AGENDA
If a member of the public wishes to address the Board, we ask that you fill out a speaker card, located on the table at the
entrance to the auditorium and submit it to the Chair or designated member. Public comments will be limited to 2 minutes per
speaker and the Chair will call you up by name when it’s your turn to address the board. This meeting will conclude no later
than 8:45pm. Any items not addressed will be carried over to the next meeting.
1. CALL TO ORDER Pledge of Allegiance, and opening remarks from Chair Contreras (3-5 minutes) Reminder: Board members please raise your hand to be recognized by the Chair or presiding officer prior to speaking. new term 2019-2021 c. Check Board member training certification is updated for board participation per State law. All
elected officials are required to take the Ethics training to participate. No training, no input, motions, seconds, or voting by the board member.
d. The Congress of Neighborhood Councils is Saturday, September 28. Workshop information by Lydia.
e. The LA City Bureau of Street Services scheduled a day for small asphalt repairs on potholes. September 17-19th. Repairs were made on Lomita Blvd & Eubank Ave, Mar Vista & E, 1200 N. Drum Ave, Figueroa & PCH, Lomita Blvd. & Wilmington. Blvd., Wilmington Blvd. & Figueroa Street. Next repair dates are scheduled for May 2020.
2. CONSENT CALENDAR Note: Consent calendar items are considered to be non- controversial and will be treated as one agenda item. There will be no discussion of these items unless an item is removed from the consent calendar, in which case it will be considered as time allows on the regular agenda. 7. APPOINTMENTS
FILLTHE 2 BOARD VACANCIES (25 min) Deadline to submit your application was September 18, 2019 which was posted on the WNC Website in August. Candidates were to emailed their application to [email protected]. At-Large and Residential vacant seats to be filled. The process for appointment is as follows and will be repeated for each of the vacancies: Candidates will be offered 2 minutes to speak on why they should be selected to fill the vacant seats. Candidates address the Board members who will be voting. Should a candidate not be present or choose not to speak, Chair or presiding officer will read Candidacy Statement. Appointment requires a simple majority vote of Governing Board members (there being a quorum) present and voting. Voting is by written ballot (only to assist the board members), ballots will be announced in an open process. The requirement is that each ballot, in order to be counted, must be signed.

Governing Board votes will be announced by the Chair or presiding officer. In the event that there are more than 2 candidates and no candidate receives a majority of votes, the top two vote-getters will engage in a coin toss that will determine the winner. (per WNC Standing Rules) Ballots will be retained by the Chair from the Board and Stakeholder meeting. Newly appointed board member will take his/her oath and seat at the next WNC board & stakeholder meeting.

b. Discussion & motion to a resolution, send a letter to elected official’s offices to support California State Assembly Bill 1066 Unemployment insurance: trade disputes: eligibility for benefits.
c. The Planning & Land Use Committee recommends to the full board to submit a letter to Governor Newson and submit a CIS to oppose the State bill AB 1197 and file a CIS to oppose City CF 19-0002s159 due to the negative impact it will have on our community and the environmental health of our stakeholders.
d. The Planning & Land Use Committee recommends to the full board to approve the Wilmington Sign project and allocate funds to implement the WNC Community improvement project “Welcome to Wilmington Sign” in the amount not exceed $7,000.00.
e. The WNC Planning & Land Use Committee request to approve funding to pay for food at our meetings in the amount not to exceed $49.00 for each meeting as a recurring expense.

VISION
Promote, support and educate our community in the areas of City Services, Economic Development,
Safety, Transportation, Historic Education and Emergency Preparedness. Promote WNC board Team
work and help bring community improvement projects.
GOALS
1. Promote connectivity to LA City services and empower the local stakeholders through
education, publicity & outreach
2. Promote and support Safety and Emergency Preparedness.
3. Increase Beautification clean ups and projects for our community with stakeholder involvement
4. Promote and education our community on the History of Wilmington & promote economic
development throughout the community.
5. Promote local business to strengthen our local economic development and increase job
opportunities for local residents.

Waterfront project in conjunction with the WNC Port Resolution approved and submitted by the
WNC in FY 2017-2018 and the Welcome to Wilmington Sign Project.

