1. GENERIC ISSUES RELATING TO ALL WARDS

Safer Scotland The Safer Scotland Anti-Violence Campaign is supported by the Scottish Executive and delivered nationally by the Association of Chief Police Officers (Scotland). The aim of the campaign is to build appropriate alliances to respond to the respective levels of violence in the country. The campaign’s main theme is to find sustainable, innovative solutions to our violence problem through a series of targeted and locally focused campaigns.

A knife amnesty took place between 24 May and 30 June 2006 where bins were placed at Motherwell and Wishaw Police Stations for weapon deposits. This did not deter the sub-division‘s stop / search policy with a number of high profile patrols taking place in conjunction with targeted searches of suspected offenders.

The campaign is now moving into its next phase and will focus on youth alcohol consumption and associated acts of disorder / antisocial behaviour. This will run from 4 September 2006 to 1 October 2006.

Violence Reduction Strategy The Safer Scotland Campaign will be underpinned by the divisional Violence Reduction Strategy that will set out what the Division’s intentions are and how it intends to achieve a reduction in the number of victims of violent crime. This initiative will run until 31 March 2007.

Divisional Control Strategy The sub-division will continue to deliver the Divisional Control Strategy in relation to local crime, community safety and antisocial behaviour priorities and will seek to involve partners and the local community to positively impact on community concerns.

Problem Solving The establishment of problem solving groups in identifiable communities to identify issues of joint concern, devise joint actions and provide long-term solutions to community priorities is being progressed.

Active Citizenship The Police Schools Liaison Officer continues to deliver the Citizenship and the Law Programme in local schools, which aims to develop young people as active citizens and encourage them to take pride in their communities.

Antisocial Behaviour Joint working opportunities with the Police, housing providers and NLC Antisocial Task Force will be realised in an effort to tackle recurring antisocial behaviour problems. This will include sharing of information, joint visits to problem tenancies and instigating effective enforcement techniques.

2, l Ongoing Police Issues

The area experiences typical criminal issues expected of a deprived area such as violence and drugs misuse, however the predominant trend is currently youth anti-social behaviour manifesting itself in vandalism, disorder, drunkenness, drug misuse and violence. Youth disorder is particularly prevalent in the area with the following areas of particular note.

Shie/dmuir Station - This is a Strathclyde Passenger Transport station on the main line to Glasgow. It is unmanned and currently has no CCTV coverage. It is the responsibility of British Transport Police and causes no problems in it’s own right however, due to the presence of a footbridge linking the Muirhouse area with Craigneuk, it has become the focal point for youth disorder involving gang fighting between the two factions. This is cyclical but can result in mass disorder and vandalism to the immediate area, which causes distress to the mainly elderly residents.

F/axmi// Avenue/G/encairn Ave - This area suffers from general antisocial behaviour caused by a number of youths that are known to the Police. I n particular the lane connecting Glencairn Avenue to Glenclelland Road is problematic in terms of youths congregating, drinking and causing general disorder ranging from low-level antisocial behaviour to serious violence.

Gateside Road - This is one of the longest streets in Craigneuk and is the source of numerous complaints, the majority of which concern youth disorder. The Police have attended in excess of 100 incidents in the past three months mostly relating to vandalism and verbal harassment. The core group of offenders has been identified and joint housing / police visits have taken place.

Heathery Park/ Sid/aw Drive - Although there is not the same number of incidents of youth disorder in the Wishawhill area, a perpetual complaint exists in relation to the use of trail and quad bikes in Sidlaw Drive and Heathery Park. A number have been seized and the offenders have been charged with road traffic related offences.

O/d Ravenscraig Site - The site of the former Ravenscraig Steelworks is a massive area of land situated between Craigneuk and Jerviston in Motherwell. It is currently being prepared for redevelopment. There are no particular issues with this area although it is sometimes used to dump stolen vehicles or as a pre-arranged meeting place for rival gangs to fight.

