Gather your crew of up tosix people, or challenge yourself as an individual! Prizes will be awarded for first, second and third place.Beer and wine will be available for $5 (please bring ID). Food and nonalcoholic beverages will beavailable for an optional donation. Please register in advance.
8:00 p.m. CCA Open Mic, Chelmsford Center for the Arts, 1A North Road: Come and join Charlie Smith in an evening of live performance as local artists practice their craft in front of a live (and welcoming!) audience! Sign ups start at 7:30, show starts at 8pm
8:30 p.m. – 10:00 p.m. Free Public Skate at the Chelmsford Forum, 2 Brick Kiln Road: Come enjoysome time on the ice! Bring this flyer with you to show that you are a WINTERFEST PARTICIPANTand you can get Free Skate Rental, too! Rentals are limited so come early!

9:00 a.m. – 3:00 p.m. Toy Story, Minecraft, Harry Potter and Lord of the Rings Themed Escape Rooms at Trinity Lutheran Church, 170 Old Westford Road: Boy Scouts of America Venturing Crew 7 will host four mini-escape room challenges. All children are welcome to come and test themselvesas they are challenged to solve a puzzle or problem related to the escape room theme. Once they discover the solution, they will escape or exit from the room. Each of the rooms will have a different degree of challenge ranging from easiest to more difficult. We invite small teams of family or friends to come,
work together and try to find a solution and escape! This is a free event however a donation would be greatly appreciated.
9:30 a.m. – 3:00 p.m. Winter Survival, Pioneering, S’mores, Deep Frying, Campfire, Games, and more with Troop 75, Chelmsford Common: Find out what it takes to spend a night in the snow. Boy Scout Troop 75, sponsored by Trinity Lutheran Church, will be camping out on the town commons Friday
night (starting at 6 pm). Come and join us on Saturday for great food cooked outside over hot coals such as s’mores, hot cocoa, and even home-made cinnamon and sugar donuts and a tour around our site featuring lashed camp gadgets, shelters, and winter survival gear. If the weather cooperates, there will be
igloos and/or snow shelters to explore. Visit our campsite and have fun in the snow. Everyone is welcometo visit and to partake … no cost … Webelos are encouraged to attend to meet some of the Scouts and play some games.

It is 2020, the year that the Federal Census will be conducted! To learn more about how the Federal Census directly impacts our community (especially your political representation), and tofind out how your community group/religious group/nonprofit organization/business/volunteergroup can help ensure that we have a complete count for the Census, please come to the 2020 Census Chelmsford Complete Count Kick-Off.
The Kick-Off will be Friday, February 7th, 2020 from 10:30am-11:30am at the Chelmsford Center for the Arts and feature questions and answers from the US Census Bureau, Chelmsford State Representative Tami Gouveia, Massachusetts House Chair of Redistricting Paul Mark, Office of Massachusetts Secretary of State, and members of the Chelmsford Complete Count Committee. All are welcome.
Census forms will be filled out between April 1st and July 31st – and for the first time in the history of the Federal Census, the forms can be filled out online. The Federal Census is incredibly important because it affects every state, city, and town in our country. The Federal Census will determine such things as: the allocation of more than $675 million dollars every year for state and local projects; the number and size of federal and state legislative districts; and the decisions by companies and government officials as to where to plan future developments and major projects.
It is critically important that all residents of the United States, no matter where they live, are counted so that decisions are made intelligently and funds are distributed fairly so that the needs of our country in the next ten years can be planned for and met equitably.

Having been part of business leadership, over a 20+ year career, I have had the opportunity to create and execute Vision, Mission, and Corporate Value statements on several occasions, providing real world experience for this position. I also serve on the Recycling and Energy Conservation Committees affording me the opportunity to understand how town committees operate. But, more importantly I am not only a resident, I am the husband of a long-time Chelmsford School Teacher and father to 3 young kids in the Chelmsford Public Schools.
A position on this committee will allow me the opportunity to help shape the Values and Vision of the Town for the next generation. I have also learned over the last year, serving on the Recycling and Energy Committees, the importance of civic service at the local level. I
think this needs to be promoted and a part of the vision and values of our community going forward.
But, it’s not just civic service I feel is important, there other critical elements I believe are required. We have to be a community that places importance on education, community-based business advocacy, sustainability and environmental leadership, providing the highest level of public safety for people and property, and being fiscally responsible as to not mortgage the future for the next generation. All of this should be done in a community that values differences and diversity, engages in healthy debate, respects the experience and knowledge of the prior generation, and is open to and listening to the needs, ideas, and growing experience of today’s generation.
I look forward to the opportunity of serving and working with our community on this committee.

