Reuben Manriquez Arbizo, 67, of Dudleyville, Ariz. passed away on Wednesday, April 22, 2015 at the home in Dudleyville, Ariz. Reuben was born the son of Gregorio and Antonia Arbizo on July 20, 1947 in Sonora, Ariz. Reuben served in the Army and was a Vietnam veteran. He worked for the area copper mines as a maintenance welder and mechanic. Reuben was an avid outdoorsmen, enjoyed team roping and going out on the four-wheeler, but of all he enjoyed spending time with his family.

Ramon E. Perez, 95, passed away on April 8 at Northwest Hospital in Tucson, of old age. Mr. Perez was preceded in death by his mother Maria Luisa Escalante; brothers: Charlie, Ricardo, Andres and Librado; sister, Hortencia; two sons Raymundo and Richard ( Milo); and the love of his life, his wife, Herminia G . Perez. He is survived by his daughters: Gloria P. (Rudy N.) Lorona, Mary Lou (the late Alfred) Mendez, son Ramon G. (Gloria) Perez; 12 grandchildren, 31 great-grandchildren and two great-great-grandchildren who will miss their Tata Mon dearly. Ramon attended Washington School in Sonora. In 1944 he was employed by Kennecott Copper Corp. He retired in 1984. He joined the military to enter World War II on August 22, 1944 and was honorably discharged on April 8, 1946. He was a Private First Class (PFC) in the 42nd Infantry Division 3rd Battalion 222nd Infantry Regiment, stationed in France. During his service to our country he received the Purple Heart. As my brothers were growing up, our father stayed busy attending the games of his sons, which included football, basketball, track and Little League. He

also loved watching the Sonora Tiger Semi -ProTeam and was an avid lover of boxing. He and my mother loved dancing; that was their favorite pastime., they spent a great deal of time active with the El Sonorense Club and the Black and White Club of Superior. Our father was a do it yourself-er , He always stayed busy repairing things around the house. Our dad loved to travel .especially in the summertime. He would take us on vacation every summer to California.,Texas, or camping. Once he retired , my mother and he traveled all over Mexico. they went to Guadalajara, Mexico City , Xochimilco, Mazatlan and other cities here in the States. Service was held at Infant Jesus of Prague Catholic Church in Kearny, at 10 a.m. on Saturday, April 18, with burial taking place at Mountain View Cemetery in Hayden. The Ray High School ROTC, directed by WIll JOrdan, provided a 21 Gun Salute and Taps military service at Mt. View Cemetery. Also, Frank Giroux, Americanism Officer of the Military Order of The Purple Heart, offered a military speech for our dad, Ramon. A luncheon followed at the Leo Terrell in Kearny with family and friends to remember the great life that our dad and tata shared with us.

I grew up not knowing how to swim. There was no pool in Seligman, Arizona, and the railroad charged so much for the water they

brought in with tank cars that no one had a lawn except the railroad superintendent. I didn’t learn to swim until I went to the University of Arizona, which had a swimming

requirement! I’m glad we have a pool and that our children can learn to swim. And I want us to keep that pool, which is in need of huge repair. The town cannot fund the repairs from its budget, and so far our requests for grants have not been successful. The swimming season is close upon

Local Residents to Assist Town with Fundraising for Poolus, and I fear that we will not be able to open this summer. But the news is not all bad. The people of Kearny know how much the pool means to everyone, and caring people are responding. On Saturday, May 9, the Rotary Club steak cookout at the General Kearny Inn from 5 p.m. until 7 p.m. will be dedicated to the newly-established pool fund. Mother’s Day is that Sunday, so this would be a great way to treat Mom and benefit the community as well. And as they say on television, “And that’s not all!” There will be an auction at 7 p.m. of donated items. So far there have been donations of a painting by a local artist, ten bales of hay, a gift certificate from Norm’s Hometown Grocery, items from the NAPA store, Gold Canyon candles, two Coleman folding chairs, and Younique and Pampered Chef products. At a special school board meeting last week, parents, students and community leaders from the Ray Unified School district pleaded with the board not to cut the JRTOC program that is offered at Ray High School. The drastic cuts are coming due to a budget deficit of $110,000 which will affect the budget for the 2015-16 school year. Several parents and students asked the board to give them more time to raise funds to keep the program. Parent Michael Hing urged the board to think “creatively like he had to do when he was Mayor of Superior.” He also reminded the board to consider the value of the public service that that ROTC provides in the community, not just the cost of the program. Several students also commented about how the program and the teachers involved with the program positively affect their lives. School Superintendent Curt Cook and Business Manager Joann Wormwood reviewed the budget process and explained how the deficit came to be. Due to a declining enrollment and decreased funding from the state, the district will be facing a $110,000 deficit. Cook explained that they did several calculations to determine which programs could be cut to meet the shortfall. At this time with only 15 students participating, ROTC is the most expensive program to run. To fund the program for a year, it costs the district $68,952 which means the program costs $3,500 per student. ASARCO does