Winning Quadrant- This is an area of privately owned flats on the opposite side of Glasgow Road from the main estate. It is characterised by a high turnover of residents due to the amount of private lets. Currently there are a

number of Polish residents who have recently come to the UK in search of work and numerous issues have already emerged, which have necessitated police i nvolvemen t . Wishaw General Hospital - Wishaw General Hospital is a modern NHS hospital, which opened in 2001. It has an A&E dept, secure mental health wards and the local mortuary. The hospital has suffered in the past from break-ins to motor vehicles in the car parks and minor thefts both by staff and members of the public. A&E is also a source of disorder, generally alcohol related and predominately at the weekend. Local police procedures dictate all arrests from Wishaw General are to be treated as custody cases.

Problem Solving - A multi-agency approach is being adopted in relation to recurring problems in the area. A recent meeting involving key partners was hosted by the Police to develop a joint problem-solving approach. Agencies in attendance were Strathclyde Police, NLC Housing, Antisocial Task Force, SWD Youth Justice, Community Education and the local elected member.

Gang Fighting / Youth Disorder - Members of local youth gangs have been identified and all avenues available to the police are being utilised to tackle the associated problems. This also involves co-ordinated action with partners, which has included joint visits by Housing, Police and Antisocial Task Force. I n relation to the emerging trend at Gateside Road, joint visits were made to residents within the Gateside Road area regarding conduct of children who reside there.

Joint warnings with the police and housing were conducted at the local housing office which saw 3 residents attend and issued with warning regarding their own and their children’s behaviour.

Joint Surgeries- Joint surgeries continue to be held with Craigneuk Housing to address residents concerns and issues. Meetings have also been held specifically with the residents of Gateside Road due to the issues there.

Glencassells Community Development Project “The Venny“ Centre - This is a drop-in centre situated at the end of Glencairn Avenue Craigneuk and is open Monday to Friday between 1100 - 1400 hours and 1830 - 2130

hours. The facility is utilised by all age groups and is an ideal method for the Police to work with staff and positively engage with local youths.

Housebreaking with Intent to Steal 28 year old male arrested.

Criminal Law (Consolidation) (S) Act 1995 S50 (1) (a) - Racial B.O.P. Briarwood Stores - shout and swear using racist comments. One 26-year-old male arrested and reported to PF.

Va nda I ism / B .Om P. Old Ravenscraig Steel Works - whilst acting as part of a gang throw stones at security office and vehicle causing damage to it. Shout, swear commit a B.O.P. - 4 persons arrested - 18 & 17-year-old males and 15 & 14-year-old females. - Reported for 4 charges of vandalism/4 charges of B.O.P.

Mobbing and Rioting Glencairn Avenue, Craigneuk. Large scale disturbance involving approx. 20 persons. Various weapons used including a sword, knives, bottles and bricks. As a result of enquiries 8 males aged 39, 31, 24, 3 aged 17, 16 and 15 and 3 females aged 31, 19, and 15 were arrested and reported to the PF.

BOP, Criminal Law (Cons) (S) Act 1995, sec 47,49 Asia Tandoori Glasgow Rd, Wishaw, two males 35 and 37 years arrested after disturbance and found to be in possession of a knife and an axe.

Civic Government (S) Act 1982 S57 Wishaw General Hospital. A 25 year-old male arrested. Found in circumstances where it was believed he intended to commit crime of theft.

Criminal Law (Consolidation) (S) Act 1995 S47 John Street Wishaw. Police attended reported incident of youth gangs fighting at locus. Youths made off on police arrival however two males were apprehended and arrested for possession of offensive weapons namely bottles. 15 & 14 year males reported to PF.

Crime & Disorder Act 1988 S22 Hallinan Gardens, Wishaw, - 47 year old male arrested - Shout swear and breach antisocial behaviour order.

Serious Assault Raven Wynd Wishaw - victim 28 year old female - strike victim on head with bottle and knife - 36 year old male arrested and reported to PF.

Behaven Park- Common meeting ground for youths that drink and cause disorder.

Sometiie/d's Car Park, G/asgow Road - Noise pollution caused by 'boy- racers' congregating and causing annoyance to local residents. Also known location for drug dealing.

