Organized in 1901, the Wisconsin Crop Improvement Association (WCIA), a non-profit organization, is desig-nated by Wisconsin state law as the official seed certifying agency in Wisconsin.

WCIA cooperates with the University of Wisconsin College of Agricultural and Life Sciences and the Wisconsin Department of Agriculture, Trade and Consumer Protection in its certification activities.

WCIA conducts third party, field, seed and facility inspec-tions under four Association of Official Seed Certifying Agencies’ (AOSCA) programs and the North American Weed Management Association (NAWMA) program.

The Certification Label is valid only when attached to a seed/grain container or to a forage/mulch bale of the speci-fied variety/kind and lot number.

WCIA provides certification labels to growers based upon field inspection and seed laboratory testing of repre-sentative seed/grain samples submitted by growers/condi-tioners for analysis. The labeler, by attaching the certifica-tion label to a particular lot of seed/grain or forage/mulch bale, is representing to both WCIA and the buyer, that the product has been produced, conditioned and inspected in accordance with the standards and procedures estab-lished by the WCIA and that the product described on the label meets certification and state and federal law require-ments.

THE GROWER AND/OR SELLER WHOSE NAME APPEARS ON OR IS ATTACHED TO THE CONTAINER OR BAG OF SEED IS SOLELY RESPONSIBLE FOR THE SEED ANALYSIS AND OTHER INFORMATION THEREON AND FOR THE PROPER USE OF THE CERTIFICATION LABEL.

WCIA IS NOT THE SELLER AND MAKES NO WARRANTIES, WHETHER EXPRESS OR IMPLIED (INCLUDING THE IMPLIED WARRANTY OF MERCHANTABILITY), AS TO THE SEEDS/GRAIN OR FORAGE/MULCH BALE SOLD BY THE GROWER OR SELLER. THE BUYER IS PURCHASING THE PRODUCT “AS IS” WITH RESPECT TO WCIA.

IMPROVEMENT THRU RESEARCH

PLANT VARIETY PROTECTION

The developers of new plant varieties which reproduce by seed may establish their ownership and obtain legal protec-tion through the United States Plant Variety Protection Act, pro-vided the varieties meet certain requirements. This act permits the developer or owner to control the multiplication and market-ing of PVP varieties for seed.

Two options are available to the developer under the Plant Variety Protection Act.

Under one option the developer of the variety or his agent protects his rights through contractual agreements and may sell either certified or uncertified seed of the variety.

The other option utilizes the provision of Title V of the Federal Seed Act often called the “certification option.” A variety protect-ed under this option may be legally sold by variety name only as a class of certified seed.

If the owner of a protected variety has reason to believe that anyone is infringing on his Plant Variety Protection rights, he may take civil action through the legal system. If a variety is protected by either option or an application for protection has been filed with the United States PVP Office, a statement will be printed on the seed container or on an attatched tag.

Following is a partial list of the varieties that are “protected” or for which “protection has been applied for.”

WISCONSIN LICENSED VARIETIES

The authority to produce, label and market seed of University of Wisconsin licensed varieties is controlled by licensing agree-ments. That authority is also controlled by United States Federal Laws when licensed varieties are protected under the Federal Plant Variety Protection Act. Legal action can be taken against those who illegally produce and market seed of licensed variet-ies.

Research fees are collected from seed producers of licensed varieties for the support of University of Wisconsin variety devel-opment and research.

Those interested in obtaining a license authorizing seed production and labeling of University of Wisconsin small grain licensed varieties should contact the Wisconsin Crop Improvement Association.

BARLEY, SPRING - CERTIFIED

HAZEN

Hazen is a six-rowed, smooth-awned variety that was released by North Dakota State University in 1984.

Hazen has performed very well in tests conducted throughout Wisconsin. It has produced very high yields, and test weights have been good. Hazen is medium in height and has very good straw strength. Hazen heads 1 to 3 days later than Morex and about a day earlier than Robust. Hazen is a feed barley.

Hazen is resistant to spot blotch and stem rust, and mod-erately susceptible to mildew. It is susceptible to leaf rust and loose smut.

Kewaunee is a six-rowed, smooth-awned variety that was released by the University of Wisconsin-Madison in 1997. Kewaunee is very high-yielding as shown in Wisconsin statewide trials. Kewaunee has good test weight, lodging resistance, and resistance to leaf rust, stem rust, powdery mildew and stem blotch. Kewaunee heads about the same time as Chilton and Morex, and is approximately the same height as Hazen and Robust. Kewaunee is a feed barley.

Lacey is a high yielding malting variety with improved malting quality characteristics released by Minnesota Agricultural Experiment Station in 2000. It is a six row, smooth awn, white aleurone variety with good kernel plumpness. Lacey is average in height with good lodging resistance. It is similar to Robust for scab reaction and resis-tance to spot blotch.

Lacey is a U.S. Plant Protected Variety (PVPA 1994). Seed of this variety can only be sold as a class of certified seed. A License is required for seed production.