Ray Unified Governing Board forced to slash the budget contribute about $10,000 to the program annually, Cook has submitted a letter to the company asking for $25,000 for the program next year. Programs like Art and Band cost considerably less per student because more students participate in the programs. The board members all expressed their concern to have to cut any programs but due to the budget shortfall. The board encouraged parents to bring ideas

forward to Cook that could possibly help maintain the program. The board adjourned into an executive session. Before entering executive session they explained that they would not be taking any action on the budget cuts at this meeting. The Ray Unified School Governing Board will meet on Tuesday, May 12, at 6 p.m. to vote on budgetary cuts for the school year.

Pinal County, AZ – Central Arizona College presented its proposed budget for the 2015-2016 fiscal year during the April 21, 2015 Pinal County Community College District Governing Board meeting. Governing Board members were shown a breakdown of Pinal County’s current sources of revenue. CAC receives only 14% of local tax revenues. This means that for every $1 of a taxpayer’s tax bill, only 14 cents is allocated to support the county’s community college district. School districts receive the largest portion at 41% and the county government receives 25%. “Since 2008, state funding has been reduced by 65%. This year’s threat of removing all funding is a sign of the future. Rather than funding community colleges, the state is moving toward a system that is entirely locally controlled,” stated Chris Wodka, CAC Chief Financial Officer. “The College needs a sustainable funding source to plan for the future.” The Primary Tax Rates for fiscal year 1994-1995 through fiscal year 2014-2015 were shared during the meeting. In years when the College did not need

CAC budget presented to governing boardto levy the full amount, it did not. However, over the last four years CAC has made cuts and deferred maintenance of at least $43 million at the Signal Peak Campus alone where major remodeling and repairs are needed for science labs, residence halls, the gym and library. Since 2012 the College has made significant reductions including but not limited to: closing of the Coolidge and SaddleBrooke centers; shifting to a four-day work week to save on utilities and part time wages; staffing limitations at the new campuses, reducing the number of vice presidents; decreasing employee benefits; closing the Signal Peak Campus Pool; eliminating the Police Training Academy; and reducing scholarships. “This is not a sustainable trajectory. We are left with two options: we must borrow or raise revenue,” explained Wodka. “While the college could borrow money, the taxpayers would pay interest and the college would lose operating dollars.” CAC is proposing to create a “pay-as-you-go” program that would allow the college to refurbish SPC in phases starting with the science labs. “With an increase in Science, Technology, Engineering and Math (STEM) programming it is critical for the college to improve our facilities to provide a quality education for students that will prepare them for tomorrow’s workforce,” stated Doris Helmich, President. CAC’s administration is proposing an increased tax levy that would sustain the college and invest in Pinal County’s future. With the proposed tax levy, the increased cost to a property owner whose home is assessed at $100,000 would be $86.04 per year. This equates to $7.17 per month or $1.65 per week. Even with this proposed increase, CAC’s tax rate would be below many of the local school districts who do not serve the entire county as CAC does. “Taxpayer support to the college is an investment in the economic development of Pinal County. An educated workforce attracts industry to an area thus sharing the tax base and lowering taxes,” stated Helmich. An Economic Modeling Study completed in December 2014 shows that CAC and its students add $212.7 million in income to Pinal County each year. For every $1.00 spent, taxpayers see a return of $1.30 in the form of higher tax receipts and avoided social costs. State and local governments see an annual rate of return of $6.90 and students gain $6.00 in lifetime income.