Re: Ledge Road
Dear Members of the Board:
This memorandum serves as a status update relative to your request for a list of actions that the Town has undertaken in an effort to mitigate the trucking complaints originating from the Ledge Road quarries.
As you may know, shortly after Newport Materials acquired the LeMasurier Quarry in March 2017, this office fielded an increasing number of complaints regarding heavy commercial vehicles on Ledge Road, as wells as nearby Dunstable, Swain and Groton Roads and Main Street. In response to these complaints, the Town has taken the following actions:
Traffic Monitoring Starting in Fall of 2017, the Town worked with the Northern Middlesex Council of Governments (NMCOG) to perform traffic counts on Ledge Road and the nearby roads. The Ledge Road area is now a part of NMCOG’s regular traffic counting program. Since teaming up with NMCOG, the Town has compiled significant traffic data for the Ledge Road area, going back to the Spring of 2017, which allows us to look at historical trends in heavy commercial vehicular traffic volume. In early 2019, the Town added a video camera at Ledge Road as part of its monitoring efforts. Monitoring of heavy commercial vehicular traffic is ongoing.
Heavy Commercial Vehicle Exclusion (HCVE) Based upon the foregoing traffic data, the Town demonstrated that there is significant heavy commercial vehicular traffic along Dunstable, Swain, and in particular, Ledge Road. Starting in late 2018, the Town sought the assistance of Massachusetts Department of Transportation (MassDOT) and NMCOG for a Heavy Commercial Vehicle Exclusion (HCVE). The rules governing an HCVE are contained in the Massachusetts Manual on Uniform Traffic Control Devices (MUTCD). Because there is only one way in or out of Ledge Road, MassDOT informed the Town that an HCVE was not allowed. Thereafter, the Town sought an HCVE on Swain Road. Again, MassDOT informed the Town that it could not satisfy the criterion for the viable alternative for a HCVE, which is required pursuant to the MUTCD, due to Dunstable Road flowing into the towns of Westford and Tyngsboro. The Town, however, could satisfy the criterion for an alternative truck route with approval from the abutting communities. Despite the Town’s efforts, it has not received authorization to re-direct traffic into the abutting communities.
Presentations and Information Sessions In addition to formal presentations from Staff on traffic data, traffic trends and HCVEs, the Town has invited NMCOG, MassDOT and Town Counsel to appear at regular Board of Selectmen

