Hampshire Police Authority, whichis the independent bodyresponsible for overseeing andfunding the work of HampshireConstabulary to ensure effectiveand efficient policing in Hampshireand the Isle of Wight, is also part funded from Council Tax.

Hampshire Fire and RescueAuthority also receives a proportionof Council Tax to prevent fires andother risks, to protect life andproperty and to respond toemergencies.

AppealsCouncil Tax valuations are based on thevalue of a property if it had been sold on1 April 1991. You may appeal againstthe valuation if:

� you believe there has been amaterial increase or reduction in thevalue (see below);

� you start or stop using part of yourhome for business, or the balancebetween business and domestic usechanges;

� the Listing Officer has altered thebanding;

� you become the new Council Taxpayer for a property.

You must appeal within six months, butif the same appeal has already beenheard by a Valuation Tribunal it will notbe considered again.

A material increase in value may resultfrom building, engineering, or other work,carried out on the property. Revaluationtakes place after a sale, so the appellantwould usually be the new owner orresident.

A material reduction in value may becaused by demolition of any part of theproperty, any change in the physicalstate of the local area or an adaptationto make the dwelling suitable for

someone with a disability. Revaluationshould take place as soon as possible.

Appeals should be sent to:Listing Officer, Valuation Office Agency,2nd Floor, Overline House, CentralStation Blechynden Terrace,Southampton, SO15 1GW.

You may also appeal to WinchesterCity Council if you believe:

� you are not liable to pay Council Taxbecause your property is exempt;

� there has been a mistake incalculating your bill.

You must still pay Council Tax while anappeal is pending. If the appeal issuccessful you will receive a full refund.

People with disabilitiesYou may be entitled to a reduction if you,or someone who lives with you, needs aroom, an extra bathroom, kitchen or extraspace to meet special needs because ofa disability.

The bill will be reduced to the bandimmediately below your property’s band.Band A properties also qualify for thisreduction which will be equal to one-sixthof the Band A charge.

If special fixtures have been added for adisabled resident and reduce the value ofyour home contact the Listing Officer.

Council Tax Discountsand ExemptionsIf you receive a discount or an exemptionon your Council Tax you have a duty toadvise the council of any change in yourcircumstances that affects yourentitlement. Discounts or exemptionswhich have been incorrectly claimedaffect the level of the Council Tax and theCouncil’s entitlement to a grant fromCentral Government. Because of this theCouncil has a duty to review theentitlement of discounts and exemptions.

As part of the Council’s reviews on ‘singleperson discounts’ an exercise in cross-matching Council Tax records with theElectoral Register is carried out by theAudit Commission on data held by thisCouncil every two years. The datamatching exercise forms part of a largeNational Fraud Initiative and any mis-matches between Council Tax and theElectoral Register data is provided to theCouncil for further investigation.The Council will be reviewing the datafrom this exercise between May andSeptember 2012.

Exempt propertiesSome dwellings, including emptyproperties and those occupied only bystudents, are exempt. These includeempty properties that are:

Class A undergoing or in need ofstructural alteration or major repair(exempt for up to twelve months)Class B owned by a charity (exempt forsix months)Class C unfurnished (exempt for sixmonths)Class D left empty by someone whohas been sent to prisonClass E & I left empty by someone whois receiving care in a hospital, residentialhome or elsewhereClass F waiting for probate or letters ofadministration to be granted (and for upto six months afterwards)Class G empty because occupation isprohibited by lawClass H waiting to be occupied by aMinister of ReligionClass J left empty by someone who iscaring for another personClass K left empty by studentsClass L repossessedClass Q the responsibility of abankrupt’s trusteeClass R empty caravan pitches or boatmooringsClass T empty granny annexes

Properties can also be exempt whenoccupied Class M & N only by students,including halls of residenceClass O as Armed Forces barracks andmarried quarters. These are also exempt,but occupants will contribute to the costof local services through a specialarrangement

10%. If the dwelling is job-related thenplease contact the Local Taxes Sectionof the council for further information.

Some people will be disregarded whencounting the number of resident adults:

� full-time students, student nurses,apprentices and those on variousgovernment training schemes;

� patients resident in hospital;� residents of care homes;� people who are severely mentallyimpaired;

� people staying in certain hostels ornight shelters;

� 18 and 19 year olds who are at, orhave just left, school;

� care workers on low pay, usuallycharity workers;

� people caring for someone with adisability, who is not a spouse, partneror child under 18;

� members of visiting forces andcertain international institutions;

� members of religious communities(monks and nuns);

� prisoners (except those in jail for non-payment of Council Tax or a fine).

DiscountsThe full Council Tax bill is based on twoadults (18 years and over) living in aproperty. If one adult lives alone they willbe entitled to a reduction of 25%.