1. The WNC will host Information fairs with the LA City Departments and Agencies
2. Host Activities, Workshops, and Events focused on our vision and goals for FY 2019-2020.
3. Develop strategic outreach efforts to connect the community as a whole
4. Promote and improve our social media efforts to educate our community on Safety,
Wilmington’s History, City Services and community projects.
5. Promote the work of our WNC and encourage community involvement to build team work
6. Work with the City Transportation department, Port or LA and local enforcement to improve
Port truck traffic through our community. Work with City planning, LADOT to improve
pedestrian safety, sidewalks, crosswalks and all transportation issues in our community.
7. Promote, support, and increase stakeholder involvement in the WNC community projects and
efforts to work toward the WNC Vision.

To promote more citizen participation in government and make government more responsive to local needs, a citywide system of neighborhood councils and a Department of Neighborhood Empowerment is created. There was a discussion to put together The Strategic Plan as required for funding through creating the vision, budget, and goals. Last year’s budget was a good budget and it will be used as a template for creating this year’s budget.
There should be $52,000.00 in our account due to the rollover. For the new Boardmembers the different types of expenses were explained:
1. Office and Operational are the expenses to run the Neighborhood Council such as minute takers, security, website, printing, office support, meeting facilities, interpreters, refreshments for meetings, utilities, office supplies. These are the large ticket Items for Office and Operational:

RULES, ELECTIONS J ^GOVERNMENTAL RELATIONSRESOLUTION
WHEREAS, any official position of the City of Los Angeles with respect to legislation, rules, regulations or policies proposed to or pending before a local, state or federal governmental body or agency must have first been adopted in the form of a Resolution by the City Council with the concurrence or the Mayor; and
WHEREAS, there is a homelessness crisis in the City of Los Angeles and according to the 2019 Point-in-Time Count, there are 36,300 homeless individuals in the City; and
WHEREAS, Proposition HHH was passed by the City to create new supportive housing for homeless individuals and the Homeless Emergency Aid Program (HEAP) was authorized by the State to provide emergency aid to the homeless, including building emergency shelter; and
WHEREAS, the California Environmental Quality Act (CEQA) provides a process for evaluating the environmental effects of a project, including but not limited to, water quality, land use and agricultural resources, transportation and circulation, air quality and greenhouse gas emission; and
WHEREAS, under the current law, certain supportive housing projects and emergency shelters are already exempt from CEQA, however there are many projects that are delayed due to CEQA challenges being filed; and
WHEREAS, currently pending before the Assembly is AB 1197 (Santiago), which would expand the current CEQA exemption under AB 2162 for projects funded under Proposition HHH and HEAP, resulting in the expedited construction of housing and shelter for homeless individuals; and
WHEREAS, AB 1197 would help the City continue to expeditiously develop supportive and emergency housing and move homeless individuals in the City off the streets and into safe housing;
NOW, THEREFORE, BE IT RESOLVED, with concurrence of the Mayor, that by adoption of this resolution, the City of Los Angeles hereby includes in its 2019-20 State Legislative Program, SUPPORT for AB 1197 (Santiago), the California Environmental Quality Act Exemption, which exempts activities approved or carried out by the City in furtherance of supportive housing projects funded by Proposition HHH bond proceeds or emergency shelter projects funded by the Homeless Emergency Aid Program and SEEK AMENDMENT to apply the CEQA exemption to all permanent supportive housing projects regardless of its funding source.