4.1 Ongoing Police Issues

Robbery Belhaven Road, Wishaw - victim 11 year-old male - grab complainer threaten with violence and rob him of money - suspect 18 year-old male. Enquiries continue to trace.

The Town Centre, with the volume of licensed and commercial premises brings its own policing issues at different times of the day. During daytime hours, commercial premises are targeted by local shoplifters, although since the implementation of CCTV and the Radio Link there has been a vast reduction in the amount of shoplifters undetected.

With seventeen public houses in and around the Town Centre, there is always the potential for public disorder, with offences such as breach of the peace, assault, street drinking, misuse of drugs and possession of offensive weapons bei ng co m mon place . Crimes of dishonesty have been committed albeit relatively few, with no domestic housebreakings having been reported.

5.1 Ongoing Police Issues

Offensive Weapon 32 Year-old male arrested after a disturbance at the Cambusnethan Inn, in possession of baseball bat.

Cambusnethan Street - Issues still exist in relation to local residents getting their driveways blocked by indiscriminate parking.

5.2 Emerging Trends

A number of issues have arisen connected to Cambusnethan Children's Home and the residents within the home.

Since the opening of the home, a number of crimes have been reported to the Police. Staff have reported being assaulted on eight occasions by residents, there have been three incidents of vandalism including €1000 damage to a police vehicle and three incidents of B.O.P. The culprits were mainly four of the residents, namely a 14-year-old female and 3 males aged 10, 11, 14. All have since been reported to the Reporter and relocated in more secure accommodation.

Police are also attending to deal with the report of missing children.

Breach of the Peace, Vandalism, Assault x 2. Moss Rd, Wishaw. After an argument between neighbours, a 23 year-old male was arrested for the above crimes when he assaulted a 46 year-old male by striking him on the body with a rubber cosh and sprayed him with a substance believed to be ammonia.

Robbery Lammermoor Terrace, Wishaw - victim 12 year-old male - approached by 16 year-old male threatened with violence and monies stolen. Enquires continue to trace suspect.

6 WARD 10 - COLTNESS

6.1 Ongoing Police Issues

Larchfield Crescent - particularly at weekends, this attracts both local and travelling youths who congregate at the local swing park and open grass areas drinking, causing annoyance and committing minor acts of vandalism.

Maxfon Crescent & Denholm Drive - is an area that attracts youths and an older element of drinkers who commit acts of vandalism, particularly to vehicles. Recently the use of off-road motorcycles in this area has been increasing.

Walkerburn Drive - a younger group of youths tend to hang about the swing park causing annoyance and carrying out minor acts of vandalism.

Kimeny Crescent - the wooded areas to the east and west of this road are being used as a local "scrambling track" by youths.

A newly completed public ball games area off Walkerburn Drive has contributed to a reduction in youth disorder and has been widely welcomed in the area by young and old alike.

Members of local youth gangs have been identified and all avenues available to the police are being utilised to tackle the associated problems. This will involve a multi-agency approach, which has already been instigated within the community, with joint visits already being undertaken by Housing, Antisocial Task Force, Social Work and the Police.

Community Safety and Community Policing liaised with Wishaw Resource Network and CcrV regarding an identified vulnerable female living in the community.

Serious Assault Kilmeny Crescent, Wishaw. 45 year-old male kicked repeatedly on head and body resulting in him suffering from several fractures to the chest area. 45 year-old male arrested for this crime.

Serious Assault Coldstream Crescent, Wishaw. 41 year-old male was repeatedly punched about head and body and sustained numerous lacerations to facial area. 25 year-old male arrested and reported to PF.

Serious Assault Maxton Crescent Wishaw, 50 year-old male suffered fractures to his jaw and left cheekbone area of his face after being struck with an unknown blunt instrument.

Serious Assault Dryburgh Road Wishaw - 16 year-old male was stuck on face and thereafter punched about head and body. 2 male suspects, aged 14, are being sought in relation to this crime.

Serious Assault Innerleithen Drive, Wishaw. 39 year-old male stabbed on the body resulting in a 7.5cm laceration to the chest requiring 9 stitches. Enquiries ongoing to trace culprit.

