi~cal agent ov~r~eeijlg the planned water proJect. On Apnl 8; the Town Counctl voted unanunously to endorse the move, reassuring town residents that by doing so they were not giving up any local assets , nor ownership of the final water system project

"We have no choice, ladies and gentlemen," the somber sounding mayor told audience members, "because right now, we're not eligible to b.e our fiscal agent. It's going to be awhile." · · : '~

THOUGHTS GUEST EDITORIAL

by Jeff Hammond son of·

CoMPublisher, RUTH HAMMOND

I was kind of stressed because I couldn't think of something to write about this week so I asked Peter, the other half of the paper for ideas; and he said something about the upcomM ing graduation. SOOO, I thought about it and here is what came to light in my head. I didn't graduate high school with my class, I had joined the ARMY and I got my GED while I was in basic training. So I never got the chance to walk down the aisle in cap and gown. BUT I've always wondered if things in my life would be different ifi had finished high school before · joining the ARMY. Not having something to compare it to it will just be one of those mysteries in life.

Doing school work, completing assignM ments and being rewarded with a diploma is a goal that should be stressed more to our chilM dren. Too often I have heard someone telling a young person "If you don't have a high school diploma you'll never get a good job." IS NOT positive reinforcement. It is negative reinforcement, and believe it or not it isn't helpful or beneficial. Quite telling your kids the bad side of not choosing the right path in life. Instead tell them about the good things in your life you've gained by making the right choices. Ans that is what it boils down to, making choices. Good, bad or indifferent, the choices we make when young affect us for the rest of out lives.

Everybody makes choices every day, Some good, some bad. The best choices are those that show immediate reward. The choic- · es that take time to show benefit or reward are choices like college or go immediately into the work force. Admittedly going to college and ~etting a degree sets a person up for a betterlife 1fyou go into a field you love to do. BUT, there are those young people who graduate and go to work, by-passing college. They are holding jobs and advancing while their counterparts are doing the college thing and joining the workforce years later. It isn't up to us to decide which one is the better. They are both doing what they feel is the best for them. Over the long run 10-15 years later their lives are pretty· much equal.

As soon as this years graduates walk down the aisle and get their diplomas there is going to be pressure on them to make a choice, work or college, work for a few years then college, join the military and build up credits for college upon discharge. Whatever choice these young people make~ will depend on how they have been supported. If they continually get hammered about going to college, are they making that choice of their own free will, or are they just doing what the parents want as a result of negative reinforcement?

Soon there will be a whole new group of high school graduates hitting the bricks. Let's support them and give them positive reinforcement for making choices. Make it easy for them to be successful. Give them positive thoughts. Give them positive energy. Quit sending the negative message of the evils of making the wrong choice. Let them make their choice, then support them in any way you can.

No tax on food anywhere in I I •

climate. More families than ever are living paycheck to paycheck, and any money they would be forced to spend on a food tax is money that they would otherwise be able to spend on oth~r goods and services from other local businesses. This in tum makes it less likely that those businesses will hire more employees, something we desperately need to help New Mexico recover from 1ts current jobs crisis. .

Finally, the food tax is a weak. foundation on which to base essential government services because food tax revenue grows so much more slowly than state and local government spending. In the decade before its repeal, for example, revenue 'from New Mexico's food tax grew at only a 1. 7 percent annual rate, according to the Taxation and Revenue Department, while state and local government spending grew at a rate of about 5 percent during the same period.

We appreciate the Rio Grande Sun's continuing coverage of this important issue and we urge the Espanola City Council to resist the Municipal League's proposal to tax their constituents' groceries.
