About FCTC

� It is First International treaty negotiated under WHO

� Adopted by World Health Assembly in 21st May 2003 and Entered into force in 27th Feb 2005

� Was developed by WHO in response to Globalisation of Tobacco epidemic

� Has reaffirmed the right of people to highest standards of health

Structure

� Conference of Parties� It is governing body of the WHO FCTC

� Regularly reviews implementation of convention and takes decision to promotes its effectiveness

� Regular sessions are held every two years

� Convention Secretariat� Supports Parties in fulfilling obligation under

convention

� Translates decision of COP into programs

� Coordinates with different departments of WHO and other international Bodies

Status Of Ratification

As on 23rd August 2012 Signatories 168 countriesParties to convention- 176 Countries

India, second most growers of tobacco has ratified the convention

Some of the Major Tobacco Growing countries not ratified or not signatories are, Cuba, United States of America, Argentina, Indonesia, Zimbabwe, Malawi

Implementation Tools� Protocols

� COP adopts protocols which is negotiated by only the parties to COP� The first protocol being negotiated is illicit trade in Tobacco

� Guidelines� Developed by Inter ministerial working group assist parties in meeting their

obligation under convention � Guidelines have been adopted for Articles 5.3, 8,9,10 (partial guidelines), 11, 12,

13, 14. Draft guideline for other articles under consideration

� Reporting and exchange of information� Each party is required to submit report every to years to convention secretariat

� Secretariat prepares Global summary reports based on these report and presents to COP on the implementation

� Technical and legal cooperation� Parties cooperate directly or through international bodies� Develops databases of resources� Develop project proposals for funding

� Supports Tobacco control policies at country level

Progress

� Reporting rate from Parties increased

� Higher implementation rates for measure on exposure to protection (article 8), Packaging and labeling (article 11), sale to or by minors (article 16), education, communication and training (article 12)

� Lower implementation in Regulation of contents of tobacco (article 9), Tobacco advertising (article 13), provision of support for economically viable alternative activities (article 17), Protection of environment and health of person (article 18) and use of litigation as a tool of tobacco control (article 19)

� Some of major tobacco growing countries still not ratified the convention