The Central Arizona College (CAC) Aravaipa campus hosted another successful car show with food and fun for all to enjoy. The CAC Science Club sold Eegee’s and the San Manuel Rotary cooked hamburgers, hot dogs and several other items. There were several amazing vehicles to look at while listening to great music and visiting with several people out enjoying the day. Central Arizona College has 4th annual car showIt doesn’t matter what type of car you might be interested in there are many to choose from that will peak your interest. All the hard work and time that goes into the restored vehicles are just amazing! If you have any interest in learning about the cars there are many educational opportunities. Most of the vehicle owners are happy to talk about

their vehicles and explain what they have done and what they plan to continue to do. After speaking with some of the attendee’s they found it to be inspiring to work on their own vehicles. This can certainly be a great hobby and also a great investment if the owner decides to sell at some point. One of the motorcycle

owners that had a side cart even gave rides around the parking lot to different people who asked. It was certainly a fun atmosphere and enjoyable day for all in attendance. Winkelman plays host to annual River Fest Saturday at the Winkelman Flats was just about perfect for the annual River Festival hosted by the Copper Corridor Economic Development Coalition. The event featured several birding walks

in some of the most pristine birding habitats along the San Pedro River and was capped off with a whole day of entertainment, amusements, festival food, vendors and outdoor demonstrations.

Central Arizona College (CAC) Aravaipa Campus holds student awards ceremony. CAC Representative, Benny DeSantiago said, “The awards are for leadership, compassion, appreciation for social, cultural, diversity and for the use of common wisdom for good.” Professor Kinsey McKinney awarded Rhonda Goff for the communication award. McKinney said, “It was a no brainer recommending Rhonda because she is an incredible writer.” The outstanding math award was presented to David Rowlands. Rowlands presented greatness in upper level math he has shown insight, determination and great skill to advance to a higher level in math. Professor Maren Wilson presented the Social Behavior Sciences Award to Leticia Reidhead. Wilson said, “She was the top student in the fall class and she did outstanding work.” Professor Wilson also presented an Archaeology Award to a high school student who is taking her online class, Peter West was the recipient for this award. Louise King presented the Biological Sciences Award to Danielle Patters. King said, “It is nice when a student answers a question with more than just a sentence, but a paragraph.” Edward Aguirre was the recipient for the second award. King said, “Someone who can take three science classes in one semester with me deserves an award.” The Technology Award, which recognizes a student for their excellence, goes to Luke Cunningham. Maria Munoz said, “The J. Luz Hernandez Award is to recognize an individual who promotes higher education within our college and local communities. This year the CAC Aravaipa campus would like to recognize Michael Carnes for this award. Carnes is highly active in our communities and serves as a volunteer for several committees. He has made several contributions to our college. Our students and staff appreciate the support that Carnes has provided to our campus and students.” Professor Maren Wilson presented Michelle Kauffeld with the Outstanding Part Time Student Award. The Academic Plus Award is to recognize students for their dedication to their education, studies and contribution to the campus. Ronald Boyer, Devin DeGood, Nicholas Diaz, Gabriel Encinas, Danny Fessenden, David Rowlands, Recita Garcia, Megan Garcia, Annie Hinojos, Brianna Marquez and Tony Molina were recognized. The Alpha Theta Chapter of Phi Theta Kappa won Arizona Regional Awards for honors and action college project for the calendar year 2014 which was received this spring. Members and officers throughout the district worked and made this happen. The Aravaipa campus members in 2014 were Annie Hinojos, Edward Aguirre, Josette Kimmel, Daniel Madrid, David Rowlands, Shantelle Archunde, Cheyenne Dickey and alumni Lynda Dickey. This spring Josette Kimmel is being recognized for her stead fast participation in meetings and campus events. The All Arizona/USA Academic Team award was presented to David Rowlands. The RJH Softball team after completing an undefeated season traveled to Eloy holding the #1 seeding for the Central League Championship.

Drawing the first game of the Championships, at 9 a.m., the host Eloy Blue Devils, were staring at them across the field. In what was a matchup from last year’s semi-final game, the Bearcats were up for the test.

The Blue Devils were up to bat first and the Bearcat defense retired them 1-2-3. The Bearcats were able to score 7 runs in the first inning going through the lineup one time. The 2nd inning the Blue Devils sent five batters to the plate, with 0 runs scored. The second time at bat the Bearcats were able to once again go through their lineup scoring another 7 runs. Eloy’s batting in the 3rd inning resulted in a 3 up 3 down. The Bearcats third at bat was an uncharacteristic 3 up 3 down. The Blue Devils last attempt at the plate they sent 3 batters and 3 batters were retired. Due to the run rule the Bearcats

did not bat in the 4th inning. Final score Bearcats 14, Blue Devils 0.

