Senior Engineer, Montgomery County, MD, Watershed Restoration (CIP) Program, Rockville, MD ● Led a portfolio of watershed restoration civil engineering projects with biological and habitat-

based outcomes (such as increased fish and macroinvertebrate diversity and IBI scores) from concept through implementation. Managed the project budgets and implementation schedules of environmental engineering consultants and construction contractors. Worked with biologists and monitoring teams to incorporate natural stream and habitat design, best practices and lessons-learned from research and monitoring data into new designs. Projects included full-scale stream restoration projects ranging up to 3 miles in length, stream and watershed enhancement projects, traditional stormwater management projects (retention/detention ponds) and innovative stormwater treatment such "low impact development" facilities and green stormwater infrastructure.

● Drove the development and implementation of a server-based project management tool and business intelligence tool for a municipal watershed restoration program driven by EPA National Pollution Discharge Elimination System (MS4 permit) requirements.

● Recovered over $100,000 in costs from responsible parties for federally-funded OPA 90 oil spill responses and closed or forwarded $300,000 in cases to the US Treasury for debt collection.

● Deployed to the 2010 BP-Gulf of Mexico oil spill (June-August 2010) and led an inter-agency, interdisciplinary and technical team (Alternative Response Technology Evaluation System - ARTES) responsible for vetting new oil cleanup technologies being tested during the extended spill. This also involved coordinating with the Operations Section and the Environmental Unit of the ICS organization to streamline Endangered Species and Marine Mammal Protection Act consultations during the response for new oil removal technologies with potential impacts to these species. Also evaluated technologies designed to remove oil in sensitive wetland marsh habitats and coordinated with environmental experts deployed during the spill. Received the Coast Guard Achievement medal for this work. Successfully defended two fund recovery actions for federally-funded environmental cleanups forwarded for Congressional Inquiry by responsible parties.

Engineering Plan Reviewer, Clean Water Services, Hillsboro, OR ● Principle plan reviewer for surface water, storm water and sanitary sewer service district in

metropolitan Portland, OR. Reviewed and approved commercial and subdivision plans for compliance with federal, state, and local regulations for erosion prevention, sediment control (NPDES), wetland and buffer protection (Clean Water Act, Section 404), and stormwater management, including the review of hydraulics and hydrology computations for new development.

● 1999-2002 Marine Environmental Response Branch Chief & Assistant Port Operations Chief - Led 12 port safety/security environmental spill responders and prevention staff/inspectors into new maritime transportation security paradigm during and post-9/11; initial team leader in the discovery, investigation and criminal prosecution of vessel operators in landmark cases for violation of international pollution standards (MARPOL), exposing industry-wide practice of illegal waste dumping at sea. Led 12 port safety/security environmental spill responders and spill prevention staff/inspectors in execution of OPA and Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA) marine oil spill response responsibilities along the Oregon and southern Washington coast as well as the Columbia River watershed. Collaborated with NOAA Scientific Support Coordinators, Washington and Oregon state on-scene coordinators and federal and state natural resource trustees to prioritize spill response operations and mitigate damage to environmentally sensitive areas and species and subsistence resources. Applied results of NOAA ADIOS GNOME oil fate and trajectory models to guide response operations.