Summary: AB 1066 ensures that workers who go on strike due to a trade dispute would be eligible for UI benefits after a 2-3 week waiting period. Unemployment insurance exists to help workers who find themselves temporarily without a paycheck. Workers involved in a labor dispute merit support from the state, and this bill is one small step in ensuring all workers can exercise their right to strike.
RESOLUTION
WHEREAS, Under existing law, unemployment benefits are paid from the Unemployment Fund, which is continuously appropriated for these purposes.
WHEREAS Existing law makes an individual ineligible for unemployment benefits if the individual left work because of a trade dispute and specifies that the individual remains ineligible for the duration of the trade dispute.
WHEREAS, Existing case law holds that employees who left work due to a lockout by the employer, even if it was in anticipation of a trade dispute, are eligible for benefits.
WHEREAS This bill would restore eligibility for unemployment benefits after the first 3 weeks of a trade dispute for an employee who left work because of the trade dispute.
WHEREAS This bill would also codify specified case law that holds that employees who left work due to a lockout by the employer, even if it was in anticipation of a trade dispute, are eligible for benefits.
WHEREAS, This bill would specify that the bill’s provisions do not diminish eligibility for benefits of individuals deprived of work due to an employer lockout or similar action, as specified.
WHEREAS, this bill would expand the categories of people eligible to receive benefits from a continuously appropriated fund, it would make an appropriation. Summary: This bill seeks to ensure that California’s ports are positioned to improve their operational
efficiency while maintaining the livelihood of people who depend on them for a stable job. It identifies
automation as a key issue that is expanding its application into a range of industries, including port
equipment. Estimates show that about 10% of manufacturing tasks globally were performed by robots
in 2015. It is suggested that percentage is expected to rise to 25% by 2025 as robots become less
expensive and more accessible. The author frames the question of not whether or not to automate, but
how to do so responsibly. He notes that automation may help companies with California’s emission
reduction standards, but at the same time he suggests that human-powered zero and near-zero
equipment is readily available. He argues that worker displacement from ports creates larger economic

RESOLUTION
WHEREAS, Existing law vests control over specific public lands with the State Lands Commission. The
members of the commission are the Lieutenant Governor, the Controller, and the Director of Finance.
WHEREAS , Existing law specifies that the commission has exclusive jurisdiction over all ungranted
tidelands and submerged lands owned by the state, and of the beds of navigable rivers, streams, lakes,
bays, estuaries, inlets, and straits, including tidelands and submerged lands or any interest in those
lands, as described, which have been or may be acquired by the state by quitclaim, cession, grant,
contract, otherwise from the federal government, or by any other means.
WHEREAS, Existing law also provides specific responsibilities for the commission with respect to the
ports of Los Angeles and Oakland.
WHEREAS , AB 1321l would require the commission, subject to the availability of resources, in
collaboration with the Governor’s Office of Business and Economic Development, to hold a series of
meetings at or near California ports that operate on granted public trust lands to consider the impacts of
automated technology at California’s ports, as provided.
WHEREAS, AB 1321 would require the commission to submit two reports to the Legislature, as
prescribed, on the commission’s activities under these provisions.

The Wilmington Neighborhood Council wishes to show its support for AB 1066 Unemployment
insurance: trade disputes: eligibility for benefits and request that you support this Assembly Bill as well.
As you may be aware should this bill become law it would permit workers to collect their unemployment
insurance( UI) benefits after a 2-3 week wait if involved in a trade dispute and would codify California
Supreme Court Decision (Coast Packing Co. v. California Unemployment Insurance Appeals Board (1966)
64 Cal. 2d 76) that found workers subject to a lockout eligible for UI benefits.
We realize that strikes are often the most impactful way working people can come together to influence
terms and conditions of their employment. Employees can legally strike for economic reasons or to
protest an unfair labor practice by their employer, such as an employer’s failure to address harassment
and discrimination in the workplace, failure to follow wage and hour laws, or refusal to bargain in good
faith with employees’ union representatives. Striking is never a first option. Striking is always a last
resort effort in attempt to bring both bargaining parties back to the table to negotiate a fair trade
agreement. Some may argue that employees may receive strike pay benefits but benefits such as these
are the exception and not the rule for striking workers and should these benefits exist for some striking
workers they are usually very nominal in an amount not to exceed a couple hundred a week.
As the bill points out, “According to data from the Bureau of Labor Statistics, the number of U.S. workers
involved in work stoppages in 2018 (485,000), including both strikes and lockouts, was the highest of
any year since 1986 (533,000). Last year saw 20 work stoppages which is the highest since 2007 which
saw 21 major strikes and lockouts. Data on trade disputes collected by EDD show upward movement in
the number of California workers involved in trade disputes in recent years. In 2014, 472 employees
were engaged in a trade dispute and 12,478 were in 2018. The numbers will continue to rise in 2019
with over 34,000 workers involved in trade disputes to date. That notable increase is driven by the Los
Angeles Unified School District strike.” The following are examples of recent trade disputes involving a
large number of California workers:”

• Los Angeles Unified School District (LAUSD) Teacher Dispute (2019)