The second game of the day, at 1:15 p.m., put the Bearcats against the Superior Panthers. The Panthers batted first and were able to send 7 batters to the plate resulting in 2 runs. The Panthers winning 2 games prior to reaching the championship looked to challenge the undefeated Bearcats. A team huddle and quick cheer got the Bearcats ready to open the flood gates it would seem.

The Bearcats first at bat resulted in 22 batters going to the plate scoring 19 runs. 3 triples and 2 doubles led the attack. The Panthers tried to respond in the 2nd inning sending 7 batters to the plate resulting in 2 more runs. The Bearcats answered with 2 more insurance runs. The Panthers final at bat they were able to send 7 more batters to the plate resulting in 2 more runs. The run rule was enforced and after 3 innings the final score Bearcats 21, Panthers 6.

The Ray Jr. High baseball team advanced to the second round of the CJHL playoffs after holding off San Manuel last Thursday, 4 – 3. Unfortunately, the second round is where the Jr. Cats’ season ended after an 11 – 1 loss to High Desert Middle School last Saturday. Ray starting pitcher Tyler Goodwin pitched out of a bases loaded jam in the top of first, getting a flyout and two strike outs to keep the Miners from scoring the first runs of the game. The Miners took a 1 – 0 lead in the second before Ray tied it when Jando Felix scored on a wild pitch. The Jr. Cats scored three more runs in the inning on RBI hits by Theo Alvarado and Jaden Pace. Strong defensive play behind Goodwin preserved Ray’s lead until the fourth inning, when San Manuel cut the lead Jr. Cats lead to one, 4 – 3. Danny Garcia came on in relief of

Goodwin to shut down the Miners to earn the save and send the Jr. Cats to the second round where they faced No. 2-seed High Desert last Saturday. Ray scored first against the Tigers thanks to a leadoff triple by Jaden Pace and a sacrifice RBI by Skylar Hughes. But the Tigers answered in their half of the first, tying the game 1 – 1 on two hits in the inning. High Desert added another run in the third and two more in the fourth to take a 4 – 1 lead. They blew the game open in the fifth with a three-run homerun the key hit in a seven-run inning that doomed the Jr. Cats, effectively ending their season. “We had a great successful season,” Ray head coach Frank Lechuga wrote in an email to the Copper Basin News. “The players deserve a lot of credit for all their hard work and dedication, both on and off the field. It has been a privilege to be able to coach a great bunch of young men.”