meetings to provide information and answer questions regarding the heavy commercial vehicular traffic. These presentations and information sessions will continue, as needed.
BOS Traffic Listening Session This past June, the BOS held a traffic listening session. At the Listening Session, the vast majority of residents were present to speak about heavy commercial vehicular traffic along Ledge, Dunstable, Swain, and Groton Roads. In response to the issues raised at the listening session, the Traffic Safety Committee (TSC) was created. The committee has been working on all the issues raised, including heavy commercial vehicular traffic in the Town.
Enforcement In addition to routine patrols and responses to individual complaints, the Town has been vigilant in its traffic enforcement in the Ledge, Dunstable, Swain, and Groton Road and Main Street areas. Pursuant to BOS request and discussion at the TSC, Chief Spinney implemented the North Chelmsford Traffic Action Plan. As a result, during the latter part of 2019, Chief Spinney authorized over 50 dedicated traffic enforcement deployments, which yielded almost vehicle 400 stops. Additionally, with the assistance of the Chelmsford Police, the Town secured the Massachusetts State Police Truck Team to run isolated enforcement in the area. Despite the enhanced traffic deployments, law enforcement did not note any significant heavy commercial vehicular violations. Routine patrols continue in the area.
Widening or reconfiguring the intersection of Ledge and Dunstable Roads In early 2019, the Town sought National Grid’s assistance with moving a pole at the intersection of Ledge and Dunstable Roads to enable heavy commercial vehicular traffic to enter/exit Ledge Road from the northern part of Dunstable Road. After preliminary discussion, National Grid indicated that it could not move forward without design documents from the Town. This information was presented to the Board, and the discussion evolved into the possibility of straightening the road. Said improvements, however, could not guarantee that heavy commercial vehicular traffic would refrain from turning south towards Swain Road. Pursuant to the Board’s request, the Town obtained an estimate from a 3rd party for a design for the improvements at Ledge and Dunstable Roads. The cost was in the range of $135K-$150K for the design proposal, which was presented to the Board.
Road Debris Two times, in the last year, the Town received reports of significant amounts of gravel spilled along Ledge, Dunstable, Swain, and Groton Roads. In both instances, the Town immediately responded to the area and cleaned the roadways. Further, in both instances, the Town contacted the quarry owners by mail and telephone to discuss the problem in an effort to mitigate future issues. In the coming weeks, representatives from the two gravel operations will be meeting with the Town to develop an action plan.
Alternate Ingress/Egress from Route 40 The Town contacted several of the abutting, commercial property owners along the west side of US Route 3 regarding a possible ingress/egress to the quarries from Route 40. With the exception of the Commonwealth of Massachusetts, the abutting property owners were open to the concept. Although, the Town enlisted the assistance of Rep. Golden, MassDOT stated the plan was not feasible, and they had no interested in pursuing it. The Town has continued to discuss this issue with the interested parties in hopes of finding an alternate route.
Sidewalks/Roadway Narrowing Pursuant to the Board’s request, the Town investigated the cost and feasibility of placing sidewalks along Ledge and Dunstable Roads. The rationale for the sidewalks was twofold: 1) the safety of the pedestrians and residents in the area; and 2) the addition of sidewalks would

appear to narrow the roadway and act as a traffic-calming device. The Town presented the Board with approximate costs for the sidewalks to be $200K for Ledge Road and $340K for Dunstable Road, including crosswalks and takings. This assumes that DPW would perform the design work and permitting. The difficulty, however, is that Dunstable Road crosses in and out of the Town of Tyngsboro, and the Town is prohibited from spending public funds outside its jurisdiction.
Executive Session Briefings In addition to presentations and information sessions during regular Board meetings, Staff and Town Counsel have appeared at Executive Session to provide information and answer questions about potential litigation regarding heavy commercial vehicular traffic on Ledge Road. Staff and Town Counsel will continue to appear at Executive Session, as needed.
Preferred Truck Routes Pursuant to the Board’s request, the Town has sought guidance from MassDOT and NMCOG relative to the creation of preferred truck routes. NMCOG has suggested a regional or collaborative approach to developing said routes. Most recently, the TSC has begun to identify such routes in Town, and it will work with Board, NMCOG and the neighboring communities to finalize the routes. After which, the DPW will post preferred truck route signage, as needed.
Cul-de-sac/School Bus Turnaround While discussing the widening or reconfiguring the intersection of Ledge and Dunstable Road, the question of creating a cul-de-sac/school bus turnaround at the end of Ledge Road was raised. The rationale for the cul-de-sac/school bus turnaround was twofold: 1) the safety of the children along Ledge Road; and 2) the ability of school buses to traverse Ledge Road would act as a traffic-calming device. The Town advised the Board the approximate cost for the cul-de-sac/school bus turnaround would be $62,100. The Town is currently waiting to go to Annual Town Meeting to obtain the necessary easements prior to commencing the project.