Criminal Law (Consolidation) (S) Act 1995 s. 50A (1) (a) (Racial B.O.P.) Greenlaw Avenue Wishaw. 36 year-old female was subjected to verbal abuse of a racial nature. A 43 year-old male was arrested and reported to the PF.

7 WARD 14 - PATHER & GOWKTHRAPPLE

7.1 Ongoing Police Issues

Gowkthrapple is currently covered by 16 CClV cameras, which are monitored from Wishaw Police Office. In addition, the Local Authority have CClV cameras situated on the ground floors of all the blocks of flats and these are monitored by council caretakers, who are available 24 hours a day.

The Housing Office currently faces problems with allocating flats within Gowkthrapple, mainly due to the low demand for this type of housing. People allocated flats in this area tend to be problem tenants and only remain in the area for a short time. This leads to them having little community spirit.

There are currently a high number of drug users living in Gowkthrapple which has led to a number of persons selling controlled drugs in the area. The amount of drug users has undoubtedly led to a number of housebreaking in Gowkthrapple and the surrounding area in order to fund their addiction.

Pather has no C C N cameras although and a number of residents are pushing to have them installed. The area is predominately residential and has every day issues, which need addressed. A large number of youths (10-16yrs old) congregate in the Pather area causing annoyance by committing acts of antisocial behaviour. They mainly congregate at the lane at Etive Cr / Etive St and the bridge at the rear of Zafar Stores, Gair Crescent.

The Lighthouse Project, Alexander Street, Wishaw is a homeless accommodation which, although in the North Lanarkshire Council area, houses persons from all over Strathclyde. Comprising of 20 separate rooms, each room is equipped for a couple, however can only accommodate 21 persons at any one time. It is staffed 24 hours a day, 7 days a week. Many of the residents are drug / alcohol dependent, which has the usual associated issues.

9 WARD 16 - NEWMAINS

9.1 Ongoing Police Issues

Murdostoun Cast/e - The rehabilitation unit itself has been used as a gathering place for some time. There has been a problem with youths from the nearby Newmains area entering the grounds for the purposes of drinking.

A&ernethyn Road- has historically been a gathering point for youths for the purposes of drinking and thereafter causing damage to property. It is not unusual for groups of up to 30 youths to gather at this location at weekends and evenings. Specifically, youths gather to the rear of Village Stores 56-58 Abernethyn Road, Newmains, and cause general disorder. This includes causing damage by graffiti and setting fires to the rear of the shop premises.

Tiree Crescent- has also been a gathering point for local youth’s intent in causing general disorder. There is also a licensed premise situated within a row of shops at this location, which is the main reason for a high number of youths gathering regularly.

Westvvood Road - where it meets the A73 has also historically been a gathering point for youths who carry out acts of vandalism to passing vehicles, particularly buses, which are either joining or leaving the A73. Regular reports are received to the effect that stones or bricks have struck vehicles by youths standing on footpaths near to wooded areas. Youths make off into the wooded area upon being observed. This leads into the West Crindledyke area and on to Tiree Crescent.

9.2 Emerging Trends

0 Vandalism to vehicles in the West Crindledyke area is becoming more prevalent . Off-road use of trail bikes, mini motos and quad bikes.

10.1 Ongoing Police Issues

Hartwood Hospita/- The now disused Hartwood Hospital nurses home and Hartwood Hospital itself has been gathering places for some time. There has been a problem with non-locals alighting from the trains at Hartwood station and entering the hospital ground for purpose of drinking. This has been addressed via action plans.

A//anton -Although the town of Allanton is small, there are isolated incidents where the town finds itself the meeting place for gangs from Newmains and Shotts, who due to Allanton's central position, meet here to fight.

Theft by H.B. Damside Inn, Allanton Rd, Allanton, 4 males 17, 18, and 2 x I9 year's arrested.

Kingshi// Road, A//anton - youths gathering at the top of the road for purposes of drinking and thereafter causing damage to property en-route to their homes.

