THE BACKGROUND

THE LOOK

The essence of the architectural design throughout the estate is most accurately described as a “21st century Kiwi interpretation of a traditional village” - in harmony with the beauty of the natural environment. In line with the historic significance of the site and councils requirement that the new dwellings in the estate reflect that heritage, the minimum roof pitch is 37.5 degrees and the maximum is 45 degrees.

Q What is the name of the company that is doing the development?
A KTRM Developments Limited.
Q Has resource consent been granted?
A Yes.
Q How does the sale process work?
A Once you have been onsite and have made the decision that you wish to purchase a section in this subdivision, you will need to sign an offer to purchase (contract).
Your offer to purchase will then be conveyed to the developer, who will elect to accept or reject your offer. In the event the offer is accepted, the contract will be forwarded to both parties solicitors, and the deposit required will be paid by the purchaser via the vendors agent, and will be deposited into the trust account of the vendors solicitors, Russell McVeagh. As soon as the deposit is confirmed by the vendors solicitors as cleared funds, your section will be marked SOLD.
You pay nothing further until you have been advised that title has been issued for your land, at which stage you will have 7 working days to pay the balance of the purchase price to the vendors solicitors. From this point, you have 18 months within which to commence construction.
Q Deposit – How much and who do we pay?
A The deposit is 10% of the sale price and the deposit is payable to the vendor’s solicitors, Russell McVeagh. It is held in the solicitors trust account and is only disbursed upon the vendor obtaining individual title to each lot.
Q When do works commence?
A They have already commenced.
Q When is title expected to issue?
A Dependant on works schedule being maintained, title is expected by December 2016. In the event of bad weather causing delays, title will issue approx early 2017.
Q Can you on-sell the land before title is issued?
A Absolutely, yes you are able to on sell the site but you are bound by the original contract conditions that you have signed as the purchaser.
Q I have read through the Design Guidelines and…?
Q Do the water tanks have to be underground?
A Yes. Further information will be available shortly, as to costs as the developer is currently negotiating bulk rates for the benefit of individual purchasers – to be advised and confirmed.
Q I understand the onsite bore water will replenish our tanks when they get low? How does that happen and what is the water quality?
A On-site bore water will be treated via Whitford Utilities Limited water treatment plant and will be high quality drinking water. Your tank will automatically open a valve when it gets down to a preset level, triggering automatic refill from the water treatment plant. This water is provided FREE by Whitford Village Utilities Ltd so you will never run out of water.
Q What are the associated costs with water tanks?
A Further detail with respect to tank cost and dig in and associated pumps, filters etc will be available in the near future as the developer is currently negotiating bulk purchase rates for the benefit of each individual purchaser – to be advised and confirmed.
Q I understand there are concept plans included in the purchase price of the section – how does this work?
A Yes there are concept plans included in the price, by Walkers Residential (Architects). Once your agreement is unconditional and your deposit has been paid, you will be allocated an appointment with Walkers where you will outline your requirements and sketches will be completed for you - incorporating elevations, floor plans etc - ensuring that your personal concept plan fits within the developments design guidelines (refer separate document - The Whitford Village Green Design Guidelines). All individual designs have to adhere to the guidelines as required by Auckland City Council’s plan change 27 (Manukau) - specific to this estate, and subject to review by the Design Review Panel, which must approve your plans before they are submitted to council for building consent.
Q Am I obligated to use Walkers Architects to do my actual plans?
A No – you are able to use a draftsman or architect of your choice, subject to your concept plan having been approved by the Design Review Panel. You may elect however, to continue on with Walkers as your architect of choice, as a subsidised rate for completion of working drawings is currently being negotiated by the developer for individual purchasers benefit – to be advised and confirmed.

Q I understand there is a management company responsible for all on-site services. Can you please advise what services are covered?
A The management company will be responsible for provision of the utility services required by the resource consent and will include (but not necessarily limited to) the following:
• Estate entrance gatehouse
• Video surveillance
• On-site manager / 24/7 security
• Rubbish collection and recycling
• Wastewater treatment
• Freshwater treatment plant (treating bore water before redistribution to individuals water tanks)
• The supply of water required, in excess of that collected by individual roof catchment, and is supplied free of charge, as and when tanks require topping up (refer above).
• Landscaping maintenance - this includes all areas outside each individual properties boundary
• Civil infrastructure management and maintenance, including – the boardwalk and walkways – all roads and access lanes, including surfaces, landscape elements and any furniture/ features such as benches, lighting, bins, signs, vegetation, piping network
• Long term asset maintenance replacement (including but not necessarily limited to) - wastewater treatment station, Pavilion & community facilities, tennis court, heated swimming pool, gymnasium, spa & sauna complex, river pontoon and viewing platforms, ponds, outfalls and rain gardens
• Electricity to Pavilion and wasterwater and water treatment plants
• Gas storage facility
• Spark including broadband etc.
• Public liability insurance
• Administration
• All charges as detailed below, levied against each property will be adjusted annually in accordance with the CPI (Consumer Price Index). In the event the CPI moves up or down, charges will be adjusted accordingly, and if necessary any rebate will be credited to each individuals account by Whitford Utilities Limited.