OPEN SESSIONMary Donovan, Tanglewood Dr., explained there are 81 missing American flags from the Chelmsford Center. She has a list of who sponsored the flags, and she would like to see them replaced and returned. She would also like to see the Gold Star World War II monument be replaced and returned to its spot in front of what is now the Chelmsford Center for the Arts. Mr. McCall recalled seeing the photo provided by Ms. Donovan, and the Town Meeting vote to remove the monument was done in 1955. The new monument does not have the names etched in, as there wasn’t enough funding for all the names, back in 1955. The new monument was dedicated to Veterans of All Wars. He suggested that the list of names be added to the Historic Society website. There is a new monument dedicated to POW/MIA soldiers at the Veterans Memorial Park. The flags in question stopped being displayed over 20 years ago. Flags are now hung from poles, not on the sidewalk for ADA compliance and other reasons. Mrs. Donovan left the list of names of the flag sponsors with Selectman Wojtas.
Michael Breneman, 71 Stonegate Rd., provided photos of conditions at the 152 Turnpike Rd. development. He stated that conditions outlined in the Special Permits and Conditions are not being

complied with, specifically, in regard to existing tree lines not being preserved, issues with fencing along Stonegate Rd., parking on Turnpike Rd. by Orchard Woods is being blocked, and work that is occurring outside permitted hours of operation 7:00AM-6:00PM with no weekends. The Building Commissioner and the Chairman of the Planning Board have not provided answers to his questions. Police were called, nothing changed. He is looking for direction, and answers for the Board of Trustees at Stonegate Condominiums. Mr. Cohen confirmed that proper recourse is to contact the building inspector & zoning enforcement officer Shaun Shanahan, then file an appeal through the Board of Appeals, and finally, file a suit through Land Court. Community Development Director Evan Belansky has indicated he feels no violations have occurred. Police can issue a fine or tell the developers to stop work. There was a police detail at the site for one of the violations. Mr. Breneman was advised to e-mail Police Chief James Spinney, and pursue the other options previously listed.

PUBLIC HEARINGSNational Grid Underground Conduit Petition, Quigley Ave.National Grid Pole Petition, Quigley Ave.Sam Eng, No. Andover, was present for National Grid. The requests are for service and conduit improvements, and to replace old wires to Pole 2-75. The street will be cut open and repaved.

Audience comments:Maria Karafelis, 26 Quigley Ave., requested clarification of this work, as the street is a mess from cutting already. Mr. Eng explained that the work won’t be done until Spring. Mrs. Karafelis asked whether proposed work at the nearby temple would impact the proposed pole location. Mr. McCall agreed to get back to her with a schedule for re-paving Quigley Ave.

Status Hearing Regarding Temporary Structure, Class II Auto Dealer: Capital Motor Group LLC, 154 Middlesex St., Bldg. 2 Rodgrigo Silva explained that he has a one year license for a temporary trailer at this location, and he is requesting a 6 month extension as the property owner is working on making changes to the lot, but can’t do anything until next year. The current license will expire on December 27, 2019. At this time, the license cannot be renewed without Zoning Board approval.
Mr. Silva was advised to call the Building Department Commissioner, Shaun Shanahan, and to request to be placed on the agenda for the next Board of Appeals meeting. The next Board of Selectmen meeting is December 2, 2019. Mr. Silva agreed to do as requested, and will come back to this Board.
REPORTS AND PRESENTATIONSRichard Sullivan: Powers & Sullivan, FY2019 Financial AuditMr. Sullivan explained the audit went very well. He described the tests they do on the Town’s financial records. All work from the Town Accountant’s office is done timely.
Account balances were summarized. Pension liability will continue to be managed by the Middlesex Retirement system. Debt will continue to decline. The 11% debt service to total budget ratio is reasonable. Bond Refunding is done responsibly. GASB accounts are all well taken care of. Reserves are adequate. Enterprise funds are working well; there are no concerns.
Overall audit results show a clean opinion. No recommended adjustments were needed. No journal entry corrections were found or needed.
Expenditures of federal award programs were higher due to the Williamsburg grant award for bank remediation. There were no further findings or questions.
Laura Stone summarized the management letter. There was one new comment about cyber security; the Town was advised to watch out of ransomware and payroll scams. Reviews can be done, and cyber liability insurance should be researched and considered.
Three comments from last year’s audit continue: Continue to reconcile insurance bills, personnel files need enhanced supporting documentation, and maintenance of the health insurance database should be developed by the Town, not MIIA.
Town Accountant Darlene Lussier advised that Jeanne Parziale is collecting much of the personnel information. It is difficult to get this for retirees, but she is working on it.
Ms. Lussier thanked Powers & Sullivan for their understanding and patience, as most of her staff is brand new.
TAX CLASSIFICATION HEARING