One week after defeating two-time state champion and fourth-ranked San Manuel, junior pitcher Ivie Lopez and her Superior teammates knocked off the top-ranked Ray last Friday, 6 – 2. The loss was the Lady Cats’ first in sectional play and ended their ten-game winning streak. The win was the sixth-ranked Lady Panthers’ fourth-straight. Lopez held a Lady Cats’ team, which entered the game hitting .421 as a team and averaging almost 10 runs per game, to only one earned run on just six hits. She struck out 10 while allowing one walk. She was dominant. “We didn’t have offense today,” Lady Cats’ head coach Rikki Galka said after the game. “Ivie pitched well today. She had a good game.” Ray starting pitcher Stormee Galka we equally effective against a potent Superior lineup, holding them to only two runs during the during the game’s first five innings. Galka helped herself on the mound, turning a couple of double-plays to get out of jams. Superior junior Gabby Salcido went deep in the sixth, giving the Lady Panthers’ a 3 – 1 lead before the flood gates opened with three Ray errors leading to three more runs. The Lady Cats’ lone weakness this season has been its defense and it showed up again during Friday’s game. Rikki Galka attributes some of the difficulties to the youth on her team but acknowledges the normally high-scoring offense has been able to overcome the poor defensive play. “We really haven’t had to face coming from behind,” she said. “We’ve been lucky (in that regard).” Against teams like Superior and San Manuel, both state title contenders along with the Lady Cats, the defense behind Stormee Galka has to improve if Ray is to win the State Championship. “We have to work hard at practice,” Stormee Galka told the Copper Basin News. “You can tell we don’t work hard at practice because we have that many errors.” Rikki Galka was asked if she was confident there was enough time to see her team’s defense improve before the state playoffs begin later this week. “Yes,” she responded confidently and without hesitation. Five of the nine teams in Section VI are ranked in the top 15, according to the AIA rankings. So the Lady Cats are battle tested after having played in the toughest section in the state, regardless of division. Can they parlay their regular season success into a state championship? Only time will tell, but an improved defense would make the challenge a little easier. The sixth-ranked Ray baseball team maintained its hold on first place in the Section VI standings after lopsided wins against Gilbert Classical Academy and Hayden last week. Now 9 – 1 in sectional play, the Cats can clinch the sectional championship and an automatic berth in the state tournament with a win at home on Apr. 28 against seventh-ranked San Manuel. A loss to the Miners would not prevent the Cats from winning the sectional title, depending on the results of other games that could impact the standings. In last Wednesday’s 10 – 0 win against Gilbert Classical Academy, Destry Yocum went 2-for-3, including a triple, and drove in three runs. Sophomore Jordan Pace hit his first homerun of the season and had two RBI. Derek Pacheco also had two RBI in the Cats’ win. Senior Robbin Newman, making his first start of the year, pitched a complete-game shutout, limiting the Spartans to only five hits. He struck out four in what was his first win of the season. The Cats will play their final regular season game at home on Apr. 29 before the state playoffs this weekend. The annual Ray High School Marine Corp. JROTC awards program and banquet was held last week at the Kearny Elks Lodge. After the Cadet call to attention and the Pledge of Allegiance, MSgt Willie Jordan welcomed everyone and outlined the activi-ties the unit participated in this past year. These activities included Memorial Services throughout the Copper Basin area and Superior; Drill Team participation in several parades including traveling to Tombstone, Apache Junction, Green Valley, Tucson and back home to Kearny; Col-or Guard for all home football, basketball and volleyball games, Central Arizona College, several Drill Meets, Arizona Rock Products Association, National Crime and Victims Week in Florence and concession stand for all home basketball games. Also participation in the Casa Grande High School Basic Lead-ership Course and Youth Leadership at ASU. Incentive trips included Old Tucson Fright Night, Tempe Paint Balling, Pima Air Museum, Camp Pendleton, Knott’s Berry Farm and Titan Mussel Museum. Before turning the microphone over to the narrator, MSgt. talked about the various community service projects the unit participated in and also thanked the community for the sup-port during the Food Bank and Christmas basket food drive, Toys for Tots drive and also all the parents and volunteers who

The Bank of the West closed, our town’s water system is rickety at best (and repairs are very expensive) and our school has a shrinking population and a corresponding shrinking budget. Thank you, Rotary Club and Chris and Samantha Misita, for moving us in a positive direction. We will do what we can do, with what we have, to make this town better.

Ray School District will have its Pre-Kindergarten registration on Monday, May 11, from 8:30 a.m. until 11:30 a.m. In order to register your child for the 2015-2016 school year they must be four (4) years of age prior to September 1, 2015. You must have a complete immunization record and a birth record in order to register for school. If you do not have a birth record you can get one for a small fee, from the Bureau of Vital Statistics in the state in which your child was born. Those addresses are available at the Primary School Office. Your child’s physician or clinic may also provide an immunization record. The Ray School District also offers a Pre-Kindergarten Program for students with special needs. This provides services to

children, ages 3 and up with disabilities. Registration will be in the Elementary School Office and screenings for all eligible children will be in the Pre-Kindergarten rooms 212-211. The tuition cost for 2015/2016 school year is $100 per semester which averages out to approximately $1.80 per day. Tuition must be paid in advance of each semester (before Aug. 5, 2015 for the first semester and before Jan, 5, 2016 for the second semester). If payment is not made by the first day of each semester, your child will not be eligible to attend. WINKELMAN VOLUNTEER FIRE DEPARTMENT

POSITION: Fire Chief

The Town of Winkelman is accepting letters of intent for the position of Fire Chief for the Winkelman Volunteer Fire Department. Position is compensated.

• Individual must reside within the Town limits of Winkelman.

• Must show leadership capabilities and have supervision abilities.

• Individual will supervise 10 to 15 firefighters in the department, and will be responsible for the overall direction, inventory, coordination and evaluation of this department.

• Individual will direct training of personnel and will administer laws and regulations affecting the department.

• Individual must have two to four years fire science experience and/or training.

• Must have a valid Arizona Driver's License.• Certified CPR training is a plus.