If a property is empty (no one’s mainhome and unfurnished) the bill will bereduced by 50%. If a property is asecond home (no one’s main home andfurnished) the bill will be reduced by

Class P by visiting forcesClass S only by persons under eighteenClass U by persons who are severelymentally impairedClass V by diplomatsClass W and it forms part of a singleproperty and is occupied by a dependentrelative of a person who is resident in thatproperty.

What action is taken if I do not pay my Council Tax?Council Tax payments are due on the 1st of each month unless you havechosen to pay by direct debit on the 5th, 15th or 25th of the month. Your billwill detail your chosen method of payment and instalments. You must pay bythe instalment dates shown on your bill to avoid recovery action being takenagainst you. If you are having problems paying on time it is advisable tocontact us immediately to discuss this.

Council Tax BenefitsThere are two main forms of Council TaxBenefit.

Main Council Tax Benefit is normallyavailable to people on low incomes andthere are extra allowances (up to 100%reduction) for:� one-parent families;� families with children;� pensioners;� people with disabilities.

Second Adult Rebate applies if you are

the only liable person for Council Tax ina household, but share the home withone or more persons. You may be ableto claim a rebate if someone over 18shares the home and is:

� not paying you rent;� not your spouse or partner;� not liable for Council Tax;� on a low income.

If you would like to apply for benefit,please ask for an application form andcomplete and return it as soon aspossible.

Modern, high quality and affordable services Over the past twelve months, Hampshire County Council has responded to thechallenge of reduced government funding with an ambitious programme of savingsand modernisation. We have kept down day-to-day running costs, mergeddepartments and cut one in four senior manager posts. These efficiencies haveallowed us to protect frontline services for those who need them most. Residentswill also benefit from our decision to freeze our part of the Council Tax again,keeping it at the same level for the third year running.

We expect to spend £1,752 million onservices in 2012/13, compared with£1,913 million in 2011/12. To help withthis cost, we get service-related grantsfrom the Government, including a grantto cover the full cost of Hampshireschools, and we receive £168 million inincome, mainly from fees and charges.Allowing for these grants and income,we have set a net spending budget of£712 million. Council Tax will fund £530million of this. There will be no increasein the County Council’s portion of theCouncil Tax in 2012/13. It will be frozenagain, funded by a one-off governmentgrant.

• revising rural bus timetables to coveressential services and encouraging more community-run transport; • enabling increased capital investmentin key services such as £45 million, overeight years, in ‘Extra Care’ housingalternatives to residential care, givingolder people a home of their own with24-hour help at hand;• offering a wider choice of day care opportunities for people with learning disabilities.

The Council Tax requirement in 2011/12 was£526.427 million. New house building is one ofthe reasons we will receive more income fromCouncil Tax in 2012/13.

Managing Hampshire’sfinances wiselyThe Government is continuing to cutfunding for councils. Our generalgovernment funding will reduce by 10.4per cent in 2012/13. This is the jointhighest percentage cut for any Englishcounty council.

We already receive a low amount ofgovernment funding per person,compared to many other councils. Apartfrom services funded by specificgrants, fees and charges, generalgovernment funding provides only£25 of every £100 needed to provideall our other services, so the rest hasto come from Council Tax.

Financial pressures from governmentfunding cuts are increased further byinflation and increasing demand forservices, such as care for the elderly.

Despite all these pressures, the AuditCommission (which independentlyassesses how councils spend money)reported that, in response to governmentfunding cuts, we "anticipated the scale ofreductions needed and took early actionto deliver the service changes andsavings required".

We are on track to make the savingsrequired. Capital and one-off moneyhave been used to fund initiatives thatwill secure significant long-term andcontinuing cost reductions.

The Audit Commission also found that,"in comparison with other countycouncils in England the Councilprovides services at a lower cost". Thishas enabled our Council Tax rate to beone of the lowest for a county councilin England.

Your Police AuthorityHampshire Police Authority is theindependent body responsible foroverseeing the work of HampshireConstabulary and ensuringeffective and efficient policing inHampshire and the Isle of Wight.This includes setting the policingbudget, local policing prioritiesand representing the voice of thepublic.

The 17 members of HampshirePolice Authority, comprising ninelocal councillors and eight

independent members, work hardto ensure Hampshire and the Isle ofWight are even safer places inwhich to live, work and visit.

Policing prioritiesOur priority is to protect the fundingof as many frontline services aspossible, including targeted patrol,safer neighbourhood and localcrime investigation teams.

Hampshire Police Authority and theChief Constable jointly agree onthree-year policing priorities, andthese are published in the PolicingPlan. Police fundingThe majority of funding for policingcomes through Governmentgrants, with around one thirdcoming from Council Tax. Thecomprehensive spending reviewmeant the Government grant paidto Hampshire Police Authority wasreduced by 5.1 per cent last yearand will be reduced by a further 6.7per cent for 2012/13 as a part of a20 per cent saving in real termsbetween 2011 and 2015.