Sam Chase, Board of Assessors and Frank Reen, Chief Assessor were present.
Mr. Chase described the duties of the Board of Assessors, and explained this hearing is held by the Board every year, as required by State law to set the annual property tax rate for the Town. Three methods are used to determine assessed value, and they were described; valuation processes were also described. The Mass. Department of Revenue (DOR) certifies this work. Residents can contact the Assessors Office withquestions any time.
Mr. Reen summarized areas of review. Exemption categories were listed and described. Abatement data was listed. Commercial Income/Expense submission returns are at 60%, which are the highest ever.
Minimum residential factors within a split tax rate were described. Data on tax bills and rates were shownand presented.
The Board was advised that compiling future impact analysis would be a challenge, due to unforeseeable recession events, and other impacts to real estate valuations and many unknown variables.
Different styles of homes impact the values. There are many condominium units in Town.
Audience comments:
John Demers, 6 Starlight Ave, spoke as a resident and business owner in town. He described his 2018 tax burdens and the increases in costs to his company. These costs will increase, and he asked the Board to consider returning the tax to a single rate. Mr. Demers could not say whether any of the increased expensewas offset by federal tax breaks.
Kirk Marshall, 39 Moore St., spoke as a business owner for Chelmsford Swim and Tennis Club. This organization experienced a $6,000.00 increase in taxes, in addition to the other increases already listed by Mr. Demers. The Club has increased their membership dues to cover these expenses. Mr. Marshall asked the Board to consider giving them a break, as costs are passed on to their clients.
Helen Blasioli, 19 Augusta Way, stated she was speaking for senior citizens on a fixed income who cannot afford any increased expenses. There are more seniors than businesses.
Donald Van Dyne, Economic Development Committee, asked the Board to allow the Economic Development Committee to speak at the December 2, 2019 meeting, as they have not met yet.
Motion: by Selectman Wojtas to continue the Annual Tax Classification Hearing to December 2, 2019. Seconded by Selectman Timmins. Motion carries, unanimous, 5-0.
VACATE FORECLOSURE AT 71 PRINCETON STREET, UNIT 115Town Treasurer John Sousa explained full payment of taxes and fees were received for this condominiumunit on November 4, 2019.
Motion: by Selectman Wojtas to vacate the final judgment covering the tax taking made against Carl F. Krystyniak for unpaid taxes covering the property at 71 Princeton St., Unit 115, North Chelmsford, upon payment of all taxes, interest, and charges due as provided under MGL 60:69, as presented. Seconded by Selectman Antul. Motion carries, unanimous, 5-0.

TOWN MANAGER REPORTSFire Station Configuration Advisory Committee Composition and ChargeThe initial document to create this committee will be formed. Work will not begin until after the new year. The Board was asked to review this document for discussion at the next meeting.
Roberts Field Ballfields AccessibilityAssistant Town Engineer Steve Jahnle confirmed that the walking circuit will be ADA compliant, and will provide access to the field amenities. Construction will begin in the Spring.

SELECTMEN LIAISON REPORTS & REFERRALSSelectman Timmins:-The Capital Planning Committee will meet on November 21, 2019 and December 5, 2019, with a backupdate of December 12, 2019 in case of inclement weather. -The School Committee will host a public forum on December 10, 2019, at a location to be determined.-The Vinal Square Strategic Action Plan Committee announced a Tree Lighting event in North Chelmsford will be held on December 7, 2019, from 4:00PM-5:30PM.
Selectman Dixon:No reports this evening.
Selectman Antul:-Cleaning continues on the Town’s stormwater drainage catch basins. The Stormwater Committee’s website has much information and tips helpful to residents.
Selectman Wojtas:-This year’s Greater Lowell Chamber of Commerce Community of Champions Award recipient was Chelmsford’s Kathy Brough, co-founder of Budget Buddies.-Former Senator Susan Fargo passed away last week, she was well known for championing the Senior Citizen Circuit Breaker tax credit.
Chairman Lefebvre:-The Day Before Thanksgiving walk at Thanksgiving Forest Reservation was fantastic last year, residentswere encouraged to enjoy this year’s event. -Residents were wished a Happy Thanksgiving Holiday.
