10YFP Sustainable Building and Construction Programme

When? Status Proposed Working Areas

by the end of 2014 or in early 2015

A public on-line consultation on the draft concept note of the Sustainable Buildings and Construction (SBC) Programme is currently taking place. The SBCI network partners are providing support to consultations in various regions, and facilitating feedback on the development of the programme.

• Establish and promote enabling frameworks to implement SBC policies

• Reduce climate impact of building sector

• Promote Resource Efficiency in Building Supply Chain

• Support and Promote Sustainable Social Housing

• Knowledge sharing, outreach and awareness raising (cross-cutting)

Proposed vision of the SBC programme “All stakeholders involved in the planning, commissioning, design, construction and deconstruction, management and operation of buildings have a common understanding of sustainable buildings and the knowledge, resources and incentives required to create, maintain and use them; structures that are healthy to live and work in, that sustainably utilise energy, water, land and other key resources, respecting environmental limits, and ultimately have a minimally adverse impact on the natural world.”

When? Status Proposed Working Areas

Launch is expected second quarter of 2015

On-line consultation July 2014: gathered 212 responses (29% from researchers, 25% from NGOs, 18% from governmental institutions, 8 % from the private sector, 6% from IGOs, 12% other) The first draft of the programme concept was developed at an expert session of the Agri-food Task Force on SCP on 11-12 September 2014 at FAO Headquarters in Rome.

• Increasing the availability, accessibility and sharing of actionable knowledge, information and tools for sustainable consumption and production

• Encourage, facilitate and support integrated multi-stakeholder dialogue to help inform interconnected policymaking towards sustainable food systems at local, national, regional and international levels

• Facilitating the use and enhance opportunities for market-based and/or voluntary approaches throughout supply chain towards sustainable food systems

Proposed vision : “all food systems are sustainable, delivering food security and nutrition for all in such a way that the economic, social and environmental bases to generate food security and nutrition for future generations are not compromised”

• Activities are differentiated while still being coordinated through a mutually reinforcing plan of action.

CONTINUOUS COMMUNICATION • Consistent and open communication across the many actors to build trust

• Assure mutual objectives, and create common motivation.

BACKBONE SUPPORT • Leads and co leads of programmes and their MACs, supported by the Secretariat, provide strategic direction, facilitate dialogue, manage data collection and analysis

• Secretariat, Leads and Co-Leads and MACs mobilize funds together, while Secretariat and Board report to ECOSOC, which in turn supports 10YFP

Leads, co-leads and Multistakeholder Advisory Committees of the Programmes

• Serving as parliaments, work plan, project generator and fund mobilization for the programmes, together with other programme partners

• Multistakeholder composition, participatory governance and the five factors above are the key to making programmes work.

How to accelerate the implementation of the 10-Year Framework of Programmes on SCP?

◦ Empowering the 10YFP National Focal Points (NFPs), nominated by governments, to define and convey countries’ needs for the shift to SCP – capacity building for NFPs is a key demand

◦ NFPs to enhance inter-ministerial cooperation and coordinate broader stakeholder action at the national level, also serving as the channel for submitting proposals to the 10YFP Trust Fund

◦ Secure more active participation of the private sector and financial institutions in the 10YFP by demonstrating the economic case for, and return on investment generated by, the shift to SCP patterns

◦ Securing predictable and adequate finance for the 10YFP Trust Fund to enable timely implementation of its programmes at national and regional levels, on the scale being demanded by many actors

• Identifying other priority themes to be addressed – countries have expressed interest in programmes on waste, SMEs and cities

• Showcasing, through 10YFP programmes and country experiences, that the shift to SCP patterns offers triple-win solutions for society, the economy , and the environment.