Making the savingsDue to reductions in the grant lastyear the authority had to makesavings of £16 million. Theauthority has to save a further £20million in 2012/13. The savingshave been identified through achange programme which hasreviewed all workings of theauthority and constabulary.Additional options for savingscontinue to be developed in orderto offset further reductions inGovernment grant in 2013/14 and2014/15.

Despite the savings needed in2012/13 the authority will maintainfrontline personnel numbers at thesame level as at April 2011.Reductions have focused on

reducing costs through improvedprocesses and different ways ofworking, which do not adverselyimpact on performance.

The authority has taken aconsidered and structuredapproach to delivering savings overmany years. The biggest budgetreduction planned for 2012/13 is insupport functions (£6.5 million)which includes introducing a newcentralised service centre. A further£3 million will be saved throughmore efficient ways of gatheringand distributing intelligence alongwith other changes. Theconstabulary is seeking to improveaccess to its service by placinglocal officers within localcommunities, allowing frontlinepolicing services to be at the heart

of the communities they serve.This will result in some policestations being sold, however, saferneighbourhood policing teams willnot be leaving local areas butmoving to new locations within thesame communities. The investment in our website willalso give greater access toinformation, such as crimes inspecific locations, and access tomore services, including crimereporting. This investment, alongwith other changes, will save £3million.Further savings will be madethrough merging units andimproving criminal investigationsand Criminal Justice processes (£4 million). In addition £1 millionwill be saved through collaborationwith Thames Valley Police onoperational policing, which includesroads policing, and firearms andoperation support, which containselements such as dogs and training.

Where your money goesHampshire Police Authority hasbeen praised for the way itsfinances have been managed. TheAudit Commission independentlyassesses public sector bodies in theway money is spent, and has

concluded that “the authority has agood track record of soundfinancial planning”. Hampshire hasthe sixth lowest cost per head ofpopulation out of the 43 forces inEngland and Wales.

By 2015 we will be a top quartileforce in key performance areas anda bottom quartile force in cost. A combination of low cost and highachievement will make theconstabulary one of the best valuefor money forces in the country.

Frontline numbers will bemaintained and additional fundshave been included for moretechnology that will improveefficiency and improve the qualityof the services we deliver. Forexample, funding for additionalmobile information devices willallow more officers and staff toupdate and access informationwithout the need to return to apolice station.

The futureThis will be the last year HampshirePolice Authority will decide on theprecept level for policing. FromNovember, a directly elected Policeand Crime Commissioner forHampshire will oversee policing.

We make life safer

Despite the financial challenges of2011/12, we have made significantprogress this year towards achievingour vision to make life safer foreveryone who lives in, works in orvisits Hampshire.

The Service has continued toperform well across a number of keyperformance indicators and afterachieving exceptional performancein reducing the number of firesstarted deliberately during 2010 thishas remained a top priority.

Working with Hampshire Police, ourJoint Arson Task Force has one ofthe most successful prosecutionlevels in the country, five times thenational average.

Another partnership initiative withHampshire Constabulary achievingsuccessful results is the innovativejoint charitable project The Blue

We want to be the best fire and rescue service in the country and makelife safer for everyone by reducing risks in our local communities. Inaddition to responding to fire calls and road traffic collisions, theService also works with the community to promote fire safety and toencourage people and businesses to take measures to protect themfrom harm.

Lamp Trust. Designed to promotecommunity safety and security, thescheme includes practical help forvulnerable victims of crime androad safety promotion.

During the past year, we also set upprojects utilising the skills andenthusiasm of communityvolunteers who are helping toenhance the community safetywork we deliver. These volunteersare involved in deliveringcommunity safety advice to homesand businesses across the county.A separate 4x4 volunteer team of‘off road vehicle’ owners has alsobeen formed to assist Hampshireagencies and residents in times ofadverse weather.

Opening the new Winchester FireStation was a significantachievement this year. Thepurpose-built facility is the firstcompleted UK fire station to berated "excellent" against industrystandards for its environmentalimpact.

These projects have all beenintroduced while continuing to keepcosts under tight control. To helpmeet future financial challenges, theService has also introduced anumber of efficiency programmes.

This means the amount we spendper head of the population remainsconsistently well below the nationalaverage, and so does our CouncilTax.

Good value for money?We think so, and hope you will agree.

The budget for 2012/13 is £70.5million. This is 1.2% more than theequivalent budget last year withmost of the increase arising fromthe cost of inflation.

The Authority is committed tokeeping Council Tax increases aslow as possible so we constantlyreview how our services aredelivered to make them moreefficient. Government grantreductions are expected over thenext two years so we are planningfor the future to ensure we use themoney we have to greatest effect.

Where your money goesOver 75% of our budget is spent onemploying staff - our most valuableresource. The remainder is spenton essential supplies and services,transport, property and informationand communications technology,as well as funding our capitalprogrammes.

Every year we spend about £2.5million on our vehicle replacementprogramme, to ensure we have amodern, well-maintained fleet ofvehicles. We invest £400,000 inimprovements to our buildings andmaintaining our 51 stations.