Ailanton Road at Co/tness Avenue is a junction in the centre of the village, which has only very recently become a gathering place for approx. 20- 30 youths on Friday/Saturday nights.

Proactive targeting by the Sub Divisional Proactive Unit has identified local youths who are commonly known as the 'Allanton Young Team'. Contact has been established with their parents and as such arrangements are being made for the youths & parents to hold forum with the Police and other agencies to discuss and implement diversionary schemes for the local youths.

I1 WARD 18 - DYKEHEAD

11.1 Ongoing Police Issues

Due to the geographic location of Shotts a large amount of crime reported is for vehicle offences, other than this there are regular calls for youths gathering at the 'cross' at Dykehead and Laggan Path (Dykehead) committing acts of antisocial behaviour. Off-road bikers are also a persistent problem.

11.3 Ongoing Initiatives / Police Activity

Visits made to Herbison House, Manse Road, Shotts.

Assistance rendered to a local pensioner who had her window smashed by local youths. Reassurance was provided to her as well as making contact with the necessary agencies to have her telephone repaired to allow her to contact police in future for assistance.

Community Officers have liaised with Ron Stark Forward Training Project in Shotts. This was to enable officers to develop a working relationship with the local careers officer who works with unemployed youths.

Contact made with Hugh Thompson a local resident who runs youth football teams. This was with a view to utilise funding from the Community Wellbeing Fund to provide additional projects for local children. This is still ongoing and being developed.

Work continues with the Youth Diversion Steering Group and ongoing police involvement in the Saturday Sportscene Initiative held a t Shotts Sports Cent re.

Main Sc C/e/and - this acts as a magnet to local youths, particularly a t the weekend, who indulge in antisocial behaviour and drinking, which tends to spill into the nearby park.

I n response to the complaints of speeding on Bellside Road, community police officers attended and conducted a speed check. This resulted in 14 warnings and 6 conditional offers being issued in relation to speeding. Local residents were also visited and provided with reassurance.

S4 (3) (b), 5(3), 5(2) MDA 1971 Omoa Road Cleland - two males aged 37 & 25 arrested and reported for possession of 130 grams cocaine and 12 grams cannabis resin. Approx street value €5,500

Robbery (bogus workman) Omoa Road Cleland, victim 81 year-old male allowed entry to him home by a male purporting to be from the Water Board. Once within victim was pushed onto couch and punched repeatedly in head area. Second male entered and stole quantity of money. A 32 year-old male has been arrested for the crime. Enquiries are ongoing to trace and arrest second male.

Dangerous Dogs Act 1991 S 3(1) Fraser Street Cleland. Victim 30 year-old male who suffered 5 dog bites to his hand and arm area requiring 20 stitches. A 59 year-old female has been reported to the PF.

13 WARD 20 - BENHAR

13.1 Ongoing Police Issues

M8 Services - The M8 services are split into two sites; they are referred to as East and westbound however their official titles are Harthill North Connect and Harthill South Connect. There have been a number of thefts from motor vehicles, usually Lorries, which are parked overnight. The petrol stations also suffer from drive-offs, whereby motorists fail to pay for their fuel. The most complaints come from the eastbound services, where, when vehicles leave the station they quickly enter Lothian and Borders police force.

Paxstone Crescent - This is a street in the Harthill area with 24 flats, spread between 4 closes. The properties were previously owned by the local authority however they were sold off, through tenants "right to buy" scheme. They have now been sold on again and are owned by private landlords who rent out the flats. The fiats are occupied by a mixed race community who appear to reside in accommodation considered by some to be below an acceptable standard. The community police are working in partnership in an attempt to regenerate this area.

Gangs- The town of Harthill is too small to allow the development of gangs. There are isolated incidents where some disorder between youngsters from Harthill, Eastfield and Greenrigg have occurs.

Community Safety Department is currently involved in developing crime prevention measures for petrol stations to reduce the number of incidents that occur at these locations. A number of agencies are involved, including petrol companies, and garage owners. The motorway services at Harthill have been included in the consultation.