LICENSED VARIETY

Dane is an early maturing, high yielding oat developed by workers at the University of Wisconsin-Madison and released in 1990. A unique feature of Dane is its high grain yields in spite of its earliness. Dane is very early, heading 3-4 days earlier than Ogle.

Dane has large, yellow kernels that have a high groat percentage. It has above average test weight and groat protein percentage. Straw strength is good. Dane has intermediate resistance to crown (leaf) rust and has shown some tolerance to stem rust and barley yellow dwarf virus.

ESKER

LICENSED VARIETY

Esker is a mid-season oat which has had consistently high grain yields. Test weights are similar to those of Gem, while heading date is about 1 day later than Moraine, and just slightly earlier than Ogle. Plant height is about an inch shorter than Gem and Drumlin. Lodging is less than Gem and Vista, but more than Belle and Dane. BYDV tolerance is comparable to that of Ogle. Crown rust resistance is very good. Released in 2004, Esker oats is exclusively licensed by Wisconsin Alumni Research Foundation (WARF) to Wisconsin Crop Improvement (WCIA).

Drumlin Oats is a mid-late high yielding oat developed at the University of Wisconsin-Madison. Drumlin has very good crown rust resistance and very good Barley Yellow Dwarf Virus tolerance. LICENSED VARIETY

ForagePlus oats was released by the University of Wisconsin-Madison in 2001. ForagePlus is a tall, very late maturity oat that heads 5 to 7 days later than Ensiler and Belle. It has exceptionally high forage yields. Forage Plus can be harvested over a longer than normal time period because it has excellent yields, even with early harvest. ForagePlus has good grain yields, yellow kernels and excellent resistance to crown rust.

ForagePlus is a U.S. Plant Protected Variety (PVPA 1994). Seed of ForagePlus can be legally produced and labeled for sale by members of Pro Seed Genetics who have been licensed by the Wisconsin Crop Improvement Association.

Gem is a mid-season oat released by the University of Wisconsin-Madison in 1996. In Wisconsin statewide tests, Gem has had high grain yields. Gem heads about the same time as Prairie; however, due to its longer grain filling period, Gem reaches maturity at a simi-lar time as Belle. Gem is about the same height as Belle. Gem has excellent resistance to crown rust and also good tolerance to barley yellow dwarf virus. Gem has yellow kernels with good test weight, groat percentage, and groat protein percentage.

815 is a photoperiod-sensitive, winter-type triticale grown for high-quality dairy silage harvested prior to heading. It is widely grown in the Northwest, Midwest, and Northeast U.S. for its high forage yield, quality (high protein and digestible fiber), and effective-ness for dairy nutrient management of nitrogen and phosphorous. It has shown good potential in Wisconsin in its initial commercial evalu-ation. It has demonstrated good resistance to lodging and good winter survival in its areas of long-standing commercial use, but as of 2005 the risks of winter damage are yet to be thoroughly evalu-ated over multiple years in Wisconsin, Minnesota, or the northern Plains. Among winter-type triticale grown for forage, its maturity and height are intermediate. Juvenile growth of 815 is semiprostrate. At boot stage, plant color is green and the leaves have a waxy bloom. Heads of 815 are fully awned, awns are white, and glumes at matu-rity are glabrous, primarily white but some plants have brownish glumes under some environmental conditions. 815 does not have anthocyanin in the stem. Auricles are colorless or white. Its neck is straight and moderately hairy. Leaf carriage is recurved; flag leaf is not twisted.Variants in 815 include plants having one or more tillers that are 5-10 cm taller than the norm.

Briggs hard red spring wheat was developed by the South Dakota Agricultural Experimental Station (SDAES) and released in 2002. Briggs was tested as SD3367 and resulted from the cross of BW114/Bergen//SD3097. Briggs is classed as an early maturing semi-dwarf. It is moderately resistant to both leaf rust and stripe rust, and is resistant to stem rust. Briggs has an intermediate reac-tion to scab and is moderately resistant to leaf spotting diseases. The variety appears to be widely adapted across South Dakota and the region. It is classed as a tall semi-dwarf being two inches taller than Oxen and four inches shorter than Russ, simmilar to Walworth and Forge. Briggs averages approximately one day ear-lier in maturity than Oxen. Protein content is similar to Ingot and 0.5% above Russ and Oxen. Milling and baking qualities are rated good. Truman is a soft red winter wheat variety released by the University of Missouri Agricultural Experiment Station. It is a full season variety with a moderately long vernalization requirement. It is moderately tall with good straw strength, and stands well in most environments. Truman has very good winter hardiness and is moderately tolerant of acid soils. This variety is white-chaffed, awnletted with long, mid-dense, tapered spikes. Plants are typi-cally bluish green in color with more blue being apparent as the plant develops through to senescence.

Pro 240 is a very high yielding, beardless, tan chaffed, soft red winter wheat with excellent test weight. Its maturity is similar to Kaskaskia. Pro 240 is similar to Pro 200 in height and standability. Pro 240 is moderately resistant to BYDV, powdery mildew, stripe rust, leaf rust and septoria leaf blotch.
