Key Questions for Voters and Candidates
1. Who Represents the over $20 billion ALANA Economic Interests in Minnesota?
2. What are plans of candidates (for the Minnesota Legislature, Congress and Governor) to grow
the over $20 billion ALANA Economic Assets? What is their track record of implementing long
term strategies with an “asset” perspective of ALANA communities?
3. If elected would you implement a long term plan, in 2015, to grow the over $20 billion ALANA
asset portfolio in Minnesota?
Data for Governor, House, Senate and Congressional district can be found in this document. Sample
letters to candidates requesting their plan to grow ALANA assets are also enclosed.
Introduction
Brett Buckner and the author as part of OneMN – a multiethnic nonpartisan coalition, colorthevote.org,
and MN Base Network presented to the Minnesota Judicial Redistricting Panel the challenge – Who
represents the economic interests of ALANA communities in Minnesota? The judicial panel was
presented a map showing these economic interests as well as a plan that would maximize the political
representation of ALANA communities in Minnesota (see Pioneer Press report attached). The Court
responded with a map that had a better representation of ALANA interests than what we had proposed
and is behind many of the successes of ALANA candidates for public office.
Because the Courts have integrated the representation of the economic interests of the ALANA
communities in the legislative and congressional district boundaries – it becomes a legal and public
concern that candidates for elected office in Minnesota represent these economic interests too.

The questions that can be posed today to candidates for public office at the legislative district, Congress
and office of Governor are presented below.
To represent the economic interests of the ALANA communities their proposed policies would be
relevant if they have the following characteristics:
1. They view the ALANA communities as assets and understand the power of the more than $20
billion economic assets of the ALANA communities they represent. They do not view the ALANA
communities as “problems” “challenges” etc.
2. The strategies they propose are derived from a long term vision for the ALANA communities, not
a 2 year, 4 year or 6 year perspective that parallels the election cycle.
3. They commit to implementing a long term plan based on the “asset” model in the 2015 that
includes strategies at the local, state and national level.
Questions for Candidates for Governor
1. Who in the Governor’s Office (will) represents the estimated $20 billion economic interests of
ALANA communities in Minnesota ? What power does (will) such a person has (have)?
2. Who in the various Minnesota agencies and departments represents the $20 billion economic
interests of ALANA communities? How much power do they have? What is their track record of
success?
3. With implementation of recent legislation focusing on female economic rights – what is the
track record in the Governor’s Office and in various agencies and departments of the
appointment of ALANA women in positions of power? In the workforce?
Questions for Congressional Candidates
1. How will/have you represented ALANA economic interests in your district? What is your track
record for growing these assets? (See attached data of ALANA economic assets by district)
2. What is your plan to bring federal resources to help grow ALANA economic assets in Minnesota?
Example: Dear Candidate – what is your plan to grow the $1.2 billion ALANA asset portfolio in the
first Congressional district?
Questions for Legislative Candidates
1. How will/have you represented ALANA economic interests in your district? What is your track
record for growing these assets? (See attached data of ALANA economic assets by district)
2. Will you commit to implement a long term plan, in 2015, to grow ALANA economic assets in
Minnesota?

How were estimates of ALANA economic interests derived?
This voter guide provides a very conservative estimate of ALANA economic interests
using primarily aggregate income of the ALANA communities. It does not include human
capital estimates, real estate, business and cultural assets. As such the numbers
presented below are the low end of the estimate of ALANA economic assets.
For Minnesota the $20 billion estimate is a combination of aggregate income and
estimate of business revenue and does not include other assets. Sources for income and
business data are the latest American Community Survey 2012 and the Survey of
Business Owners 2007. Population totals for legislative districts were taken from the
legislative GIS estimates.
