Module 2: Project Appraisal (Course code DP02)

DescriptionProject appraisal is conducted at the planning phase of the project cycle. Among other things, project appraisal can be used help to determine a project’s feasibility. This course introduces the learner to various tools and techniques that can be used to conduct a project appraisal. These are cost-effectiveness, cost benefit analysis and project budgeting and financing.

Cost benefit analysis is used to assess the value for money of both private and public sector projects. Although a cost benefit analysis can be used to assess intangibles/non-monetary items it is most commonly done for things that can be monetized.

Cost effectiveness analysis is used in international development to formally portray policy decisions and is used to estimate economic costs per gain in a given situation.

A project would not be possible without adequate financing and proper budgeting.

Course Aim:This course will introduce participants to the generally accepted knowledge and principles surrounding the field of project appraisal, namely cost benefit analysis, cost effectiveness analysis and project budgeting and finance.

AwardPersons who complete this module only, will receive a certificate of completion in Introduction to Project Appraisal. Persons who complete all seven (7) modules in the PMDP, will receive a certificate of completion in Project Management for Development Practitioners.

Learning Objectives: After participating in the learning experience each participant should be able to:

Demonstrate an understanding of the principles of cost effectiveness analysis (CEA), such as cost inputs and cost-effectiveness ratios.

Know the components of CEAs, including structure, inputs, and findings.

Demonstrate an understanding of the principles and practices of cost benefit analysis (CBA).

Able to define payback and net present value and describe its use.

Demonstrate an understanding of the steps involved in conducting a CBA, and a CEA by designing a CBA and a CEA in their area of expertise.

Demonstrate an appreciation for the importance of proper budgeting by identifying its benefits.

Identify the different types of risks involved in project financing.

Module 3: Objectives-Oriented Project Planning DP03

DescriptionManaging project objectives is a critical aspect of project management. The LFA is the most widely used and accepted method. In this module you will be introduced to the logical framework as a tool for objective oriented project planning. In addition, you will be given a critical guide to its application in the field of development.

Social mapping and social analysis techniques are social tools that can be used in the planning phase of the development project cycle. This course will introduce the concepts of social mapping and social analysis and outline their usage in objectives-oriented project planning. You will also receive valuable information on writing effective proposals, which is an intricate part of the project planning stage.

Target AudienceThis course is targeted specifically for project managers, project team members, functional managers with employees assigned to project teams, project stakeholders, any team manager or member interested in project management, professionals and project managers across areas of development who would like to hone or develop their project planning skills to help them manage for results.

AwardPersons who complete this module only, will receive a certificate of completion in Objectives-Oriented Project Planning. Persons who complete all seven (7) modules in the PMDP, will receive a certificate of completion in Project Management for Development Practitioners.

Module 4: Participatory Project Planning Course Outline (DP04)

DescriptionThe use of participatory approaches has become common practice and crucial to the success of projects. Participatory project planning ensures that all stakeholders involved help to identify and analyse the problems to be addressed in a project, develop effective solutions, and ultimately prepare concrete, practical, and realistic project plans together.

The consensus-oriented approach - by employing the input of all involved - helps to ensure better project design, commitment, shared ownership, and implementation of project plans. Proper project planning using participatory methods will increase the chances of project sustainability.
